RIYADH (Reuters) - Saudi Arabia’s King Salman will provide Iraq $1 billion to build a sports city, state television said on Wednesday, the start of two-day visit to Iraq by high-level Saudi officials aimed at boosting ties.

Riyadh has been wooing Baghdad as part of an effort to stem the growing regional influence of Iran, while Iraq is seeking economic benefits from closer ties with its southern neighbour.

A Saudi economic delegation that includes the energy and investment ministers arrived in Iraq on Wednesday for the second Saudi-Iraq coordination council meeting, an initiative launched in 2017 to upgrade diplomatic relations.

 

Saudi Arabia reopened its embassy in Baghdad in 2015 following a 25-year break.

Saudi investment minister Majid bin Abdullah al-Qasabi said it would open its consulate in Baghdad on Thursday to begin issuing visas for Iraqis and that three other consulates would be opened in Iraq, according to Iraq’s state news agency.

Qasabi said that 13 agreements were ready to be signed and that work on the Arar land border crossing linking Iraq and Saudi Arabia would be completed within six months.

"The Iraqi delegation offered the Saudi delegation 186 investment opportunities in various fields," Al-Qasabi said in a joint press conference with the Prime Minister for Energy and the Chairman of the Iraqi Coordination Committee - Thamir Abbas Ghadhban in the hospitality palace in the Green Zone.

He stressed that the Saudi side will study these offers well and will choose the best ones, revealing at the same time the idea of establishing a free zone on the border port between the two countries.

He added that "Saudi Arabia provided ideas, whether represented by Aramco or SABIC or the Saudi Metals Company, for some opportunities that can be invested in Iraq, in addition to the idea presented to the private sector to establish a free zone on the border post, which was welcomed by the two sides will be studied and the mechanism of implementation to be announced."

Foreign Ministry: Saudi Arabia opens its consulate in Baghdad in the presence of al-Hakim

 

 

The Ministry of Foreign Affairs announced on Thursday the opening of the Saudi consulate building in Baghdad in the presence of Minister Mohammad Ali al-Hakim. 

"The consulate building of Saudi Arabia was opened in Baghdad today, in the presence of Foreign Minister Mohammed Ali al-Hakim," ministry spokesman Ahmad al-Sahaf said in a brief statement. 

He described the relationship with Saudi Arabia as "strategic", stressing that "Iraq is going to balance and strength to build its interests."

He added that "the committees completed the preparation of the files of understanding that will be signed in Riyadh, and after the completion of committees minutes of meetings, the Council and members of the committees reviewed what they reached, and the signing of these minutes between the two sides," pointing out that "the memorandums of understanding will be signed in Riyadh in the presence of Prime Minister Adel Abdul Mahdi ".
Al-Ghadhban pointed out that "a number of tasks were discussed, such as the formation of the businessmen's council between Riyadh and Iraq."

ERBIL (Kurdistan 24) – Iraq will receive $1 billion USD for the construction of a sports city complex in Baghdad as a grant from the Saudi Arabian King, Salman bin Abdulaziz, a senior Saudi official said.

Saudi Arabian Trade and Investment Minister, Majid al-Qassabi, led a high-level delegation to Baghdad on Wednesday, where he made the announcement in yet another visit to Iraq to deepen burgeoning ties.

Diplomatic relations between the two countries broke down in 1990 following Baghdad's brazen invasion of Kuwait. The resumption of formal ties between Saudi Arabia and Iraq dates back to 2015, when Riyadh reopened its embassy in Baghdad, which had been shuttered for 25 years.

In June 2017, Iraq and Saudi Arabia agreed to set up a coordination council in efforts to further cement ties as the latter seeks to counteract Iranian influence in the former.

Baghdad has long claimed it seeks good relations with all countries, but Tehran’s sway over internal politics has been most palpable with its direct support for senior politicians and militias.

“The kingdom will open its consulate in Baghdad on Thursday to begin issuing visas to Iraqis,” Qassabi said, according to the official SPA news agency.

The “consulate” would be an office within the embassy where travel documents would be issued. Previously, Iraqis had to apply for such documentation through the Saudi embassy in Jordan.

Minister Qassabi added that 13 agreements are ready to be signed and that work at the Arar border crossing, which links Iraq to Saudi Arabia and has also been closed since 1990, will be completed within six months.

To further establish itself throughout the country, according to Iraqi News Agency, Riyadh will reopen three more consulates.

A number of Iraqi ministers have signed memoranda of understanding (MoU) with the Saudi side at the Cabinet Guest House in central Baghdad, a reporter for Alsumaria News said. 

He added that the memos included several areas including energy, education, health, trade and other matters of mutual interest. 

Saudi Arabia has pledged a $ 1 billion grant to build a sports city in Baghdad at the start of a two-day visit by senior Iraqi officials aimed at boosting ties between the two countries, while 13 agreements are ready to be signed.

Planning: 8 committees emerged from the Joint Coordination Council between Iraq and Saudi Arabia

 

Minister of Planning Nuri Sabah al-Dulaimi announced the emergence of eight different committees from the Joint Coordination Council between Iraq and Saudi Arabia to raise the level of cooperation. He pointed out that Iraq adopts the policy of opening up regionally and internationally in all fields. 

The Minister of Planning Nuri al-Dulaimi chaired the meetings of the Economic, Investment, Trade, Development and Relief Committee, with the participation of a high-level Saudi delegation as part of the Iraqi-Saudi Coordination Council's second session held in Baghdad.
