"The House of Representatives held its fourth session of the current legislative term and for the first reading of the proposed law to abolish the offices of the inspectors general." 
He added that "the President of the Council was invited to host the head of the border crossing authority and the Director General of the General Authority of Customs in the next session."

Parliament holds its meeting and the first task is to abolish the inspectors' offices and the land allocation law

Baghdad / Masala: A parliamentary source said, Thursday, March 14, 2019, that the House of Representatives held the fourth session of the second legislative term under the chairmanship of Mohammed Halbusi. 

The source said, "The agenda of the hearing includes the first reading of the proposed law to abolish the offices of inspectors general, and the first reading of the proposal to amend the Federal Court Act." 

The source, who asked not to be named, said that "the table also includes, report and discuss the draft amendment to the first law of the Fund for the recovery of Iraq's funds, and the report and discuss the draft law amending the law of companies."

Parliament inserts the reading of the Land Debris Law proposal into its agenda

According to a parliamentary source, on Thursday, the Presidency of the House of Representatives decided to include the first reading of the proposed law on the allocation of land plots for citizens, on the agenda of today's session.

The source added that "the parliament decided to postpone the first reading of the proposed law to abolish the offices of inspectors general, and the postponement of the first reading of the proposal to amend the law of the Federal Court."

The source continued, "The House of Representatives decided to postpone the report and discuss the draft law of the first amendment to the law of the fund to recover Iraq's funds."

Al-Halbusi is invited to host the Head of the Ports Authority and the Director General of Customs in the next session

On Thursday, March 14, 2019, the Speaker of the House of Representatives, Mohamed Halboussi, invited the head of the border crossing authority and the Director General of the General Authority of Customs to the next session, at the request of some deputies.   

Earlier, the Speaker of the House of Representatives Mohamed Halbousi, opened on Thursday, March 14, 2019, the work of the fourth session of the parliament with its second legislative term.

The House of Representatives completes reading the proposed law on the allocation of land plots residential

The House of Representatives ended its fourth session of the second semester of the first legislative year in the fourth parliamentary session headed by Mr. Mohamed Halboussi, Speaker of the House of Representatives on Thursday, 14/3/2019, reading two laws. 
At the beginning of the meeting, President Halabousi called on the parliamentary blocs to speed up the resolution of the file of presidencies of parliamentary committees to ensure that the work is not confused, indicating that a book will be directed by the Council to the government for the purpose of limiting the numbers of elements of the security services renewed their contracts and find out the amount of funds to add to the last third of the budget of the fiscal year and the distinction between A person who fails to fulfill his national duty and who has been dissolved for other reasons. 
The Council voted to postpone the first reading of the proposed law to abolish the offices of public inspectors and submitted by the Integrity and Legal Commissions to be presented at the next meeting.
He stressed the support of the Council for a comprehensive reform in the state institutions, calling on the concerned committees to speed up the introduction of legislation related to the reform process. 
The Presidency of the Council postponed the first reading of the proposed law to amend the Federal Court Law No. (30) for the year 2005 until Saturday until the response of the Supreme Judicial Council on the Council's inquiry on the opinion of the Judicial Council and their ownership of any proposals on the proposed law. 
The President of the Council hosted the head of the Border Crossing Authority and the Director General of the General Authority of Customs at the next session. 
The Presidency of the Council postponed the reading of the report and discussion of the draft law of the first amendment to the law of the Fund for the recovery of Iraq's money No. (9) for 2012 and submitted by the committees of integrity and finance to the next session.
He called Mr. Halabousi Committee of Regions to hold a meeting with the Legal Committee next week for the purpose of resolving the discussion of the draft law on provincial elections, urging the benefit of the law of the elections of the House of Representatives in force and the views and proposals of ladies and gentlemen MPs. 
The Council concluded the reading of the report and discussion of the draft law amending the Companies Law No. (21) of 1997 submitted by the Committee on Economy and Investment. 
The interventions of the ladies and gentlemen focused on the importance of ensuring the Iraqi partner's chances of managing companies and not less than 51% and finding control over the decision to cancel companies and not requiring that the decision to liquidate companies on the basis of being lost companies. 
In its response to the interventions, the concerned committee stressed the consideration of the opinions and proposals of the ladies and gentlemen of the deputies for the purpose of the draft law.
Mr. Halabousi presented the final report of the Commission on the Truth in Ninewa Province at the next meeting for the purpose of discussion. 
The Council completed the first reading of the proposed law on the allocation of land plots for Iraqi families, which comes in application of the provisions of the Iraqi Constitution and ensure the provision of adequate housing for the individual and Iraqi families and preserve their dignity and ties. 
The Deputy Speaker of the House of Representatives, Bashir Haddad, presided over a session of the legal committee to approach the government for the purpose of reading its opinion on the proposed law.

It was then decided to adjourn the session until Saturday 23/3/2019.

The GOI is turning their back on us and they are Iran's little puppet...to hell with them...bring the soilders home tear up all agreements they have with the IMF, World Bank etc and leave the dinar at the rate it is and watch what happens..total chaos! The World can moved forward without them.I see why Sadaam treated the shiite ministers the way he did...they are not to be trusted...I believe they are doing all this on purpose...make them hornor all loans and they would jave to use their forigen reserves because people will eventually dump their cuerrency becauae it aint worth sh#t...we are beong played people thia has been going on for to long...

At the beginning of the meeting, President Halabousi called on the parliamentary blocs to expedite the resolution of the file of the presidencies of the parliamentary committees to ensure that the work is not confused.

 

According to a statement to the council, a letter will be sent from the council to the government for the purpose of limiting the preparation of elements of the security services with their contracts renewed, and to know the size of the amounts to be added to the last third of the budget of the financial year and the distinction between those who neglect the national duty and those whose contract was terminated for other reasons .

The Council voted to postpone the first reading of the proposed law to abolish the offices of the inspectors general and submitted by the Integrity and Legal Committees and to be presented at the next meeting .

President Halabousi stressed the support of the Council for a comprehensive reform in the institutions of the state and called on the concerned committees to expedite the submission of legislation relating to the reform process .

The Commission said in a statement received / Mawazine News, a copy of it, that "I discussed with the Integrity Committee in the House of Representatives, the draft amendment of the law of the Fund for the recovery of Iraqi funds No. (9 of 2012)," noting that "the meeting was held at the Iraqi Academy to combat corruption in the Commission "He said.

3-15-2019   Newshound Guru Adam Montana   One item that is of note, and may push us out just a little bit, is the budget/fiscal year. There is a LOT of accounting to be done with any kind of monetary change, and it would certainly make things cleaner to change the rate on a specific date that coincided with something logical like the start of a fiscal year or quarter, or perhaps the beginning of a new budget, or something like that.  We are a couple weeks away from the end of Iraq's first fiscal quarter. Their fiscal (XYZ) can be a bit confusing because they don't get the new budget out until after the new fiscal year has already begun, and in the past they have stated that surplus in the budget applies to the following year.  Oh, there's nothing like proper planning, where the first three months of the year you have no idea what's in your checking account or what bills are in the mailbox.
