MP on the State of Law Ali al-Ghanmi, on Tuesday, the Parliament's determination to support the government to combat corruption through the activation of laws and legislation, indicating that among these laws to promote electronic dealing and strengthening the banking system. 
Al-Ghanmi told Mawazine News that "the House of Representatives is determined in its second legislative term to support the government to combat corruption, through the activation of laws and legislation that fight corruption." 
"Supporting electronic transactions and avoiding paperwork is one of the first steps to eradicate corruption, in addition to strengthening the electronic banking system," he said. 
"There are a lot of laws that support the fight against corruption will be approved during the second legislative term of the House of Representatives," he said.
This was issued by Prime Minister Adel Abdul-Mahdi, earlier a special order for the formation of the Supreme Council for the fight against corruption in Iraq and its composition and functions.

(Baghdad: Al-Furat News) The parliamentary legal committee sent a number of bills to the Presidency of the House of Representatives for its first reading.
"The committee held a meeting on Tuesday under the chairmanship of MP Faiq al-Sheikh Ali and the presence of its members to discuss a number of proposals and draft laws on its agenda," the statement said. 
He added that "the members of the Committee presented during the meeting, their proposals and observations on the proposals and draft laws for discussion in order to mature ideas on them."

Parliament discusses the law on the recovery of state funds in tomorrow's session

The Information Department of the House of Representatives announced on Monday the Council's discussion on the law of the recovery of state funds in tomorrow's session in addition to a number of laws on the agenda. 
"The Council will hold tomorrow, the third session of the second legislative term to discuss Article 53 of the draft Financial Management Law," the department said in a statement received by Al-Maaloumah. 
She added that "the agenda includes a report and discussion of the draft law of the first amendment to the law of the Fund for the recovery of Iraq's money No. (9) for the year 2012 as well as the report and discussion of the draft law amending the Companies Law No. (21) for the year 1997."

The House of Representatives ends the discussion of the draft Financial Management Act

The House of Representatives concluded its third session of the second semester of the first legislative year in the fourth parliamentary session under the chairmanship of Mr. Mohamed Halboussi, President of the Council on Tuesday, 12/3/2019, discussing the draft financial management law submitted by the Finance Committee.

In the interventions of the ladies and gentlemen of the deputies, the claims focused on adding a paragraph to oblige the government to submit the final accounts at a specific time and activate the system of collection and electronic payment, and the adoption of a new accounting system to develop modern accounting standards, in addition to the request to modify the reserve ratio in the budget law by reducing it, Wide powers in the law, and obtained the approval of the House of Representatives some articles.

For his part, Vice President of the Council, Mr. Bashir Haddad, stressed the need for the ladies and gentlemen to present their proposals on the draft law in writing to the Finance Committee for the importance of the law, which regulates all financial, legal and service aspects, indicating that the committee sent a copy of the draft law to the ministries of planning and finance.

The Council postponed discussing the two bills of the First Amendment to the Law of the Fund for the Recovery of Iraq's Money No. (9) for the year 2012 and the Law of amending the Companies Law No. (21) for the coming sessions.

 

The meeting was then adjourned until Thursday, 14 March 2019.

The Governmental Program Control Committee approves its rules of procedure

The Committee for Monitoring the Implementation of the Government Program and Strategic Planning approved its rules of procedure after extensive discussion among its members. It confirmed the intention to host the ministers periodically to see what was accomplished and to check the information and data received from the government.
"The committee decided to host the ministers periodically and discussed separately the plans of their ministries and the mechanisms of implementation and what has been achieved, as well as the issuance of a monthly report identifying the shortcomings in the implementation of the program for each ministry," committee member Mohammed Ali Zinni said at a press conference held in the parliament building. "The Committee has pledged to follow up the strategic plan to monitor government performance and its compatibility with the federal budget," noting that "the Commission decided to approach the Presidency of the House of Representatives to inform them of draft laws sent by the government to verify that it supports the priorities of the government program, That "The Committee also decided to approach the Prime Minister to provide a road map to combat corruption and the establishment of the appropriate timing and mechanisms to achieve this."
Committee member Raed Fahmi, explained that "there are periodic meetings with the government to audit information and data with the Commission to be in the form of what is achieved."
Fahmy told Al-Sabah: "The committee agreed on the working mechanisms and will ask for meetings with the prime minister and the minister of planning. The committee started its tasks, monitoring and follow-up and supporting the government in overcoming any obstacles, but all this needs to be organized. "The committee has been committed to providing a monthly report on all the government program's implementation, and the government is supposed to report on what is achieved in all aspects of the government program."
Fahmi added that "the committee has laid out the guidelines in each field and there are axes in the government program will be addressed from two aspects; first we will have an opinion on the government program and the second will be this program in line with the priorities of the country," noting that "there are large files in the country of services Corruption and others need to open to see if what is stated in the government program corresponds with them or not. "

The Finance Committee is considering holding a workshop on the draft Financial Management Law

The Finance Committee held a meeting on Wednesday 13/3/2019 under the chairmanship of MP Haneen al-Qaddu. The meeting discussed the topic of holding a workshop in cooperation with the Canadian Institute of Governance to discuss the draft law of financial management, which was read a second reading and the main topics to be discussed in the workshop and the parties to be hosted.

The participants stressed the importance of the draft law and the need to vote on it as soon as possible and to complete discussions within the committee.

The Integrity Committee discusses the Vanun projects of winning the project and amending the Iraqi Money Recovery Act

 

The Integrity Committee held on Wednesday 13/3/2019 a meeting chaired by MP Hisham Al-Suhail and members of the committee to discuss a number of draft laws and important files.

During the meeting, the items of the draft law on graft were discussed in order to arrive at a sound formula for the importance of this project in reducing the waste of public money.

The committee also discussed the first draft amendment to the law on the recovery of Iraqi funds, and was spending on the visit of the Integrity Commission on Thursday to discuss this amendment.

The report of the committee formed to amend the Iraqi money recovery mechanism was discussed in detail and the comments of the committee members were discussed.
