ERBIL (Kurdistan 24) – Iraqi Prime Minister Adil Abdul-Mahdi on Wednesday landed in Riyadh in his first visit to Saudi Arabia since taking office six months ago, meeting King Salman bin Abdulaziz and signing 13 agreements.

Abdul-Mahdi said his country would maintain strong relations with neighboring nations regardless of hostilities between regional states like Iran and Saudi Arabia.

The Iraqi prime minister headed a large delegation, including ministers and businessmen, to Riyadh with trade and economic relations being the prime subjects of the meeting between the top OPEC oil producers.

Both sides signed 13 agreements in areas such as trade, energy, and political cooperation, according to Abdul-Mahdi’s press office.

Diplomatic relations between the two countries broke down in 1990 following Baghdad’s brazen invasion of Kuwait. The resumption of formal ties between Saudi Arabia and Iraq dates back to 2015 when Riyadh reopened its embassy in Baghdad, which had been shuttered for decades.

In June 2017, Iraq and Saudi Arabia agreed to set up a coordination council in efforts to further cement ties as the latter seeks to counteract Iranian influence in the former.

Baghdad has long claimed it seeks good relations with all countries, but Tehran’s sway over internal politics has been most palpable with its direct support for senior politicians and militias.

Abdul-Mahdi recently visited Tehran and met with President Hassan Rouhani and Supreme Leader Ayatollah Ali Khamenei.

Earlier this month, Saudi Arabia reopened a consulate in Baghdad to issue visas to Iraqi citizens. King Salman also said his country would provide Iraq $1 billion to build sports facilities, an announcement which kicked off a two-day visit to Iraq by high-level Saudi officials.

Saudi King Salman welcomed the Iraqi prime minister on his first official visit to the kingdom Wednesday, as the two oil-producing giants move toward closer diplomatic and economic ties after nearly three decades of uneasy relations.

Prime Minister Adel Abdul-Mahdi's visit came two weeks after Saudi Arabia reopened its consulate in Baghdad for the first time in nearly 30 years. The opening was accompanied with the announcement of a $1 billion aid package for Iraq.

It reflected warming relations between the two countries as they seek opportunities for shared economic growth through trade, investment, and oil production.

The visit also comes amid other shared strategic interests. Iraq seeks to reclaim a leadership position in the Arab world and Saudi Arabia seeks to counter Iran's influence throughout the region, particularly in countries like Iraq where Iran backs powerful Shiite militias.

Just hours into his visit, Abdul-Mahdi announced on his Twitter account that the two countries signed 13 agreements and memorandums of understanding between their various ministries.

 

In a telling sign of the lofty expectations for the two-day visit, Abdul-Mahdi's delegation included 12 government ministers — including ministers of oil, finance, and electricity — as well as several lawmakers and local officials, and a large contingent of business leaders.

Abdul-Mahdi earlier this month also visited Saudi Arabia's regional rival, Iran. The Shiite power holds considerable interests in Iraq's business and finance sectors, as well as among Iraqi political and elite Shiite figures.

After decades of conflict, Iraq is trying to steer clear of regional conflict and chart a central course between rival powers. Abdel-Mahdi, who was confirmed to his post six months ago, says Iraq seeks friendly relations with all its neighbors, including both Iran and Saudi Arabia.

"There is a desire by the political leadership in both countries to deepen ties, to build a strategic relationship that serves the interest of both countries," said Jameel al-Diyabi, the editor-in-chief of the Saudi newspaper Okaz.

Speaking in an interview with Saudi Arabia's state broadcaster al-Ekhbariya, al-Diyabi said Saudi Arabia was working to counter Iran's influence in Iraq by emphasizing Baghdad's Arab identity.

Iraq and Saudi Arabia signed 13 agreements and memorandums of understanding between the various ministries of the two countries in the presence of Prime Minister and Saudi King Salman bin Abdul Aziz, the Prime Minister's Office said. 

The Prime Minister's office said in a statement that "Abdul-Mahdi stressed that his visit to Saudi Arabia reflects the direction of the Iraqi government to expand relations with the Kingdom and to develop relations between the two neighboring countries." He thanked the warm welcome received by the Saudi monarch. 

"The exchange of visits at this high level opens wide horizons and fulfills the aspirations of the two peoples and security and stability for all the peoples of the region," Abdul Mahdi said. 

For his part, welcomed the Saudi King Salman bin Abdul Aziz, the guest of Iraqi Prime Minister Adel Abdul Mahdi and his delegation, wishing Iraq and its people stability, prosperity and progress.

