First Deputy Speaker of the House of Representatives chairs a meeting of the Oil Committee to discuss the election of its chairmanship

Under the chairmanship of Mr. Hassan al-Kaabi, First Deputy Speaker of the House of Representatives, the Committee on Oil and Energy on Wednesday 17/4/2019 meeting in the presence of members of the Committee to determine the date for the election of the chairmanship of the Committee.

The First Deputy Speaker of the House of Representatives discussed during the meeting the importance of resolving the presidency of the parliamentary committees as soon as possible and the decision to elect the chairmanship of the committee in order to activate the role of the committee in the process of legislation of laws related to oil and find urgent solutions to the problems facing the oil and energy sector in Iraq.

It was agreed during the meeting to hold the elections of the presidency of the Committee no later than the end of this month.

For his part, Mr. Al-Kaabi said he will attend the meeting, which will witness the election of the chairmanship of the committee to discuss the important issues in the oil and energy portfolio and the important topics related to this important and vital sector for the people and the country.

The Parliamentary Education Committee discusses the issue of the comprehensive entry of the students of the final grades in the final examinations 

 

The Parliamentary Education Committee held a meeting chaired by MP Hoda Jarallah and the attendance of its members on Wednesday 17/4/2019 to discuss a number of important issues on its agenda.

The meeting discussed the issue of dilapidated buildings, stressing the need to find a quick solution to them.

On the other hand, the Committee discussed the issue of comprehensive entry of students in recognition of the difficult conditions suffered by a large number of them from displacement and lack of services.

The Committee agreed to address the Ministry of Education in order to allow universal entry for all students in the intermediate (intermediate and intermediate) stages in the ministerial examinations for the academic year 2018 and 2019

Parliament decides to host the President and members of the Federal Court and ends the reading of five laws (expanded)
(Baghdad: Al Furat News) The House of Representatives decided in its 11th session held under the chairmanship of Mohammed Halbusi, the President of the Council on Wednesday, in the presence of 175 deputies, hosting the President and members of the Federal Supreme Court to inquire about some of the decisions issued by them, and ended reading five draft laws.
At the beginning of the session, the Presidency of the Council decided to postpone the consideration of the appeals submitted to the health of some members of the House of Representatives to a subsequent session, in need of a two-thirds majority of the members of the Council. 
The Council postponed the vote on the draft Financial Management Law submitted by the Finance Committee to the meeting on the second of May to complete the discussion of the draft and the maturation of its articles before its legislation. 
In the same regard, the Council completed the first reading of the draft law of the Information and Communication Authority, submitted by the Services, Reconstruction, Culture, Information, Tourism and Antiquities Committees, which aims to regulate the work in the means of communication and the preparation of the main broadcasting and media regulations and their accreditation in the granting of frequency licenses, Networks, interconnection, radio frequency spectrum, radios, wireless terminal equipment, user protection, information and standards of information work.
The first session of the council was chaired by Hassan al-Kaabi, the first deputy chairman of the council, to end the first reading of the draft law of the Supreme Iraqi Maritime Authority, submitted by the Services and Reconstruction Committee. The private sector to work in the field of maritime transport and upgrading the level of maritime services, and the establishment of the Supreme Iraqi Navy. 
The Council voted on a resolution banning electronic games that incite violence because of negative effects on the health, culture and security of the Iraqi society, including the social and moral threat to the groups of children and youth and girls and school and university students and their negative impact on the educational and educational levels.
First: Request the government to ban and ban all activities related to the practice of these electronic games or trading such as the game of Bopji and Fort Knight and the game of blue whale or similar games as they threaten the social security, moral, educational and educational to all segments of Iraqi society. 
Second: Directing the Ministry of Communications and the Media and Communications Commission for the purpose of taking all appropriate technical measures to implement this decision. 
Al-Kaabi thanked the Chairman of the Council of the Culture and Information Committee and members of the House of Representatives who reacted and voted for the decision. 
On the other hand, the First Deputy Speaker of the Council addressed the parliamentary committee concerned with hosting the ministers of water resources and agriculture to discuss the issues of Derbandikhan dam and the plan of the Ministry of Agriculture to hand over the wheat crop from the farmers and marketing it.
After that, the Council ended the first reading of the draft law on the accession of the Republic of Iraq to the agreement of the Asian Investment Bank for infrastructure provided by the Committee on Foreign Relations for the purpose of building and rehabilitation of infrastructure in Iraq and diversify sources of funding and for the accession of Iraq to the Convention. 
The Council completed the reading of a report and discussion of the draft Industrial Cities Law submitted by the Committee on Economy and Investment. 
In the interventions of the deputies, the proposals and opinions stressed the importance of the participation of a representative of the government in meetings related to industry, determine the dependence of the Industrial Property Authority and its size, and demand the development of plans and study before embarking on the establishment of industrial cities and urged ministries and government agencies to facilitate the implementation of the law and the establishment of industrial cities, Demand to control the proportion of foreign workers in industrial cities and increase the proportion of national labor.
In response to the interventions, the committee stressed the importance of the existence of legislation and the environment for the establishment of industrial cities to attract investors to the Iraqi market and to ensure the rights of labor and revitalize the national industry, expressing their cooperation taking the proposals to consider and study. 
On the other, the Speaker of the House of Representatives pointed out that the federal budget law for the year 2019, the government committed to pay the transfer fees to the lecturers contracted with the Ministry of Education before the law came into force, directed to the parliamentary education and finance committees to host representatives of the Ministries of Finance and Education to discuss the subject and to inform the Presidency of the results of hosting .
On the other hand, Al Halbusi pointed out that the decisions of the Federal Court are two different directions in interpreting the rulings issued by them, especially with regard to challenging the validity of the membership of some ladies and gentlemen of deputies, lamenting any decisions adopted by the Council especially that the decisions of the Federal Court are binding. 
And instructed the President of the House of Representatives to set a date to host the President and members of the Federal Court in the next sessions of the Council to inquire about some of the decisions issued. 
The Council decided to postpone the reading of the report and discuss the draft law of the first amendment to the Integrity Commission Act No. 30 of 2011 submitted by the Integrity and Legal Commissions, civil society institutions and parliamentary development at their request. 
The Council completed a report on the draft traffic law submitted by the Security and Defense Committee.
The deputies' interventions focused on transferring part of the fines revenues to the local administrations to enhance their resources and improve their services, amend the name of the law and make it a "traffic and traffic," in addition to modifying some time periods related to registration of vehicles. The excessive importation of cars causing chaos on the streets, as well as the demand to include motorcycles in traffic circles. 
For its part, the Committee on Legislation of Law stressed the need to consider all observations and take them into account and study for the maturity of the project and vote on it. 
It was then decided to adjourn the session until Saturday 27/4/2019

