Parliament votes on the new governor of the Central Bank

BAGHDAD / Al-Masala: The deputy of the Fatah Alliance Amer al-Fayez, on Tuesday, the House of Representatives received the curricula vitae of candidates for 8 degrees, where he is scheduled to vote on them, while confirmed that the candidate of Prime Minister Abdul Mahdi for the post of governor of the Central Bank will also gain confidence.

Fayez said in a statement to local media that "the Presidency of the House of Representatives received the names of 8 candidates with their curriculum vitae to fill eight grades, especially the governor of the Central Bank."

He added that "the political agreement and according to the agenda provides for the passage of candidates during the session today," noting that "the parliament will also discuss the validity of the membership of some of the deputies as well."

The House of Representatives, Tuesday (July 2, 2019), voted on candidates for special grades, submitted by Prime Minister Adel Abdul Mahdi, to Parliament, for the purpose of voting on them.

A parliamentary source said in an interview with (Baghdad today), "The parliament postponed the vote on special grades because of differences and incompatibility between the blocks."

The Prime Minister Adel Abdul Mahdi, has sent the names of candidates for positions of special grades, including the Governor of the Central Bank to the House of Representatives after the approval of the Council of Ministers.

And got (Baghdad today) a document issued by Abdul-Mahdi and addressed to parliament, including the names of candidates to the positions of special grades, after the approval of the Council of Ministers in its meeting last Tuesday, and the names are: Ali Abdul Amir Allawi for the post of Governor of the Central Bank of Iraq, Salah Nouri Khalaf for the post of head of the Financial Control Bureau; Mohamed Abdel Hadi Mohamed Taqi El Hakim for the post of advisor to the Prime Minister; Fayyad Hassan Nema for the post of Undersecretary of the Ministry of Oil; Hamid Yunis Saleh Al Zobaie for the post of Undersecretary of the Ministry of Oil;

He called on the parliament to vote on names during its session, which is scheduled to be held on Thursday, June 27, 2019, indicating that he will send successively to parliament, the names of candidates for the fundamentalist to the rest of the sites, but Parliament postponed the vote on Thursday also.

Iraq is establishing a financial "loophole" to continue buying vital gas and electricity from Iran despite US sanctions, AFP has learned, mirroring a European mechanism that came into effect Friday.

The "special purpose vehicle" (SPV) would allow Iraq to pay for imported Iranian energy in Iraqi dinars, which Iran could use to exclusively buy humanitarian goods, three senior Iraqi officials said.

The workaround would allow Baghdad to keep the lights on and avoid shortage-driven protests without triggering US sanctions, as it treads an increasingly precarious tightrope between its two main allies Tehran and Washington.

One senior government official told AFP it was the product of months of talks between Iraqi, Iranian and US officials.

"The Iraqi government will continue to pay Iran for gas by depositing money into a special bank account inside Iraq, in Iraqi dinars," the official said.

"Iran will not be able to withdraw the money, but will be able to use it to purchase goods from outside Iraq."

Iraq has an outstanding bill of around $2 billion for previous gas and electricity purchases, according to Iranian Oil Minister Bijan Zangeneh.

A US official told AFP that Washington was aware of the mechanism's creation.

The US embassy in Baghdad declined to comment, while Iran's embassy did not respond to an AFP request.

Two additional high-level Iraqi officials confirmed Baghdad was establishing such an account with US knowledge, but could not say whether payments into the account had begun.

"How else is Iraq supposed to pay what it owes Iran? We have no other choice," the second official said.
