A parliamentary source, told / Mawazin News /, "The House of Representatives, voted on the wording of the decision to resume the work of the Electoral Commission for elections." 
The House of Representatives, held earlier Saturday, the twelfth session of the fourth parliamentary session for the first legislative year of the first legislative term under the chairmanship of al-Kaabi and the presence of 188 deputies.

MP on the bloc of parliamentary change Hoshyar Abdullah, on Saturday, the application of the Kurdish language within the House of Representatives and provide an interpretation of them. 
"We have called for the application of Article 4 of the Iraqi Constitution, which provides for speaking in Arabic and Kurdish in official correspondence and conferences, which unfortunately did not apply this article until this moment," Abdullah told a news conference held in the House of Representatives and his follow-up. 
"This is not a matter of racism or sectarianism, but it is a constitutional right that includes all the spectrums of the Iraqi people, especially since there are demands from the authority to apply the constitution with all its might," he said. 
Article 4 of the Iraqi constitution states:
First, Arabic and Kurdish are the official languages of Iraq and guarantee the right of Iraqis to teach their children in the mother tongue, such as Turkmen, Syriac and Armenian, in the state educational institutions in accordance with educational regulations or in any other language in private educational institutions. 

Second: The scope of the term shall be defined as an official language, and the manner in which the provisions of this article shall be applied by law shall include:  
a. Issuing the official gazette in both languages. 
B. Speak, speak and express in official fields such as the Chamber of Deputies, the Council of Ministers, the courts and official conferences in either language. 
C. To recognize and issue official documents and documents in both languages. 
D. Open schools in both languages in accordance with educational regulations. 
(E) Any other areas necessitated by the principle of equality, such as banknotes, passports and stamps. 

Third: The federal institutions and official institutions in the Kurdistan region use both languages. 

Fourth: Turkmen and Syriac are two other official languages in the administrative units in which they constitute a population density.

A parliamentary source said in an interview with / Mawazin News / "The President of the House of Representatives Mohammed Halbusi agreed with the political blocs to vote on the formation of parliamentary committees in today's session."

The Turkmen Front and the bloc of the Kurdistan Islamic Union, on Saturday, the decision of the Council of Representatives to restore the work of the Independent High Electoral Commission. 
"The decision of the House of Representatives is a clear violation and the government had to publish the results of the investigation by fraud in the previous elections," said the head of the Turkmen Front, Arshad Salhi, at a news conference held in the House of Representatives and attended by Mawazine News. 
He pointed out that "the House of Representatives made a grave mistake and the legal committee will be held accountable for history on this decision," noting that "the Turkmen will not participate in any future elections unless their integrity is guaranteed." 
For his part, the head of the Patriotic Union of Kurdistan bloc Muthanna Amin in another press conference, "The mass did not vote on the resolution and tried to prevent the vote, but the will of the House of Representatives were different."
"The House of Representatives violated the law, and was supposed to be revealed the results of investigations of electoral fraud before the vote on the return of the work of the Commission."

A parliamentary source confirmed, Saturday, that the House of Representatives re-vote on the Committee on oil and gas because of an oversight in one of the names. 
The source said in a statement to the "Information", "The House of Representatives re-voted on the Committee on oil and gas after the vote on the formation of permanent parliamentary committees," pointing out that "the re-vote was due to an oversight in one of the names of the Committee."

The House of Representatives voted in its 12th meeting held under the chairmanship of Mr. Mohamed Halboussi, President of the House of Representatives on Saturday 10/11/2018 and in the presence of 237 deputies, the names of the members of its permanent committees and reducing the number to 22 committees and the decision to resume the work of the Board of Commissioners and Directors-General of the Electoral Commission, Discuss the issue of provincial and district elections.

At the beginning of the session, which was opened by Mr. Hassan al-Kaabi, First Vice-President of the Council, the issue of elections of provincial councils and districts was discussed after a detailed presentation by the Legal Committee.

