Armed Clashes In Iran As Guiliani Calls For Regime Change: "End Is Near"

Protests in the southern Iran city of Khorramshahr turned into an armed confrontation with security forces early Sunday, resulting in injuries among protesters and police, with conflicting reports that one or more demonstrators may have died.

Iran's state-run Islamic Republic News Agency (IRNA) confirmed the clashes in the historically restive Arab-majority city after large protests over clean water shortages in the region began Friday, and after 3 days of economic protests in Tehran resulted in the temporary closure of the Grand Bazaar early last week.

Though the AP confirms that gunfire erupted in Khorrmashahr, it reports multiple injuries and no fatalities as "online videos appear to show Iranian security forces shooting at protesters."

However Saudi-owned Al Arabiya reported four deaths among protesters on Saturday, and BBC Persian cited at least one death based on an eyewitness account. The Times of Israel echoed regional Arabic press and cited four deaths during the protests.

Meanwhile the AP emphasizes that police were primarily on the receiving end of the violence while citing Iranian media:

Gunfire erupted as Iranian security forces confronted protesters early Sunday amid demonstrations over water scarcity in the country's south, violence that authorities said wounded at least 11 people, mostly police.

While difficult to verify the exact nature of what's being shown, multiple social media videos from the clashes purport to show shots fired by police into crowds of demonstrators, and elsewhere armed men opposing police, including a scene of a man wielding an assault rifle on a motorcycle.

The dramatic footage of overnight events in Khorramshahr has pro- and anti-regime activists debating who is to blame for the violence; however, it's clear from video footage being circulated by both sides that some among the demonstrators were armed  though it should be noted that some activists claim the armed group in the motorbike screen are actually plain clothed security forces.

Regardless, the video confirms shots fired by both sides, and that at least some among the opposition were armed.

The unrest comes amidst an economic crisis sparked by President Trump's decision with withdraw the US from the Iran nuclear deal and heighten sanctions, with Iranian President Hassan Rouhani saying last week his country is in a "fight" with the US, blaming the attempt to collapse the JCPOA for "an economic war" fueling Iran's current crisis. “The US cannot defeat our nation, our enemies are not able to get us to their knees,” he said in response to the growing demonstrations.

Currently, a dollar is worth as much as 90,000 rials compared with 65,000 rials before President Trump announced he would pull out from the deal, and compared with 42,890 at the close of 2017. Thus the official government-set exchange rate of 42,000 rials to $1 has been quickly surpassed in the black market, which fueled mass protests in Tehran and reportedly in merchant districts of a few other cities last week. 

The weekend protests in Khorramshahr in particular, which lies about 400 miles southwest of Tehran, came after residents complained of salty, muddy water issuing from their taps during a years long drought.

According to a recent report by a recent report by the United Nation's Food and Agriculture Organization, the last decade of drought in Iran has reached crisis levels: "Although Iran has a history of drought, over the last decade, Iran has experienced its most prolonged, extensive and severe drought in over 30 years," the report reads. 

Elsewhere in the country hundreds of deaths have recently been reported based on water poisoning during sporadic outages and shortages — a situation which could get worse due to heightened US sanctions as in some instances the government has failed to properly chlorinate and purify city water supplies.  

Meanwhile, events appear to be unfolding in similar fashion to the early phase of protests that gripped mostly provincial cities and towns across Iran in January. While the last week of protests appear isolated and primarily driven by local and regional factors, and fundamentally by the tanking economy, protest videos increasingly show people chanting "death to Khamenei" in reference to Iran's Supreme Leader. 

And notably, the last week has witnessed mass power and internet outages across the country, as Newsweek reports: "Power outages have hit Tehran this week as protests rocked the Iranian capital due to economic woes, which have seen the country’s currency fall rapidly in recent months".

This weekend's significant clashes in Khorramshahr occurred simultaneously with a major annual conference hosted Paris-based National Council of Resistance of Iran (NCRI) — an organization synonymous with the controversial opposition group in exile, Mujahideen e Khalq (MEK)  considered by Iran and many other countries as a terror organization (and not long ago by the US State Deptartment, though delisted as a terror group under Obama 

The MEK has for years received broad financial and political support from within the Washington mainstream, with dozens of sitting Congressmen and notable US politicians having attended their international conferences on an annual basis. 

Rudy Giuliani said at the NCRI/MEK conference on Saturday that Trump will suffocate Iran’s “dictatorial ayatollahs” and indicated that new sanctions were aimed at regime change.

