President of the Republic Barham Salih received at the Peace Palace in Baghdad on Monday British Secretary of State for International Trade Liam Fox and his accompanying delegation.

During the meeting, the two sides reviewed the relations between Iraq and Britain, especially in trade and economic fields, and the need to expand them to serve the interests of the two countries and achieve the aspirations of the two friendly peoples.

The president praised the British support for Iraq in its fight against terrorism, stressing "the strengthening of bilateral relations and the exploitation of investment opportunities and the contribution of international companies in the reconstruction of liberated cities." 

In turn, "the British minister renewed his country's support for Iraq in various fields," noting "the United Kingdom seeks to promote economic and trade cooperation between the two countries."

The European Union agreed on Monday to launch trade negotiations with the United States to avoid a trade war with Washington despite Paris's refusal to negotiate with an anti-climate partner.

"If the Americans agree to start negotiations, I think we will be able to move forward very quickly," EU Trade Commissioner Sesilia Malmström, who is in charge of negotiating on behalf of the 28 EU countries, said.

France voted against the launch of the negotiations at a conference of European ministers of agriculture in Luxembourg, but it had no effect, because decisions in the EU trade are taken by the majority described, according to several European sources and AFP.

The vote dealt with the mandate of the European Commission mandated to negotiate on behalf of the Union.

He described Paris' position as "incomprehensible" because its partners agreed to all its requests for authorization, including the abandonment of the controversial draft of the transatlantic trade and investment partnership, which was frozen in 2016, as well as an assessment of the consequences of differences in environmental legislation between the United States and the European Union And the possibility of protecting some fishing products, according to one source.

France has decided to vote against negotiations with Washington for initial reasons because President Emmanuel Macaron does not want to negotiate a trade deal with a country that decided in June 2017 to withdraw from the Paris Climate Agreement, despite US approval with 194 countries in December 2015, According to a French source described this position as "very political."

The European Commission intends to begin negotiations with Washington "as soon as possible," according to Cecilia Malmstrom, with the hope of reaching an agreement before the end of the mandate of this body on 31 October 2019.

"We will call them today to see when we can meet together, I can not predict any date, the decision is in their hands, we are ready," the European negotiator said.

Prime Minister Adel Abdul-Mahdi, on Monday, that the Iraqi government focused on the development of economy, trade and investment, considering that the stability of Iraq gives greater opportunity to benefit from the British experience.

"Today, the Prime Minister received his official office and the British Minister of State for International Trade, Liam Fox," Abdul Mahdi's office said in a statement.

"The Iraqi government is focused on developing the economy, trade, investment and other vital sectors after achieving victory, opening streets and roads and lifting the barriers that revealed a new face to the capital Baghdad," he said.

He pointed out that "the stability of Iraq gives greater opportunity to benefit from the British experience in the development of the Iraqi economy and small and medium enterprises and the agricultural sector, which is witnessing the doubling of agricultural production because of the abundance of water."

For his part, the British minister expressed his satisfaction with the "Iraq witnessed the stability of security and social touch during his visit to Iraq in a clear and large," reiterating the desire of the British government to "strengthen relations with Iraq and increase investments further, and provide expertise in financial and legal and job creation.

ERBIL (Kurdistan 24) – While a top British trade official visited Baghdad to meet with both the Iraqi prime minister and president, the United Kingdom announced a £1 billion (just under $1.3 billion) increase in trade support focused on increasing public services to Iraq and the Kurdistan Region.

Secretary of State for International Trade Liam Fox arrived with a delegation in the Iraqi capital on Sunday to finalize the deal to expand “support available for British firms operating in Iraq, providing jobs and promoting stability in the region,” a statement the UK government released on Tuesday read.

The measure is designed to “promote Iraq’s economic development and nation-building” and ensure the UK trade office “can continue to help the Government of Iraq deliver critical infrastructure.”

Fox formally announced the deal, which brings the total pledged UK trade support for the country to £2 billion (over $2.5 billion), to local media while next to Iraqi Prime Minister Adil Abdul-Mahdi on Tuesday.

After a separate meeting with the UK official, President Barham Salih announced that the two “reviewed the relations between Iraq and Britain, notably in the fields of trade and economy, as well as the need to expand these ties in a way that serves the interest of the two countries and achieves the aspirations of the two friendly peoples.”

According to the UK statement, the deal includes a $35 million loan for a water and wastewater treatment project in the Kurdistan Region, $1.02 billion to support foreign companies to build two new gas-fired power stations in Basra and to build or refurbish 14 electricity sub-stations across Iraq, plus boosts to several other electricity-based projects. 

The deal is a welcome one in a country that has seen thousands protesting across several provinces in the past year, sparked primarily by poor public services provided by a government charged with extreme and chronic institutional corruption. 

“The atmosphere in Baghdad is one of optimism – it is a country which is having an increasingly stable period at a time of significant unrest in the wider region,” Fox said.

“The British government, working closely with the UK private sector and our Iraqi partners, have a key role to play in the country’s long-term prosperity,” he added. “The £1 billion we have announced today will significantly strengthen our ability to do just that.”

Fox noted that “trade is about more than economic self-interest,” adding it includes “the means through which we deliver the mutual prosperity that underpins our collective security.”

“That is the true prize of trade policy and promotion done right.”

Prime Minister Adil Abd Al-Mahdi received in Baghdad on Monday the UK’s Secretary of State for International Trade, Dr.  Liam Fox.

Prime Minister Abd Al-Mahdi thanked Dr. Fox for the UK’s continuing support for Iraq and reiterated that the Iraqi government is focused on promoting economic development and delivering tangible improvements to services and critical infrastructure.

The Prime Minster added that Iraq values British expertise across a range of vital economic sectors, and welcomes the participation of UK companies and businesses in the reconstruction of Iraq.

The UK International Trade Secretary reaffirmed his government’s commitment to supporting Iraq,  and announced that the UK is making available an additional £1 billion to support UK exports to Iraq, bringing the total to £2 billion.

During his visit to Iraq, the UK International Trade Secretary will also meet other senior officials, speak to young Iraqi entrepreneurs, and meet British firms working in the country.

The Deputy Prime Minister for Economic Affairs and Minister of Finance, Fuad Hussein, Tuesday, April 16, 2019, that Iraq needs British expertise in the development of banking.

 

"I met in London with Minister of State for International Trade, William Fox, and exchanged views on mechanisms to strengthen trade and economic relations between Iraq and Britain," a statement from his office said.

Fox expressed "the desire of British companies to come and work in Iraq and benefit from investment opportunities in various sectors, especially in the development of the banking sector."

For his part, welcomed the Deputy Prime Minister for Economic Affairs, "all investors and companies wishing to enter the Iraqi labor market, and that Iraq needs British expertise in the development of banking, especially Rafidain and Rashid and real partnerships to improve the level of services provided to citizens."

The two sides agreed on "the need to create an attractive and safe working environment to encourage investment and investors."

The British official renewed his government's support for the Iraqi government to contribute to the development and revitalization of the Iraqi economy.
