Iraq speaker hails ties with Kurds, but will US troops remain in Iraq?

WASHINGTON DC (Kurdistan24) – The Speaker of the Iraqi parliament, Mohammed al-Halbousi, highly praised Baghdad’s relations with the Kurdistan Region as he spoke at the US Institute of Peace in Washington (USIP) on Friday at the end of a week-long visit to Washington.

“The relationship between Baghdad and Kurdistan is much, much better than it was before,” Halbousi said, as he explained that it had been the “intention” of Iraq’s new government to reach an understanding with the Iraqi Kurdistan Region,” while the same was reciprocally true for the Kurdish attitude toward Baghdad.

“Since 2014, every year we had problems with the federal budget,” Halbousi noted. That year, the Islamic State seized one-third of Iraq and Prime Minister Nuri al-Maliki was obliged by the US to step down in favor of Haider al-Abadi.

“But this year,” the budget situation is “much, much better,” he continued. Baghdad made compromises with Erbil, and Erbil made compromises with Baghdad, and the 2019 budget is already law.

The Kurdish leadership has long consideredPrime Minister Adil Abdul Mahdi a friendly figure. When Masoud Barzani, head of the Kurdistan Democratic Party and former President of the Kurdistan Region, visited Baghdad last November, Abdul Mahdi hailedhim as “an old fighter known by the mountains of Kurdistan” and “a leader in Iraq’s conversion and transformation into a democracy after the fall of the dictatorship.”

That stands in sharp contrast to Kurdish relations with Abdul Mahdi’s predecessor. Indeed, last week Abadi gave an interview to Iraqi television, in which he blamed Iran for his loss in the 2018 elections, while criticizing the Kurds, charging they were the ones who, through their “extremism,” had precipitated his attack on Kirkuk and other disputed territories (which he conducted in coordination with Iran!)

Barzani retorted with a statement, “The purpose of those comments are personal and meant to destroy the positive environment that has evolved between the Kurdistan Region and Baghdad.”

He also reminded Abadi—who never won an election for the position of prime minister—of the Kurds’ role in fighting the Islamic State.

“If it were not for the Peshmerga, a person like [Abadi] would never have been able to visit Mosul to steal the success over Da’esh [ISIS] and use it to promote himself,” Barzani’s statement continued.

Indeed, Halbousi revealed yet one more negative consequence of Abadi’s October 2017 attack on Kirkuk and the disputed areas. They are now under Iraqi control, but they have had no reconstruction aid from Baghdad.

“These people are suffering,” Halbousi said, “because they have not received anything.” It is in those areas, that the resurgence of the Islamic State has been most pronounced.

Article 140 of Iraq’s 2005 constitution called for determining the status of the disputed territories through a plebiscite to be held by 2007. However, twelve years later, no vote has been held.

Asked about the implementation of Article 140, Halbousi replied that it was first necessary for the next Kurdistan Regional Government to be determined. Then, “hopefully, before 2020,” both sides will deal with the issue. He also noted that according to the constitution, the Iraqi parliament needs to create a committee for that purpose.

Halbousi, the first senior Iraqi official to visit Washington since Iraq’s elections last year, met a number of senior US officials: Vice President Mike Pence, Secretary of State Mike Pompeo, Acting Secretary of Defense Patrick Shanahan, and Halbousi’s US counterpart, House Speaker, Nancy Pelosi.

The biggest concern for Washington in Iraq now is the possibility that the parliament will demand that US forces leave, as a knowledgeable Washington source advised Kurdistan 24. That topic must have figured prominently in Halbousi’s official talks, but it scarcely appears in the official US summaries of those discussions.

Nor did it arise in Halbousi’s presentation on Friday. Written questions were solicited from the audience and posed to Halbousi by the USIP President, who moderated the discussion. At least two people asked about the prospects of such a parliamentary vote to force the departure of US troops, but that question “never made it through the filter,” this source noted.

