Advisor to US President Jared Kouchner

  • "We want the Palestinians to live a better life and, on the other hand, to ensure Israel's security and to be stronger," the chief adviser to US President Donald Trump, Jared Kouchner, revealed the features of the US-Israeli peace plan.

The administration is supposed to announce the plan after Ramadan, "We are working on revising the final document of the plan to be handed over to President Trump," Kouchner said at a seminar at the Washington Institute for Near Eastern Studies.

Kouchner pointed out that Jerusalem, the capital of Israel, is part of any final agreement.

"There was a decision that recognized Jerusalem. It was difficult because people are not accustomed to a president who keeps his promise and to recognize the truth, and Jerusalem is the capital of Israel. It is the truth and it will be part of any final agreement and I think this is an important component."

"Israel has taken control of the Golan Heights for more than 50 years and there is chaos in Syria. There is no doubt that the Golan must be part of Israel," he said.

"We did not discuss this matter," he said. There is a single step. We are talking about real issues. We do not deal with symptoms. We propose something that can cure the disease. If you treat the disease, many of the symptoms will disappear. "

Asked whether the plan would be a surprise to Netanyahu and some leaders of Arab countries such as Saudi Arabia, the UAE and Egypt, he said: "We are now dismantling the codes of the process and we believe that the allies and partners have been consulted and the people in the important locations will get the support. People who need to know about the plan know about it. Who does not need this knowledge does not know, "noting that the Palestinian leadership attacked the plan before you know it.

"What we can prepare is a good starting point for political issues and general outlines of what can be done economically, people want to live together, have a better life, Palestinians want to live in dignity, Israelis want to feel secure, Problems can be solved, I am optimistic, we will do our best. "

"What I believe in is improving people's lives and setting up programs with good targets through donors. In fact, if there are no borders, security and transparency, corruption is not eliminated and people have no climate in which to invest, there will be no rise in the economy and no improvement in life. People".

"Israel is a country with its own specificity. It is the only democracy in the region and an economic partner. Israel's security is very important for the United States and for the president, something we would like to see happen, and for Israel to be safe in the long term, we must solve the problem."

But "for a long time there was no good ideas or any breakthrough to resolve the issue, and became intractable, we are working to find a solution, move forward, and see it as a realistic plan can be implemented."

"I remember the first time I sat down with negotiators from both sides. I asked them what outcome they could accept and accept. The Palestinians said they were going back to the 1967 borders. I asked them not to look back. In 2017, I realized that we "We can get involved in history, but we do not address important things that are important to people's lives. It is important that people feel there is seriousness."

"Many have lied to the Palestinians, and Arab states have claimed they are fighting for the Palestinians. At the same time, they have not accepted them as refugees and did not care about them. There is Hamas in Gaza, they destroyed the place, and people are hostages there for a terrorist group. Is the leadership having the courage to engage in discussions and improve the lives of Palestinians, or is its goal of staying in power and continuing the situation as it is? "He said he met with Palestinian businessmen and talked to them about the plan.

"Doing things the old way" did not lead to a result. "We will do what we believe to be true. People will know that we are honest with them and we have tried hard to take a range of difficult issues. If the Arab peace initiative was a good recipe, peace would have been achieved 10 years ago."

"The leaders are nervous when they think of compromise solutions, we help them get closer to each other, and I hope that the leadership from both sides will sit together and discuss the framework we offer," he said.

"The Palestinians got more aid than any other group and did not show much in return. Maybe they want to continue in this situation. We will provide something based on the logic that the Palestinians will live a better life and I think this will be a test for the Palestinians and the international situation."

"This plan will be a good basis for discussion and will be the basis for a better agreement or situation," he said. "Not trying is a problem in the business world, but in politics, not doing anything is a decision, which is unacceptable."

Deal of the Century will be 'good starting point': Kushner

Jared Kushner has said the long-awaited Israel Palestine peace plan, due to be announced in June, will be a "good starting point”.

Son-in-law and senior advisor to US President Donald Trump, Jared Kushner, said the Middle East peace plan - known as the "Deal of the Century" - would be a "good starting point" on Thursday, according to Reuters.

"What we will be able to put together is a solution that we believe is a good starting point for the political issues and then an outline for what can be done to help these people start living a better life," Kushnertold the Washington Institute for Near East Policy.

The full details of the plan will be revealed at the end of the Muslim holy fasting month of Ramadan in June, Kushner, who has been working on the place for almost two years, announced earlier this month.

Details of the plan are still secret and it has been unclear whether the plan would call for a two-state solution.

"If you say two state, it means one thing to the Israelis, it means one things to the Palestinians. So we said, you know, let's just not say it," Kushner said at the Washington Institute for Near East Policy on Thursday according to Twitter reports.

On Tuesday, a Lebanese newspaper reported that Palestinian Authority President Mahmoud Abbas was offered $10 billion by Saudi Crown Prince Mohammed bin Salman to accept Washington's still-secret Israel-Palestine peace deal.

Trump's Middle East envoy Jason Greenblatt denied rumours last week that the peace plan will include a union between Palestine and Jordan.

It had previously been rumoured that the US peace deal would propose land swaps between Jordan, Saudi Arabia and Egypt.

While Palestinian leaders have repeatedly called for the establishment of an independent state in the West Bank and the currently besieged Gaza Strip, election promises made by re-elected Israeli Prime Minister Binyamin Netanyahu have further complicated matters.

Netanyahu promised to annex illegal settlements in the West Bank in the run up to recent parliamentary elections that secured the incumbent Prime Minister with a fourth consecutive term.

With settlements, considered illegal under international law, dotted across the entirety of the West Bank, their annexation by Israel would destroy already shaky hopes for the territorial continuity of a future Palestinian state.

Both Palestinians and Israelis claim a unified Jerusalem as their capital, but previous negotiations have threatened to relegate the capital of a future Palestinian state to East Jerusalem, currently occupied by Israel and claimed as half of its own capital, or Abu Dis, a neighbouring town in the West Bank.

Trump's 2017 decision to recognise Jerusalem, both east and west, as the capital of Israel and relocate the US embassy to the city was condemned by both Palestinians and the international community, and signalled that a Trump administration-brokered peace plan may reject Palestinian claims over the city.

Trump also recognised Israel's annexation of the Syrian Golan Heights last month in a move widely condemned by the international community.

