Al-Amiri: The government must respond to demands to remove US forces from Iraq
"We will not accept the presence of any foreign troops on the ground in Iraq, not even fixed bases,
"The Iraqi government must respond to the calls for the withdrawal of foreign and American forces from Iraq," he said in a speech to the fourth anniversary of the Liberation of Dhuluiya in Salahuddin province, adding that "we did not agree to the presence of any force, even if it was for training."
"We extend our sincere thanks to all Islamic resistance factions that have set up tournaments and positions that history will create," he added.
"We must thank the Islamic Republic of Iran for standing with us in the battle of truth against falsehood and its support for Iraq and the Iraqis in their eternal struggle against terrorism."
Amiri said in his talk about the current situation in the country, that "if there is no real battle against corruption can not promote Iraq and its reality of service, health and economic."

The Iranian puppeteer. Amiri. Just let that wolf in the (Iraq) hen house, once US forces are gone. Interesting when ISIS was running rampant, taking over most of the country, and the US coalition forces bombing the Shi'ite out of them......there were no complaints. Now that ISIS is gone, Iraq thinks they are all grown up and gonna take care of themselves. Good luck with that.

Where it goes from there is anyone’s guess....we’re long gone anyway.

True that!   They will go through 2 elections before this is passed.  Countless committee's and countless meetings before they get to that point.

Your country's economic livelihood, survival & continued existence is on the table and you call an emergency session to protest DJT's visit to the troops ? Truly petty, laughable & pathetic.

In NO small way, USA troops ( & others like them, assisted GREATLY in ridding Iraq of ISIS-or have you forgotten or decided to dismiss this vital fact ?): are there to ensure your continued survival & prosperity and I imagine your right to free speech.

The USA paid for YOUR FREEDOM with our Blood & $$$$. This action for some of my fellow IQD investors ( also since Spring '04 ), reaffirms to them, yet again another ungrateful ( people ?) and/or GOI.

NOW, on the other hand is this a great big Shiny Dog & Pony Show to appease the ingrates ? . . . . I think we will see shortly whether or not another level of foolishness rears its' ugly head.

Once Hated by U.S. and Tied to Iran, Is Sadr Now ‘Face of Reform’ in Iraq?

BAGHDAD — Iraqis are still haunted by memories of black-clad death squads roaming Baghdad neighborhoods a decade ago, cleansing them of Sunnis as the country was convulsed by sectarian violence.

Many of the mass killings in the capital were done in the name of Moktada al-Sadr, a cleric best remembered by Americans for fiery sermons declaring it a holy duty among his Shiite faithful to attack United States forces.

The militia he led was armed with Iranian-supplied weapons, and Mr. Sadr cultivated a strong alliance with leaders in Tehran, who were eager to supplant the American presence in Iraq and play the dominant role in shaping the country’s future.

Now, the man once demonized by the United States as one of the greatest threats to peace and stability in Iraq has come out as the surprise winner of this month’s tight elections, after a startling reinvention into a populist, anti corruption campaigner whose “Iraq First” message appealed to voters across sectarian divides.

Iraqi president names Adel Abdul-Mahdi as next prime minister

Appointment of Shia politician by Kurdish president Barham Salih may help tackle country’s civic unrest say lawmakers

Iraq’s newly named president, Barham Salih, has chosen the independent Shia politician Adel Abdul-Mahdi to be the next prime minister and form a government.

Legislators claim the move will address the widespread civic unrest in Iraq, and ease standoffs across the country that have brought governance to a standstill, nearly five months after the national election.

Abdul Mahdi, 76, a former oil minister, has been given 30 days to assemble a cabinet to be approved by Iraq’s parliament. The political jockeying involved in appointing him is likely to continue and intensify in the coming weeks as regional patrons vie for influence in bitterly contested portfolios that rival the premiership as power bases in the country’s complex political landscape.

Iran and the US, which remain instrumental in Iraqi affairs, had been robustly pushing their own candidates in the lead up to Tuesday’s announcement.

