Looking at Salih sign the budget papers reminded me of a recent real estate deal I closed.  The negotiating process took months to get to an agreement on the price of the property.  There were numerous times I almost walked away from the deal. After we got the price where both parties where happy we went through more wrangling over bank regulations and paperwork. I’m talking right up to the day of closing. The entire process was unpleasant and aggravating. Then, SUDDENLY, all the reams of paper where signed and it was all over, COMPLETED, DONE!!!!!  It was like my real estate nightmare was over and the signing was basically anticlimactic.  

 

I’m thinking that’s the way the Dinar Deal is going to go down.  Instead of months like my real estate deal took to close this Dinar RV has taken years, but It will probably be anticlimactic.  

 

What Im trying to say is have your ducks in a row now.  Have your plan of action ready. If you are on this board and aren’t using Adams services you might want to consider getting signed up.  One day you might just get a text, and you are thinking it’s a friend or a family member, and instead it’s Adam saying, Bingo!!!  It’s time.  

 

Yes, I’m getting a little more enthusiastic about the process that usual.  First step is to locate my Dinar!!  Haha.

He stressed the importance of the role of the Organization in its contribution to help the displaced, To their homes. "

published / Mawazin News / Tuesday, the law of the general budget for the current year, with additional materials in all its details. 
In the name of the people, the                                                           
Presidency of the Republic 
on the basis of what was approved by the House of Representatives and approved by the President of the Republic and based on the provisions of item (I) of Article (61) and Article (III) of Article (73) of the Constitution. 
Issued the following Law: 

                Law No. () for the year 2019 the 
general budget of the Federal Republic of Iraq for fiscal year 2019 

((Chapter I)) 
Revenue
Article (1) First: A- The revenues of the federal general budget for the fiscal year 2019 are estimated at (10556986870) thousand dinars (one hundred and five trillion five hundred and sixty nine billion six hundred and sixty-eight million and seven hundred thousand seventy thousand dinars) as shown in Table According to the preparation) attached to this law. 
B) Calculation of the revenues from the export of crude oil based on the rate of (56) dollars (fifty six dollars) per barrel and an export rate of 3880000 barrels per day (three million eight hundred thousand barrels per day), including (250000) barrels per day (two hundred and fifty) Thousand barrels per day) for the quantities of crude oil produced in the Kurdistan region on the basis of the exchange rate (1182) dinars per dollar and all revenue is actually achieved a final revenue for the state treasury.
Second: The ministries and entities not affiliated with the Ministry and the provinces and the Kurdistan Regional Government are obliged to record all amounts of cash grants obtained under the memorandums of understanding with foreign governments or institutions as final revenues of the Federal General Treasury. The Federal Ministry of Finance shall reallocate them for the purposes granted for them in coordination with the Federal Ministry of Planning. 
Third: The amounts donated to ministries and entities not connected to the Ministry, the provinces and the Kurdistan Regional Government shall be recorded after their acceptance by the Federal Minister of Finance as final revenue to the Federal General Treasury, provided that the Federal Minister of Finance allocates them to the appropriations of the Ministry or the entity not connected to the Ministry of Disbursement.
The amounts of grants or donations from foreign governments and institutions to ministries and entities not affiliated with the Ministry, the governorates, the provincial councils and the KRG under the memorandums of understanding or the private sector shall be recorded as final revenues for the Treasury, whether these grants and contributions are in the form of technical assistance or projects Training courses), with their guesswork being recorded in the records of the ministry or the non-affiliated with the ministry or the regions and governorates and the provincial councils concerned. Acceptance of cash or in kind grants and re-allocation in coordination between the beneficiaries and Of the Federal Ministries of Planning and Finance.

Fifth: The amounts of grants and unused subsidies shall be calculated from the amounts allocated to the government departments and public sector companies by the end of the fiscal year 2018 in accordance with the accounting standards used to calculate the final disbursement. The excess or overpayment amounts on this basis shall be considered as an advance payment on the grant account allocated to the department or unit per year financial 2019. 
((Chapter II))

Article (2) First: Expenses - The amount of (133107616412) thousand dinars (one hundred and thirty three trillion and one hundred and seven billion six hundred and sixteen million and four hundred and twelve thousand dinars). For the fiscal year 2019 including, the amount of internal and external debt installments of (10792690780) thousand dinars (ten trillion seven hundred and ninety-two billion nine hundred and ninety-nine million seven hundred and eighty thousand dinars), distributed according to (field / 3 total expenditures) of (Table / Ministries) attached to this law.