Baghdad calls on Washington to extend the exemption from Iran's sanctions

Iraqi Parliament Speaker Mohammad Halboussi (archive photo)

BAGHDAD (Reuters) - Iraqi parliament speaker Mohamed Halboussi called on Washington to extend the exemption granted to Iraq from US sanctions imposed on Iran for three years.

"We hope to extend this exemption until Iraq can stand on its own economically," Halaboussi said during his current visit to Washington.

He explained that "Iraq imports 30% of its energy needs and it needs almost three years to achieve self-sufficiency in the generation of electricity."

"After these three years, we may see an economically independent Iraq and we do not need to import electricity from another country," he said. "Maybe we can solve this problem within three years."

Washington - Iraqi Parliament Speaker Mohamed Halaboussi's visit to the United States has sent messages of clear reassurance to Washington on the issue of removing US forces from Iraqi territory, led by pro-Iranian Iraqi forces, with questions about whether it is serious. Tehran itself.

And Halabousi are directly concerned with the file, as the speaker of Parliament, which will pass through any legislation may seek parliamentary blocs to issue on the status of foreign forces in Iraqi territory, and also part of the construction alliance near Iran led by Hadi Amiri. In a manifestation of Washington's efforts to fortify its military presence in Iraq, Halboussi singled out a remarkable reception during his visit to the United States and was met by senior officials.

The head of parliament discussed with US Vice President Mike Bens, "the continuation of the international coalition led by the United States of America to provide security and intelligence support to Iraq." The two sides discussed "the file of the return of the displaced, and secure the liberated areas ..".

The talk of these files between Halabusi and US officials is a clear signal of Washington's commitment to its responsibilities in Iraq, according to observers.

During the meeting with US House Speaker Nancy Pelosi, "Iraq's openness to the international community has been emphasized to move forward with reconstruction and investment by attracting international companies, including US companies, as well as providing job opportunities for citizens and eliminating unemployment." Al-Halbusi called on his American counterpart to visit Iraq.

During his meeting with Acting US Secretary of Defense Patrick Chanhan, the Speaker of the Iraqi Council of Representatives focused on the role of the US-led coalition in defeating a supportive organization, pointing out in particular that after his victory over the organization militarily " support for the elimination of terrorist cells and extremist thought, in the training and rehabilitation of Iraqi forces and the intelligence effort and logistical support. " This is the clearest indication of his true position on the survival and role of US forces in Iraq.

Although Halabousi is part of a coalition of pro-Iranian hawks, he meets with the Sunni mood in support of the US military presence in Iraq.

Halabousi asked the US Secretary of Defense to "give the Iraqi government to provide services" to the areas affected by the war on the organization calling, "in order to close the file of displacement, which will contribute positively to the non-return back and spread extremist ideology again, as well as to provide employment through investment projects to eliminate On unemployment ".

Iran's priority at the moment is to ease pressure on the Baghdad government and encourage it not to commit to the implementation of US sanctions

For his part, US Secretary of State Mike Pompeo during his meeting with Halbusi, "US support for a strong and prosperous Iraq as defined in the strategic framework agreement between the two countries." The deal allows for a broad range of US troop movements in Iraq.

Al-Halaboussi's visit to the United States at a time of observers is a clear decline in the tone of the demand for the departure of US forces to Iraqi territory, compared to the past period witnessed an intensive campaign led mainly by forces loyal to Iran and responded to a number of other political components of Iraq, A law passed through parliament obliges the government of Prime Minister Adel Abdul Mahdi to reorganize the situation of foreign forces in the country.

Iraqi sources familiar with the existence of a decline in the idea of "expulsion" of US forces from Iraq, but stressed the different motives from one political team to another.

An Iraqi deputy who has seen part of the debates of parliamentary blocs representing several political parties said he was inclined to wait to begin the process of removing US troops from Iraq with members of the "pro-Iran" team.

