The Finance Committee calls for legal action against companies that buy Iraqi oil without government approval

The Finance Committee on Wednesday called on the Ministry of Oil to take legal action against companies that buy Iraqi oil without the approval of the federal government. 

"The Finance Committee voted on Wednesday at the meeting chaired by MP Haitham al-Jubouri, chairman of the committee, on the report and the recommendations that resulted in hosting the Minister of Finance, the Director General of the Oil Marketing Company (SOMO) and the Director General of the Accounting Department of the Ministry of Finance On Tuesday 21/5/2019".

The head of the committee that "the report and recommendations will be submitted to the Presidency of the Council to be submitted to the House of Representatives to vote it." He added that "the recommendations included the acceleration of the legislation of the draft law of oil and gas in the maximum term of the next legislative term and the commitment of the Kurdistan Regional Government to pay salaries of regional staff and not spend in other expenses otherwise the salaries will be distributed by the federal government." 

The recommendations called on the Prime Minister to "oblige the Ministry of Finance to fully implement Article 10 / C of the 2019 budget law and hold it accountable to the House of Representatives in the event of non-application of the article. The Committee also called on the Ministry of Oil to take legal action against companies that buy Iraqi oil Without the approval of the Iraqi government, also called on the Ministry of Finance and the Financial Control Bureau to the immediate implementation of Article 11 / VI of the budget law 2019. The recommendations included "addressing the General Secretariat of the Council of Ministers to seek agreement between the former prime minister and the provincial government on the payment of funds for the Territory in 2018." 

The head of the committee, MP Haitham al-Jubouri, announced the "send a letter to the Minister of Finance to provide the Committee with a copy of the agreement signed between the former prime minister and the Kurdistan Regional Government on payment of financial dues to the Kurdistan Region in 2018." 

On the other hand, the committee discussed during the meeting the subject of the work of the subcommittees of the Committee and distributed according to the tasks that were assigned to it, where he was assigned to the Deputy Mohammed Al-Daraji head of the Committee to look at the contract for the building of the Central Bank of Iraq and the new hosting of a number of experts and specialists in this area to find the reasons Contract.

The statement added that "MP Haneen al-Qaddu was appointed head of the investigation committee in the damage of money by the Rafidain Bank and the Central Bank and the hosting of a number of officials to find out the causes of damage, while Cliff MP Mohammed Tamim was chaired by the Committee of auction sale of currency in the Central Bank.

The committee "Ladies and Gentlemen expressed their views and proposals on the draft law on collecting state-owned land for non-agricultural purposes after reading and discussing it and decided to report to the Committee on Agriculture, Water and Marshlands on the Commission's most important proposals on the law."  He pointed out that "the committee rejected in principle the First Amendment Law of the Ministry of Education Law No. 22 of 2011, which provides for exemption from customs duties, materials, devices, parts and backup materials, means of clarification, books and publications, and the number of imported educational institutions approved as incompatible with the objectives of the government program In maximizing financial imports.

The Committee discussed, according to the statement at its meeting, "the bill to establish Allawi, the sale of fruits, vegetables and animals, and decided after extensive discussions to submit a number of proposals to amend the law, and discussed the issue of printing textbooks and assignments allocated to them in the budget of 2019 and decided to host a number of officials in the Ministry of Education on Next Saturday on the subject."

Legal: Abdul Mahdi will face dismissal if he fails to complete the cabinet cabins this month

The legal expert Ali al-Tamimi said on Thursday that Prime Minister Adel Abdul Mahdi will face dismissal and replacement if he fails to complete the cabinet cab at the end of this month, while Abdul-Mahdi failed and exceeded constitutional terms to complete his cabinet.

"The President of the Republic, Barham Saleh, has the right to replace Abdul Mahdi and his dismissal because he failed to complete the ministerial cabin for more than eight months," Tamimi said in a statement to Al-Maaloumah. "Article 76 of the Iraqi constitution stipulates that the elected prime minister is obliged To provide the cabinet cabin within a maximum of thirty days, while Article 77 of the Constitution to allow the President of the Republic to replace the Prime Minister someone else if he failed to complete his cabinet during the constitutional period.

He added that "the survival of four ministries within the current government is incomplete for more than eight months is a government failure and a constitutional violation," noting that "President Barham Saleh is obliged to replace Abdul Mahdi, if someone fails to pass the remaining ministries during this month." And that "the country will enter a new legal problem on the issue of replacement that Abdul Mahdi did not come from a larger bloc, but got the post of prime minister through political consensus between the blocks, as well as the lack of the House of Representatives for the largest bloc so far."

The parliamentary government monitoring committee indicated earlier that the work of most of the ministers of the current government is unconvincing for the House of Representatives and their ministerial role has not been seriously activated, stressing that the House of Representatives will host a number of ministers during the second legislative term to give them a final deadline before going about Removal.

Parliamentarians warn of a "major future problem" on the file of oil exports from the region

The members of the Kurds in the Iraqi Council of Representatives on Thursday from the occurrence of a" big "problem in the future between Arbil and Baghdad on the export of oil from the province of Kurdistan and its reflection on the salaries of employees in the region.

Three deputies held a joint press conference, namely: Hoshyar Abdullah of the Change Movement, Ahmad Haji Rashid of the Kurdistan Islamic Group and Sarkot Shamseddin on the mobility of the new generation after their visit to the Federal Supreme Court.

Abdul said during the conference that "we visited the Federal Court and discussed with the President and its members on the complaint file filed by the Federal Oil Ministry against the Ministry of Natural Resources in the Kurdistan Region in 2012, which has not been resolved so far."

"We have demanded the Kurdistan Regional Government and the federal government to resolve this file in accordance with the law," pointing out that "the file of oil export from the Kurdistan region if not resolved, it will cause a major problem in the future for the region and will reflect the impact on the salaries of employees in Kurdistan and will inflict severe damage in the region ",

Calling for accelerating the legislation of the law of oil and gas.

For his part, MP Ahmad Haji Rashid said in the conference that "we met with the President of the Federal Court and members of the Court and got an adequate answer on the appeal case on the export of oil in the Kurdistan region, and the current problem between the federal government and the provincial government exclusively on the export of oil, which caused the disruption of constitutional texts and a set of other laws Including the Financial Management and Public Debt Act and the Federal Revenue Appropriations Act."

He called on the governments of the Kurdistan region and the federal government to expedite the submission of their official legal documents to resolve these differences and agree on a formula that formally binds the parties. He called on the three parties to provide important facilities and make their observations to the Federal Court directly to enable the judiciary to decide on the matter and to make a resolution obliging the two governments in Baghdad and Erbil to end this problem, which has been in place since 2012 until now.

Well, since the FML has been law now for a couple of days imo,

they issued instructions (mechanisms) for the MC and Visa Cards 

and even apparently passed internal regulations for 2019 and to help large contractors who build things

and need to import and or export goods and service, 

just as they are allowing the Citizens to use cards outside the country...

More evidence of article 8 so it seems. 

Now the CBI needs to talk to the citizens about a rate, imo...

Once they do that in regard to the rate,

the laundry list of things can get done.

ITB, Contracts, re construction, payments, settlements, etc., etc.
