The source said that the delegation of the UN Security Council arrived in Baghdad on an official visit at the invitation of the Iraqi government. 

The source told "Al-Ghad Press" that "the plane of the delegation of the Security Council landed this morning at Baghdad International Airport, and the visit comes at the invitation of the Iraqi Foreign Ministry in the framework of the international Iraq." "A delegation from the UN Security Council will arrive today in Baghdad on a private visit to confirm their support for Iraq's efforts to stabilize," Foreign Ministry spokesman Ahmad al-Sahaf said Friday in a statement received by Al-Ghad Press. 

"The visit of the members of the UN Security Council comes to confirm their support for the continuation of Iraq's efforts to stabilize and reconstruction," noting that "the visit will be in the framework of support for Iraq and is pursuing a balanced vision to strengthen its international standing."  "The visit of members of the Security Council to Baghdad bears a clear indication of the active and effective role of Iraqi diplomacy," he said.

Prime Minister Adel Abdul Mahdi on Saturday thanked the members of the UN Security Council for receiving them today. 

"The Prime Minister, Adel Abdul Mahdi, receives members of the UN Security Council, and thanks the Council's interest and support for Iraq, its people and its government," Abdul Mahdi said in a statement received by Al-Ghad Press.

"The members of the Security Council praised the policy of the Iraqi government balanced and its relationship with the Arab and international environment." 

The foreign ministry announced on Friday that members of the UN Security Council would visit Baghdad on Saturday to confirm their support for Iraq's continued stability and reconstruction efforts.

Prime Minister Adel Abdul Mahdi received on Saturday members of the UN Security Council in Baghdad.

"The Prime Minister received the members of the UN Security Council and thanked the Council for its interest and support for Iraq, its people and its government," Abdul Mahdi said in a statement received by Al-Madar.

He added that 'members of the Security Council praised the policy of the Iraqi government balanced and its relations with the Arab environment, regional and international'.

"Our historic visit to Iraq is the first of its kind and we affirm our support for the sovereignty and stability of Iraq and the Iraqi government's direction," the office quoted members of the Security Council as saying.

A UN Security Council delegation arrived in Baghdad on Saturday in an official invitation.

The Finance Committee of the parliamentary, Saturday, their agreement with the Ministry of Finance to receive the draft budget next year in September, indicating that the budget 2020 will make a quantum leap in the Iraqi economy. 

"The Finance Committee and the federal ministries continue in meetings to discuss the budget next year and what are the basic needs of the government." 

He added that "the committee agreed with the Ministry of Finance to submit the budget early September next to include radical changes in public expenditure and investment funds and services."

He explained that "the 2020 budget will be completely different from the previous budgets and will be closely matched with the government program to create a qualitative boom in the Iraqi economy," noting that "the budget will be the highest in the history of budgets because of the availability of financial liquidity due to high international oil prices."

Are there direct reasons for this qualitative leap in precious metal prices? "Since the world's annual mineral production is roughly equivalent to demand, the direct reason for its high price is not to raise interest rates in the US Federal Reserve," said Tawheed Abdullah, head of Dubai Gold and Jewelery Group. "Gold prices are likely to rise further if the US monetary authorities cut rates in July," he told Independent Arab.

In 2018, metal purchases by monetary institutions jumped 74%, the highest level in four decades, as gold allows it to diversify its foreign exchange reserves and reduce its dependence on the US dollar. Central banks around the world are stored in their extreme vaults of safety, with their reserves of bullion. In France, the central bank's gold at the end of last year was about 2,436 tonnes, or $ 91 billion, or 3.4 percent of GDP.

Central Banks

The main central banks not only store their gold, but also keep the banks of other countries that want a safe place for their wealth. The service was proposed by the US Federal Reserve in New York, the Bank of England and the French Central Bank. In recent years, large deposits have been made.

Most of the banks are increasing their gold volume, with 2018 purchases of the metal rising 74% from 2017. This trend continues in 2019, which the World Gold Council calls the strongest since 1971. In terms of numbers, In the first quarter of the year, central banks boosted their coffers by an additional 140 tons of gold. In May, it had a total reserves of 33,976.5 tons, more than 20% of the world's gold reserves, mainly held by the United States (8,133.5 tonnes), Germany (3,369.7 tonnes), Italy (2,451.8 tonnes), France 2,436 tons), Russia (2,168.3 tons) and China (1,885.5).

Historical reasons

To understand why central banks have access to gold, one has to look at history. "The monetary institutions that have the largest amount of gold today are due to the same political forces that were dominant in the 19th and 20th centuries," says a research firm on financial stability and operations in Europe.

"After using the yellow metal for transactions for thousands of years, it entered the heart of the monetary system with a standard set in the 19th century. At that time, all the currencies were issued on the basis of guaranteeing the exchange of gold, which led the large countries to collect quantities of it.

Floating drainage

But in the 1930s and World War II, the system was replaced by the Bretton Woods system in 1944, with the dollar becoming the gold convertible currency, while all other currencies were indexed and linked to the US currency. But the problem is that the US has begun to overprint its currency, especially for the Vietnam War, and the diversion of gold was abandoned in the early 1970s. In the post-war period, floating exchange rate regimes, which are still in force, have been used to vary the value of currencies in terms of supply and demand. This has lost gold to its monetary role, and the interest of central banks gradually declined in the 1990s. Some have relaxed their gold reserves and replaced them with foreign exchange reserves. This was in the form of US debt securities. As a result, the price of the yellow metal has dropped, arousing alarm in the countries that produce it.

The Turning Point

In the following years, the gold market gradually recovered. First, to increase demand in Asian markets, especially India, and secondly to create financial products that allowed private investors to bet on the price of gold without having to keep it. Then came the 2008 crisis, which was a major turning point. All those who considered the metal an old investment, resorted to it in times of uncertainty, and returned to be a safe haven. At the height of the financial storm, big central banks stopped selling bullion. Emerging countries began recording purchases, in order to secure their reserves.

Safe haven

"In times of risk, as now, gold reserves allow central banks to diversify their reserves slightly," economists say. For the most part they are in dollars. At the end of 2018, 61.7 percent of the reserves of monetary institutions were denominated in US currency, according to the International Monetary Fund, compared to 20.7 percent in euros, 5.2 percent in Japanese yen, 4.4 percent in sterling and 1.9 percent in Chinese yuan. The dollar remains the most replaceable currency anywhere in the world. He is a key to all international payment systems, and behind him is the US Federal Reserve and a credible country.

"Dollarization" ... and the basket

Under the prevailing global conditions, some central bankers are seeking to exit their "dollar" of reserves by buying the euro, the yuan and, of course, gold, pending a strong alternative to the dollar. This is the case for Russia, which was the largest buyer of metals (274.3 tons) in 2018, followed by Kazakhstan (50.6 tons), Hungary (28.4), Poland (25.7) and China (10 tons). It is noteworthy that these countries are mostly on the new "Silk Road", indicating structural changes that may occur in the monetary system.

"Gold will be part of a basket full of noble metals such as palladium, silver and others, in addition to a variety of major currencies, which in turn are a substitute for central banks of current reserves," said the head of the Gold and Jewelery Group in Dubai. He expected the yellow metal to turn from commodity to quasi-cash.
