What after the reference letter?

Wednesday 26 June 2019

Mohammed Abdul Jabbar Carp

Analysts agree that the religious reference statement read in the Friday sermon on June 14 represented an important turning point in the position of reference from the status quo. It is no exaggeration to say that this statement is no less important than the advisory fatwa of Jihad against da'ash. The statement represented a "political fatwa" in the face of slackness and even slackness in the case of the state at various levels, mentioned the statement for the first time in such detail and clarity that it does not need to explain, explain and explain.

The fact is that the state is paralyzed by competition and conflict between old and new political forces. If the state of competition and conflict is natural and predictable in the human society, the abnormal disaster that the process of managing this conflict and the competition in the same way that led the country to failure and Iraq to disasters, I mean the method of "partisan, ethnic and sectarian quotas on the basis of the election," the way that stands Behind all the disabilities, disabilities and corruption suffered by the Iraqi state.

We regret to speak in sectarian terms to describe this conflict and competition. It is in fact going on between Shiite forces in particular or primarily as Kurdish and Sunni forces await the outcome of this final conflict. This is also a result of the sectarian and ethnic construction of the Iraqi state.

Some people imagine that this is democracy, and that the suffering and hardships of life are a result of democracy, and some of them feel nostalgic. While in reality it is the result of serious deviation from democracy and modernity in state-building. What is happening in Iraq is not related to democracy anything, but is the embodiment of political sectarianism in the most backward and primitive. The sectarianism here includes religious sectarianism, sectarianism and sectarianism. The people were divided into scattered and scattered "sects" that were not united by one national cord.

Some of the parties rushed to declare their innocence of Yusuf's blood and may have raised some of Osman's shirt so as not to blame for the responsibility of state paralysis, and began using the word "opposition" in various ways to indicate its dissatisfaction with the status quo, part of it, to demonstrate their loyalty to the religious reference. The allegation of allegiance to the reference may be useful in the Shiite sphere, but it may not be useful outside this center.

What is really useful is to work according to what is suggested by the directions of the reference, which is, in the first, to abandon the old methods and methods and methods of building power and management, namely "partisan, ethnic and sectarian quotas on the basis of the election," and address the shortcomings of incorporation and errors of practice radically; The positive aspect of the new approach to state building and power management is its five well-known foundations: citizenship, democracy, law, institutions and modern science. Which is the basis of commitment to the establishment of a modern civilized state in Iraq, where corruption is low, services are improving and good to live.

The political forces themselves may not find themselves in line with these principles. In this case, they must be frank and do not try to circumvent facts and maneuver. Otherwise, their removal from the position of decision, legislation and implementation will be the first task that the Iraqis must undertake in a democratic, peaceful and political manner.

Deputy Speaker of Parliament Hassan al-Kaabi said on Tuesday that residents of the capital Baghdad will soon celebrate the lifting of the last block of concrete from the capital.

The statement quoted al-Kaabi as saying, "The efforts made by the security services to make a successful plan to lift concrete barriers From the main streets and the lifting of checkpoints, a distinct effort produced by creating an atmosphere of reassurance and confidence of the Iraqi citizen, who is still looking forward to other security achievements to return Baghdad and all the cities of Iraq to the state of complete security and this is entrusted to the security and intelligence services and the cooperation of citizens with it, Verification effort of one side , but must create cooperation. Baghdad towards lifting the last cement blocks within days: Goodbye to the dark era

The Iraqi capital, Baghdad, is approaching a dark era that has lived for many years under the concrete barriers that have been cut off. The security and service agencies are working to lift those barriers, which are left with little, while preparing to revive a symbolic day for them.

According to the decision of the Prime Minister, Adel Abdul Mahdi, to get rid of those barriers, the security services are working to lift them. "We are working in coordination with the secretariat of Baghdad to lift the last concrete barriers of the capital," said Major Ahmed al-Saadi, the Baghdad Operations Command, noting that "only about 5 per cent of these blocks remain, and will be fully lifted during the days Coming ".

"The people of Baghdad will soon celebrate the lifting of the last cement block from the capital," he said in a press statement, on the sidelines of his discussion with the personal and military secretary of the General Commander of the Armed Forces, Mohammed al-Bayati, that "the city began Show another suit after it was covered with walls. "

" The people of Baghdad will soon celebrate the lifting of the last cement block of the capital "

" There will be a symbolic day celebrating the people of Baghdad soon lifting the last block of cement for their city, the importance of this subject and because it is a symbolic era, "noting" Now began to show the beauty of Baghdad real after it was covered with these walls. "

Al-Kaabi and al-Bayati discussed the second phase of the plan to open the secondary streets and remove the barriers from the perimeter of most residential neighborhoods, including the city of Kadhimiya, Sadr City and Adhamiya as a later stage.