“I can’t speak for the president, but it sure sounds like he doesn’t think there is much of a chance of a change in behavior unless there is a change in people and philosophy,” Giuliani told Reuters at the event in Villepinte, north of Paris. 

“We are the strongest economy in the world ... and if we cut you off then you collapse,” he said while referencing the recent protests in Iran. 

“Anybody who thinks the Ayatollahs are honest people is a fool. They are crooks and that’s what Europe is propping up ... murderers and sponsors of terrorism. Instead of taking an opportunity to topple them they are now left propping them up,” Giuliani said referencing is longtime stance supporting regime change in Tehran. 

With the weekend protests in Khorramshahr devolving into a major armed clash with authorities, and with Iran regime change rhetoric among Western political leaders back in the spotlight, we could be witnessing the opening act of much more to come.

A senior Iranian military spokesman accused Washington of hatching a "dangerous plot" in Iraq and Syria.

Iranian Armed Forces spokesman Brigadier General Bolfazl Shekarchi reported Sunday that a US cargo vessel with chemicals onboard escorted by a warship had entered the Persian Gulf.

"Checking the records of the US cargo vessel MV Cape Ray revealed that the vessel had been present in the coasts near Iraq and Syria, where the Americans had launched a military aggression under the pretext of the use of chemical weapons by those countries," Shekarchi said, according to Sputnik News citing Mehr News.

According to the officer, the cargo ship entered the Gulf with the aim of deploying its chemical cargo in Iraq and Syria. Shekarchi accused Washington of resorting to "dangerous methods" to "justify their illegitimate presence" in the region.

 

"We have more accurate details about the US vessel, such as the number of crew members and the chemicals cargo in their possession, [which] will be disclosed to the public in the future," Shekarchi promised.

The Pentagon has made no official commentary on the Iranian military's claim.

It's not immediately clear what the officer meant with his statement of US military aggression under a pretext of chemical weapons use, and whether he meant the 2003 US invasion of Iraq, or the more recent alleged chemical attack in Douma, Syria, which Damascus, Moscow and Tehran have called a false flag operation to justify the Western airstrikes against Syria in April.

On July 1, Brigadier General Abolfazl Shekarchi, a senior spokesman for the Iranian military, revealed that a cargo vessel of the U.S. Navy carrying chemical materials had entered the Persian Gulf (Arabian Gulf). The vessel, which is escorted by a U.S. warship, is currently parked off the coast of an Arabian Gulf state.

“Checking the records of the U.S. cargo vessel MV Cape Ray revealed that the vessel had been present in the coasts near Iraq and Syria where the Americans had launched a military aggression under the pretext of the use of chemical weapons by those countries,” Brig. Gen. Shekarchi said, according to the Iranian MEHR news agency.

The Iranian military spokesman accused the U.S. of planning to deploy the chemicals to some parts of Iraq and Syria. According to Brig. Gen. Shekarchi, the U.S. may use these chemicals as a pretext to maintain its presence in the both countries.

Earlier this year, the U.S., the UK and France carried out a military strike on Syria after accusing the Damascus government of using chemical weapons during the battle of Eastern Ghouta. These accusations were denied by Damascus and its allies and have not been proven so far.

    Direct: Iran has sent a list of requests to France, Germany and Britain to commit to stay in the nuclear agreement.

    A statement published on the official government website "Dulat DIR" on Wednesday, that President Hassan Rowhani explained the Iranian conditions for European counterparts to stay in the nuclear deal.

    At the same time, the statement did not give details of the Iranian letters sent to French President Emmanuel Macaron, German Chancellor Angela Merkel or British Prime Minister Theresa May.

    VILLEPINTE, France (Reuters) - U.S. President Donald Trump will suffocate Iran’s “dictatorial ayatollahs”, his close ally Rudy Giuliani said on Saturday, suggesting his move to re-impose sanctions was aimed squarely at regime change.

    The former New York mayor who is now Trump’s personal lawyer, was addressing a conference of the Paris-based National Council of Resistance of Iran (NCRI), an umbrella bloc of opposition groups in exile that seek an end to Shi’ite Muslim clerical rule in Iran.

     

    “I can’t speak for the president, but it sure sounds like he doesn’t think there is much of a chance of a change in behavior unless there is a change in people and philosophy,” Giuliani told Reuters in an interview.

