Your paltry savings from the Trump tax cuts

 

Remember those one-time bonuses some big companies announced at the start of 2018, when a large corporate tax cut went into effect? They added up to $28 per American worker.

Other aspects of the Trump tax cuts were barely more generous to ordinary workers in 2018, according to new analysis by the nonpartisan Congressional Research Service. The law slashed the average corporate tax rate companies actually pay by 48%, while cutting the average rate for individuals by just 4%. The tax cuts had a minimal impact on GDP growth last year, and overall incomes rose just 2% when adjusted for inflation.

“On the whole,” CRS found, “the growth effects [of the tax cuts] tend to show a relatively small (if any) first-year effect on the economy.”

The Tax Cuts and Jobs Act, passed at the end of 2017, cut the corporate tax rate from 35% to 21%, while lowering the marginal tax rates most individuals pay. It also changed the way taxpayers itemize deductions, including the controversial new cap of $10,000 on the deductibility of state and local taxes. The overall cost will be about $1.5 trillion in foregone federal revenue through 2027, with annual deficits already soaring toward $1 trillion.

About two-thirds of Americans got a tax cut in 2018, but most of the gains went to the highest earners. That’s partly because they pay the most in taxes. The law, which passed with only Republican votes, could have kept the top brackets intact instead of lowering them, while directing larger tax cuts toward the middle class. But it didn’t, with the bill’s backers arguing more money in the wallets of the wealthy would stimulate spending and growth. Many economists dispute such “trickle-down” theory, and the CRS report finds no such stimulus in 2018, as this chart indicates:

There was broad agreement that the top U.S. corporate rate of 35% was too high, since it’s much lower in other developed countries. But it probably didn’t need to go as low as 21%. White House economists said lowering the corporate rate to that level would eventually boost household incomes by $4,000 to $9,000 per year. Treasury Secretary Steven Mnuchin and other Republicans argued the tax cuts would generate so much growth and new tax revenue that they’d pay for themselves. There’s no sign either of those things is happening, either.

Biggest effect: buybacks

The biggest effect of the tax cut in its first year was a record-breaking surge in corporate stock buybacks. Public companies repurchased $806 billion worth of shares in 2018, 55% more than the year before. Buybacks could go even higher this year. There’s nothing inherently wrong with buybacks, but nobody touted the Trump tax cuts as a needed buyback stimulator.

Companies buy back shares when they think it’s a better use of capital than spending it on equipment purchases or research and development or new investments. That doesn’t mean corporate investing has stopped. Nonresidential fixed investment grew 7% in 2018, which sounds good. But it’s not a notable increase from prior years, as the chart below shows. And other factors explain some or most of it. “It would be premature to conclude that the higher rate of growth of nonresidential fixed investment was due to the tax changes,” CRS found.

One-time bonuses vs. wage increases

Wages have picked up in 2019, but there’s still little evidence companies are passing tax savings along to their employees. About 1,900 companies announced one-time bonuses related to the tax cuts last year, according to Americans for Tax Fairness. In total, they committed about $4.4 billion to bonuses for about 5.4 million workers, or about $815 per worker. That’s real money, but not enough to change the picture nationally. When averaged across the entire U.S. workforce, the bonuses were only $28. One-time bonuses can even work against workers if they come in lieu of annual raises, since they don’t boost base pay or compound future earnings.

 

The tax cuts lowered the average effective tax rate American workers actually pay from 9.6% in 2017 to 9.2% in 2018. On median household income of around $63,000, that would be an annual savings of $252. No wonder polls have consistently shown Americans disapprove of the tax law, which factored into Democrats’ retaking of the House of Representatives in last year’s midterm elections.

Businesses, however, have reason to love the tax law, since it cut the average rate businesses actually pay, after credits, deductions and write-offs, from 17.2% to 8.8%, according to CRS. If applied to Apple, which earned a $60 billion profit in 2018, that would be a savings of $5.3 billion. Apple set aside $300 million for tax-related employee bonuses last year. And it only did that once.

A Tale of 2 invoices: Beto O'Rourke pays El Paso, which Donald Trump's campaign still owes $470,000

 

It was the best of times, it was the worst of times.

Actually, which it was depends on what street you stood on a chilly winter evening in El Paso, Texas.

On one side of town, raucous crowds gathered at the El Paso County Coliseum. With American flags and banners reading "Finish the Wall" displayed above him, President Donald Trump hailed his "big, beautiful" border wall as the reason for El Paso's low crime rate.