1- The amount of (33048506408) thousand dinars (three and thirty trillion and forty-eight billion five hundred and six million and four hundred and eight thousand dinars) for project expenditures to be distributed according to (field / 2 expenditures of investment projects) from (Table / B expenditures by ministries) attached to this law. Including the amount of (5671236000) thousand dinars (five trillion and six hundred and seventy-one billion and two hundred and thirty-six million dinars) through foreign loans and (444432000) thousand dinars (four hundred and forty-four billion and four hundred and thirty-two million dinars) through borrowing from the Iraqi Trade Bank
(A) Current expenditures of (Table A / B expenditures by ministries) attached to this law, including the amount of the internal debt installments The exterior of (10792690780) thousand dinars (ten trillion seven hundred and ninety - two billion six hundred and ninety million seven hundred and eighty thousand dinars) the amount of benefits (4534073555) thousand dinars (four trillion five hundred and thirty - four billion seventy - three million five hundred and fifty - five thousand 
dinars.) 3 The sum In the amount of (200000000) thousand dinars (m (1 billion dinars) contingency reserve within the appropriations of other expenditures to budget the Federal Ministry of Finance out of the allocations referred to in item (I-2) referred to above.
4) An amount of (2 billion) thousand dinars (two trillion dinars) is allocated for the reconstruction and development of projects in all governorates. The following:
The governor shall submit the plan for the reconstruction of the governorate, districts and sub-districts approved by the provincial council based on the plans drawn from the districts and districts to the Federal Ministry of Planning for the purpose of studying and approving them to take into account the most affected areas within the province and to distribute allocations to maintain districts and related areas (15%) (15%) of the allocations of the Governorate and the Ministers of Finance and (5%) of the allocations of regional development projects to the allocations of poverty reduction strategy. 
B. The Governor shall exclusively implement the approved reconstruction plan. The Governorate Council shall be responsible for monitoring implementation.
5. 5% (5%) of the crude oil revenues produced in the governorate and 5% (5%) of refined oil revenues in the governorate refineries and 5% (5%) of the revenues Natural gas produced in the province, provided that the province chooses to choose one of the revenues produced above and to allocate an amount of
(1) of the above mentioned Article (2) above and for the Governor after the approval of the Governorate Council the right to dispose and use no more than (50%) 50%) of the above-mentioned assignments for the purpose of importing electrical power or providing services for the province and cleaning or treatment expenses for patients inside and outside Iraq or for current expenditures according to the needs of the province. In the budget of the subsequent year, including the dues of the province for previous years, which have not been allocated amounts audited by the Federal Audit Bureau and allocate (20%) (twenty percent) of the amounts achieved from the increase of oil revenues from planned revenues contained in the Federal Budget Law for the year / 2019 after coverage of planned deficit and to be granted to the most harmful areas. 
6. The Ministry of Planning and all ministries must not include any new projects for ministries whose powers have been transferred to the governorates under the provisions of Article 45 of the Governorate Law No. (21) for the year 2008, except for the strategic projects that are determined according to the Minister of Planning.

1 - The total deficit planned for the federal budget for the fiscal year / 2019 (27537929542) thousand dinars (twenty seven trillion five hundred and thirty-seven billion nine hundred and twenty-nine million and five hundred and forty-two thousand dinars), and this deficit is covered by the abundance of the increase in selling prices of crude oil source or increase crude oil exports or internal and external borrowing excepting funded by foreign entities for projects listed on loans within the gap agenda contained funding deficit and the amounts retained cash in the Federal Ministry of Finance account , according to the details set forth in the below:

2. The Federal Minister of Finance or his authorized person shall be entitled to fill the actual deficit 
in the budget and according to the amounts indicated in the deficit financing table above and from the sources listed below : 
1. The issuance of treasury transfers. 
2. Issuing national bonds to the public. 
3 - Issuing bonds and remittances to government banks to be deducted from the Central Bank of Iraq. 
Loans from commercial banks. 
B- The Federal Minister of Finance or whoever authorized him after the approval of the Council of Ministers shall be entitled to borrow from the Pension Fund or to use the additional revolving balance instead of the new external borrowing (to finance the deficit).
2. All loans, foreign bonds and financed projects shall be exempt from taxes and customs duties in accordance with the provisions of the loan agreements. 
3. The Federal Minister of Finance or his holder shall be entitled to continue borrowing from abroad to finance development projects after approval by the Council of Ministers for loans approved in previous years, 
a. Continue to borrow from the Japanese Bank for International Cooperation (JBIC) out of the loan amount (500) million dollars (five hundred million dollars) to finance projects of the Ministry of Electricity. $ 100 million ($ 100 million) will be funded from it in 2019.

B . (JICA) for the purpose of financing the projects of the ministries and the Kurdistan region and will be funded by $ (756.1) million (seven hundred and fifty-six million and one hundred thousand dollars) for the year 2019, distributed as follows: 
▬ Projects of the Ministry of Construction, Housing, Municipalities and Works General $ 265 million 
▬ Ministry of Electricity projects 223.1 million dollars 
▬ Ministry of water resources projects $ 5 million 
▬ oil Ministry projects $ 40 million 
▬ Ministry of Industry and minerals projects 14 million Lar 
- Projects Ministry of Health and the Environment of $ 20 million
▬ Ministry of Transport projects $ 100 million 
▬ Ministry of Communications projects $ 4 million

(Italian loan) out of the loan amount of (400) million euros and will be signed the amount of (260) million euros (two hundred and sixty million euros) in 2019 for the purpose of financing the amount of (110.9) As follows:

Ministry projects $ 57.5 million Projects for the Ministry of Agriculture $ 25.4 million 
Projects for the Ministry of Commerce $ 28 million 

 e. To continue borrowing from the US Defense and Security Cooperation Agency out of the loan amount of $ 1105 million to finance the needs of the Ministry of Defense and $ 500 million ($ 500 million) will be financed from it for 2019.
   The projects of ministries will be financed by $ 430 million ($ 400 million) for 2019 and distributed as follows: 
Ministry of Construction, Housing and Public Municipalities $ 157 million 
Ministry of Electricity 31 million $ 
▬ Baghdad Municipality $ 50 million 
▬ Ministry of Health and Environment $ 10 million 
▬ Ministry of Finance $ 9.8 million 
▬ Ministry of Planning Development Project Social situation in Iraq was $ 22.6 million
▬ Kurdistan Region $ 1.6 million 
▬ Ministry of Labor $ 75 million 
▬ Ministry of Education $ 5 million 
▬ Ministry of Agriculture $ 10 million

Basrah Water Desalination Project / Ministry of Construction, Housing and Municipalities $ 200 million 
Hilla Sewage Project / Babil Governorate $ 100 million 
Mine Clearance Project / Nineveh Governorate / Ministry of Health and Environment $ 30 million
  H. Continue to borrow from foreign banks with the Swedish EKN guarantee out of the loan amount 
of (500) million dollars (five hundred million dollars) and will sign the amount of (360) million dollars (three hundred and sixty million dollars) during the year 2019 for the purpose of financing projects of the Ministry of Electricity to be implemented by ( 
     $ 80 million) ($ 80 million) for the Ministry's projects for 2019. 
i Continuing to borrow with the guarantee of the German Export Guarantee Corporation, Standard Bank and Chartered out of the loan amount of $ 500 million ($ 500 million) ($ 380 million), three hundred and more N million dollars) during the year 2019 and will be financed in the amount of $ 160 million (one hundred and sixty million dollars) in 2019 for the purpose of implementing the German company Siemens projects and the Ministry of Electricity.
    J- continue borrowing guaranteed by the International Export Guarantee Corporation for the purpose ofbuying weapons and ammunition and logistical support for both the interior and defense ministries and the popular crowd and a fight against terrorism will be financed by an amount of $ (906) million (nine hundred and six million dollars) of 2019 are distributed as follows: 
a . Ministry of Defense $ 600 million 
b. Ministry of Interior $ 146 million 
c. The popular crowd of $ 80 million 
d. The anti-terrorism apparatus is 80 million dollars
K - Continuing to borrow for the various annual maintenance projects of the Ministry of Electricity with the guarantee of international export guarantee institutions in favor of the US company GE with $ 300 million (three hundred million dollars). The amount of $ 160 million will be financed in 2019 
To continue to borrow from the Kuwait Fund for Arab Economic Development to finance infrastructure projects out of the sum of 440 million dollars, of which 360 million dollars will be signed in 2019 for financing. Projects with a total of (40) million dollars (40 million) Dollars) distributed as follows 
          - Ministry of Education $ 20 million 
         - the Ministry of Health $ 20 million
M) Continuing to borrow from the Saudi Fund for Development out of the loan amount of 500 million dollars for the financing of infrastructure projects. The sum of 45 million dollars will be financed for the ministries in 2019 and distributed as follows: 