The MP reviewed the report of the Legal Committee in which he pointed out that the law of provincial and district elections was made several amendments in the previous electoral cycle, including the abolition of district councils and the determination of the bachelor's degree for candidates, as well as the amendment of the paragraph on the province of Kirkuk, noting that the Federal Court issued a decision Stating that Article 23 of the Provincial Councils Law contravenes articles 15 and 16 of the Constitution.

In the interventions of the ladies and gentlemen MPs, MP Burhan al-Mamouri called for resolving the issue of the High Commission for Elections and its follow-up and setting a date for holding the elections.

The MP Ammar Tohma, the importance of adherence to the constitutional deadlines to maintain the democratic system and the rotation of power and provide opportunities for reform, calling for a review of the mechanism of forming the Electoral Commission.

The MP Hisham Suhail to the need to speed up the formation of a new Council of the Commission and amend the law of elections legislator.

MP Kazem al-Shammari called for amending the third amendment law of the electoral commission law.

In turn, MP Hassan Khalati called for lifting the freeze of the work of the current Council of the Commission to perform the tasks entrusted to it.

The MP Ahmed Jubouri that the disruption of the work of the Electoral Commission does not serve the electoral process and the activation of its work is necessary to prepare the procedures for provincial elections.

MP Ershad Salhi rejected the continuation of the current Council of the Commission, which may lead to non-participation of the components of the province of Kirkuk in the upcoming elections.

He called MP Faisal al-Issawi to direct a letter to the Council of Ministers and the Commission to set a date for the elections of provincial councils and districts.

MP Basma Mohammed Basim called for the return of displaced people to their areas in Nineveh province to ensure their right to vote, a proposal to abolish the provincial councils and keep the councils of districts and districts.

MP Riad Mohammed al-Masoudi stressed the importance of setting a date for the elections to allow the work of the Commission.

MP Mzahim Mustafa, with the exception of a number of aspects of the province of Basra, suggested canceling its economic status or turning it into districts.

MP Aswan Salem Sadiq called for the abolition of the modernization of a special register for voting for Christians to avoid creating discrimination between the Iraqi people and adding other clauses in the law concerning quota seats.

He drew MP Adnan al-Asadi to the need to adopt a system of counting and sorting manual to avoid the problems that occurred in the elections of the House of Representatives.

MP Faris al-Barefkani discussed the importance of transfer of powers to the provinces, especially Nineveh province, in addition to setting a time limit for holding elections.

The MP Hassan Salem that the provincial councils represent an overburden and cause the weighting of the state budget and cost of sums paid by the Iraqi citizen.

For her part, MP Vian Sabri called for overcoming the obstacles, especially the return of the displaced, and amending the proportion of the amended law of Saint-Leco to ensure proper representation of the components.

MP Ashwaq Karim asked to reduce the number of members of the provincial councils by half to reduce the expenses, it is proposed that the member of the Council received a minimum degree.

He urged MP Qusay Abbas to consider the representation of components in UNHCR offices in the provinces.

MP Dylan Ghafoor called for the need to represent the farmers in the provincial councils, as well as the other Iraqi components.

For his part, MP Mohammed Shiaa Sudanese stressed the need to find a solution to the reluctance of citizens to participate in the elections and address the repercussions that accompanied them in the previous stage.

On the same matter, the Council voted on a parliamentary resolution stating (based on the provisions of Article 5 of the Third Amendment Law for the Iraqi Council of Representatives Elections No. 45 of 2013 Amended and in view of the completion of the investigation with the current Board of Commissioners and the completion of the work of the judges assigned to the public interest, Current and general managers formed under the law of the Independent High Electoral Commission No. 11 of 2007 amended).

On the other hand, Mr. Mohamed Halboussi stressed the keenness of the Council in the formation of parliamentary committees to exercise control and legislative work and fair representation of all members, announcing the reduction of the number of parliamentary committees and an amendment to the rules of procedure.