Palestinian politicians have said that such decisions mean Trump cannot be an "honest broker" in any peace negotiations between Palestinians and Israelis.

Qatar to send money for West Bank, Gaza after Israel truce

DUBAI, United Arab Emirates (AP) — Qatar on Tuesday said it is sending $480 million to Palestinians in the West Bank and the Gaza Strip after a cease-fire deal ended the deadliest fighting between Israel and Palestinian militants since a 2014 war.

Qatar’s Foreign Ministry said $300 million would support health and education programs of the Palestinian Authority, while $180 million would go toward “urgent humanitarian relief” in U.N. programs and toward electricity. The Hamas-ruled Gaza Strip suffers from chronic electricity shortages.

The recent two-day outbreak of violence killed 25 people in Gaza, both militants and civilians, and four civilians in Israel.

Hamas spokesman Hazem Qassem said Egyptian mediators, along with officials from Qatar and the U.N., helped broker the cease-fire deal. The deal is believed to include a number of economic aid and development programs in Gaza, including providing additional electricity and creating temporary jobs in a territory where unemployment has skyrocketed to over 50%.

The energy-rich, small nation of Qatar has become a major donor to the Palestinians.

The Palestinians have been divided between two rival governments since 2007, when Hamas drove forces from the internationally recognized Palestinian Authority out of Gaza. Hamas has ruled Gaza since then, with the Palestinian Authority administering autonomous zones in the Israeli-occupied West Bank.

This marks the first time in recent years that Qatar has funded the Palestinian Authority directly. In recent years, its money has only gone to Gaza, where it opened a hospital just last month.

The United States and the European Union classify Hamas as a terrorist group. Although Qatar doesn’t pay directly to Hamas, its support since 2012, totaling $755 million, has been a vital lifeline for the cash-strapped group, relieving it from having to fund civilian and infrastructure projects.

Omar Shaban, a Gaza economist, said the latest funding was extraordinary.

“This decision boosts Qatar’s role in the coming phase and makes it as acceptable in Ramallah as it is in Gaza,” he wrote on Facebook.

Both Palestinian governments are in deep financial distress. The Palestinian Authority has been hit hard by cuts of hundreds of millions of dollars in U.S. aid, as well as a dispute with Israel over tax transfers.

Israel has begun to withhold money from these transfers that it says the Palestinians give to families of Palestinian attackers who have been jailed or killed in fighting with Israel.

Israel says the money rewards violence. The Palestinians say the payments are social welfare to families affected by conflict, and they have refused to accept the tax transfers unless the funding is fully restored.

The aid cuts and refusal to accept partial tax transfers have plunged the Palestinian Authority into a deep crisis in which it is only able to pay its workers half of their salaries.

In the West Bank, Palestinian President Mahmoud Abbas thanked the Qataris and said the aid would “help the Palestinian people overcome some of their hardships, face the challenges and strengthen their steadfastness on their land.”

In Gaza, meanwhile, the economy has been ravaged by an Israeli-Egyptian blockade, years of fighting with Israel and Hamas’ isolation and mismanagement. Cuts in aid from Abbas’ government, as well as U.S. cuts in funding for U.N. programs, have also hurt the coastal strip’s population.

Hamas leader Ismail Haniyeh welcomed the Qatari aid and thanked the Gulf state’s leader.

“This honorable decision is a continuation of the unwavering Qatari stances that support the Palestinian people politically and financially, in addition to defending the Palestinian rights at international platforms,” he said.

America Announces First Steps of "Century Deal"
The White House has unveiled the first action to be taken soon in the context of the implementation of the Middle East peace plan, prepared by the administration of US President Donald Trump, known as the Century Deal.
The White House announced on Sunday that it will hold a conference in Bahrain in late June to encourage investment in the Palestinian territories as a first step to the peace plan for the settlement of the Palestinian-Israeli conflict.
The conference will be held in Bahrain on June 25-26 and will include government leaders and prominent representatives from civil society and the business community, the White House said.
He said the Bahrain conference "aims to stimulate support for potential economic investments" that would be possible if a Middle East peace agreement is reached.
Since his election in the 2016 presidential election, the current US president has promised that the solution to the Palestinian-Israeli conflict will be one of his administration's top priorities if he wins, while later asserting that his team is working on a peace plan he called the "century deal".
Since the publication of the "Deal of the Century", the Trump administration, assisted by its chief adviser and brother-in-law, Jared Kouchner, has not revealed details of the initiative, causing widespread speculation and rumors.
But media reports based on several sources in the Trump team said that the plan to settle the conflict between Palestinians and Israelis, which includes a number of Arab countries, including Saudi Arabia, does not include the establishment of an independent Palestinian state with East Jerusalem as its capital, as stipulated in all relevant UN resolutions.
Meanwhile, Kouchner said earlier that the Middle East peace plan, which he has been working on for nearly two years, will be unveiled next June after Ramadan, saying it would be a "good starting point" for tackling the Israeli conflict. Palestinian conflict

US to roll out economic part of Mideast peace plan

WASHINGTON, D.C. — The Trump administration will unveil the first phase of its long-awaited blueprint for Mideast peace next month at a conference in the region designed to highlight economic benefits that could be reaped if the Israeli-Palestinian conflict is resolved, the White House said Sunday.

The plan, which has been two years in the making, envisions large-scale investment and infrastructure work in the Palestinian territories. But the central political elements remain mostly unknown. And the economic workshop, June 25-26 in Bahrain, will not address the most contentious parts of the conflict: borders, the status of Jerusalem, Palestinian refugees and Israel’s security.

In a joint statement with Bahrain, the White House said the workshop will give government, civil and business leaders a chance to gather support for economic initiatives that could be possible with a peace agreement.

The U.S. wants to ensure security for Israel and economic opportunity to improve the lives of Palestinians. The administration hopes that Arab countries will help bankroll economic incentives, such as infrastructure and industrial projects, to get Palestinians to buy into the plan. But with details of the political aspects of the plan still under wraps, any commitments for economic development won’t be easily attained.

“The Palestinian people, along with all people in the Middle East, deserve a future with dignity and the opportunity to better their lives,” President Donald Trump’s senior adviser and son-in-law, Jared Kushner, said in a statement Sunday. “Economic progress can only be achieved with a solid economic vision and if the core political issues are resolved.”