Bayati stressed that "the General Command of the armed forces ordered the exploitation of these concrete blocks, to work large warehouses to store the wheat crop, which has so far produced more than 4.7 million tons."

With the removal of roadblocks from most areas, buildings and shops that had been surrounded by these barriers for years have emerged and their owners have been forced to leave them for so long.

Iraqis build concrete barriers to a "dark period" in their lives, disrupted by the disintegration of the areas, and lost by the people to their sources of livelihood.

"These barriers forced me to leave my job for 11 years," said Abu Wissam, a shop owner who closed a shop because of concrete barriers. "The security forces surrounded the building where my client was located and no customer could reach it," said Abu Wissam, , That "I and all the owners of shops at the time asked to remove barriers from our shops, and did not respond to us the security authorities."

"Today, that black cloud is clearing us. We started renovating our shops again and we are working today to return to them, after lifting the barriers from them a few days ago. "

And concrete barriers found their way to Baghdad after 2003, surrounded by camps and security centers, but quickly spread horribly after 2007 to separate the Iraqi areas from each other, and then increased even separated the alleys within the same areas for some, turning into isolated cantons.

Challenges of Economic Diversification in Iraq

1478aa350.jpg

2019 - 06-24

Hamid Al-Jabouri / Al-Furat Center for Development and Strategic Studies

The process of diversifying the Iraqi economy faces many challenges that have become an obstacle to its achievement, which should first be diagnosed and addressed

Most of the monopolistic countries, especially oil revenues, are a major source of economic, political, economic, social, environmental and other problems. In order to avoid or mitigate these problems, they resorted to economic diversification, which not only hindered their success but also started many challenges that hindered their achievement. in Iraq

What is the goal?

Dealing with economic diversification without identifying and addressing the challenges facing it will lead to waste of many resources, financial, material, human and natural, and need more time to achieve it. Therefore, in order to accelerate the pace of economic diversification and to avoid wasting time, it is necessary to identify the challenges that face the process of achieving it from the outset

What is the importance of this?

The importance of diagnosing the challenges of economic diversification stems from the rapid identification of the steps needed to address them and thus ensuring the proper diversification of economic diversification. This will reduce the negative effects of the economy and its repercussions on the other aspects. The national economy will enjoy the positive features associated with economic diversification, It will be a solid economy on the other hand

Types of challenges

There are many challenges facing the process of economic diversification in the rent countries and Iraq, including internal and external challenges

Internal challenges

1 - The dominance of the state and oil revenues on the economy, where the state still dominates the most important elements of the production of land, where it occupies more than 80% of the land and the remaining 20% owned by the population consists of the largest part of residential land, as well as dominate the oil sector and directing revenues to serve The ruling class and its ambitions away from the aspirations and needs of the people and the subsequent paragraph prove this

As for the oil boom, we note the increase in the contribution of oil to more than 40% of the GDP compared to the decline of the contribution of other sectors in it, especially agriculture and manufacturing, where they did not exceed 5% of the GDP, and 90% The contribution of other revenues and commodity exports, where they did not exceed 10% on average, except in some exceptions

The dominance of the state and the rivalry of the private sector on the one hand and the control of oil revenues on the other hand are two of the most important challenges of diversifying the Iraqi economy, because the private sector and other sectors are financially and productive represent the essence of economic diversification

2 - Absence of investment climate, the absence of investment climate is one of the main challenges facing the process of economic diversification in Iraq as it contributes to the expulsion of national investments as well as foreign investments, as the weak investment climate means more corruption, which raises the costs of production and then decrease capacity Competitiveness The process of diversification is a daunting process.Iraq ranked 168 out of 190 countries in the World Bank's Doing Business Index only as a result of rising corruption in Iraq, ranking 168 out of 180 countries in 2018 according to the Global Corruption Perceptions Index, which reflected the competitiveness of Iraqi products

External challenges

1 - fluctuation of oil prices, the fluctuation of oil prices is one of the challenges of economic diversification in Iraq because it is financially and economically depends on oil rent very significantly, any fluctuation in oil prices, for reasons that may be political, economic, climatic or other, will directly affect the oil revenue Which is the pillar of public finance revenue and expenditure, and is also indirectly reflected on the economy and by its impact (volatility) on public finances, which still represents the pillar of the Iraqi economy production and consumption, import and export

The lack of financial stability, as a result of monopolization and fluctuation, will undoubtedly be reflected in the investment allocations, not the current (consumer), because of the inflexibility of the latter because the society does not respond to any decline in wages and salaries and services, the result is the reduction of investment allocations necessary and supporting the various productive sectors