a. Ministry of Health (15) million dollars for the project of the demolition and construction of Saqlawiya hospital (50) beds and rehabilitation of the hospital of the country 
B. Ministry of Agriculture $ 30 million for the construction of silos of metal grain in Diwaniya and Maysan for the Ministry of Agriculture 
To continue to borrow from the International Fund for Agricultural Development (IFAD) out of the loan amount of $ 15,730 million ($ 15 million and seven hundred and thirty thousand dollars) for the projects of the Ministry of Agriculture. The amount of $ 5 million ($ 5 million) will be financed through 2019
s. The Ministry of Electricity will finance the amount of (500) million dollars (five hundred million dollars) during 2019. 
The project will be distributed as follows: - The two power stations of Nasiriyah and Samawah $ 300 million 
- the energy transfer with GE $ 200 million 
pw borrowing guaranteed by the British export guarantee Corporation (UKEF) the amount of $ 300 million (three hundred million dinars) to finance the rehabilitation and maintenance of thermal Musayyib plant will be financed by the Ministry of Electricity of $ (100) Million dollars (one hundred million dollars) of it In 2019
Borrowing from foreign banks with the guarantee of the German Export Guarantee Corporation and other international export guarantee institutions to finance the roadmap projects for the reconstruction of the electricity sector and the amount of 500 million Euros to finance the projects of the Ministry of Electricity to be implemented by Siemens Germany. 150 million dollars (one hundred and fifty million dollars) during 2019. 
($ 25 million) for the year 2019 as follows: - - 
    - 5 million ($ 25 million) for the following projects: Ministry of Labor and Social Affairs / Road Map Project Social Protection Strategy 
   $ 20 million Basra Governorate / Electricity Distribution Development Project in Basrah Governorate
The amount of $ 600 million (six hundred million dollars) to finance the projects listed below will be financed by the amount of (376) million dollars (three hundred and seventy-six million dollars) from 2019 as follows: - 
(300) million ($ 88 million) to complete the financing of the first phase of the project and $ 76 million ($ 66 million) for the Samawah Grand Water Project. / Ministry of Water Resources .

Article

Article 6 - a

Article 10 - First, the settlement of the receivables between the Kurdistan region and the federal government for the years 2004 to 2018 after being audited by the Federal Audit Bureau by calculating the share of the Kurdistan Region in light of the actual expenses of previous years shown by the final accounts approved by the Federal Audit Bureau.

IV.

Article 16
The Ministries of Electricity, Communications, Reconstruction, Housing, Municipalities and Public Works, and the Municipality of Baghdad shall activate the collection of electricity, telephone, water, sewage and all other fees stipulated in their respective laws for the services provided to citizens, business owners, factories, government agencies, the public sector and others for the purpose of increasing their own resources. Article 19: First: The ministries and entities not affiliated with the Ministry and the governorates shall continue to have the authority to impose fees or fees for services imposed during the years 2016, 2017 and 2018 or to impose new fees or fees and to amend the fees and fees of the current services except for sovereign fees Window) in accordance with the regulations issued by the competent minister or the head of the entity not connected to the Ministry or the Governor. 
Second: The Ministry of Finance shall allocate the amounts resulting from the implementation of item (I) of this Article as follows:

Article 20 The Federal Minister of Finance shall increase the authorized and necessary funds to cover the cost of the work carried out by the National Center for Structural Laboratories and the National Center for Engineering Consultations of the Ministry of Construction, Municipalities and Public Works, the Geological Survey and the Research and Development Department of the Ministry of Industry. Secondly, the Federal Ministers of Finance and Planning must reallocate the dues of the contractors included in the amended budget for the year 2017 (40%) which were not financed from the bonds during the said year to the budget of 2019. Article (29) 
First: The Federal Ministers of Finance and Planning must reallocate the contractors' entitlements to the budget allocations of 2019 which were not financed in the fiscal year 2017 and are paid by means of bonds issued for this purpose and (30%) the balances within the federal budget for the year / 2018, which was not funded into the 2019 budget.
Second, the Minister of Finance reallocations of farmers to the allocations of the federal budget for the year 2019 for the years (2014 - 2015 - 2016), which were not funded from the federal budget for the year 2018 to be in accordance with the approved agricultural plan and after the audit of the Federal Audit Bureau. 
Article (30) 
     First: The National Pension Authority shall reserve 50% of the pensionable salary of the employees referred to retirement and have not completed the procedures of the patent filed by the Ministry or the non-affiliated body, including the vehicles and real estate of the State

C- The Ministry of Foreign Affairs shall not bear the expenses of studying for the children of diplomats working in Iraqi missions abroad who are covered by the Foreign Service Law after secondary school.

The reduction of the permanent staff and the local employees shall be the same, which was approved in the budget of 2018. E) The Ministry of Foreign Affairs shall have the right to rehabilitate the buildings and their associated houses in the countries where there are embassies and consulates for use as embassy buildings or any other purpose determined by the ministry (rent allowance) through transfers from the building rents to this ministry
Article (31) First: The competent minister or the head of the entity not affiliated with the Ministry or the Governor or any of them, and at the request of the employee, may grant from the full four-year term of the employee a five-year leave of absence for a period exceeding five years. Article 33 Each ministry or entity not affiliated with the Ministry, including the Public Mobilization Authority, shall bear the amounts of advances and benefits granted to all those who were martyred after the date of 9/4/2003 due to the terrorist operations of the employees of ministries and entities not affiliated with the Ministry and the governorates. And the grassroots, clan and peshmerga mobilizers for those with a wage rate of 60% or higher in respect of their debts through transfers from their operating expenses. 

Article 34 The Fund for the Reconstruction of Areas Affected by Terrorist Acts shall continue to carry out its functions in accordance with its effective regime. 

Article (35) 
First: The ratio of (50%) of the share of the treasury in the profits of the public companies, including the profits of the previous years, shall be paid to the Treasury before the completion of its audit by the Federal Audit Bureau.
Second: Receipt of (35%) of the share of employees in the profits achieved in public companies in accordance with the Companies Law No. 22 of 1997, amended before the completion of the audit of the Federal Audit Bureau and the rest after the completion of audit and administrative procedures. 
Article (36) The National Pension Authority is obliged to pay the end of service benefits of former army employees, provided that the maximum amount does not exceed 10 million dinars per batch, as is the case with the current army. 

Article 37 The ministries and entities not affiliated with the Ministry of Sale of cars, furniture and consumables shall record revenue as final revenue for the State Treasury. The Federal Minister of Finance shall add the equivalent amounts to the budget of the relevant departments for the purpose of maintaining the assets or purchasing fixed assets of all kinds.

Article 38 The Ministry of Commerce shall transfer the revenues derived from the sale of wheat waste to the Ministry of Finance for the final income of the State Treasury and the Federal Minister of Finance, in addition to the allocation of wheat milling costs and transfer thereof within the budget of the Ministry of Commerce. 

Article (39) The Minister of Finance shall add the amounts to the Ministry of Industry and Minerals equivalent to (10%) of the fees paid under the provisions of Article II and III of Law No. (9) for the year 2010. Trademarks and adding the percentages above to protect the national product in accordance with the provisions of Article 20 of the Iraqi Products Protection Act No. 11 of 2010.

Article (49)

Article 55

Article 56-
First, the Ministry of Finance is obliged to pay the benefits of compensation according to Law No. 20 of 2009 and form one or more committees in each governorate to compensate the martyrs and the wounded administratively linked to the institution of the martyrs an exception of Law No. 20 of 2009, provided that no more than three committees in each province. More in each governorate to consider the compensation of private property and administratively linked to the Central Committee an exception of Law No. 20 of 2009, provided that no more than three committees in each province.