Kushner and Jason Greenblatt, envoy of international negotiations, have been leading efforts to write the plan, but so far, there’s been no participation from the Palestinians. The Palestinian Authority, which has complained that the White House favors Israel, severed ties with the Trump administration following several actions targeting them.

Trump closed the Palestinian diplomatic mission in Washington, saying the Palestinians refused to engage in peace talks with Israel. The U.S. stopped funding the U.N. agency that helps Palestinian refugees, slashing hundreds of millions of dollars in aid for projects in the West Bank and Gaza and cutting funding to hospitals in Jerusalem that serve Palestinians. Trump also recognized Jerusalem as the capital of Israel and moved the U.S. Embassy there from Tel Aviv.

The Palestinians’ demand that Israel fully withdraw from all territories it occupies. Israel captured the West Bank, Gaza Strip and east Jerusalem in the 1967 Mideast war. The Palestinians want those territories for a future state. They also seek the right of refugees to return to the lands and the recognition of east Jerusalem as the capital of an independent Palestine. It’s an open question as to whether the Palestinians will exchange some or all of their demands for the prospect of economic prosperity.

In an interview last month with The Associated Press, Palestinian Prime Minister Mohammed Shtayyeh likened that to “financial blackmail, which we reject.”

Kushner said it has been disheartening that the Palestinian leadership has attacked the plan before it’s unveiled.

A senior administration official told reporters that invitations to the workshop are being sent to individuals in the United States, Europe, the Gulf, the wider Arab world and “some” Palestinian business leaders. The Trump administration decided to roll out the economic and political parts of the plan separately, the official said, adding that there will be no discussion about the political aspects of the plan at the upcoming workshop.

Earlier this month, Kushner insisted that the plan he’s helped craft is a very detailed, fresh approach that he hopes will stimulate discussion and lead to a breakthrough in solving the decades-old conflict. At a think tank in Washington, Kushner described it as an “in-depth operational document” not anchored to previous, failed negotiations, high-level political concepts or stale arguments.

The latest and most important leak came in the newspaper "Israel Today" and described it as a secret document circulated among the Israeli Foreign Ministry, and the source of importance three things, The first is attributed to the Israeli Ministry of Foreign Affairs and issued by an Israeli newspaper, specifically the newspaper "Israel Today", the second order of timing, that is, it came after the end of the Israeli elections and the beginning of Ramadan, which meets with statements that said that the announcement of the deal officially century will be after you The Israeli announcement that the announcement will be after the end of the month of Ramadan, which means that the diversion may be a prelude to the official announcement of the features of the deal century after the end of the month of Ramadan, the third volume of items and explanations and details contained in the leaked document.

In the document published by "Israel Today", there are a number of items that must be stopped and when they mean, first item (1), the agreement: "Sign a tripartite agreement between Israel, the PLO and Hamas. The document mentions Hamas as a party to the agreement, but it is a separate party, ie a separate statement that was not included under the PLO framework. The document did not say that the agreement would be between Israel and the Palestinian side or the Palestinians, which means that the document expects the division to continue. ; Puts Hamas in the face of the PLO; and excludes the rest of the factions, especially those belonging to the PLO.

Most importantly, all of the above mentioned Hamas as a party is the Israeli position of recognizing Hamas. To mention it as a party to the document suggests that Israel may not have the right to recognize and sign an agreement with Hamas. But what about Hamas' position and its recognition of Israel and its being a party to the agreement? The document mentions Hamas as a party expecting a smooth, And what is required, which was denied by the movement.

The mention of the new state of Palestine as one of the outcomes of the agreement according to the document, a state in Gaza and some of the occupied West Bank, means that there has been a destruction of all previous agreements, including the Oslo Accords and subsequent road maps and meetings. It also means canceling and bypassing all international resolutions. And the international organization that has been issued since 1947. It concerns the Palestinian cause and its components, including the return of refugees, Jerusalem, sovereignty, borders, water and others.

If the Balfour Declaration gave the Jews a right in Palestine and a national homeland, but he kept the Palestinians some right in their land. If the Sykes-Picot agreement divided the region between France and Britain and reconfigured its borders, the document leaked by the Israeli newspaper today ends that right, Balfour. Although Sykes-Picot redefined the political and geographic boundaries, the document changed the human map of the region - by expanding Gaza in the Sinai - and reshaping it according to the Israeli perspective and interest, although the British Balfour had given a promise and just so; Washington Trump goes further and hints that it will punish both Rejects the deal or disables it, and even orders the Arab countries to pay the lion's share of the cost of implementing the deal.

The cost of financing the implementation of the transaction is unique to the document item No. 5 and called it the donor countries, in which the countries that will support the economic application of the agreement is the United States and the European Union and the Gulf States producing oil, and monitor donor countries, according to the document budget of 30 billion dollars over five years of projects Nationalism of the new Palestine. The following item (6) distribution of shares among the donor countries is as follows: The United States pays 20%, the EU bears 10%, and the rest cost 70% paid by the Gulf oil producing countries to be distributed among these countries depending on the volume of oil production!

Loading the cost based on the volume of oil production means that Saudi Arabia will bear the largest share of the cost not only in the Gulf quota, but in the total share of the implementation of the deal century, more than the share provided by the United States, the significance here is not to bear the cost of Saudi Arabia only, As a secondary player in the yard of the determinants of what Washington wants and is a player only role in the payment of costs, another indication that the document ends in practice what Saudi Arabia thought it could ensure a regional role in the region when it made a peace initiative changed at the Beirut summit in 2002 to what it called " Arab Peace Initiative "and rejected Then Israel.

Saudi Arabia believes that the initiative has included a seat in the regional game and went out early to call now only to pay the largest share of the cost, not the costs of the initiative provided by Saudi Arabia paid for politically and popularly, but it pays the costs and what Israel wants and requests and implemented by Washington.

Another indication is that the Arab countries in general and the Gulf oil states have removed the Palestinian issue from their calculations and agendas. It is no longer merely a normalization of relations between Israel and the Palestinians. And the right of the Palestinian people. By the way did not issue an official position of the Arab Gulf oil states respond to what is stated in the document and silence sign of satisfaction.

