navira didnt zimbabwe move away from the old zim years ago ,, if they are going to exchange the old zim we all should  run to ebay fast , u can buy trillions of the old zim for next to nothing .

3N1, They stopped using them because of rampant inflation rate, thus they started using multiple currencies. They plan on reintroducing the zimbabwe dollars again..this is just me, I would not miss this opportunity. Zimbabwe has vast valuable resources. Cheers all

navira in all seriousness all the best in the zim dollar exchange , under the new rules the countries surrogate currency made up as bond notes , coins and all electronic  money including mobile money will now be categorized under the new RGTS currency  as a side note some are concerned about 40 to 80 trillion m1 amounts with the iqd im not sure there is a number large enough to place on the amount of old zim notes printed again good fortune 2 U im really only interested in the IQD .... letsroll

ERBIL, Kurdistan Region – Baghdad can expect to receive 250,000 barrels of oil per day from the Kurdistan Regional Government (KRG) if it meets its own commitments to pay the Region’s civil servants, repays debts to oil firms, and supplies an adequate budget, a KRG source told Rudaw. 

Prime Minister Nechirvan Barzani and Deputy Prime Minister Qubad Talabani are taking part in a meeting of the KRG’s oil and gas committee to discuss the budget, oil, and economic relations between Erbil and Baghdad, the source said.

“The Kurdistan Region is prepared on condition to send 250,000 oil barrels to Baghdad daily,” the source told Rudaw, provided “Baghdad too is prepared to send salaries of Kurdistan Region employees, is committed to paying off the debts owed to oil companies, and dedicate functional budget.” 

KRG Finance Minister Rebaz Hamlan will present a report about the Region’s expenses and revenues, and Minister of Natural Resources Ashti Hawrami will present a report on its oil revenues, Rudaw has learned. 

The meeting will also cover the agreement between the Kurdistan Region and Baghdad on the budget, civil servant salaries, and Kurdistan Region oil exports.

Independent oil exports by the KRG have always been a sticking point in relations between the central and regional governments. Tensions boiled over in 2014 when the Iraqi government cut the region’s budget share.

The KRG has argued it can sell its oil according to the Iraqi constitution, while Iraq argues oil sales are a strictly federal matter. The vague, inconclusive nature of the issue stems from the document’s writ.

Article 111 of the constitution stipulates that oil and gas are owned by Iraqis “in all the regions and governorates”. Article 112’s first and second sections provide vague detail.

In the first section, the federal government “shall undertake the management of oil and gas extracted from present fields” with the producing governorates and regional governments, and for the revenues to be distributed proportional to population in a “fair manner.”

The second section of the document agreed upon in 2005 stipulates that the federal government, with the producing regional or governorate governments, “shall together formulate the necessary strategic policies to develop the oil and gas wealth”. The two articles are vague and both governments have interpreted it differently.

This has led to crippling financial crises, coupled with a drop in oil prices, and the onset of the costly war against ISIS. The KRG had to slash the salaries of its public employees.

However, after the events of October 2017, Iraq agreed to send 317 billion Iraqi dinars ($266 million) to supplement the loss of the Region’s oil revenues to pay public servants.

Under the administration of current Iraqi Prime Minister Adil Abdul-Mahdi, relations have improved. The 2019 budget is soon to be implemented.

The new budget bill has a protection for civil servants in the Kurdistan Region. No longer will their salaries be cut if the KRG does not hand over the oil. Rather, Baghdad could cut other non-salary related budgets for the KRG.

Because of horrific hyperinflation they switched to the dollar in 2009 but kept running out of them.  Since they couldn't do an RV they have started introducing this new currency RTGS equal to 2.5X the dollar.  We'll see how it goes.

A source close to the Minister of Finance Fouad Hussein, the disbursement of dues of employees of the Kurdistan region. 

The source said that "was the payment of dues of the last three months of 2017 for employees of the passports of the Kurdistan region, and was the payment of salaries of dams in the region." 

The source, who asked not to be named, said that "the Minister of Finance has launched the dues and salaries of the staff of the province for this year and according to the quota prescribed in the State Budget Law of 2019."

Member of the parliamentary energy confirms the existence of irregularities in contracts and rounds of oil licenses

Baghdad / Masala: A member of the Committee on oil and energy parliamentary, Hussein Majid, Tuesday, March 5, 2019, the registration of irregularities in licensing rounds signed between Iraq and oil companies .

Hussein Majid said in a press statement that "the Committee of Oil and Energy followed the rounds of licenses accurately, and noted the existence of irregularities," stressing that the Committee "will never leave the irregularities."

Majid added that "the Committee on Oil and Energy focuses on its work on the legislation of laws, and will start with the beginning of the second legislative term of the parliament, all laws that limit these violations, in addition to taking all necessary action."

 He pointed out that "the fate of licensing rounds can not be determined, because it will go to the courts," asserting that "the judge will be neutral with all those involved in the violations of licensing rounds, without the intervention of the Committee or the executive branch."

 The Iraqi Center for Legal Development, has revealed earlier on Tuesday, March 5, 2019  on 24 violations of constitutional and legal, said that it smashed licensing rounds signed between Iraq and oil companies .

The Kurdistan Regional Council on Friday issued a resolution to resolve disputes related to the oil and financial sector between Arbil and Baghdad .

 

"The Council of Ministers has taken two decisions during today's meeting," said Secretary of the Council of Ministers of the Region Amang Rahim in a joint press conference with the spokesman of the government of Kurdistan Sven Dzai.

