The World Bank has issued its annual report on economic prospects in this region, which contained highly optimistic forecasts, especially for Iraq and Yemen, and other small countries such as Djibouti.

The report came at a time when the Middle East is experiencing economic challenges some of which are caused by the political situation, others by the failure of certain government policies.
 
Asharq Al-Awsat interviewed Daniel Lederman, Deputy Chief Economist for the Middle East and North Africa Region of the World Bank Group, to know more about the bases of the World Bank’s forecast and other economic issues.
 
Asked about Saudi Arabia’s future in light of the ongoing economic reforms under Vision 2030, Lederman stressed that the strategy had contributed significantly to the diversification of sources of revenues in the Saudi economy.

He added that the most important of these reforms was reducing dependence on oil as a primary source of income.
 
He noted, on the other hand, that structural changes that are being implemented in the Kingdom's economy and the rest of the GCC countries, which are mainly aimed at reducing dependence on oil as a main source of income, have led to a decline in their share of world oil exports, making the United States the largest oil producer in the world. This has also led to a decline in the price control of oil-exporting countries, according to Lederman.
 
As for the difficulty to make oil price forecasts, in the wake of the US sanctions on Iran and the recent developments in Venezuela, the World Bank official admitted that it was hard for any financial institution to make accurate predictions about the period of time in which oil prices are stabilized, given the reasons mentioned above.
 
In this regard, he noted that the World Bank was cautious in setting its expectations on oil prices for the coming years.

However, he underlined that the dynamics of the oil market were closely related to measuring the rise in price per barrel, so that it does not exceed a certain limit. Therefore, it is difficult at present to see a jump in oil prices, he stressed.
 
Commenting on the World Bank’s positive expectations on Iraq, Lederman said he expected the country to achieve significant economic growth in the coming period, depending on the efficiency of the Iraqi government’s economic reforms and the time it takes to implement them.
 

“The new government represents an opportunity to give a strong boost to the restructuring of the Iraqi economy, enabling it to achieve a growth rate of up to 8 percent, and we expect it to happen in 2020. Of course, this will depend heavily on the political situation and the start of the reconstruction of Iraq,” he stated.
 
The biggest challenge facing the Iraqi economy is the implementation of structural reforms that can create sustainable sources of income and reduce dependency on foreign aid, according to Lederman.
 
On Yemen, the World Bank official emphasized that the economic returns from peace would be substantial and immediate, especially if there is a good organization that would take advantage of peace opportunities.

On the other hand, he noted that the World Bank was cautious about expectations for the recovery of the Yemeni economy, which depends on containing violence and ending the conflict in this region.

“We are ready to help with the smart reconstruction of Yemen; we are optimistic about what can be achieved for the Yemeni economy in the event of peace,” he noted.
 
Asked about reforms undertaken by Cairo, Lederman said the current reforms were wide and comprehensive, adding that the Egyptian government should currently move from the reform phase to the stage of “increasing transparency” with the public. In Lebanon, he stressed that the biggest challenge facing the government was the increase of public debt.
 
On a different note, Asharq Al-Awsat asked Lederman about the future of employment in the region in light of the great progress achieved in the field of Artificial Intelligence (AI).

The World Bank is “cautiously optimistic” about the impact of Artificial Intelligence on employment in the region for two reasons, he said.

“First, he highlighted a steady growth in the young population, adding that 300 million jobs were expected to be created for young people by 2050. Second, he stressed that the Middle East had the largest development of educational arena, with a highly educated and skilled labor.
 
In order to secure the future of employment in this region, structural reforms in the economy should be initiated and the work systems should be reformed. The future of the economy in this region will be different from that of the past, Lederman emphasized.

ERBIL, Kurdistan Region —A member of Iraq’s Human Rights Commission called on the Iraqi government to include in its talks with the Kingdom of Saudi Arabia the fate of 100 Iraqis being held Saudi prisons, while the two countries are engaged in negotiations to reestablish and strengthen ties.

“Dr. Ali al-Bayati, a member of the Supreme Human Rights Commission, called on the Iraqi government to include the portfolio of imprisoned Iraqis in the prisons of the Kingdom of Saudi Arabia within the sections of developing ties and cooperation between the two sides,” read a statement from the commission on its Facebook page on Thursday.

“Official figures” place the number of Iraqis in Saudi prisons at more than 100, claimed al-Bayati.

“Most of them are accused of illegally crossing the border and selling goods on the border areas as they reside in villages close to the Iraqi-Saudi border,” added al-Bayati.

“International standards” stipulate that Iraq should find a way for imprisoned Iraqis to be in touch with their families especially through its embassy, he implored.

Bayati also called on Baghdad ask Riyadh to allow their commission to visit with the Iraqi inmates in the Saudi prisons.

“The commission’s member called for reopening the cases of exchanging prisoners sentenced with crimes other than terrorism between the two countries to finish their sentences in their home countries,” added the statement.  

 

The request by the commission was issued as Iraq and KSA are bolstering ties. A 100-memember KSA-delegation, including nine ministers, has come to Iraq. 


The two sides discussed a number of topics, including investment and trade. The Saudi side pledged $1 billion in loans and gifting Iraq a sports city.

The neighbors are just starting to rebuild the ties which were greatly damaged under the former regime of Saddam Hussein. The relations continued to degrade post-Saddam with pro-Iranian elements being in the Iraqi government.

Iraq is trying to reposition itself regionally, adopting a policy of non-intervention, peacefulness and openness as it is squeezed globally by the US-Iran dynamic and locally by the Sunni-Shiite tug-of-war.