"The reason for this retreat is that Iran itself is inclined to ease the pressure of its Iraqi allies on the government of Adel Abdul Mahdi, preferring to spare the Baghdad government cooperating with it in breaking the sanctions imposed on Tehran by Washington," he said, speaking on condition of anonymity.

The deputy said that Tehran prefers to keep the issue of removing US troops from Iraq as a pressure and bargaining chip, to use it effectively, to deplete its effectiveness and to backfire.

"The US military presence in Iraq is now a priority for Iran as much as it is concerned about sanctions," he said. Tehran is aware that the United States still has to take into account the circumstances of the Iraqi government classified as one of its allies in the region. This is reflected in Washington's decision to extend the period of exempting Iraq from sanctions and allowing it to import energy from Iran. If Baghdad stops importing Iranian gas under US sanctions.

The period of the exemption extends for ninety days to cover part of the summer season, which is high demand for electricity in Iraq, where the temperature is at its peak. It would not be easy for the Baghdad government to cope with the consequences of failing to meet its citizens' electricity needs after the electricity file became a direct cause of street protests.

The second group involved in calling for the withdrawal of US forces from Iraq is the calculated faction of the pro-coalition Shiite cleric Moqtada al-Sadr, who has been willing to use his parliamentary bloc in favor of the draft law on the reorganization of foreign troops.

But the Alliance's reform leaders seem inclined to divert their efforts to push forward the internal reform process they are spearheading. According to sources familiar with their internal discussions, those who raise the voice against the US military presence in Iraq are "whispering" among themselves that the battle to expel American forces from Iraq is essentially the battle of Iran. If it is won, it will count for Tehran's allies and will empower them and help them expand their popularity. .