 

He added that "the first decision is to repeal the decision in 2016 to save the salaries of employees in addition to that the Kurdistan Regional Government will make serious efforts to pay the dues that it gave to the employees to save in dialogue with the federal government . "

 

He added that "the decision to cancel savings comes into force from the date of issuance and published in the official newspaper of reality in the Kurdistan Region . "

 

He explained that "the second decision is to proceed with the recommendations of the Supreme Council of Oil and Gas in the beginning of dialogue and serious negotiations with the federal government to find a radical solution to the oil and financial differences and the framework of the Iraqi constitution."

ERBIL, Kurdistan Region — The Kurdistan Region's salary-saving system will be abolished because of improved Erbil-Baghdad relations, Kurdistan Region Government (KRG) Prime Minister Nechirvan Barzani announced on Friday.

 

“Today’s meeting was exclusive to salary saving system in Kurdistan Region. I am glad to announce that starting from this month, the  salary savings decision in Kurdistan Region will be removed and the salaries will be paid as they are — in full," said Barzani, referring to the unpopular move by Erbil in 2016.

 

 

Barzani made the statement at a press conference in Erbil.
 
“It [the salary saving system] was the worst decision of our political lives,” said Barzani while standing next to his deputy Qubad Talabani.

The latter has championed reforms as the Patriotic of Kurdistan (PUK) list head in last year's elections.

But, Barzani said that the decision to save the salaries was compulsory since 2014 — when Baghdad cut Erbil's share of the federal budget.

He added that certain things contributed to the implementation of the system including the Kurdistan Region's hosting of 1.8 million IDPs and refugees through the ISIS conflict.

Barzani spoke positively of Kurdish MPs in Baghdad for helping them ensure the funds for the salaries, while also thanking new Iraqi Prime Minister Adil Abdul-Mahdi for his “understanding."
 
He thanked Iraqi Finance Minister Fuad Hussein, a fellow member of the Kurdistan Democratic Party (KDP), who has worked on the issue since assuming the office last fall. 
 
Barzani also thanked teachers, doctors, the Peshmerga and other civil servants who kept working through the salary saving system. 

We hope we will reach a good conclusion in our talks with Baghdad and the Kurdistan Region’s people will no longer pay the price for any political crises with Baghdad,” he added, hoping that the people's salaries won't be used for political gain between Erbil and Baghdad in negotiations.

Amanj Rahim, the secretary of the KRG Council of Ministers, elaborated that two decisions were made.

First was for the "dissolution" of the system, in that light, the KRG will do its best to repay "saved" salaries.

“It was decided to dissolve the Council of MinistersDecree No. 64, issued on 3 February 2016, about theimplementation of saving a portion of civil servants’ financial entitlements," said Rahim.

The KRG will “do its best to pay those financial entitlements for Kurdistan Region’s civil servants in the framework of talks with the federal government," he added.

Secondly, the decision directs the KRG Oil and Gas Council to resolve oil issues with the Iraqi government based on constitution. 

This is to "radically resolve pendingissues regarding oil and finance between Kurdistan government and the federal government within theframework of Iraqi Constitution and in the direction of the provision of the budget and financial entitlements of Kurdistan Region," according to Rahim. 

Last year, the KRG partially abolished the salary system, notably salary cuts for low-earners in the public sector.

The measures in 2018 were in response to anti-government protestors, calling for an end to theunpopular salary system introduced by the KRG in 2016.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) on Friday terminated an unpopular policy which reduced the salaries of public servants as part of austerity measures it employed in early 2016 to combat the region's financial difficulties.

The decision came during a meeting between members of the KRG's Council of Ministers and was announced later during a press conference by Prime Minister Nechirvan Barzani.

"Salaries will be distributed in full from this month onward without reductions," Barzani said during the briefing. The "Salary Reduction Resolution" was first enacted in early February 2016 amid severe financial shortcomings.

As a result, public servants received pay cuts that amounted from around 30 to 70 percent of their original salaries, depending on their original salary level.

With the region's economy improving, the KRG amended the ruling in March 2018, ending salary cuts entirely to low-wage-earners and reducing cuts to higher income persons. There are also two months worth of payment backlogs as of 2019, meaning that salaries which state employees are scheduled to receive for February would be remittances for December.

The policy contributed to lower household incomes regionwide and lead to multiple demonstrations across all three provinces of Erbil, Sulaimani, and Duhok, with protesters calling for an end to the measures.

Now, as the PM has previously stated, with the economy heading for recovery and factors that contributed to its decline seemingly dwindling, the government is finally able to pay its employees what it owes them.

During the press conference, Barzani expressed the administration's gratitude toward all public workers, including teachers, doctors, police, and Peshmerga, for their resilience during the hard times the region went through. He added that the main reasons for cutting salaries were federal budget cuts by Baghdad in 2014, the drop of oil prices internationally, the war against the Islamic State, and the sudden influx of over a million refugees and internally displaced persons (IDPs).

"We hope that we can reach a positive conclusion with Baghdad in our talks, and the people of the Kurdistan Region don't pay the toll for any political disputes with Baghdad," stated Barzani.

Relations between the central government in Baghdad and the KRG reached a near-total breakdown in late 2017 after the region's vote for independence from Iraq. Following this, both sides worked to hash out differences, a process which accelerated after a new Iraqi prime minister took his post in early October.

"I thank Prime Minister Dr. Adil Abdul-Mahdi for his excellency's understanding on this matter and efforts to resolve the issue," the KRG PM said. I will not be surprised this salary to be paid in full must have included money coming from revenue in gas n oil known as the HCL because they are in route to solving the issues of oil n gas between the Kurdistan n the federal government. The salary will be paid in full which includes the backlog from the previous months