The House of Representatives on Wednesday concluded a report and discussion of the Industrial Cities Bill.

A parliamentary source said that "the House of Representatives ended the first reading of the draft law to join the Republic of Iraq to the agreement of the Asian Investment Bank for infrastructure."

The source added that "the parliament also finished the report and discussion of the draft industrial cities."

The House of Representatives held its eleventh regular session on Wednesday under the chairmanship of Mohamed Halboussi.

The Council, according to a statement, had voted on the Financial Management Bill submitted by the Finance Committee to the next meeting of May 2 to complete the discussion of the draft and its materialization before its enactment.

The Presidency of the Council decided to defer consideration of the appeals submitted to the validity of the membership of some of the deputies to a later session, requiring a two-thirds majority of the members of the Council.

Halabousi pointed out that the decisions of the Federal Court have two different directions in their interpretation of the rulings issued by them, especially with regard to challenging the validity of the membership of some deputies, and waiving any decisions adopted by the Council especially that the decisions of the Federal Court are binding.

In the same regard, the Council completed the first reading of the draft law of the Information and Communication Commission, submitted by the Committees of Services and Reconstruction, Culture, Information, Tourism and Antiquities, which aims to regulate the work in the means of communication.

The main broadcasting and media controls have been developed and adopted in the provision of frequency licenses, national radio and broadcasting services, access to and interconnection of network services and the regulation of radio frequency spectrum, radios, wireless terminal equipment, user protection and information and standards of information work.

During the meeting, which was chaired by Hassan al-Kaabi, First Vice-President of the Council, the first reading of the draft law of the Supreme Maritime Commission of Iraq, submitted by the Committee for Services and Reconstruction, to regulate the maritime sector and develop it and adopt international standards to work in it and keep abreast of international conventions in the field of safety and protection of the marine environment, And encourage the private sector to work in the field of maritime transport.

On the other hand, the First Vice-President of the Council addressed the parliamentary committee concerned with hosting the ministers of water resources and agriculture to discuss the issues of Derbandikhan dam and the plan of the Ministry of Agriculture to hand over the wheat crop from the farmers and marketing it.

like just about any company or country, everything is done on a monthly, quarterly or yearly end, like in sales every month you go from hero to 0, same here, to change a drastic value in the middle of a month would jack all accounts up and disorder, I believe we will see this at the beginning of a month and come out in 3 plus range and float from there. I will take $1.00 though all day

I'm guessing, they haven't passed the bill that was going to require the GOI to meet a minimum of 8 times a month either. And coming up on ONE YEAR since elections and still haven't completed COM vacancies. I thought there couldn't be a less productive GOI than the one under Abadi from the previous 4 years. WRONG !!! But you can rest assured there will be all kinds of news articles during Ramadan about how much will get done when they come back in June. HaHa. What a bunch of kidders.