The implications of the document mean, among other things, an Arab means the end of the state of Arab opposition, and the situation of what was called the Arab regional system or the accuracy of Arab national security, the Golan has become an Israeli Trump signed by the oil companies did not reject the deal and did not get angry although the resolution gives land In Article 9 of the document, mention is made of the Jordan Valley, according to which the Jordan Valley remains in the hands of Israel as it is today. These facts mean that the dismantling of what has happened in the official Arab system and that the minimum Arab interrelationships Fades may fade B constitute a new Arab-Israeli relations at the expense of the rights of Arab and Palestinian territories, it means that the Palestinians appeared Arabs have become exposed and they only address them and defend and fight for their rights and their land.

The document ends with item No. 10, entitled Responsibility, but reading its implications makes it an item closer to declaring the state of war. If Hamas and the PLO oppose this agreement, the United States will cancel all its support for the Palestinians and work to ensure that no country in the world gives them money. This is a language of bullying and bullying, not an international mediator or language that can lead to an agreement regardless of its content, acceptance or rejection. In the same clause, if the PLO agrees to the terms of the agreement and is opposed by Hamas, it will take responsibility for the Hamas leaders. When the escalation between Israel and Hamas breaks out, the United States will support Israel in targeting Hamas and Islamic Jihad leaders.

This document establishes a new and different conflict and reshapes the international relations map, not only the map of Palestine. Not only stealing land and the right, but also taking the right to resistance and the right to self-determination. It does not give the green light to Israel to launch a new war on Gaza but makes the United States a partner in any future war on Gaza.

The Trump administration will unveil its peace plan for Israel and the Palestinian people during an international conference in Bahrain in June, the White House announced May 19.

The plan will emphasize a path from “peace to prosperity” by encouraging investment in the West Bank and Gaza Strip, according to a joint statement from the United States and the Kingdom of Bahrain.

Government and business leaders from the Middle East will flock to the conference, in an effort to start the economic stage of the peace plan, senior U.S. officials said. The plan also includes proposals for resolving political issues at the core of the decades-long conflict between Israel and the Palestinians.

“I look forward to these important discussions about a vision that will offer Palestinians exciting new opportunities to realize their full potential,” said Treasury Secretary Steven Mnuchin. “This workshop will engage leaders from across the entire Middle East to promote economic growth and opportunity for the people in this important region.”

President Donald Trump has called the plan the “deal of the century.” Trump’s son-in-law, Jared Kushner, and regional envoy Jason Greenblatt are leading the Middle East team.

“We think this is an opportunity to take the economic plan that we’ve worked on for a long time now and present it in the region,” a senior Trump administration official said.

In addition to business and government leaders from the Middle East, the June 25–26 conference in Manama will host officials and business executives from Europe and Asia, including some finance ministers, the official added.

The Palestinian Authority has boycotted Trump’s peace efforts since Trump decided to move the American embassy to Jerusalem from Tel Aviv, and recognized Jerusalem as the capital of Israel. Trump became the first president to follow through on a promise many have made to relocate the embassy, earning widespread praise in Israel.

“Our position is clear: we will neither participate in the economic segment nor in the political segment of this deal,” senior Palestinian Authority official Wasel Abu Youssef said.

Despite the Palestine Liberation Organization’s boycott, Palestinian business leaders “have shown a lot of interest” in the conference, the senior U.S. official said.

Investment in Gaza

U.S. officials previously have said the peace plan would be introduced after the Muslim fasting month of Ramadan, which ends in early June.

The Manama conference is meant to show the people of Gaza, which is controlled by the Hamas terrorist group, that “there are donor countries around the world willing to come in and make investments,” the senior American official said.

Trump administration officials have been working to secure support from Arab governments. The final plan is likely to include billions in investments for Palestinians from oil-rich Gulf states, people informed about the discussions said.

Trump’s aides have said that the plan will address major political issues between Israel and the Palestinians, including the status of Israel. Some of the proposals may draw criticism from both sides, the aides said.

Palestinians demand to have their own state in the Israeli territories in the West Bank, east Jerusalem, and Gaza Strip.

Kushner has declined to say whether the plan includes a two-state solution, a central goal of other recent peace efforts that is widely endorsed internationally.

RABAT - Jared Kouchner, the US president's adviser and adviser, presented the details of the peace deal to Moroccan King Mohammed VI and discussed ways to strengthen relations between the two countries and developments in the region.

Kouchner's visit to the Israeli-Palestinian peace plan, accompanied by his right arm, Jason Greenblatt, as well as US special envoy to Iran, Brian Hawk, is aimed at getting the largest possible Arab coverage of the deal. The American position is hesitant about the content and timing of the deal, To a broad Palestinian attack and lack of Arab interaction, especially from pivotal countries, and met with Israeli preoccupation in the issues of elections and the inability to form a government.

To address this confusion, Trump has sent a tripartite delegation charged with promoting the Middle East deal to visit Morocco, Jordan and Israel in a bid to dispel ambiguity about the initiative and gain support from influential countries such as Morocco and Jordan, which paved the way for the deal by making reservations.

The start of the Kouchner tour to rally support for the Horn of Morocco deal reflects the central role of Rabat in the Palestinian cause.

Kouchner and Greenblatt in Morocco participated in a breakfast banquet hosted by Moroccan King Mohammed VI, Crown Prince Moulay Hassan and Moroccan Foreign Minister Nasser Bourita.

"Thank you, King Abdullah, for this special evening and for sharing your wisdom," Greenblatt said in a tweet. "Morocco is an important friend and ally of the United States."

The banquet was preceded by talks at the Royal Palace in Rabat between King Mohammed VI and the US Presidential Advisor on ways to strengthen the strategic partnership between Morocco and the United States and the changes and developments in the North Africa and Middle East region.

In a joint statement with Jordan, Morocco condemned all the unilateral steps taken by Israel, as the occupying Power, to change the existing legal and historical situation, the demographic situation, and the spiritual and historical character of East Jerusalem, especially in the Islamic and Christian holy sites in the Holy City.

The White House announced that Kouchner had begun a visit to Morocco and Jordan in an effort to rally support for the plan, which is expected to reveal its economic profile at the end of June in Manama in the absence of Palestinians.

