Iraq and Saudi Arabia discussed Saturday the readiness of the memorandum of understanding between the Iraqi Ministries of Industry, Energy and Mineral Resources, which will be signed during the visit of Prime Minister Adel Abdul Mahdi to Saudi Arabia soon.

"The Iraqi ambassador to Riyadh, Qahtan Taha Khalaf, met with Deputy Minister of Energy, Industry and Mineral Resources for Industry Affairs Abdulaziz bin Abdullah Al-Abdulkarim at his office in the ministry's office," said a statement by the Foreign Ministry. 
During the meeting, the two sides discussed opportunities for cooperation in the industrial field and investment opportunities for industrial projects in Iraq through major Saudi companies. The Iraqi Ministry of Trade revealed the details of the future work plan between Iraq and the Gulf Cooperation Council (GCC), which was agreed during the meeting held in the Saudi capital Riyadh last week.

The Undersecretary of the Iraqi Ministry of Commerce, Haitham Al-Khashali, said that the plan of cooperation included investment, trade and economic sectors, to explore and exploit the great opportunities in Iraq, by the GCC countries.

He added in a statement to the Iraqi News Agency - conscious that it was agreed to facilitate the movement of goods between Iraq and the GCC countries, through the signing of memorandums of understanding to facilitate the movement of goods, consistent with standards and customs.

He explained that the plan includes cooperation in the field of education through the exchange of experiences, scholarships, cooperation, coordination of positions and twinning of universities. He said that the GCC countries are keen to create consensus and agreement with Iraq on the environment and health as a vital area, especially as Iraq is an important part of the territory of the region, in the presence of other countries; to develop a strategy to protect the environment, Iraq is ready to sign and implement what is agreed upon .

The two sides agreed to form a joint committee to follow up and to continue coordination and consultation between the two sides, "he said .

The statement pointed out that the two sides discussed ways to strengthen the existing relations between Iraq and the GCC countries in the economic, political, security, cultural, media, education, health and sports, in the light of the joint work plan for the period from 2019 to 2024, agreed upon by both sides.

The two sides agreed to strengthen strategic political coordination between the two sides to enhance security and stability in the region, combat terrorism and promote economic plan in the fields of trade, industry, investment, oil, energy, agriculture and the private sector.

"The head of the Council of Ministers Mr. Adil Abdul Mahdi heads to the Kingdom of Saudi Arabia as the head of a large delegation of ministers, MPs, and businessmen," tweeted the Iraqi PM's office on Wednesday.
 

He claims that his government has adopted “a certain” strategy to initially focus on issues which can be resolved in the economic sector, and then Baghdad can shift to political and harder issues.

 

This is Abdul-Mahdi's first trip to Riyadh as prime minister. He incorrectly announced that his first foreign trip abroad would be to Saudi Arabia in March; however, he first went to Egypt. 

 

He met in Iran with President Hassan Rouhani and Ayatollah Khamenei on April 4-5. Khamenei accused Riyadh of backing the Islamic State (ISIS) – a Sunni extremist group – against the Shiite-dominated government. 


“Tomorrow will be the start of our visit to the Kingdom of Saudi Arabia with a very important delegation,” Abdul-Mahdi told reporters, adding that signing a number of memorandums of understanding and discussing projects are on the agenda.

The visit is to display “Iraq’s way of working” with its regional neighbors, he explained. “Iraq wants to be a meeting point for everyone.”

Following last month’s Arab League Summit in Tunisia, war-torn Iraq is seeking to re-establish itself as a contributing member. Iraq is the fourth-largest oil producer in the worldand second-largest behind Saudi Arabia in OPEC.

“We are witnessing a big transformation. Relations with the Kingdom are in their best conditions. I expect the visit tomorrow to be perfect,” added the PM, speaking of Saudi Arabia that forms the backbone of the Arab League.

The Arar border crossing with Saudi Arabia is “close to usage” and agreements need to be implemented between both two sides.

Iraq has been a regional battleground where conflicts have been fought for decades. Since 2003, the country has been increasingly influenced by Iran, mainly due to the rise of pro-Iran Shiite political parties and the overthrow of the Baath regime of Saddam Hussein.

