ERBIL — The Iraqi government and Saudi Arabia have reached an agreement to strengthen ties and cooperation in security and intelligence affairs.

The deal is part of 13 agreements a high-level Iraqi delegation, led by Prime Minister Adil Abdul-Mahdi, signed while visiting Riyadh.

Abdul Mahdi was received by King Salman on Wednesday and Crown Prince Mohammed bin Salman a day later, where they discussed closer cooperations.

This is viewed as Saudi Arabia’s struggle to compete with Iran’s huge hegemony in Iraq.

Saudi Arabia said the leaders signed 13 agreements in areas such as trade, energy and political cooperation, without giving further details.

Abdul-Mahdi was seen off at King Abdul Aziz International Airport by Prince Mishaal bin Majid, governor of Jeddah, and a number of officials.

Mahdi arrived in Riyadh on Wednesday, holding talks with King Salman and later meeting with Crown Prince Mohammed bin Salman.

The prime minister and his delegation performed Umrah in Makkah on Thursday.

“The stability of Iraq is necessary for the stability of the region,” read a statement issued on conclusion of the summit. The six visiting nations – oft-times fierce rivals – collectively rejected “interference” in Iraq’s internal affairs. 

Iran was a key supporter of Iraq during the war against ISIS and is now keen to build and expand ties. Iraqi Prime Minister Adil Abdul-Mahdi on March 12 signed a range of agreements with Iran in Tehran. A month later, on April 17, he did the same thing in the Saudi capital Riyadh. 

Countering Iran is a big motivator for Saudi Arabia, which has pledged $1.5 billion in loans and support for Iraq, argued security expert Hisham al-Hashimi. 

“Saudi Arabia is trying to build ties with Iraq through economic, cultural and educational windows,” he explained. “This also is a clear move to limit Iranian influence in Iraq, especially in al-Diwaniyah, al-Samawah and parts of Najaf, Anbar and Nineveh.”

But Baghdad should be cautious, warned economist Bassem Jameel Antoine. Every state operates with its own best interests as top priority.

“We hope that Iraq will assign a clever negotiator who’s aware and can bring investments and not turn Iraq into a country that consumes its exports in the Iraqi market at the expense of the productive sector, in order to get partners,” he said.

LONDON - Iraq aims to maintain good relations with its neighbours and even mediate between them, said Iraqi Prime Minister Adel Abdul-Mahdi, who recently concluded visits to regional rivals Saudi Arabia and Iran.

“This visit (to Saudi Arabia) is like an earlier visit to Egypt and the Islamic Republic (of Iran). They are important visits that reflect how Iraq works with its neighbours and with its environment in the Arab and Islamic world. Iraq wants to be a meeting point for everyone,” Abdul-Mahdi said before flying to Riyadh.

Abdul-Mahdi led a high-level delegation of ministers and senior government officials, as well as businessmen, April 17-18 to Saudi Arabia, where the two sides signed agreements to boost bilateral trade ties.

The two countries agreed to cooperate on security and intelligence issues. Saudi Arabia promised to increase the quota of Iraqi haj pilgrims to Saudi Arabia. During the visit, the Iraqi prime minister carried out the umra visit to Mecca.

Abdul-Mahdi met with Saudi King Salman bin Abdulaziz Al Saud and Saudi Crown Prince Mohammed bin Salman bin Abdulaziz.

“The two leaders [Abdul-Mahdi and King Salman] later oversaw the signing of 13 bilateral agreements… covering a wide range of areas, including political, energy and cultural cooperation as well as the promotion and protection of investment,” a statement from the Iraqi prime minister’s office said.

The Saudi Foreign Ministry quoted King Salman telling his Iraqi guests: “Dear brothers, what connects us to Iraq is not just geography and common interests but blood ties, history and common destiny.”

Abdul-Mahdi also met with Abdullatif al-Zayani, secretary-general of the Gulf Cooperation Council (GCC), and Yousef al-Othaimeen, secretary-general of the Organisation of Islamic Cooperation (OIC).