BAGHDAD -
The Palestinian ambassador in Moscow, Abdul Hafiz, said Tuesday that his country is under pressure as a result of its rejection of the deal of the century.
"The Palestinian side will not participate in this summit, and we know that the region is under great pressure on this issue, and any outputs of this issue will not be applicable if there is no Palestinian consent. We reject this issue," Hafeez said in a statement to a Russian news agency. Trying to press for Palestinian participation, Palestine is not for sale. "
"We are not in the process of evaluating what we will do in the future. We need Arab and Islamic efforts. We need everyone to stand with Palestine on this issue. We hope the upcoming summits will work to support Palestine and support the steadfastness of the Palestinian people."
A press conference on the occasion of the International Day of Jerusalem was held today at the headquarters of the Russian Federation, which included the ambassadors of the Islamic Republic of Iran, the State of Palestine and Iraq, as well as the First Deputy of the Russian Mufti.

The Knesset voted Wednesday night to dissolve itself after Prime Minister Benjamin Netanyahu failed to form a governing coalition, sending Israel to a new election mere seven weeks after the last one.

At the heart of the impasse was the issue of drafting ultra-Orthodox  yeshiva students: Yisrael Beiteinu's Avigdor Lieberman, without whom Netanyahu can't form a coalition, refused to back down on the bill's terms, while ultra-Orthodox parties claimed they have already yielded enough ground.

Benjamin Netanyahu said Lieberman misled his voters and is dragging the entire country into a new election "after he was the cause of the previous one too, just because he wants a few more votes, which he won’t get. It’s just unbelievable." Netanyahu also said Lieberman is a man of the left, "he brings down right-wing governments."

Both Lieberman and the ultra-Orthodox parties have rejected Netanyahu's latest attempt to forge a deal.

9:28 P.M. Ultra-Orthodox parties mulling Netanyahu's latest proposal, lean towards rejecting it

9:13 P.M. Netanyahu offers Lieberman deal to end crisis

In a last-ditch effort to broker a deal between ex-defense minister Avigdor Lieberman and the ultra-Orthodox parties over the military draft bill that has caused a political crisis that threatens a new election in Israel, Prime Minister Benjamin Netanyahu offered the two sides a new suggestion, whereby the bill Lieberman is insisting on would be brought to an initial vote after the coalition is formed while the two sides would continue negotiating thereafter before the final vote. Bills must pass three votes in the legislature to become law. Netanyahu’s offer appears to rest on the idea that since, if no bill is passed by July, all ultra-Orthodox Israelis will have to be drafted (as per High Court orders), they will have an incentive to agree to a version of Lieberman’s bill.

8:55 P.M. Likud says coalition talks completed with 60 lawmakers on board

A Likud statement says coalition talks are over, with 60 lawmakers agreeing to join the government, presumably including the four elected members of Kulanu. Kulanu Chairman Moshe Kahlon says the party has not signed a coalition agreement and will not do so until at least 61 lawmakers are on board, and will also not sign unless Kahlon is promised the finance portfolio.

7:56 P.M. President will consult with party leaders if Netanyahu cannot form government by deadline, Knesset does not dissolve

President Reuven Rivlin will begin consultations with party leaders tomorrow at 9 A.M in the event that Netanyahu does not succeed in forming a government by midnight and if the Knesset does not vote to dissolve itself. They will determine which MK will be given the mandate to form a coalition instead.

7:48 P.M. Labor chair refuses to join Netanyahu government

Labor Chairman Avi Gabbay took to Twitter to announce his rejection of ministerial portfolios offered to his party by Netanyahu. "Over the course of the last month, the Avoda party received a number of invitations to join the government," Gabbay wrote. "The latest proposal last night included committing to a package of steps to protect democracy. It included annulling the reinforcement, immunity and personal laws, among others. Members of the faction discussed the proposal and decided not to accept it."

He added, "Our position remains that there is no place for more elections, and that it is the president's duty to give the mandate to form the government to MK Benny Gantz."

7:40 P.M. Three scenarios for how Israel's coalition crisis will end

With the former defense minister and the prime minister apparently stuck in a stalemate, here are some ways the situation could develop.

7:36 P.M. Netanyahu offers defense portfolio to Labor

Netanyahu has offered the Labor Party the defense portfolio in the hopes of convincing it to join a coalition. Labor Chairman Avi Gabbay has yet to refuse or publicly respond. Lawmaker Tal Rousso has also not responded publicly, while the remaining Labor lawmakers, Itzik Shmuli, Stav Shaffir, Shelly Yacimovich and Amir Peretz publicly opposed the idea. Prior to the April 9 election, Gabbay committed repeatedly that he would not sit in a Netanyahu government.

7:29 P.M. Ultra-Orthodox lawmakers meeting with Netanyahu

United Torah Judaism's Yaakov Litzman, Uri Maklev, Moshe Gafni and Shas's Arye Dery are currently in a meeting with Netanyahu.

6:28 P.M. Lieberman: 'Everything is in the same place'

"Everything stands in the same place where it was," Yisrael Beiteinu Chairman Avigdor Lieberman said, speaking at the Knesset. "The moment [the military draft] bill passes the second and third reading in its original text, we will be redeemed." There is no ulterior motive, Lieberman urged, calling on ultra-Orthodox lawmakers to accept the bill in its original drafting.

5:28 P.M. Yisrael Katz chosen as foreign minister

Prime Minister Benjamin Netanyahu appointed Likud MK Yisrael Katz as foreign minister.

3:55 P.M. President Reuven Rivlin says he will 'do everything I can to prevent Israel from going to elections'

President Reuven Rivlin says he will "do everything I can to prevent the State of Israel from heading to another election campaign."

3:07 P.M. Lieberman's goal is to eliminate Prime Minister Netanyahu because he wants to take his place, a Likud official says. "For a few seats and a hunger for power Lieberman is dragging an entire country to elections," the official says. Lieberman's party says in response it "laments the style and language in the briefings coming out of the prime minister's office."

12:15 P.M.: Knesset opens debate on bill to dissolve it

Knesset Speaker Yuli Edelstein officially opens debate on bill to dissolve the Knesset, ahead of final votes expected later Wednesday.

11:56 A.M.: Yair Lapid and Benny Gantz 'getting ready for a long night'

Yair Lapid tweets a selfie of himself and party leader Benny Gantz, along with the caption: "Getting ready for a long night." The Kahol Lavan co-chair was referring to the planned Knesset debate.

