"The upcoming visit of President Rohani to Baghdad aims at strengthening political, economic, cultural and social relations," Musjidi said in a speech at the ceremony of Iraqi Martyr Day. 
He added that "the visit will result in several agreements, including the issue of railway line from the city of Khorramshahr (south-west) to Basra, the development of industrial cities, visas, customs issues and medical health cooperation."

Iranian Foreign Minister Mohammad Javad Zarif says an upcoming visit by President Hassan Rouhani to Iraq — the president’s first — will be the beginning of a new chapter in Tehran-Baghdad relations.

“Mr. Rouhani is traveling to Iraq for the first time in his presidency, and we consider the trip a new start in our relations with Iraq,” Zarif told the Iraqi al-Forat satellite TV network in an interview aired on Saturday.

Zarif referred to the measures of cooperation that are scheduled to be bilaterally approved during the Iranian president’s visit to Iraq and called them “historic.” New cooperation, he said, will be in the areas of transit, oil, joint industrial work, and the dredging of Arvand River (Shatt al-Arab).

The Iranian president will be starting his three-day visit to Iraq on Monday.

Zarif, who arrived in Iraq on Saturday evening, said Iran and Iraq shared not just a border but historical commonalities as well as interests.

“We plan to use those commonalities to advance the joint interests of both countries as well as those of the region,” he said.

Iran’s message to region from Iraq

The Iranian foreign minister said Iran was seeking to send a message [to the region] during President Rouhani’s trip to Iraq.

“In Iraq, we will be sending a message of regional cooperation. We don’t see Iraq as a place of conflict [with Iran’s regional rivals]; we see it as a place of cooperation with regional countries,” Foreign Minister Zarif said.

Saudi Arabia, which perceives Iran as its main adversary and which has severed its ties with Tehran, has been viewing Iraq as a battle zone where it needs to curb Iranian influence.

Zarif also said Iran viewed Iraq as “an important pillar of regional security,” without whose cooperation, regional security would be impossible.

“Thus, it is necessary for Iran and Iraq to cooperate, beside the other countries of the region, toward [bringing about] security for the region,” he said.

He said no regional country had to be excluded from regional decision making.

‘US pressing Iraq to cut Iran ties’

“We don’t want Iraq to cut relations with any other country,” Zarif said. “Sadly, it is the Americans who are pressuring Iraq not to have neighborly ties with Iran.”

The Iranian foreign minister also thanked Iraqi people and officials for their “principled stand” in support of Iran and against unilateral US sanctions against the Islamic Republic.

‘Iran welcomes regional talks’

Asked about a proposal by Ammar Hakim — the head of Iraq’s National Wisdom Movement (Hikma) — for regional talks among Iran, Iraq, Turkey, Saudi Arabia, and Egypt, Zarif said Iran welcomed “all proposals for regional cooperation.”

“We have a principle: regional cooperation should be inclusive and should be targeted against no one; all countries in our region should be involved in such cooperation,” the Iranian foreign minister said.

He explained that by regional countries, he meant the Persian Gulf states, as well as countries further afield, such as Egypt and Jordan.

He cited the cooperation of Iran, Russia, and Turkey regarding the Syrian peace process in the Kazakh capital of Astana as an example of good regional work.

Whom the region concerns and whom it does not

The Islamic Republic, he stressed however, has never held talks with outsiders about the future of the region and has always said that the fate of the region should be determined by the region itself.

Turning to Saudi Arabia, Zarif said in the interview that while Iran had always been ready for dialog, Riyadh had shown no such willingness.

The Iranian foreign minister recalled that he sent multiple messages to Saudi officials expressing readiness for bilateral and regional cooperation when he took office in 2013, to which they responded, “The region does not concern you!”

“It is now evident whether the region concerns us or not!” Zarif said.

Iran has helped effectively bring an end to the Syrian conflict by offering Damascus advisory military help and has been facilitating a diplomatic end for Syria through cooperation with Turkey and Russia. This is while Saudi Arabia was among the countries that funded anti-Damascus militant groups in an attempt to oust President Bashar al-Assad.

‘Talks with Trump would not be very useful’

Asked about the possibility of talks with US President Donald Trump, Zarif said dialog had to be founded on respect, which was lacking on Trump’s part.