The Saudi king expressed his satisfaction with the development and stability witnessed in Iraq and that the visit of Abdul Mahdi to achieve the aspirations of the two countries to increase cooperation and raise the level of relations and achieve the common interests of the Iraqi and Saudi people.

ERBIL, Kurdistan Region – In his first trip to neighbouring Saudi Arabia, Iraqi Prime Minister Adil Abdul-Mahdi oversaw the inking of a dozen deals just a week and a half after he visited the Kingdom’s regional rival Iran. Iraq is trying to position itself as a neutral friend to all sides in the divided Middle East. 

Saudi Arabia is a “neighbouring, brotherly, and developed country and the openness of Iraq towards Saudi is in the favour of both countries,” Abdul-Mahdi told Saudi King Salman bin Abdulaziz in a meeting in Riyadh on Wednesday, according to a readout from his office.  

The Iraqi premier was accompanied by a team of his ministers and they signed 13 deals and memoranda of understandings, mostly in fields of political consultation, investment promotion and protection, agriculture, energy, electricity, and higher education. Details of the agreements were not revealed. 

Emerging from years of war with the Islamic State, Iraq is looking for investment and assistance as it rebuilds its infrastructure and economy. A ministerial and business delegation from Saudi Arabia visited Baghdad earlier this month, bringing with them pledges of $1.5 billion in loans and support system">support. They also lay the final groundwork for the deals that were signed in Riyadh on Wednesday. 

"Today Iraq is stable and secure, looking forward to achieving economic and constructional renaissance," Abdul-Mahdi told the king.

This is his third trip abroad after visiting Egypt in March and Iran in early April where his government also signed a range of agreements. 

Wedged between Shiite Iran and Sunni Saudi Arabia, Iraq hopes it can serve as a bridge without getting drawn into their dispute. 

The Saudi government stressed their “brotherly” ties with Iraq in its comments of the visit.

Saudi Arabia's King Salman welcomed the Iraqi prime minister on his first official visit to the kingdom, as the two oil-producing giants move towards closer diplomatic and economic ties after nearly three decades of uneasy relations.

Iraqi Prime Minister Adel Abdul Mahdi's visit on Wednesday came two weeks after Saudi Arabiareopened its consulate in Baghdad for the first time in nearly 30 years. The opening was accompanied with the announcement of a one billion dollar aid package for Iraq.

Abdul Mahdi went to Riyadh with a large delegation, including officials and businessmen, with trade billed as a prime focus of the discussions between OPEC's two largest oil producers.

 

His office said the leaders signed 13 agreements in areas such as trade, energy and political cooperation.

The countries have historically been at loggerheads since the Iraqi invasion of Kuwait in 1990, but Riyadh has wooed Baghdad as part of an effort to stem the growing influence of Iran.

During his visit to Tehran earlier this month, Abdul Mahdi met  President Hassan Rouhani and Supreme Leader Ayatollah Ali Khamenei. Many of Iraq's leaders, from its Shia majority, have close ties with Iran, the main Shia power in the Middle East.

Abdel Mahdi, named prime minister last October, has said Iraq now wants good relations with both Iran and the United States.

The US reimposed tough sanctions on Tehran's energy and finance sectors last year.

But Washington has granted Baghdad several temporary exemptions to allow it to continue importing Iranian gas and electricity, crucial to Iraq's faltering power sector.

The economic adviser to Prime Minister Abdul Hussein Al-Henin said on Thursday that Baghdad will host a "major" workshop to follow up the economic agreements with Egypt, Iran and Saudi Arabia.

"There will be a major workshop for Iraqi businessmen in Baghdad to follow up our economic agreements with Egypt, Iran and Saudi Arabia," Henin said in a statement received by Al-Iktissad News. "This workshop will put the agreements into effect and become major projects throughout Iraq."

The official round of talks held by the Custodian of the Two Holy Mosques King Salman bin Abdul Aziz and his guest, the visiting Prime Minister of Iraq Adel Abdul Mahdi, culminated in the signing of 13 cooperation agreements and memorandum of understanding between the two countries, including political, investment, agricultural, industrial and oil and gas fields, Cultural field. 
King Salman expressed his satisfaction with the development and stability witnessed by Iraq and that the visit of Adel Abdul Mahdi, the Prime Minister, to achieve the aspirations of the two countries to increase cooperation and upgrading relations, in order to achieve the common interests of the Iraqi and Saudi people.
