Baghdad:

 A member of the parliamentary legal committee Hussein al-Aqabi, on Thursday, there are dozens of laws ready to vote in parliament, indicating that the passage of laws need political consensus.

 "The previous government, even the present, submitted dozens of bills and is ready to vote in the House of Representatives," al-Aqabi said in a statement to Al-Akhbar.

 He added that "passing these laws need political consensus and national resolve," noting that "the law of local elections and illegal gain and amend the law of the Integrity and Public Prosecution is the most important laws, as well as the retirement laws in the private sector."

MP of the coalition of construction Abdel Aoun Allawi, on Thursday, that the House of Representatives is determined to reactivate the Federal Service Council during the coming sessions, noting that the file of the service was hoped to discuss during the current week, but postponed to postpone one of the sessions of Parliament.

The House of Representatives announced Thursday the opening of its seventh session of the second legislative term under the chairmanship of First Vice President Hassan al-Kaabi.

A parliamentary source told the "news" that "Deputy Speaker Hassan al-Kaabi opened the session of deputies, in the presence of 185 deputies."

The House of Representatives has announced on Wednesday, the agenda of its meeting to be held on Thursday.

Fourth: First reading of the proposal of the law of health insurance. (Health and Environment Committee). (49 articles).

The Health and Environment Committee discusses the proposed Social Security Law

The Health and Environment Committee, headed by Deputy Fares Al-Barefkani, Vice-Chairman of the Committee and the attendance of its members on Thursday 28/3/2019, held a meeting to discuss the proposed Social Security Law.

During the meeting, the committee confirmed the readiness of the proposed social security law consisting of 49 articles emanating from article 30 first of the Iraqi constitution for inclusion in the agenda of the session of the Council of Representatives and reading it first reading on Thursday in order to reach results and achieve the upgrading of the health sector.

The Council of Representatives on Thursday, the first reading of the proposed law on health insurance. 
A parliamentary source told Mawazine News that "the House of Representatives ended the first reading of the proposed health insurance law." 
The parliamentary health and environment committee, chaired by Deputy Fares al-Barefkani, vice-chairman of the committee, and the presence of its members, discussed earlier Thursday the proposed social security law. 
During the meeting, the committee confirmed the readiness of the proposed social security law consisting of 49 articles emanating from Article 30 first of the Iraqi constitution to be included in the agenda of the session of the Council of Representatives and reading it first reading on Thursday, in order to reach results and achieve improvement of the health sector. 
The House of Representatives held its seventh session of the fourth parliamentary session for the first legislative year of the second legislative term under the chairmanship of al-Kaabi and 185 deputies.

(Reuters) The Labor and Displaced Persons Committee decided Thursday to host Labor and Social Affairs Minister Bassem Abdulzaman on Sunday, April 7. 
"The committee held a meeting with a delegation from the Ministry of Labor and Social Affairs, including Ali al-Hilu, Director General of the Department of Pensions and Social Security, Mohsen Taamah, Director of the Department of Social Protection, and Hussein Ali, Director of the Office of the Chairman of the Social Protection Authority to discuss problems and obstacles. Which the ministry faces. " 
The statement added that Al-Hilu presented the plan, the problems faced by the ministry and the problems of disabled people and the completion of the form for the disabled, as well as the problems caused by the failure of the beneficiary to pay the debt because of the difficulties experienced by this segment.
The committee announced its intention to evaluate the performance of the ministry's general managers, as well as hosting the minister of labor at the committee meeting on Sunday 7/4/2019.

The parliament ended its seventh session of the second legislative term for the first legislative year in the fourth parliamentary session under the chairmanship of Hassan al-Kaabi, the first deputy chairman of the council on Thursday with the presence of 185 deputies to read the first five laws and voted on a decision on border crossings.
At the start of the meeting, the Finance Committee followed up a report on border crossings. 
The committee recommended expanding the committee by adding a president or a representative of the committees of law and integrity, services, regions, security and defense and hosting the concerned in the ministries and concerned bodies in the center or in the Kurdistan region within 14 days and punish those who refrain from attending through the use of constitutional methods. The House of Representatives in a secret session. 
The Council voted to approve the recommendations of the Financial Committee on border ports.
The Council completed the first reading of the draft law on ratifying the agreement on accelerating economic and energy cooperation between the Government of the Republic of Iraq and the Government of the Republic of South Korea submitted by the Foreign Relations, Oil, Energy, Natural Resources, Economy and Investment Committees to contribute to the economic development of the Republic of Iraq and the Republic of Korea through cooperation in the fields of Economic support and energy support based on the principles of reciprocity and equality and for the ratification of the agreement between the governments of the two countries. 
The Council completed the first reading of the draft law for the ratification of the headquarters agreement between the Government of the Republic of Iraq and the International Committee of the Red Cross, submitted by the Committee on Foreign Relations, which comes in view of the desire of the Republic of Iraq to give the ICRC a role to carry out its humanitarian tasks in providing protection and assistance in order to alleviate the suffering of humanity The Iraqi people without discrimination.
The Council of Representatives also ended the first reading of the proposed law of the first amendment to the law of elections of provincial councils and districts No. (12) for the year 2018 and submitted by the legal committees and regions and governorates not organized in the province, for the purpose of holding free and fair elections for the provinces are not organized in the province and its districts and to be elections A democracy far from external influences and in order to raise the elections to the required level. 
In the session chaired by Deputy Speaker of the House of Representatives Bashir Haddad, the Council completed the first reading of the proposed health insurance law submitted by the Health and Environment Committee to ensure the quality of health services and access to citizens everywhere in the country at any time and to alleviate the financial burden on citizens and reduce the Poverty and the realization of the principle of social solidarity and health equity.
The Council postponed the first reading of the draft law of the Information and Communication Authority, submitted by the committees of services and reconstruction, culture, information, tourism and archeology at the request of the relevant committees. 
Al-Kaabi directed the committees of services, culture and media to hold a meeting to agree to come out with a recommendation to read the law or merge the existing laws in this regard because there is a need to benefit from the resources obtained from the telecommunications sector, noting that the existence of the Ministry of Communications and its desire to exercise its role and authority on the technical aspect of communications, Imposes an agreement on their work. 
The Council concluded a report and discussion of the proposed amendment to the First Law of the Iraqi Academy of Sciences No. (22) for the year 2015 submitted by the Higher Education and Scientific and Legal Research Committees.
The interventions focused on the importance of subjecting all employees of the Academy to the provisions of the civil service law, salaries of state employees and the law of owners, and that the employees of the complex receive the salaries of the employees of the Council of Ministers. 
In its response to the interventions, the competent committee confirmed that the amendment of the Academy of Sciences in 2015 deprived in one of its paragraphs the rights of the employees of the complex and the amendment aimed at restoring their rights. 
The First Deputy Speaker of the House of Representatives stressed the importance of the role of the Iraqi Academy of Sciences as it includes the finest professors of Iraq and researchers in the scientific and humanitarian fields and it is unfair to establish differences between the scientific community and universities. 
It was then decided to adjourn the session until Tuesday 9/4/2019

LMAO!!! It appears their not wasting their time showing up to parliament an not accomplishing anything so they will stay home. I'm thinking this could be the worse bunch of thugs ever voted into this government. 

Still believ al Sadr will replace Mahdi before to much longer, nearly a year an still not a complete government...

seriously, I believe the ones (laws) we need have been voted on and not reported. Before the elections they were working 5-7 days at a time, then ever since they meet a few hours and take a few weeks off. It seems they are dragging their feet.