What accompanied the volatility of oil prices and its effects, the new trend towards a market economy, which forces the state to withdraw from the economy, and this entails reducing the importance of the state in the productive sectors. While the state has withdrawn its hand from the economy, especially the productive sectors such as agriculture and manufacturing, the market economy has not yet taken an active role due to subjective reasons related to the weakness of the private sector on the one hand and objective issues related to the absence of the investment climate mentioned above. For achieving

2- Foreign competition

The sudden and politically and economically abrupt transition in 2003 and without deliberate plans, coupled with the spread of globalization calling for border demarcation and trade liberalization, Iraq's borders became wide open to foreign goods without censorship and scrutiny, making these commodities compete with domestically produced goods and their inability to Resistance to foreign goods, which forced them to close or reduce production, because most of the Iraqi products were produced by the public sector or operate under the protection provided by the state

Another side contributed to the weak competitiveness of local products, namely the exchange rate of the Iraqi dinar against the US dollar. The higher the exchange rate of the Iraqi dinar as a result of increased demand or the increased supply of the US dollar due to oil exports, the higher the prices of locally produced goods to the foreign importer, On them, and this contributes to the decline of production and low diversity

Wide open borders to foreign goods and the high exchange rate of the Iraqi dinar, both contributed to the weak competitiveness of locally produced goods and have not yet worked on the latter so as to be able to confrontation and competition for foreign goods, which means lower exports, which is the gateway to economic diversification

Highlights of the proposals

After identifying the most important challenges of economic diversification, it is necessary to identify the most important steps necessary to avoid these challenges and accelerate the achievement of economic diversification as follows:

First: To gradually reduce the state's intervention in the economy to allow the private sector to take an active role in achieving economic diversification and abandon the land it owns and distribute it to the private sector according to the criterion of eligibility and investment after filling the necessary need of the population. Its role is limited to projects that the private sector can not And supervise it to ensure that it does not exceed the required limits, such as resorting to monopoly or fraud or other

Second: the need to work to provide an investment climate attractive to investment, such as the security situation, political and administrative in general and privileges and guarantees and exemptions for the investor in particular, and this contributes to localization of domestic investment by attracting foreign investment on the other

Third: In line with the new trend towards a market economy, the principle of partnership between the state and the private sector can be adopted to activate the productive sectors that represent the essence of economic diversification, because the private sector is still at the beginning of its launching and can not take it alone suddenly

Fourth: To diversify sources of energy and exports to avoid fluctuating oil prices and their effects on public finance spending and revenue, which is reflected in the process of economic diversification, whether directly or indirectly

Fifth: To protect local products from foreign competition, at least in the beginning, so that they are capable of confrontation and gradually abandon such protection

Sixth: The lower the price of the Iraqi dinar, the lower the price of Iraq's products to the foreign importer, and this drives him to increase the demand for them, the Iraqi productive apparatus will move with its various interlinkages, thus creating economic diversification. The Central Bank should take this issue into account

You are going to love them. Go to Cody Wy and see the museum there. They have a neckless made of the trigger fingers of Troopers from the 7th Cav. Great American history there. In Az hit all the National Parks and TX National Parks, River Walk, and The Alamo. Enjoy!

You're not being a downer.  They are all valid questions. The truth is anything can hold it up.  I have been in this for 15 years and from the first year to this year there have been all kinds reason for it to revalue only for there to be one more thing to be done that we didn't know about.  This a very unusual situation.  The only thing that I know of that comes close to this was the Marshall Plan used for the Germany currency after the war.  Even that can't really compare to whats occurring here.  This is a brand new once in a lifetime event that we are hopefully going to be the beneficiaries of. We don't know what we don't know in regards to what has to be done for the RV to occur if it ever occurs. That being said, it can all happen simultaneously and happen tomorrow or they can drag it out for another 5 years.  No one knows.  We can only speculate.

I will say this. The news and events have never looked more positive than right now.  This coming from someone who has been drug through the mud fields of hopium many times and it has made me somewhat cynical and MAYBE slightly jaded.  LOL

Hmmm so why are you doubting your crystals now?? Seems like you just jinxed it! Lol. No the HCL doesn’t need to be passed before the RV, that is Adams belief but not mine nor many I know in this investment believe it has to be passed for the RV to happen. Has he been right so far yes but I will bet the RV happens before the HCL that is my belief. The auctions will stop After the RV as they will no longer be needed not before! Shabibi also said a fully completed government and security needed to be done before they raise the value he never said anything about the HCL at that time and so far he has been correct also! So here is to hoping and praying they pass the education minister tomorrow they will truly have a fully seated democratic looking government in their entire history. I don’t believe you can’t count during Saddam’s  time since he was a dictator.

Never Have ascribed power to that sort of thing. It was always frowned upon in my house.... but at this point after waiting over 11 years and hearing every other weekend that God told somebody it was gonna RV.... I would take it.... Heck I already have a voodoo doll of Maliki that I keep sticking pins in hoping one of them will stick lol 😈