Relations had broken down between the former Iraqi regime and Saudi Arabia after Iraq invaded Kuwait in 1991. The relations, however, are slowly being rebuilt.

Cash-strapped Iraq needs assistance from oil-rich Arab states in the Persian Gulf to rebuild the country following a nearly four-year conflict with the Islamic State (ISIS). Its backers in Iran are already suffering from the harsh US sanctions and are unable to provide the breadth of assistance Arab states and Turkey can. 

Abdul-Mahdi was asked what percentage of the Iraqi economy is influenced by Iran’s Islamic Revolutionary Guard Corps (IRGC).

He replied: “20 percent, 10 percent, 5 percent or any other percentage. I don’t know how this ratio was measured frankly. We have relations with the Iranian state. Trade exchange is a very advanced exchange. However, [as for relations] with the Revolutionary Guard, this is something different.”

ERBIL (Kurdistan 24) – Iraq is aiming to be a political mediator between neighboring countries to ease current tensions, according to Prime Minister Adil Abdul-Mahdi who is currently on an official visit to Saudi Arabia.

“We will go to Saudi Arabia tomorrow with a large number of businessmen,” Abdul-Mahdi said on Tuesday, noting “we are facing a major shift in our relations with Saudi Arabia.”

Diplomatic ties between the two countries broke down in 1990 following Baghdad’s brazen invasion of Kuwait. They did not fully recover even after the fall of the former Saddam Hussein-led regime. Meanwhile, Iranian presence and influence grew everpresent with its allies in positions of power in the Iraqi Shia-majority government.

In 2015, however, Saudi Arabia officially resumed formal ties with Iraq as Riyadh reopened its embassy in Baghdad after 25 years. In June 2017, the two sides agreed to set up a joint-coordination council in efforts to further cement ties.

The council facilitates economic ties, with the two sides signing multiple memorandums of understanding and preparing work for the reopening of long-barred trade routes.

In early April, the Saudi Kingdom promised a 1 billion dollar loan for the reconstruction of Iraqi areas destroyed during the war with the Islamic State. It also offered as a “gift” to build a major sports stadium in Baghdad.

The Iraqi government also has strong economic and political ties with Iran. On April 06, Abdul-Mahdi visited the eastern neighbor, the president of which called for the expansion of the bilateral yearly trade volume from 12 to 20 billion dollars.

Despite militarily defeating the Islamic State in 2017, stability in Iraq and the wider region remains fragile. The costs of reconstruction and strong demands by the people—notably by protesters in southern Iraq—to address the lack of public services, unemployment, and corruption have put pressure on Baghdad to focus on economic development. 

Indeed, despite its close ties with Iran, US sanctions on the Islamic Republic have pushed Iraq to look to other neighboring countries for trade and to boost its economy. According to Abdul-Mahdi, the strengthening of economic relations with Saudi Arabia is part of a purported “strategy,” starting with “what is possible,” that would then possibly allow for a shift toward diplomatic mediation between Tehran and Riyadh. 

As the PM explained, Iraq is “concentrating on economic issues,” which, if strong, he claimed, could “lead to us some political roles played by Iraq between different countries.”

“Iraq wants to play such a role” and neighbors “might wait” for Baghdad to take on this task, Abdul-Mahdi concluded.

RIYADH - The Saudi Investment Authority (SAI) hosted more than 70 businessmen from the Republic of Iraq on Wednesday

 The board said on its website, Twitter, that the meeting dealt with investment opportunities in the Kingdom and ways to strengthen investment relations between the two countries.

Iraqi Prime Minister Adel Abdul Mahdi will begin an official visit to Saudi Arabia on Wednesday.

Abdulmahdi heads a high-level delegation of more than 11 ministers, 68 government officials and more than 70 private sector businessmen for a two-day visit, the Commerce Ministry said in a statement on Tuesday.

She added that the visit will carry important files to discuss the bilateral relations between the two countries and means of enhancing them, and developments in regional and international issues of common concern.

It is expected that during this visit, the Kingdom will be ready to operate the trade exchange in a new port of Arar starting from the beginning of next June to start trade exchange between the two countries, and the completion of the full port in mid-October with the joint cooperation between the two sides.
