Prime Minister Adel Abdul Mehdi said 900 projects worth $ 54 billion are being blocked in Iraq because of the financial and bureaucratic crisis.

Abdul-Mahdi said in his speech at the economic and trade forum, and his follow-up "Economy News", that the projects lagging in Iraq is 900 projects, noting that the completion rates of some projects reached 85%.

"The files that will be presented in this visit come in the context of the government program that works and focuses on reconstruction and investment in all of Iraq."

"Egypt and Jordan have a significant role in the Arab, regional and international region, which requires Iraq to build strong bilateral relations between these two countries," said Fratt al-Tamimi, a member of the Foreign Relations Committee. "The tripartite summit is important for Iraq at this stage."

Egyptian President Abdel-Fattah al-Sisi said in a joint press conference with Adel Abdul-Mahdi that he discussed with Abdul Mahdi the strengthening of mechanisms of joint Arab action in facing the current crises and challenges in the region, maintaining stability and promoting the development, economic and social conditions in the Arab world.

In February, the Iraqi and Jordanian governments signed 14 economic agreements between the two countries in the presence of Prime Minister Adel Abdul Mahdi and his counterpart Omar al-Razzaz in a border area between the Jordanian Al-Karama crossing and Trebil.

The two sides agreed that studies should be started to extend the Iraqi-Jordanian pipeline, which runs from Basra through Haditha and then to the port of Aqaba, to enable Iraq to diversify its oil export outlets.

The agreement also provides Iraq with 10 thousand barrels per day of Kirkuk oil.

On November 15, 2015, the oil and energy ministries of Iraq and Jordan signed a memorandum of understanding for cooperation in the field of oil and natural gas. On April 2, 2017, they agreed to establish the $ 5.6 billion Basra-Aqaba oil pipeline project.

Oil experts estimate that the distance is estimated at 1700 km to extend this pipeline, which passes through two phases, the first stretching from Basra to Haditha in western Iraq, and the second to the port of Aqaba to export oil to the rest of the world.

The negotiations are due to begin in 2013 between Iraq and Jordan after the head of the Aqaba Economic Zone Authority announced a Jordanian-Iraqi meeting in Aqaba to discuss the final details of the pipeline project from the Rumaila field from southern Iraq to Aqaba.

Jihad said that "this project is in the stage of finalization after being referred by the Ministry of Oil to the Council of Ministers of Energy for study and approval in the Council of Ministers," explaining that "the costs and the terms of completion will be discussed with the company invested and agree on rates of deduction of profits.

He continued that "the extension of this pipeline will deliver Iraqi oil to Egypt and then to the African countries."

Iraq's oil minister, Thamir al-Ghadhban, said earlier that Iraq was planning to increase its oil production and export capacity in 2019, focusing on its southern fields, and that he was close to reaching an agreement with international companies, adding that Iraq is the second largest producer of crude in OPEC after Saudi Arabia , And targets a production capacity of five million barrels per day in 2019.

Jihad said that "this project will open to Iraq a new outlet for oil exports and promote trade and economic exchange with Egypt and also opens the way for the export of Iraqi oil to Africa."

The Jordanian city of Aqaba lies in the far south of Jordan on the Red Sea coast, 330 km from the Jordanian capital Amman. The port of Aqaba is a major commercial center, a major link in trade between Jordan and the outside world.

    Sisi began by condoling Abdul Mahdi on the deadly ferry sinking in Mosul on Thursday in which hundreds were dead and injured, expressing Egypt's solidarity with Iraq and its people.

    "The visit of the Iraqi prime minister reflects the strength of relations between the peoples and governments of the two countries," Sisi said.

    The President thanked Abdul Mahdi for choosing Egypt as his first foreign visit, reflecting the bond the countries share. He considered the meeting an opportunity to celebrate Iraq’s achievements in maintaining security and stability and liberating Iraqi cities from ISIS control.

    The talks also dealt with strengthening cooperation in security and combating terrorism, especially to prevent the threat of foreign terrorists spreading.

    The Egyptian president called upon the Arab and international community to fight the phenomenon of militants, stressing that terrorism should be eradicated using comprehensive confrontation, including fighting those who supply terrorists with money and arms.

    Sisi highlighted "the importance of drying up the sources of terrorism" and said "cooperation between Egypt and Iraq will be essential for this matter," according to an official statement.

    The two leaders also touched on economic cooperation based on the capabilities of the two countries, and the desire to benefit from the possibilities and expertise available on both sides in various fields.

From British rule to military coups, from overthrowing monarchies to cold war relations with Russia, Iraq and Egypt have frequently mirrored one another through modern history, Abdul-Mahdi told business leaders at the Economic and Trade Forum. 

As a result of these shared experiences, Egypt is uniquely placed to understand Iraq’s economic conditions and the avenues open for its growth and recovery, the Iraqi PM said. They should therefore develop closer ties. 

“There are many mutual things which an Australian or an American might not understand due to differences in experiences. But the Egyptian, due to the similarity of experiences, will thoroughly understand the difficulties we are going through,” Abdul-Mahdi said.

With greater economic cooperation and a boost in trade volume, Abdul-Mahdi said Iraq may also mirror Egypt’s GDP growth, which stands at more than 6 percent.

Trade between the two nations currently stands at an “unacceptable” level of just $1- $1.2 billion, Abdul-Mahdi said. “Relations between Iraq and Egypt cannot remain in this form.”

According to Iraq's trade attaché to Egypt, Haider Nouri, trade between the two countries stood at $1 billion in 2016. This increased to 1.2 billion in 2017. 

With the defeat of the Islamic State group (ISIS) in Iraq and Baghdad's desperate efforts to find investors for reconstruction, trade is expected to grow again.

Past Iraqi and Egyptian leaders experimented with socialist policies, leading to a bloated state and a weak private sector.

“We want to give priority to the private sector. Previously we only relied on the public sector,” Abdul-Mahdi said.

Iraqi industry and agriculture have been devastated by years of war, sanctions, and economic ruin, forcing the country to depend on imports to meet demand, the PM said. 

Developing Iraq’s productive capacity to meet domestic demand and boost exports could reverse this trend, he added.

In a joint statement following the summit, the Iraqi, Egyptian, and Jordanian leaders said they are committed to greater economic and security coordination.