Last year, Trump unilaterally pulled the US out of a multilateral deal with Iran. As a party to that deal, Washington had been involved in negotiations that led to the agreement.

“If you do not respect even your own words, one cannot expect you to respect (and uphold) a deal. Therefore, I don’t believe dialog [with the Trump administration] would be very useful,” Zarif said.

"The current relations between the two countries, without foreign intervention, are now valid," the foreign minister said, looking forward to strengthening these relations more than ever in light of the visit of the president of the Islamic Republic of Iran to Iraq.

ERBIL, Kurdistan Region – "Iraq is the primary target for the export of Iranian goods," Iranian Ambassador to Iraq Iraj Masjidi said ahead of President Hassan Rouhani's state visit to Iraq on Monday. The trip is described by the Iranian side as “historic." 

Between now and "March 2020, we expect to hold more than 40 Iranian professional exhibitions in Iraq,” the ambassador added.

Rouhani's three-day trip comes after several high profiles visits by Iranian officials accompanied by trade delegations in recent months, and as US President Donald Trump ramps up economic pressure on Tehran after he reneged on his responsibilities under the Joint Comprehensive Plan of Action (JCPOA), otherwise known as Iran's nuclear deal.

Iran is under increasing pressure from an American government that wants to curtail the Islamic Republic’s ability to trade with the outside world, mainly in the energy, banking, and shipping sectors. 

The wide ranging nature of sanctions imposed by Washington has prompted the Iranian side to look more to its immediate neighbors to fend off the debilitating impact on its economy. 

"We have good working relations with Iraq ranging from health to security and we hope to reach agreements between the countries on this trip," Foreign Minister Javad Zarif told reporters in Baghdad on Saturday as he arrived a day early to make arrangements for the president's trip.

Iranian officials hope to increase trade with its western neighbour from $12 billion to $20 billion in the coming years. Masjidi said on average $2.5 billion is added annually to the trade volume between Iran and Iraq, with particular attention given to natural gas and electricity for southern Iraq.

Iran has become forthcoming in facilitating easy travel for Iraqis and Kurds by scrapping visa requirements. 

Zarif told Iraqi channel Forat News on Saturday that Rouhani is expected to visit Grand Ayatollah Ali al-Sistani in Najaf, an important move if the visit goes ahead considering the unparalleled political clout that the Grand Ayatollah exerts.

The most important challenge that Iranian policy makers face right now appears to be how to deal with US sanctions. While Iran has been under some sort of sanctions since 1979 when the Islamic revolutionaries came to power, the aggressive postures of the Trump administration are what cause consternation in Tehran. 

The US government has increased pressure on Baghdad in a bid to stop Iraq’s trade with Iran. 

Iraqi President Barham Salih told reporters on Sunday that the visit by Rouhani is to deepen relations between the two countries. 

"I must say that Iraq will not be part of the one-sided American set of sanctions on Iran... It is in the interest of everyone that we reduce the tension in the region," Salih told a group of Iranian reporters on Sunday. "Instead of becoming a place for confrontation and clashes between the regional states, we want Iraq to become a place with shared economic and trade interests."

It appears, however, that Iraq is becoming yet another battleground as tensions between Washington and Tehran grow day by day. Rouhani will receive a warm reception from Iraqi officials, but the Americans will be watching the trip equally closely to counter what they describe as Iran's “malign” influence in Iraq. Rouhani's trip is set to make life more complicated for Iraqi leaders who would like to avoid being stuck between these adversaries.

 "We thank the Iraqi government and people for rejecting American sanctions against the Iranian people," the Iranian foreign minister told a joint news conference with his Iraqi counterpart Mohammad al-Hakim.

"We are pleased that relations between our countries and without foreign interference are very broad and good relations and we look forward to developing them during the visit of Iranian President Hassan Rowhani to Baghdad tomorrow," Zarif said.

ERBIL (Kurdistan 24) – The President of Iran, Hassan Rouhani, arrived in Baghdad on Monday for an official visit aimed at strengthening Iran’s ties to the country and deepen trade relations with Iraq.