Second: The Council of Ministers shall work to establish contracts for good deeds in Diyala and Nineveh governorates and to provide the necessary allocations for this when the financial abundance is achieved. 
Article 58 The Government shall be obliged to terminate the administration of the State institutions of the Agency, except for the security and military agencies, no later than 30/6/2019. Any action after this date shall be carried out by the appointee by proxy and shall not have any legal effect. The concerned department shall suspend all financial allocations and administrative powers. Status continues after the above date.
Article (59): 70% of the allocations allocated to the development of regions for ongoing projects and 30% of new projects except for the liberated governorates and be 50% of the allocations for the development of regions for ongoing projects and 50% to new projects. 

Article (60) 
First: The Council of Ministers shall prohibit the importation of products of the food industry (beverages and juices), dates, fruits and vegetables which have a similar local product covering the needs of the local market according to the agricultural calendar.

Article (62)

Second: The amount of (1) billion dinars from the budget of the Sunni Endowment acted by them for the purposes of conciliation in the liberated cities. 
Third: The Council of Ministers transfers the necessary funds to implement the Basra Law, the economic capital of Iraq when the financial abundance is achieved

Article 64

Or compensate those who have been transferred outside the ministries or the Ministries of Interior and Defense to adapt their situation within their ministries. 
2- The balance of appointments in the Ministries and State institutions shall be adopted to ensure the representation of the Christian, Sabean, Yazidi, Shabak, and Fildean components, in a way that ensures the national balance between the sons and the components of the Iraqi people.
Third: The Federal Ministry of Finance is committed to assigning the job grades to those who have been issued the right decisions by the verification committee in the affairs of the political prisoners in the General Secretariat of the Council of Ministers and according to Article (6) of the Second Amendment Law for the Law of Return of Political Detainees No. (24) (50) years and those who have been charged with a service for fifteen (15) years or more, provided that all the pension entitlements shall be deducted on the period calculated from the salary allocated to him when the financial abundance is achieved. 
Article (65) 
First: The revenues from the visas granted to visitors to the holy shrines to the following governorates and cities according to the percentages: 
- 30% Karbala Governorate 
30% Najaf Governorate 
10% Babil Governorate 
10% Wasit Governorate
- 10% Baghdad Municipality (Kadhimiya and Adhamiya) 
- 10% Salahuddin Governorate (Samarra and Balad). 
The transfer of 445 (four hundred and fifty-five billion) dinars from the allocations of the Ministry of Displacement and Migration to the allocations of the provinces and areas under the control of the terrorist preacher for the current fiscal year to support the restoration of stability and reconstruction of infrastructure or new projects contribute to the return of the displaced (Current expenditure) distributed according to the following: 
1- Nineveh (135) billion 
2 - Saladin (100) billion 
3- Anbar (125) billion 
4- Diyala (30) billion 
5- Kirkuk (25) billion 
6- Babel / (30) billion
The implementation of Cabinet Decision No. (30) for the year 2013 on 22/1/2013 for the reconstruction of the areas inhabited by Turkmen, including Amrali, under the supervision of the Reconstruction Fund for areas affected by terrorist acts. The Council of Ministers may conduct the necessary transfers for this purpose when the financial abundance is achieved. 

Article (66) Budget of the House of Representatives 
First: The amount of (299,571,165,000) dinars (two hundred and ninety-nine billion five hundred and seventy-one million and one hundred and sixty-five thousand dinars) for the expenses of the budget of the House of Representatives distributed as follows: 
a) the amount of (15,500,000,000) Five hundred million dinars) for investment budget expenditures. 
B - The amount of (284,071,165,000) dinars (two hundred and eighty-four billion and one million seventy-one hundred and sixty-five thousand dinars) for current budget expenditures.
Second: The staffing of the House of Representatives (2178) is a functional grade distributed according to the table (c) the workforce of the ministries and departments funded centrally for the year 2019. 
Third: The transfer procedures for employees who have been transferred in previous years and the number of (19) The Ministry of Finance has no additional financial implications. 