“He (Abdul-Mahdi) stressed that the Gulf Cooperation Council is important to Iraq… and pointed out that Iraq is keen to work with its Arab and Islamic surrounding and to have balanced relations that serve the interests of the people of the region,” said a statement from the Iraqi prime minister’s office.

“It is important that our region be stable and prosperous. We have a lot of common ground that unites us, from which we can build trust, surpass differences and find new environments for cooperation,” the statement added.

It quoted Zayani as being “comfortable” with the direction of the Iraqi government, which is dealing with challenges with “responsibility and wisdom.”

In his meeting with Othaimeen, Abdul-Mahdi reiterated Iraq’s wish to maintain good ties with its Arab and Muslim neighbouring states.

In line with its stated wish to play regional mediation role, Iraq hosted heads of parliament from neighbouring countries, including Saudi Arabia and Iran.

Abdul-Mahdi’s visit to Saudi Arabia was soon after a trip by the Iraqi prime minister to Iran, where he was also accompanied by a trade delegation.

In Iran, Abdul-Mahdi reiterated Iraq’s position of “being open to all its neighbours in order to build a stable region,” while rejecting to join a particular axis or take part in the sanctions against Tehran.

Despite the diplomatic pleasantries, Iran appears to be concerned by US pressure on Iraq to abide by sanctions against Tehran once Washington’s waiver allowing Baghdad to deal with Iran on energy purchases expires this summer.

Reports said Abdul-Mahdi requested inserting a clause that release Iraq from a trade deal with Iran should it become apparent that it would be flouting US sanctions against Tehran.

The two countries appear to be at odds over how to repay Iraqi debts to Iran. Baghdad wants to pay in Iraqi dinars while Tehran insists on receiving euros because using the US dollar is out of question following sanctions.

Observers said US sanctions on Iran as well as Saudi Arabia’s rapprochement with Iraq are likely to benefit Baghdad because Iraq would be less reliant on Tehran for energy and other imports.

“Saudi Arabia is seriously trying to expand its ties with Iraq with the aim of limiting Iran’s influence in Iraq, with at least a counterbalance to it. Of course, the United States has also contributed to this strengthening of relations between Iraq and Saudi Arabia, especially as the United States, like Saudi Arabia, wants to reduce Iran’s influence in the region. But the point is that all this competition will be beneficial for Iraq,” wrote Omid Shokri Kalehsar for the Institute for Strategic Analysis (strati.az) think-tank.

Despite potential benefits for Baghdad and setbacks for Tehran, Iran yields strong influence in Iraq, analysts said.

“Those who want to remain in power in Iraq need to have the acceptance of Iran,” Ayad al-Khalaf al-Anbar, professor of political science in Kufa University, told al-Sharqiya TV.

I think this is a good thing. Can you imagine paying Iran 10 billion Dinar before an RV then the very next day Iraq goes 1 to 1? I'd rather they take euros now and dinar after the RV. I imagine other countries said same thing.  At least I hope they did.

 The parliamentary economic committee on Saturday described the signing of agreements with Saudi Arabia on the mission for the two countries, indicating that these agreements will contribute to a breakthrough in the Iraqi economy.

 "The economic and security agreements with Saudi Arabia and neighboring countries will make a qualitative leap in the Iraqi economy and will provide good job opportunities for the Iraqi citizen," said Nada Shaker Jodat, a member of the committee.

 "The establishment of factories and commercial compounds inside Iraq by Saudi Arabia strengthens the local product and contributes to creating a real competitive opportunity for imported products," she said.

 Goodt called on the government to speed up the implementation of these agreements and to draft new laws to ensure competition of the local product in Iraq and even export it to neighboring countries.

Yes, except that Iraq WANTS to pay in Dinar.  Iran is the one saying "NO".   I'm thinking if they were really about to RV they wouldn't be so quick to give their Dinar away.