The delegation was received at the Baghdad International Airport by the Chairman of the Saudi-Saudi Coordination Council, Deputy Prime Minister for Energy, Oil Minister Thamer Ghadhban, and a number of ministers, officials and heads of economic organizations and unions. 
The Saudi delegation, headed by the Minister of Trade and Investment, Majid Abdullah Al-Qasabi, Prince Badr bin Abdullah bin Mohammed, Minister of Culture, in addition to a number of ministers, officials and businessmen from the private sector.

At the opening of the forum, Adel Al Masoudi, Director General of International Relations at the Ministry of Commerce, delivered a speech welcoming the guests. He pointed out "the importance of developing economic relations and increasing the volume of trade exchange between the two brotherly countries and ways of enhancing bilateral relations to the level of ambition of the Iraqi and Saudi sides. Private sector in the process of economic development ". 
Masoudi stressed "the diversity of cooperation between the two countries, both in terms of contributing to investment opportunities or in terms of the rehabilitation and development of existing projects and new projects," expressing his "hope that these projects will receive the attention of the private sector of Saudi Arabia."

The Prime Minister's Advisor, Laith Kubba, delivered a speech welcoming the guests, stressing that "Iraq has overcome the challenges it has faced over the last period and the fundamental transformation of a central state that controls the economy and makes it fully into a modern state that has overcome the challenges due to the constitutional changes it has undergone."
"Iraq is full of real opportunities in all its sectors and extends its hand to its neighbors and brothers in the Gulf region, especially Saudi Arabia, and Iraq looks forward to opening real bridges with the Saudi brothers," Kubba said. 
Masdar's Managing Director and Chief Executive Raed bin Ibrahim Al-Mudeih delivered a speech in which he stressed the Kingdom's keenness to build bridges and open the border port between the two countries. It is expected to be completed in October of this year, which will facilitate trade and investment between the two countries. "He said. 
"We conducted a study in the business center and the result was that 94% of the businessmen showed their willingness to invest in Iraq," he said.
Prince Abdulaziz bin Faisal bin Abdul Majeed Al Saud, Chairman of the Board of Directors of Future Solutions, thanked Iraqi government officials and businessmen for their "generosity and long-standing relationship." The future solutions company focuses on the scope of public transport and attention to electric power. 
At the end of the forum, the Iraqi and Saudi delegations started to introduce themselves and hold side-by-side consultations aimed at strengthening the frameworks and pillars of economic and investment cooperation between the two countries.

Mubasher: Deputy Prime Minister for Energy and Minister of Oil, Thamer Ghadhban, said that the memoranda of understanding signed with the Saudi side pave the way for the signing of official agreements between the two countries .

Thamer al-Ghadhban said on Friday that what was signed with the Saudi side is memorandums of understanding between the two countries and not agreements, noting that "the agreements need legislation from the House of Representatives," according to the Iraqi news agency "Conscious ."

He added that the notes had been fully completed but would be expected after Prime Minister Adel Abdul Mahdi's visit accompanied by a senior government delegation to Saudi Arabia "soon ".

He pointed out that "Saudi Arabia has reached through its discussions with the Iraqi government to an agreement to invest more than (200) investment project in all Iraqi provinces," believing that "these investment projects need funds in the first stages only ranging from ten to fifteen billion dollars "He said.

He pointed out that "these investment opportunities include various agricultural, industrial, commercial and economic projects and the reconstruction of infrastructure and development of the electrical and gas system."

He added that "the attempts between the two parties on linking Iraq to the electrical system in the Gulf to compensate for the shortage in the field of electric power," stressing that "the desire of Saudi Arabia is based on economic relations with Iraq through the signing of new understandings and agreements to regulate the work."

Saleh believes that "the number of agreements that will be signed between Iraq and Saudi Arabia in the coming days may exceed twenty agreements and memorandums of understanding in various fields related to agriculture, industry, trade and pilgrimage and open the perpetrators of Arar and Gemayma," pointing out that "these agreements will move in certain percentages Iraqi economic growth stopped at 7 % ".

He continued that "the investment process will address the issue of unemployment by relying on the hands of Iraq in the operation of various investment projects."

RIYADH - The General Secretariat of the Iraqi Council of Ministers said that the meeting of the Iraqi-Saudi Coordinating Council ended with a number of agreements, security, trade, economic, banking, investment and tourism agreements .

Saudi Arabia has submitted a list of 891 items of its products for the purpose of reducing or exempting them from customs duties, in addition to a proposal to open a free zone in Arar port after opening in the next six months, the Secretariat said in a statement on Sunday .

The meetings included the development of financial relations, and urged Saudi banks to open branches in Iraq, in addition to the opening of a branch of the Iraqi Trade Bank in Riyadh mid-next month.

The meeting included the study of the export of Iraqi dates, wheat and other national products, integration of food security between the two countries, investment in poultry and agrarian reform .

The concerned ministries have concluded agreements to invest the Kingdom's expertise in scientific fields and exchange in the fields of engineering, science, quality, care and discovery of talented people, as well as organizing reciprocal visits to students and increasing scholarships according to the competencies of energy, science and other important disciplines .

In the field of investments, committees of the Iraqi-Saudi Coordination Council have agreed to open the door to investment in the oil and gas, industry, electricity, manufacturing, and the production of electric and renewable energy, as well as investment in phosphate and petrochemicals .

The Secretariat said that the most important decisions of the Council came in agreement to develop a plan for a project to link the railways between the two countries and exchange studies on the development of ports and air transport .

The Council discussed the mechanisms to start the implementation of the stadium stadium to Iraq during the coming months .

In the tourism sector and religious visits, the parties concerned with Hajj and Umrah and religious visits in Iraqi cities have confirmed the rehabilitation of the old pilgrimage route between Kufa and the Holy Land, increasing the share of Iraqis wishing to perform annual Hajj, Preservation of monuments, manuscripts and museums.