This is the first visit by Rouhani to Baghdad, and before his departure from Tehran, the leader told Iranian media he aims to improve relations with the strategic neighboring country.

His visit is expected to raise eyebrows with US officials and regional allies. Amid ongoing Washington-imposed sanctions on Tehran, Iraq has resisted cutting off ties with Iran, whose influence has dominated politics in Baghdad for some years.

Rouhani, during his three-day visit, will reportedly ink several agreements with Iraqi officials in the fields of energy, transport, agriculture, industry, and health, according to Iran’s state news agency, IRNA.

“We are very much interested in expanding our ties ... particularly our transport cooperation,” Rouhani declared at Tehran’s Mehrabad airport, before boarding.

The Iranian leader is scheduled to visit Shia shrines in Baghdad’s Kadhimiya district before heading to a welcoming ceremony, according to the press office of Iraqi Prime Minister, Adil Abdul-Mahdi.

Iraq is “another channel for Iran to bypass America’s unjust sanctions... This trip will provide opportunities for Iran’s economy,” a senior delegate accompanying Rouhani, told Reuters.

Rouhani’s visit comes months after the US imposed a second round of sanctions on Iran, in November 2018, targeting the financial and energy sectors of the country.

“I told his Excellency, President Rouhani, that some people say Iraq is situated in a difficult geographical location with many rivalries and problems," Salih told reporters at a press conference.

Iran, Iraq's largest neighbor, has enjoyed an ever-growing influence in Baghdad.

"But Iraq, on the other hand, is lucky to have Islamic neighbors — Iran and Turkey,” Salih added.

Rouhani, who is making his first official visit to Iraq, enjoyed the warm reception.

He touched on historic relations which should be built upon.

Iran President Rouhani arrives in Iraq for 3-day visit

 

BAGHDAD, Iraq — Iranian President Hassan Rouhani arrived in Baghdad on Monday morning for a three-day official visit accompanied by high-profile economic and political delegations with the aim of growing economic relations between the two neighbors.


Rouhani is expected to hold talks with arrays of Iraqi officials including President Barham Salih, Prime Minister Adel Abdul-Mahdi, religious and tribal figures. 

“During very difficult times we were by the side of Iraqi people and today that Iraq is in peace and security, we will be by the Iraqi people’s side,” President Rouhani said at Mehrabad airport on Monday morning before leaving for Baghdad.
 

The two sides are expected to ink several economic and trade agreements as Iraq emerges from over three years of brutal war against the Islamic State and in desperate need of rebuilding the areas devastated by the war. Iran was one of the first countries that came to the aid of the Iraqi government as jihadists advanced towards the Iraqi capital in June 2014.

 

“Fortunately the Americans were unsuccessful almost in every effort against Iran over the last year,” Rouhani said, referring to the US government diplomacy since Washington walked away from the nuclear deal last May and re-imposed stringent sanctions targeting Iran’s energy, shipping and banking sector.


Hassan Kazemi Qomi, a former Iran ambassador to Iraq, said in an interview that despite the US pressure on Iraq to cut off ties with Tehran, relations between the two countries are ‘strategic’ and Rouhani’s trip will advance them. 
 

“By taking into account the current situation in Iraq, the Islamic Republic of Iran could introduce a long-term program and a strategic cooperation plan at least for the next 25 years between the two countries," Kazemi Qomi told official Iranian agency IRNA. “However, there has to be a good framework to realise these aims and strategy.” 

 

Another issue that Rouhani is keen on discussing with Iraqi officials is to clean up strategic Shatt al-Arab waterway known as Arvand Rud in Iran to be used by ships to boost trade. Iran is interested in revising the 1975 agreement between the two countries which was scrapped by Saddam Hussein's regime in early 1980s as the two countries fought a bloody war.


Rouhani is accompanied by Oil Minister Bijan Zangeneh and Foreign Minister Javad Zarif. Iranian officials hope to increase trade with its western neighbour from $12 billion to $20 billion in the coming years.

Iraqi President Barham Salih told reporters on Sunday that the visit by Rouhani is to deepen relations between the two countries.
 

Iran is Iraq's largest trading partner followed by Turkey. Relations between the two countries have been strengthened since the US invasion in 2003.