Rivalry between Tehran and Washington has played out in Iraq over the 15 years since the US-led invasion to oust Saddam Hussein. However, it has become particularly acute during the Trump administration, with its intense focus on countering Iranian activities in the Arab world. Baghdad remains a central area of Iranian influence and a political and cultural battleground between groups aligned to each side.

Salih, 56, a Kurdish leader, was named as Iraq’s president a day ago, on Tuesday. Abdul Mahdi, a compromise candidate, edged out as prime minister the US favourite and incumbent leader, Haidar al-Abadiand Iran’s two options, the former prime minister Nouri al-Maliki, and Hadi al-Ameri.

The presidency remains largely ceremonial in Iraq, with most executive power resting with the prime minister. Abdul Mahdi is the first leader since 2005 not to be aligned to the Shia Islamic Dawa party, which has taken a central role in the country’s post-war affairs. He has cordial relations with the US and his appointment was not opposed by Iran.

Legal expert explains how to recommend and approve laws

03:47 - 31/12/2018

Special - Mawazine News
A legal expert, on Monday, how to draft laws and approve and recommend them, while revealing the bodies authorized to issue laws according to the Constitution.
"In response to the statement by the head of age of the Parliamentary Legal Committee, we would like to clarify that the draft laws are submitted by the President of the Republic and the Council of Ministers and the sponsor of the project to send the following with the draft law, Article 60 / ) Constitutional that "the draft laws submitted by the President of the Republic and the Council of Ministers) and this matter is fixed and a constitutional dispute between the authorities, which was followed by the executive authority after the change in 2003 and so far follow the content of the above article and reinforced by the Law of the House of Representatives and Formations No. 13 of 2018 in Article (18) thereof Ye does not need to remind this topic through the statement of MP. "
First: (preparatory work for the draft law submitted)
It is natural and necessary to attach the priorities of the government project submitted to the House of Representatives and the author of the following:
a. Signatures of Ministers in the presence of the Council of Ministers.
(B) Signatures of the Ministers approving or failing to approve or to make any statement on the draft of the draft.
C. The opinion of the Council of State in all legal and linguistic aspects regarding the draft law.
D. The opinion of the executive branch requesting the legislation, causing the right opinion.
Second: (the legislative feasibility of the project submitted)
It is natural to have the legislative feasibility of the draft law, and this is to be seen through the positive reasons required by the legislation under this or that project and in accordance with the substance and essence of the goals and objectives which called for the executive body to put forward a draft dealing with matters in the tasks and actions of the executive body that requested it and the urgent and necessary needs in the country Require the provision of a particular service or strengthened by other measures to keep pace with the new changes on this service or that need considering that the arms of the executive power in the country is the adverts and the development of different treatments for them.
Third: (The Advisory Opinions are available regarding the project submitted)
Here the government is wise to provide or not to provide those opinions that relate to the draft government project as an executive views and practical and professional may not help the legislative authority to complete the draft project and convert it into a law can be ratified before the House of Representatives .

Fourth: (I support the approval of the project sponsor whether the approval of the President of the Republic or the Council of Ministers to submit the draft)

approval of the President of the Republic or the Council of Ministers to submit the draft law does not need the personal approval of each of the two presidents, each of them may have powers to sign mail to each of the President of the Court The President of the Republic and the Secretary-General of the Council of Ministers. This matter is already borne in mind that both of them serve as the Secretary-General of both Presidents and that both the President of the Republic and the Prime Minister have the many constitutional powers that sometimes obligate him to represent Iraq in conferences And the visits of friendly and sister countries and other matters which they must attend, and thus assign such tasks to the heads of offices or offices or secretariats.
The legal expert added that "the Constitution has indicated in Article (47) that the federal authorities consist of the legislative, executive and judicial powers exercise their powers and functions on the basis of the principle of separation of powers, but this does not prevent the availability of reasons and cooperation of these authorities to full and complete coordination and integration In order to achieve the public interest of building the state on the basis of legal and constitutional basis "