Article (67): Budget of the Judicial Authority 
First: Budget of the Supreme Judicial Council: 
(a) An amount of (401,183,765,000) dinars (four hundred and one billion and one hundred and eighty-three million seven hundred and sixty-five thousand dinars) is 
allocated to the budget of the Supreme Judicial Council for the fiscal year 2019 distributed as follows: The amount of (1,386,989,000) dinars (one billion three hundred and eighty-six million nine hundred and ninety-nine thousand dinars) for investment budget expenditures.
2- An amount of (399,796,767,000) Dinars (three hundred and ninety-nine billion seven hundred and ninety-nine million seven hundred and sixty-seven thousand dinars) shall be allocated to the current budget expenditure. 
B - The staffing of the Supreme Judicial Council (12124) is a functional class distributed according to the table (c) the workforce of ministries and departments funded centrally for the year 2019. 
II: The budget of the Federal Supreme Court: a 
- The amount of (19,029,197,000) dinars (nineteen billion and twenty - In the budget of the Federal Supreme Court for the fiscal year 2019. 
b. The owners of the Federal Supreme Court (258) degree of employment distributed according to the schedule (c) workforce of ministries and departments funded centrally for the year 2019. 






Article - Human
First: An amount of JD (26,497,230,000) (twenty six billion four hundred and ninety-seven million two hundred and thirty thousand dinars) is 
allocated to the expenditures of the budget of the High Commission for Human Rights distributed as follows: a) The amount of (326,511,000) dinars (three hundred and twenty-six million five hundred and eleven thousand dinars ) For the expenditure of the investment budget of the High Commission for Human Rights for the fiscal year 2019. 
B - The amount of (26,170,719,000) dinars (twenty six billion seven hundred million seven hundred and nineteen thousand dinars) for the current budget expenditures of the High Commission for Human Rights for the fiscal year 2019. 
II. Of course The Higher Commission for Human Rights (653) has a functional level distributed according to the table (c) the workforce of ministries and departments funded centrally for the year 2019.
Article 69 The Federal Minister of Finance shall coordinate with the Minister of Federal Planning to issue the necessary instructions to facilitate the implementation of the provisions of this law once approved without being published in the Official Gazette, except for the provisions of Article (2) of the Publishing Law in the Official Gazette No. 78 of 1977. 

Article 70 - No law or decision is contrary to this law and the Federal Public Treasury shall not incur additional financial burdens outside this law. 
Article (71) This Law shall be published in the Official Gazette and shall come into effect as of 1 January 2019.

ERBIL, Kurdistan Region — The budget for Iraq for Fiscal Year 2019 officially became law on Monday with the signature of Iraqi President Barham Salih.
 

"His Excellency stressed the need to ensure basic services to people and start the construction and reconstruction phase, appreciating efforts from the government and parliament to prepare, study, and legislate the budget bill,” stated the president’s office.


Parliament passed the budget bill on January 23 before going into recess on January 29.

Lawmakers from the Kurdistan Region were satisfied with its language. 

It contained measures guaranteeing the payment of Kurdistan Regional Government’s employees even if the KRG does not hand over the specified 250,000 bpd to Baghdad. 

It also allowed a portion of the defense ministry's budget to go the Peshmergaministry. 

In 2014, faced with a financial crisis caused by a budget cut from Baghdad, falling oil prices, a costly war with ISIS, and hosting nearly 2 million displaced Iraqis, the KRG introduced a salary saving scheme. 

The wildly unpopular measure slashed the salaries of state employees and delayed payments for months at a time. 

With federal funding established, the KRG can more easily form a new cabinet following its parliamentary election on September 30.

Central Bank: The process of development of government banks collide with the budget and allocations

 

 

The governor of the Central Bank of Basra Qasim Rahif, announced Wednesday, February 6, 2019, that the process of developing and qualifying government banks to provide banking services to customers better collides with financial support and allocations.

He said in an interview with the "Masala", that the process of development in terms of buildings and furniture and devices due to the circumstances of the budget, and they are affected by the full impact of the economic situation of the country, unlike the civil banks that operate with specialized budgets.

He pointed out that the Central Bank has initiatives to rehabilitate government banks such as Al-Rashid and Rafidain to keep pace with current banking services, but these initiatives are still not implemented and the development process requires the approval and procedures of the Ministry of Finance in this regard.
