Special - Mawazine News
MP in the Parliament, Manar Saad, Saturday, that the parliament session next Tuesday will witness the vote on the budget of 2019, pointing to the continuing differences on the resolution of the remaining ministries vacant.
Saad said, "The differences within the kiss of parliament between the political blocs on the names of candidates for the remaining ministries is still standing, and this confirms the failure to complete the cabinet cabin of Prime Minister Adel Abdul Mahdi during the next session."
"It is regrettable to delay the completion of the cabin and not reach an agreement on the names of candidates on the remaining ministries," it is likely that "the meeting will see the completion of the vote on the budget for the year 2019."
The House of Representatives is scheduled to hold its next session on Tuesday (January 8, 2019).
It is noteworthy that the political blocs insist on its candidates, Faisal al-Jarba for the defense portfolio and Faleh al-Fayadh to the Ministry of the Interior, amid objections and disagreements by other blocs.
On Monday, December 24, 2018, the Parliament ratified Shaima Khalil, Minister of Education and Minister of Education, as Minister of Immigration, before chaos and the postponement of the vote on the Ministers of Defense, Interior and Justice.

Special - Mawazin News
A parliamentary source revealed, on Saturday, the collection of signatures of a parliamentary withdrawal of confidence from the Minister of Education Shaima Hayali in the session of the Council of Representatives scheduled to be held next Tuesday.
The source said in an interview with "Mawazin News" that "the deputies gathered signatures to withdraw the parliamentary confidence from the district, which got the confidence of the Council as Minister of Education."
He added that al-Hayali submitted her resignation due to her brother's association with the organization of the terrorist advocate, but the end of her resignation to education needs to accept her resignation from Prime Minister Adel Abdul-Mahdi. He did not do so.
For his part, MP Thamer Dhiban said in an interview with "Al-Mawazin News" that "the discussion of the withdrawal of confidence from the Minister of Education in Tuesday's session needs to collect signatures of only 50 deputies," noting that "there is a tendency to withdraw confidence."
Education Minister Shaima al-Hayali said earlier that her resignation had been handed over to Prime Minister Adel Abdul-Mahdi after a criticism campaign against her appointment as a result of her brother's association with the organization of a terrorist advocate.

The Iraqi parliament is preparing to resume its meetings Tuesday on the impact of continuing differences over the remaining ministries in the government of Adel Abdul Mahdi, the number four, namely defense, interior, justice and education.

While there is no looming confirmation of the arrival of political blocs during the legislative period of the parliament to the results on the ministries vacant because of the depth of differences, according to a leader in the Arab project bloc headed by Khamis Khanjar, the dispute over Education Minister Shaima Hayali did not budge from his place.

The leader told the Middle East, on condition of anonymity, that "our bloc submitted an alternative candidate for the minister who was voted on, but did not lead to the constitutional oath so far in the event of not lead the right," noting that "the bloc did not withdraw the minister, especially after it was Vote on it and the bloc is still waiting for the opinion of Parliament, if allowed to take the oath is our candidate regardless of what has been used information and videos and if not continued, the bloc adheres to its share ».

He explained that "the bloc submitted a new candidate for the portfolio of education, a university professor from Mosul in the event that it is impossible to perform Shaima al-Hayali," after having resigned in the conduct of Abdul Mahdi after the circulation of propaganda video to organize a supporter shows one of her brothers.

"The expectations of the possibility of passing the rest of the candidates, although things are not fully settled between the blocks," said Kazem al-Shammari, head of the National Coalition bloc in parliament.

Al-Shammari said that "our coalition asked Prime Minister Adel Abdul-Mahdi to wait for the rest of the names to be submitted until the decision of the appeal submitted by our candidate to the defense minister Faisal al-Jarba on the constitutionality of the voting session," which failed.

"At the time we submitted several candidates for the post of the Ministry of Defense as a share of (national) we continue to confirm that Jarba is our main candidate and that it is necessary to wait for the opinion of the Federal Court, which has the final say in the passing of his candidacy or not.

In turn, the MP for the National Axis bloc, Muqamam Jumaili, that the former parliament speaker Salim al-Jubouri is the closest to submit his name to the House of Representatives as a candidate for the defense portfolio. Jumaili said in a statement, reflecting the size of the dispute between the two blocs of reform, which belongs to «national», and the building block to which the «national axis», «dialogues are still ongoing on the candidate of the defense portfolio», noting that «there are several candidates were submitted from Before the national axis on the grounds that the position is a component component ».

He added that «the number of candidates to the post exceeded the 12, including military leaders», adding that «these names submitted to the Prime Minister to choose the most appropriate of them to be presented to the first vote».

Jumaili said that "the closest person to put his name to vote on the post is Salim al-Jubouri, but the decision in the end is to Abdul Mahdi," pointing out that "talk about the proposal to submit several names and vote on the session is a proposal after verification on the grounds that it will hold the process and need to vote secret".

$50 million dinar is not a lot of money for the allocation of Article 140.  I really don't understand what it would be for, but it's only $42,000 US dollars.  That's a minuscule allocation for anything in any government.  Hmmmmm

Are we looking at 1 to 1.

Depends which article is right I guess.  Is it $50 billion or $50 million?. Hoping for the latter.

If you consider all the news articles from Iraq lately it seems the real possibility exist that both are correct.

We are witnessing a real battle within Parliament from Iraqi members against the Iranian puppets that have so long controlled Parliament. And it seems that with President Trumps visit, the Iraqi Parliamentarians have gotten much more bold in there actions. It seems to have something to do with a list of names that was given to President Trump during his visit.

To be blunt, a one to one RV would mean that both $50 billion dinars and $50 million dinars are correct, if not in timing. Before and After.

Baghdad Allocates 50 IQD Billion for Implementing Article 140

Baghdad Allocates 50 IQD Billion for Implementing Article 140

ERBIL - The Iraqi government has allocated 50 IQD billion from its 2019 budget bill for implementing the article 140 of the constitution, a Kurdish lawmaker said on Sunday.

Mariwan Nadir, a Kurdish MP in the Iraqi Parliament, said in a statement that the allocation is "a good sign" as the federal government has not paid any significant attention to this article in the past few years.

Article 140 of the Iraqi constitution is to normalize the situation in the disputed Kurdish areas

However, Nadir pointed out that the implementation of the article, which is meant to compensate the people affected by the former Iraqi Baath regime in the disputed territories, would cost about 420 IQD billion.

"But only 50 [IQD] billion have been allocated and that would result in a delay in the process [of compensation]," the Kurdish MP said