Labor MK Shelly Yacimovich replied: "But it's only morning."

11:27 A.M.: Hadash-Ta'al undecided on vote to dissolve Knesset

Arab-majority Hadash-Ta'al party, which abstained in the first reading of the bill to dissolve the Knesset, could support it in the second and third readings, but some party members oppose the move.

"We can't allow ourselves not to act in a situation where we can prevent the establishment of a far-right party," says MK Aida Touma-Sliman. "Going back to the people and to the vote is the better option in the current situation."

However, MK Ahmad Tibi says "our position ... hasn't changed, because we don't want to be pawns in the game of spins Netanyahu and [Likud lawmaker] Miki Zohar are leading. It's important for us that Netanyahu go to the president and say 'I've failed,' but as opposition, we'd be happy to take down Netanyahu and his government in the making."

11:01 A.M.: Yisrael Beiteinu MK says ultra-Orthodox parties block government

Yisrael Beiteinu lawmaker Oded Forer says in a tweet that ultra-Orthodox parties are the ones blocking the formation of a new government, rather than his own party. "I suggest Likud direct pressure to them instead of us," he writes.

9:41 A.M.: Opposition plans filibuster, Meretz chairwoman says

Meretz chairwoman Tamar Zandberg says opposition lawmakers will speak at the Knesset in order to delay the vote to dissolve the Knesset at least until Wednesday midnight, in a bid to let President Reuven Rivlin name a new candidate to form a governing coalition.

"We're prepared for a filibuster of at least three days, which is the maximum amount of time for the president to task another Knesset member with forming a government," she says. "If they try to limit speaking time in order to prevent it, we won't hesitate to go to the Supreme Court."

9:24 A.M.: United Arab List-Balad supports dissolving Knesset

United Arab List-Balad chairman Mansour Abbas tells Haaretz his party would support dissolving the Knesset. "In lack of an alternative to Netanyahu, we'll keep supporting dissolving the Knesset," he says.

"If there would be a realistic alternative for another Knesset member to form a government, we'll reconsider our decision to support the bill to dissolve the Knesset," Abbas says.

Balad's Mtanes Shehadeh adds his party "wouldn't miss a chance to take down Netanyahu's government."

8:24 A.M.: Lieberman 'isn't after a real solution,' Likud lawmaker says

Senior Likud member Ze'ev Elkin tells Israel's Army Radio that Yisrael Beiteinu chairman Avigdor Lieberman's actions "show he isn't after a real solution." According to Elkin, Lieberman "knowingly prevents a Netanyahu-led government."

Elkin argues Lieberman can't ask ultra-Orthodox parties to forgo their demands on the draft bill since Yisrael Beiteinu only got five Knesset seats, whereas United Torah Judaism and Shas have eight seats each.

8:23 A.M.: The political cockfight just got out of hand | Analysis

There is no point trying to predict what will happen before the deadline for Prime Minister Benjamin Netanyahu to present his government on Wednesday because it is impossible to divine the thoughts of Yisrael Beiteinu chairman MK Avigdor Lieberman. Yet one thing can be said even now with some degree of confidence; the military conscription law and the crisis with the ultra-Orthodox is not the main story, but rather a cover for much deeper and driven motivations.

If it’s about hunger for power, vengeance or just plain sadism in dragging Netanyahu’s frayed nerves publicly through the streets, Lieberman has achieved his goal, so a narrow (and terrible) right-wing government can be declared.

ISRAEL GOES BACK TO ELECTIONS AS NETANYAHU FAILS TO FORM COALITION

Exactly one month after the 21st Knesset were sworn in, a majority of the Knesset voted late Wednesday to disperse themselves and initiate an unprecedented repeat election on September 17.

Exactly one month after the 21st Knesset were sworn in, a majority of the Knesset voted late Wednesday to disperse themselves and initiate an unprecedented repeat election on September 17.

The motion passed by a vote of 74-45.

Prime Minister Benjamin Netanyahu briefed the Likud faction ahead of the vote that he did not succeed in reaching a compromise with Yisrael Beiteinu leader Avigdor Liberman on the controversial haredi (ultra-Orthodox) conscription bill and also tried unsuccessfully to woo MKs from the opposition to join his government.

“It’s over,” Tourism Minister Yariv Levin, the head of the Likud’s negotiating team, told reporters as he arrived to the Likud meeting after his last negotiations failed.  "The State of Israel is going to elections because of the Likud's refusal to accept our proposal," Liberman said as he entered the Knesset plenum, adding that, "this is a complete surrender of the Likud to the ultra-Orthodox. We will not be partners in a government of Jewish law. "

The vote had been set to take place just before midnight, the deadline by which Prime Minister Benjamin Netanyahu needed to tell President Reuven Rivlin whether he was able to form a governing coalition. The Likud initiated the bill to dissolve the Knesset rather than give Rivlin a chance to appoint someone other than Netanyahu to form a government.

Likud MK Miki Zohar said in presenting the bill to the Knesset that he is “disappointed by the situation, but we were forced into it. He admitted that the decision “would not be remembered positively in our history.”

“The Left asks us why we didn’t give [Blue and White leader] Benny Gantz a chance to form the coalition,” Zohar said. “Two and a half million people voted as if they had two votes, for their party and for [Netanyahu]... despite knowing about the [pre-indictment] hearing [for the prime minister on corruption charges]. They didn’t want Gantz.”

According to Zohar, those calling to let Gantz form the government are “saying to give the opportunity to the minority to form the government at the expense of the majority. The majority rules, while the minority has rights. That is the meaning of democracy.”

Opposition MKs shouted "shame, shame, shame" in unison ahead of the vote.

The bill called the election for September 17, but there were several other options the coalition was set to vote on in the second reading. Netanyahu asked the other parties to back September 17, because that is what Yisrael Beytenu preferred, and he needed them to have a majority in favor of dissolving the Knesset.

In the unsuccessful coalition talks, the Likud had proposed that as soon as the government would be formed, Liberman’s original conscription law would be presented as written and in his language for the approval of the Knesset plenum. After its approval, there would be more negotiations when the law would be prepared for its final readings.

