The Council of Ministers issued several resolutions in its ordinary session held on Tuesday, January 15, 2019 under the chairmanship of the Prime Minister, Adel Abdul Mahdi. 

During the meeting, the Iraqi president explained the visits of officials from around the world to Iraq and the political movement witnessed by Baghdad during the past few days. 
His Excellency briefed the Cabinet on a report by the Financial Control Bureau on the differences in the pensions of the presidents of the republic and the members of the Governing Council, the Council of Representatives and the ministers, and the sovereignty of his sovereignty to raise him in order to confirm the principle of transparency and the payment of officials of their sums of money and auditing the report.

The Prime Minister directed the follow-up of the implementation of the ministries for their tasks within the ministerial platform and to give this matter very important. 

The Council of Ministers decided to return the Independent High Electoral Commission to carry out its work. 

The Council approved the unification of customs duties at all border ports and facilitating the smooth flow of goods into all governorates.

It was also approved to exclude contracts for the processing of medicines and medical devices and supplies for 6 months of the instructions for the implementation of government contracts and controls and instructions for the implementation of the general budget. 
The Council of Ministers approved the recommendation of the Ministerial Council for Energy Affairs on the type G cement for the designation of oil wells. 
The Council decided to reconsider the decision of the Council of Ministers to consider the Department of Foreign Relations and Information in the Ministry of Communications below the level of a circle and make it a public directorate. 

The draft amendment to the System of Care for Victims of Human Trafficking No. 7 of 2017 was approved.

The Council also approved the draft law on Iraq's accession to the International Convention on Search and Rescue of 1979 for the regulation of maritime navigation.

The Council of Ministers approved the amendment of the Council of Ministers Resolution 126 of 2014 on the draft air transport agreement between Iraq and Poland. 

The Council decided to allocate amounts of air transit revenue for the purpose of contracting with the International Federation to bring eight experts in the disciplines of air transport.

Prime Minister Adel Abdul-Mahdi on Tuesday that the government will grant contract employees rights of retirement and land plots like permanent owners. 
"All the contract employees will have retirement without previous deductions," Abdulmahdi said at a weekly conference attended by Mawazine News. "The ministries and other agencies will adjust their conditions to ensure all the rights of the contractors as well as the staff of the owners." 
He added that "the vacations and land plots, service and gradation will be granted to the contractors in parallel to the permanent owners," stressing that "the Council of Ministers decided to lift the confidentiality of the report of the Office of Financial Supervision on all pension deductions."
On Tuesday, the cabinet convenes a regular session chaired by its chairman, Adel Abdul Mahdi, to discuss and vote on a number of laws on its agenda, while Abdul Mahdi will hold a press conference to discuss the latest political, security, social and economic developments.

BAGHDAD, Iraq -

The General Secretariat of the Council of Ministers on Sunday issued a clarification on the Council's decision to convert the day-to-day procedure into contracts and equal contracts with landlords' privileges.

The Secretariat said in a statement that "the ministries and non-affiliated bodies are responsible for the Ministry of Adaptation of the conditions of the contractors in the same manner as applicable to the staff of permanent owners under the laws and decisions in force in respect of equal rights and duties, including resolution 603 of 1987.

The Ministry of Finance will pay these contributions based on the request of the Department of Pensions and Social Security of the Ministry of Labor and Social Affairs and a pension fund. State employees ".

The statement pointed out that "5% of their monthly wage and contributions are deducted starting from 1/1/2019 and shall be pension contributions. The Ministry of Finance shall pay the remaining 12% of the contributions paid by the end of each year."

"The pension service for those mentioned in the above description shall be calculated to the Workers' Pension and Social Security Department and their rights shall be liquidated in accordance with the provisions of the Pensions and Social Security Law No. 39 of 1971 beginning on February 9, 2016. The persons covered by this resolution shall enjoy the privileges and rights To be obtained by the staff of permanent owners such as loans, residential land, allowances, development courses, rewards and others.

The statement pointed out that "the priority of those involved in this decision in the appointment of the permanent owners shall be according to seniority in the date of directness and need and jurisdiction in accordance with the law, and then the former service is calculated for purposes of premium, promotion and retirement."

The statement said that "the minimum wage for one working day for those covered by this decision is 16 thousand dinars at 22 working days per month and 40 hours per week. The standard vacation for those covered by this decision is also set at two days per month. Which will be included with the controls of this decision a model contract between them as employers, and between the worker of the model in accordance with the Labor Law No. 37 of 2015.

The statement pointed out that "the government departments coordinate with the relevant departments in the Ministry of Labor and Social Affairs on the implementation of Labor Law No. 37 of 2015 and the law of retirement and social security for workers No. 39 of 1971 or any law replacing them, while the government departments to settle the salaries covered by this resolution On the Iraqi banks to bear these banks all settlement fees. "

"The Ministry of Finance and the Ministry of Labor and Social Affairs are preparing the regulations to facilitate the implementation of this decision," the statement concluded.

Last week, the cabinet decided that ministries (excluding foreign affairs) and non-ministry-related bodies would transfer all day-to-day procedures to contracts.