    “We are the strongest economy in the world ... and if we cut you off then you collapse,” he said, pointing to protests in Iran. In May, Trump withdrew the United States from a 2015 international deal to curb Tehran’s nuclear program in exchange for lifting some sanctions.

    Trump supporters have spoken at NCRI events in the past, including national security adviser John Bolton, who, before taking his post at the same conference last July, told the group’s members they would be ruling Iran before 2019 and their goal should be regime change.

    Bolton said in May that the administration’s policy was to make sure Iran never got nuclear weapons and not regime change.

    In Tehran, supreme leader Ayatollah Ali Khamenei said Trump would fail in any attempt to turn the Iranian people against the ruling system.

    “They bring to bear economic pressure to separate the nation from the system ... but six U.S. presidents before him (Trump) tried this and had to give up,” Khamenei said on his website.

    The fear of sanctions, which Giuliani said would be increased, has already seen major companies leave Iran despite Europe vowing to save the accord. Britain, France and Germany, which signed the Iran deal along with the United States, Russia and China say the agreement prevents Iran developing weapons-grade nuclear fuel.

    But Giuliani said Europe should be “ashamed” of itself.

    “Anybody who thinks the Ayatollahs are honest people is a fool. They are crooks and that’s what Europe is propping up ... murderers and sponsors of terrorism. Instead of taking an opportunity to topple them they are now left propping them up,” Giuliani said.

    The NCRI members joined the 1979 Islamic revolution but later broke from the ruling clerics. Based in Iraq in the early 1980s, their fighters clashed with U.S. forces during the 2003 Iraq war, but have since renounced violence.

    “Regime change in Iran is within reach as never before ... The wheels of change have started turning,” Maryam Rajavi, who heads the group, told reporters at the conference.

    NCRI, also known by its Farsi name Mujahideen-e-Khalq, was once listed as a terrorist organization by the United States and the European Union but is no longer.

     

    Tehran has long called for a crackdown on the NCRI in Paris, Riyadh, and Washington. The group is regularly criticized in state media.

    The Obama administration granted a license letting Iran access the United States financial system and misled the public about it, according to a Senate subcommittee draft report. Rich Edson reports from the State Department.

    The Obama administration granted a license letting Iran access the United States financial system despite officials’ pledges that they would prohibit it, according to a draft report from the Senate’s Permanent Subcommittee on Investigations.

    “On Feb. 24, 2016, the Treasury Department issued a specific license to Bank Muscat to authorize the conversion of Iran’s rials to euros through ‘any United States depository institution …,’” the draft report said. “Even after the specific license was issued, U.S. government officials maintained in congressional testimony that Iran would not be granted access to the U.S. financial system.”

    “The Obama administration during the negotiation of the Iran deal misled the American people,” said Sen. Rob Portman (R-Ohio), subcommittee chairman. “I think they did so because they were desperate to get a deal.”

    When the nations involved in the Iran nuclear agreement implemented the deal, Iran had $5.7 billion in assets at Bank Muscat in Muscat, Oman, maintained as Omani rials, according to the subcommittee. Iran wanted to access that money, and using the U.S. financial system to convert it “was the most efficient means, even though U.S. sanctions prohibited it,” according to the report.

    Government officials tried to convince two U.S. banks to execute the conversion. They both declined, citing the complexity and the unwanted appearance involved in processing an Iranian transaction, according to the report.

    Without a compliant American bank, a senior State Department official said he believed Bank Muscat and Iran eventually used European banks to convert the funds, said the committee.

    Portman said his subcommittee began investigating the transaction last summer. In an interview with an unnamed senior State Department official, the panel said, the official acknowledged that the administration “’exceeded our JCPOA commitments’ because there was nothing in the JCPOA that required the issuance of the specific license,” according to the report. (JCPOA is the acronym for the Joint Comprehensive Plan of Action with Iran.)

    A former administration official disputes the subcommittee's conclusion, saying the Treasury Department never authorized Iran to access U.S. investments or markets, conduct commercial transactions in U.S. dollars or open correspondent accounts at U.S. banks.

    “This specific license cannot be described as ‘granting access to the U.S. financial system,’” the former official said. “This specific license was in fulfillment of JCPOA commitments to give Iran access to pools of its money held overseas. It was aimed solely to allow the movement of Iran’s own funds stranded at an Omani bank into euros at a European bank, where Iran could then make use of them.”