If that agreement is not reached by the end of July, the party said, and in accordance with the decision of the High Court of Justice, the current arrangement that has exempted haredim from being drafted would expire, and the compulsory service law would apply to all. The ultra-Orthodox parties would therefore have to choose between Liberman’s version of the law and a return to the original law, which means full mobilization for haredim, the Likud said.

“The proposal has now been submitted to the parties, and we await their positive response in order to form a right-wing government tonight and prevent unnecessary elections,” the party wrote.

In response, United Torah Judaism said that it would back another party to lead the coalition.

“We won’t retreat beyond what we have agreed to,” UTJ leader Deputy Health Minister Ya’acov Litzman said in his initial response to the Likud statement. “I still believe that a government can be formed. I’m on my way to sign on the coalition agreement.”

Liberman also initially rejected the proposal, saying it was not exactly what he had said all along about the conscription bill needing to be passed into law as is.

The proposal was made after the Likud reported that it had secured agreements with 60 MKs from the Likud, Kulanu, UTJ, Shas and the Union of Right-Wing Parties, leaving it only one MK short of a majority coalition.

After Kulanu denied that it had signed any documents and insisted it won’t sign unless the coalition would include 61 MKs, the Likud said the deal with Kulanu was complete and ready to be signed, pending Liberman joining the government.

Hours ahead of the deadline, Liberman stood his ground on the matter of haredi conscription.

“We repeatedly said we want the original [haredi] conscription bill, nothing else,” Liberman said. “People claiming that there’s a compromise, when it was just 10 mm. of movement, are not familiar with the bill.”

Liberman said that proposed compromises “empty the bill of all content,” and he will not agree to them.

The bill, which the Defense Ministry drafted under Liberman’s leadership, sets rising annual targets for haredi conscription in the IDF.

“The bill is good for the IDF, for the haredim and for Israel,” Liberman stated. “We have to be reasonable. I am appealing to the haredi MKs’ reason.... There is no better bill than this. Let it pass with you abstaining.”

The Likud attacked Liberman fiercely throughout the day.

“Liberman continues to mislead,” the Likud said in an official statement. “He says ‘I will consider’ to every offer and stalls for a few days. His goal is to end Netanyahu’s career and replace him.”

The Likud mocked Liberman for portraying himself as the defender of secular people, after he prevented there being a secular mayor of Jerusalem.

“For a few seats and his hunger for power, he is dragging an entire country to elections,” the Likud concluded.

Yisrael Beytenu responded by condemning the Likud’s tone and reiterating that Liberman’s views on the conscription bill have been consistent.

Earlier, a Likud spokesman confirmed that offers were made to the Labor Party and the Blue and White Party. In talks with Labor head Avi Gabbay, Netanyahu offered him the Defense or Finance Ministry and three other ministerial positions, in an effort to convince him to join his government.

A Labor spokesman confirmed that the party received an offer from the Likud that included stopping bills that the party believes would harm democracy, including the Immunity Law. But the spokesman said the offer was considered and rejected.

Labor MKs expressed outrage that Gabbay mulled the offer for a full day before telling them. By contrast, Blue and White said no immediately.

Opposition MKs took advantage of the nearly 12-hour debate to bring up their grievances against the government that was never formed.

Many lamented the estimated NIS 475 million that the election will cost, according to the Finance Ministry, saying that taxpayer money would be better spent elsewhere. In addition, industry experts estimated that the day off for Election Day will cost the economy NIS 2 billion.

“Likud MKs, you also have the option of showing some courage and saying no to Netanyahu,” Blue and White MK Miki Haimovich said.

Another MK from Blue and White, Yoaz Hendel, said: “Have an opinion. If you’re on the Right, then Right; Left, then Left. But say something other than ‘Bibi!’ Is that Right? When it comes to Hamas, you turn into Peace Now. When there are [corruption] allegations, you become defense attorneys. You turned into dishrags.”

Blue and White MK Ram Shefa hosted a trivia game from the Knesset stage, asking who said various quotes from politicians, and offered champagne, cigars and trays of take-out meals, references to Netanyahu’s corruption investigations.

Alon Einhorn and Tzvi Joffre contributed to this report.

Jordan’s king tells Trump adviser peace can only come with a Palestinian state

Jordan stands by a two-state solution to the Israeli-Palestinian conflict

This exposed a rift with the US as the Trump administration tries to rally Arab support for a peace conference in Bahrain

AMMAN: US President Donald Trump’s son-in-law Jared Kushner on Wednesday met Jordan’s king on the second leg of a mini-regional tour aimed at finding support for his Israel-Palestinian peace plan, the royal palace said.
King Abdullah II insisted on the “need to intensify efforts to achieve a comprehensive and lasting peace based on the two-state solution that would guarantee the establishment of an independent Palestinian state with east Jerusalem as its capital.”
Presidential advisers Kushner and Jason Greenblatt met with King Abdullah and the official Petra news agency said the two parties “discussed regional developments, especially efforts to resolve the Palestinian-Israeli conflict.”
The remarks, which were carried in a palace statement, were made in the presence of Kushner.
Kushner, who is seeking support for his long-delayed but controversial Israeli-Palestinian peace plan, arrived in Jordan from Morocco, where he met King Mohammed VI. Moroccan officials declined commenting on Kushner’s visit.

https://twitter.com/jdgreenblatt45/status/1133790450039476224

He is scheduled to travel to Israel next.
The Moroccan king chairs the Al-Quds Committee, an organization that brings together supporters of the Palestinian cause in the Arab world.
It was created by the Organization for Islamic Cooperation to work for the preservation of the religious, cultural and urban heritage of Jerusalem.
The United States is expected to roll out the economic aspects of the peace plan at a conference in Bahrain on June 25-26.
Dubbed “Peace for Prosperity,” the Bahrain gathering is expected to bring together leaders from several governments, civil society and the business sector.
Jordan, a key US ally, has not yet said whether it will attend the June 25-26 meeting in Manama, capital of Bahrain. The Palestinians have already said they will not attend the summit and have rejected the Trump administration’s Mideast peace plan out of hand.
They have boycotted the US administration since Trump broke with decades of consensus and recognized Jerusalem as Israel’s capital in December 2017.
Kushner has said the conference will focus on the economic foundations of peace between Israel and the Palestinians. The conference will not include core political issues, such as Palestinian statehood.
Trump’s office said the conference was a “pivotal opportunity... to share ideas, discuss strategies, and galvanize support for potential economic investments and initiatives that could be made possible by a peace agreement.”
The Palestinians see this as offering financial rewards in exchange for accepting ongoing Israeli occupation.
“Attempts at promoting an economic normalization of the Israeli occupation of Palestine will be rejected,” said Saeb Erekat, secretary general of the Palestine Liberation Organization.
Reliant on American political and military support, it will be difficult for Jordan reject the invitation. But with most of its people of Palestinian descent, it will be difficult to embrace a plan that does not include a Palestinian state.