Outside the coliseum, thousands of protesters gathered. Marching along the Rio Grande, they joined former Texas Congressman Beto O'Rourke at the Chalio Acosta Sports Center for a counter rally to celebrate El Paso's immigrant culture. It marked a clarion moment for a prospective candidate testing 2020 waters, and heralded what many expected to come -- O'Rourke's official campaign kickoff. Just a few weeks later, he held his first official campaign rally in his hometown.

The bills came due for both: Beto For America owed the city $28,630.50 for his March campaign launch; he had already paid $7,609.14 of that as a deposit. The remainder was due May 24. They paid on time -- just under the wire -- with a check dated the day prior to the deadline.

El Paso also billed Donald J. Trump for President Inc. for his "Make America Great Again" rally -- for nearly half a million dollars. The invoice was sent to the campaign's Fifth Avenue offices in New York on March 27. It was due April 26, and El Paso has yet to see a dime.

The exact number is $470,417.05, broken down by reimbursements owed to six departments:

A month overdue and no check in sight, El Paso sent a warning to the Trump campaign of its looming penalty -- a letter, coincidentally, sent the same day Beto's check was cut.

"Failure to pay your past due balance or to make acceptable payment arrangement within 30 days from the date of this notice (May 23) may result in your account being charged a one-time collection fee of 21 percent on your gross account receivable balance," the letter from El Paso's Office of the Comptroller states.

That 21% would add almost $100,000 to the Trump campaign's tab, bringing the sum total to almost $570,000.

"As with any invoices we issue out, our expectation is to be paid for the services rendered," Robert Cortinas, El Paso's chief financial officer, told ABC News in a statement. "The City is fiscally responsible."

If El Paso doesn't receive payment from the Trump campaign, that money would come out of municipal revenue and the city's contingency budget -- funds used for unexpected and emergency situations, like natural disasters. Just last June, historic and deadly flooding ravaged southern Texas. Now, as tornado alley wakes up, and hurricane season looms -- that's a financial life vest no city wants to do without.

Donald J. Trump for President Inc.'s outstanding $470,417.05 is about 63% of the city's contingency budget for the year.

The Trump campaign has said it doubts El Paso's accounting and has implied it's been overcharged.

"Since 2015, the Trump Campaign has held nearly 550 rallies all over the country, and this invoice is roughly 10 times the amount that a locality generally asks to be reimbursed," Michael Glassner, chief operating officer with the Trump Campaign, told ABC News. "We are reviewing it."

Campaigns failing to pay cities for their visits is not uncommon. During the 2016 election, both the Trump and Sen. Bernie Sanders' presidential campaigns were both behind in several rally payments.

Trump himself has a storied history of not paying his bills. Often boasting of his business success on the trail and touting his record as the "Dealmaker in Chief," receipts and lawsuits alike reflect a long line of personal debts shifted to businesses, with the burden of multiple Chapter 11 filings falling on investors who bet on his business acumen. Thousands of contractors' lawsuits say Trump and his businesses have refused to pay them.

This time, one of the most important border cities would have to recoup the damage.

The City of El Paso tells ABC News that it will continue to reach out to see the bill is paid -- even after the books close on this fiscal year -- but if it's in vain, they'll have to absorb the difference.

Ironically, that cost would have to be eaten by the very people championed at Trump's campaign rally: El Paso police officers who are on the front lines of the president's border battle.

El Paso police officers, who partner with state and federal law enforcement including the FBI, told ABC News that they'll keep serving the public -- no matter what.

"We're doing our duties, whether it's a late call, or overtime -- we're going to respond no matter what," El Paso Sgt. Enrique Carrillo told ABC News. "Budget isn't going to dictate how we handle an emergency."

Which is it, you can not have it both ways.Go look up the transcripts as to what POTUS stated, you are incorrect with your quote. Please provide source for your quote you provided. The party of Democrats are the party of the KKK, Jim Crowe, segregation, and etc. The KKK was formed to intimidate blacks and conservatives, research your history; and just because you democrats do not want to acknowledge this fact, does not mean it is not. Potus is the President for all American citizens, and the first amendment gives ALL citizens the right to peacefully protest and free speech. So, David Duke says he supports Trump and that is the reason you think that the KKK has switched sides, pathetic. Democrats have been projecting this switch for years, but the only thing I see are the liberals that spout hate and racism, not the other way around, it is like the hate crimes we have seen since POTUS was elected. Explain why most if not all hate crimes have been perpetrated by liberals and blacks. So please research more than the MSM for your facts.