A visit to Saudi Arabia by Prime Minister Adel Abdul-Mahdi and his accompanying delegation to Saudi Arabia is "an important step" to move joint cooperation to wider horizons on the ground, especially in the economic aspects.
The Prime Minister and his accompanying delegation concluded a successful visit to Saudi Arabia on Friday, which resulted in the signing of 13 agreements and memorandums of understanding between the two countries in various fields.
Chairman of the Baghdad Chamber of Commerce and member of the delegation Jaafar al-Hamdani that "cooperation with the regional environment is an urgent need to activate the Iraqi labor market, in a manner that achieves integration between Iraq and neighboring countries, especially Saudi Arabia, which represents a large economic burden at the level of the region and possess advanced technologies in the fields Industrial and agricultural ". 
Al-Hamdani pointed out that "such new directions for joint cooperation with high convictions, come to fruition and achieve the great benefit to the country and its economy, where Iraq can be the starting point of trade between the countries of the world in the East and West, and this is not impossible, but can transfer the national economy to A better stage and makes it in contact with major global economies, which are aware of the size of Iraq economically at the world level. " 
Thamer al-Azzawi told Al-Sabah: "What resulted from the prime minister's visit to Riyadh is a new era of cooperation between the two countries."
"The agreements and memorandums of understanding signed between the two countries will pave the way between Baghdad and Riyadh," he said, adding that "the results of these agreements and memoranda will be reached by the two peoples soon, especially with regard to economic cooperation, which will witness unprecedented prosperity."
The agreements and memorandums of understanding signed between the two countries during the visit included: a memorandum of understanding in the field of political consultations, an agreement on the mutual recognition of product conformity certificate, an investment promotion and protection agreement, a memorandum of understanding in the field of agricultural cooperation, In the field of oil and gas, a memorandum of understanding in the field of electric energy, and a memorandum of understanding in the field of scientific and educational cooperation between the Ministry of Education of Saudi Arabia and the Ministry of Higher Education and Scientific Research of Iraq, a memorandum of understanding on a program of cultural cooperation, An understanding between the Saudi Ministry of Education and the Iraqi Ministry of Education, a memorandum of understanding on technical cooperation program, a memorandum of understanding to study the feasibility of electric linkage, a memorandum of understanding for cooperation in the maritime field and a memorandum to regulate passenger and road transport operations. 
The expert said that "delegations from the two countries will start reciprocal visits to activate these agreements and memos." He pointed out that "benefiting from them will be in various fields, especially that Iraq has signed similar agreements with the neighbors Iran and Jordan, in addition to important agreements with Syria, Others with Turkey, and perhaps Kuwait as well. "
He denied the expert affected the industrial and agricultural sectors in these agreements, because the government has put items to keep away any negative effects on the Iraqi economy, stressing that these agreements will contribute to the movement of all sectors, not the other way around, especially that the Iraqi market will be open to goods and crops, In return for the export of what is manufactured and grown at home, meaning that the goods and the Iraqi crop will be found in these countries soon, and will compete with what these countries import from the origins of the lowest quality compared to the national product.
Al-Azzawi also praised the opening of the first branch of the Iraqi Bank for Foreign Trade in Riyadh, which coincided with the visit of the Prime Minister to Saudi Arabia, which returned the step "a good opening" for financial cooperation between the two countries, especially that the Kingdom of Saudi Arabia has a huge stock of hard currency.
"Iraq is a big kiss for major international companies in the coming period, and the start of cooperation with the regional neighborhood achieves major economic gains, as it can create bilateral partnerships with Saudi companies and other neighboring countries, leading to major international companies and being a center. A major trade in the world, and this is recognized by the largest economic blocs around the world. "
"Starting to make the FAO region a global industrial starting point is very important and makes great economic gains for Iraq, Saudi companies and other international companies that own capital and advanced technology," he said.
