I don't think it's a distraction. Abadi is taking his life in his hands by calling for Maliki's arrest. Very courageous! Although, this is a dumb reason not to have done it himself - "internal and regional pressures prevented the issuance in the last moments". Maybe they threatened his life at that time, but he feels safe now, for some reason. Something's going on. It reminds me of Trump cleaning out the trash in the USA, he’s doing things past presidents didn’t have the balls to do.