Speaker of the Iraqi Council of Representatives Mohammad Halboussi (AFP)
Washington: Elie Yusuf
The President of the Iraqi Council of Representatives Mohammed Halbusi that the proposals issued by some parliamentary blocs to submit a bill calling for the withdrawal of US troops from Iraq, has been finalized.
He said in an interview with «Middle East» in the building of the Iraqi Embassy in Washington, that this issue was agreed upon between the three presidents; the President of the Republic and the Prime Minister and the Speaker of the House of Representatives, as well as with all the political blocs and parties, and that he withdrew from trading permanently.
He added that the demand to withdraw US-led coalition forces from Iraq at this stage is in the interest of terrorism, stressing that its survival is a guarantee for Iraq and provides political cover in the face of foreign interventions.
Al-Halaboussi announced that he had contacted the head of the State Consultative Council in Saudi Arabia and discussed the convening of a meeting of the heads of the parliaments of the neighboring countries of Iraq, Jordan, Syria, Saudi Arabia, Kuwait, Turkey and Iran on April 20 in Baghdad to ensure the stability of Iraq.
The meeting was attended by Speaker of the House of Representatives Nancy Pelosi, Vice President Mike Bens, Foreign Minister Mike Pompeo and Acting Defense Secretary Patrick Chanahan as well as congressional leaders. His visit seemed to be a reassuring message to American officials, especially that the issue of withdrawing soldiers was the most prominent issue discussed with them, he said.
Halabousi responded to those who accuse him of using two speeches in both Baghdad and Washington on the withdrawal of US troops that his position is clear and has never used two languages to express his position.
He added that he expressed the interests of Iraq, but the votes issued by a number of deputies does not mean that they represent the will of all the Iraqi people. He said: "There are 329 deputies and have the right to make any position, but in the end decisions are taken by an absolute majority in these subjects, has been communicating with all the parliamentary blocs, political and partisan, and consensus was overwhelming majority to refuse to talk about any withdrawal of coalition forces.
Halabousi added that the war on terrorism is not over and this is what I discussed with American officials, and agreed that we entered a new phase of this war, which aims to dry up its intellectual and financial resources and deprive this extremist ideology of its ability to attract new supporters. He stressed that all political forces agreed to continue intelligence efforts and training of troops and provide technical and logistical support for the Iraqi forces and whatever he deems appropriate Commander-in-Chief of the Armed Forces, and that this is happening here in Baghdad and in Tehran.
"Some may be dismayed at my visit to Tehran, but I say clearly and frankly that for the sake of Iraq, I will visit any country, especially the neighboring countries, and Iran with whom we have 1400 kilometers of the border and can not be ignored."
In response to a question about the accusation that Iran is behind the incitement of some parliamentary blocs to demand the withdrawal of US troops from Iraq, Halabousi said that «as we are moving for the benefit of Iraq, there may be forces moving for the benefit of others, but I assure you that it stopped completely» . He added that wasting more time on this issue is in the interest of terrorism, not Iraq.
The role of US forces in Iraq and what Halaboussi described as the second phase of the fight against terrorism, whether Washington has agreed to abide by these tasks only, and the position of Iraq if the US forces in Iraq decided to carry out operations in Syria, said Halabusi that «the original agreement between The United States and Iraq regulate the role of these forces in defeating the organization of preachers and terrorism, and this requires conducting military operations on the border inside and outside Iraq. Al-Halbusi said the coordination between the Iraqi and US forces during his presidency of the security committee in Anbar when he was its governor, and that the operations are coordinated under the supervision of the military leadership, stressing that the number of US troops in Iraq will not be reduced and Iraq's relationship with the United States is not linked and is not affected by the relationship With any other country.
Halaboussi stressed that he discussed the sanctions imposed on Iran with US officials and that he asked for more time for Iraq to develop its capabilities and investments, which enables it to abandon any sources of energy needed by the Iraqi people now.
He added that Iraq is using Iranian gas and electric power, and discussed with US officials contracts projects conducted by the Iraqi Ministry of Oil with ExxonMobil to invest in these sectors to help Iraq to self-sufficiency. He added that it was clear that these projects will be implemented in 3 stages, and ends after 3 years, and «it is unreasonable to impose sanctions on Iraq can not afford it and find quick alternatives to avoid». He added that Iraq will continue to demand exemptions from sanctions on Iran, and that this will be back to his search when the contract is signed with ExxonMobil soon.
Al-Halbusi stressed that Iraq does not defend anyone, but his circumstances do not allow him to meet his needs now, adding that he does not broadcast secretly when he says that there is dissatisfaction with the Iranian intervention and how to end its intervention both in Iraq and in the region. The relationship with them must be based on mutual respect and respect for Iraq's sovereignty. He added that he discussed with US officials the cessation of foreign interference, especially that Iran is not the only one to intervene in Iraq, and there is Turkey as well. He said rebuilding a strong Iraq was a guarantee of stability in the region.
Asked whether US pressure on Iran had diminished Iran's influence in Iraq, Halabousi said he had not discussed Washington's relations with Tehran, but he could confirm that US troops in Iraq provided him with political cover and support to stop foreign interference.
In an interview with the American Institute of Peace, Halabousi said he had invited the heads of the parliaments of Iraq's neighbors to hold a meeting in Baghdad to discuss the stability of Iraq. He told Asharq Al-Awsat that he had contacted the head of the Shura Council in Saudi Arabia and discussed with him a date for this meeting on April 20 and that they had agreed in principle. He added that the invitation will be addressed to six countries: Saudi Arabia, Kuwait, Jordan, Turkey, Syria and Iran.
On the other hand, Al Halbusi stressed Iraq's keenness on all its executive and legislative powers to open up to its Arab environment and strengthen its relations with it, especially with the Gulf countries, especially the Kingdom of Saudi Arabia. He stressed the need for a real partnership with this environment, and that this partnership has a positive impact on the processing of many files in Iraq, both at the level of investment or reactivate the economic movement and the revival of free trade.

Asked whether US pressure on Iran had diminished Iran's influence in Iraq, Halabousi said he had not discussed Washington's relations with Tehran, but he could confirm that US troops in Iraq provided him with political cover and support system" rel="">support to stop foreign interference.