The meeting in Rabat focused on developments in the Middle East and North Africa as well as strengthening the partnership between Morocco and the US, a palace spokesman told AFP.
Greenblatt tweeted that he and Kushner shared an iftar dinner — the traditional meal to break the daily fast during the Muslim holy month of Ramadan — with Morocco’s king, Crown Prince Moulay Hassan and Foreign Minister Nasser Bourita.
“Thank you to His Majesty for a special evening and for sharing your wisdom,” Greenblatt wrote. “Morocco is an important friend & ally of the United States.”

'Worst time': Kushner in Israel ahead of Manama conference

Kushner visits Israel to discuss Israel-Palestine peace plan with Netanyahu who failed to form coalition government.

US President Donald Trump's senior adviser and son-in-law, Jared Kushner, is in Israel for the final leg of another Middle East tour before the scheduled meeting in the Bahraini capital of Manama where the economic aspect of the much-talked-about Israel-Palestine plan will finally be unveiled.

The "workshop" in Manama being organised as part of the so-called "deal of the century" pushed by the Trump administration will not discuss the political aspects of the conflict, and instead will seek to encourage investment in the occupied Palestinian territories.

Palestinian leadership, which has criticised the peace proposal, was not consulted about the Manama conference, which is not expected to address the core political issues of the conflict: final borders, the status of Jerusalem, or the fate of Palestinian refugees.

Palestinian Prime Minister Mohammad Shtayyeh said last week that "any solution to the conflict in Palestine must be political ... and based on ending the occupation."

Political analyst Hani al-Masri said Kushner came at "the worst time" with Knesset dissolved following the failure of Prime Minister Benjamin Netanyahu to form a coalition government before Wednesday's midnight deadline.

"The call for renewed Israeli elections in September means that the deal will be put on hold for another few months, aggravating the situation," Masri told Al Jazeera, speaking from the occupied West Bank city of Ramallah.

Al Jazeera correspondent Harry Fawcett, reporting from West Jerusalem, said that the uncertainty in Israeli politics has "certainly complicated things".

"He [Kushner] may have expected to come here to speak to Netanyahu on the day that he'd confirmed his government but now, of course, that isn't the case," he said.

Cut off relations with the US

The Palestinian Authority (PA), which governs occupied West Bank, cut off relations with the United States last year accusing it of having a thoroughly biased relationship with Israel.

"The Palestinian Authority will be at risk of a breakdown because the tax revenues that are usually withheld by Israel were supposed to be released to the PA after the formation of the new Israeli government," Masri said.

Masri said Kushner's latest visit is an attempt to salvage the Manama summit, especially after a "general consensus from the Palestinian side - the government, civil society, and private sector - who expressed their rejection and non-participation."

Along with Middle East envoy Jason Greenblatt, Kushner visited Morocco on Tuesday and Jordan on Wednesday in order to secure the two countries' backing and participation in the Bahrain summit.

Two-state solution

Morocco and Jordan, however, fell short of stating whether they will attend. The Jordanian Royal Court issued a statement after the delegation meeting, in which King Abdullah "stressed the need to step up all efforts to achieve comprehensive and lasting peace on the basis of the two-state solution".

The two-state solution, based on United Nations resolutions, calls for an independent Palestinian state alongside Israel on the 1967 borders, with occupied East Jerusalem as its capital.

But Kushner hinted that the plan will not propose two states for Israelis and Palestinians - for decades the US-backed goal in marathon peace talks.

The Bahrain gathering is expected to bring together leaders from several governments, civil society and the business sector.

The only Arab states to confirm their presence for the Manama conference, which is scheduled for June 25-26, are Saudi Arabia, the United Arab Emirates and Qatar.

The Al Jazeera correspondent said that "the US administration had already put off the plan, the political part of the plan, in accordance with the unexpectedly early Israeli elections called in April. Will they have to do that again?"

"If they do, then we start getting into the US election season ahead of the 2020 election.

"In any case, Saeb Erekat, the chief negotiator for the Palestinians, is saying the deal of the century now looks like it might be the deal of next century," he said.

Coinciding with its launch throughout Iran .. World Jerusalem Day in Baghdad with the participation of clerics and tribal elders and politicians and the crowd

BAGHDAD - The capital Baghdad witnessed on Friday morning rallies on Jerusalem International Day, coinciding with its launch in Islamic countries in solidarity with the Palestinian people.

Hundreds participated in the march, which began in the area of Palestine Street east of Baghdad, to declare their solidarity with the Islamic countries on the occasion of Jerusalem International Day.

The participants included tribal sheikhs and factions of the popular crowd, local officials and members of parliament.

Participants in the march drew an Israeli flag on the ground as an expression of the rejection of "continuing Zionist attacks" on the Palestinian people.

Since early morning, security forces have cut off roads leading to the Palestine Street area as the march begins.

The march on Jerusalem International Day was launched this morning, throughout Iran, which is held annually on the last Friday of Ramadan.

The founder of the Islamic Republic, Imam Khomeini, called for the establishment of Jerusalem International Day on the last Friday of the holy month of Ramadan every year as a victory for the Palestinian people.

The leader of a coalition of state law, Nuri al-Maliki, on Friday, called on states and peoples to take responsible positions based on understanding Israel's aggressive policies in the region and the world.

"The revival of Jerusalem International Day comes in response to the wise call made by Imam Khomeini to the extent of the commitment of the Arab and Islamic peoples to the Palestinian cause," Maliki said in a tweet via his Twitter account.

"The revival of Jerusalem Day reflects the extent to which the peoples adhere to the approach of resistance, which is growing and expanding, through which we hope to restore the stolen rights, liberate Jerusalem, liberate the occupied land, save the Palestinian people from Israel's injustice and aggression and stand against the plot to Judaize Jerusalem and pass the century's deal."