In addition, the Council voted to amend the rules of procedure by merging the Culture and Information Committee with the Tourism and Antiquities Committee, merging the committee of member affairs with the Civil Society Organizations Committee, merging tribal committees, reconciliation, accountability, endowments and religious affairs into one committee, integrating the Labor and Social Affairs Committee with the Committee on Displacement and Emigrants, Human Rights with the Committee of Martyrs and Prisoners, as well as the addition of the Committee on Transport and Communications to ease the work on the Services and Reconstruction Committee to become the number of parliamentary committees 22, and determine the upper limit of each committee with 21 members, in addition to the authorization of the presidency of the Council the right to transfer two members of each committee .

The Council voted on the distribution of ladies and gentlemen deputies to the permanent committees.

Mr. Al-Halbusi announced the hosting of the House of Representatives by the Governor of the Central Bank and advanced cadres in the session on Monday.

Then it was decided to adjourn the meeting until next Monday 12/11/2018

For cutting off Insanian cash from corrupt sources, I would think the corrupt weekday CBI daily currency auctions would need to stop since this is a significant source of income for the Insanians. Insanian crude oil revenues are about $60/barrel x 2 million barrels per day or about $120 million per day and will get sliced to half or less to $60 million per day. This appears to be comparable to what they are making today off the Bicraqi Iraqi CBI currency auctions.

 

So, with all the accolades the CBI has been receiving for AML/CFT AND some of the Insanian Bank entities being cut off SWIFT in the next couple days, THERE MAY BE a window here in our favor. Also, for the 2019 budget, ANY Bicraqi Iraqi exchange rates would likely need to stabilize BEFORE the 2019 budget is opened. There are 51 days or a little over seven weeks left before 2019 that could be used to stabilize the Bicraqi Iraqi exchange rates.

 

Just my connecting the dots here that may or may not be aligned with “future performance”.

The three presidencies held a meeting on Saturday at the Peace Palace in Baghdad.

The Presidency of the Republic said in a statement that 'President Barham Saleh held a meeting with Prime Minister Adel Abdul Mahdi and Speaker of Parliament Mohammad Halboussi, at the Peace Palace in Baghdad', 

The statement added that "the presidents reviewed during their meeting the most prominent developments in the political arena in the country and the ongoing movement to complete the cabinet cabin and provide the names of ministers to the House of Representatives to give them confidence and direct their work tasks like other ministers who got the confidence of the House of Representatives,

 The meeting stressed the need to adopt the principle of competence and integrity in the selection of candidates for ministries, taking into account the electoral benefits of the political blocs, especially the security ministries.

For cutting off Insanian cash from corrupt sources, I would think the corrupt weekday CBI daily currency auctions would need to stop since this is a significant source of income for the Insanians. Insanian crude oil revenues are about $60/barrel x 2 million barrels per day or about $120 million per day and will get sliced to half or less to $60 million per day. This appears to be comparable to what they are making today off the Bicraqi Iraqi CBI currency auctions.

 

So, with all the accolades the CBI has been receiving for AML/CFT AND some of the Insanian Bank entities being cut off SWIFT in the next couple days, THERE MAY BE a window here in our favor. Also, for the 2019 budget, ANY Bicraqi Iraqi exchange rates would likely need to stabilize BEFORE the 2019 budget is opened. There are 51 days or a little over seven weeks left before 2019 that could be used to stabilize the Bicraqi Iraqi exchange rates.

 

Just my connecting the dots here that may or may not be aligned with “future performance”.

The three presidencies in Iraq on Saturday stressed the need to speed up the resolution of the file of vacant ministries and the completion of the Cabinet Cab, and the ratification of the parliament on the draft federal budget law for the year 2019.

This came during a meeting between President Barham Salih, Prime Minister Adel Abdul-Mahdi and Speaker of the House of Representatives Mohammed Halbusi at the Peace Palace in Baghdad on Saturday evening.

"The meeting reviewed the most prominent developments in the political arena in the country and the ongoing movement to complete the cabinet cabin and provide the names of ministers to the House of Representatives to give them confidence and direct the tasks of their work."

The statement stressed that the meeting stressed the need to discuss and approve the law of the general budget for the next year, taking into account the provinces affected by terrorism and attention to poor segments, and taking the necessary amendments to address the problems contained in the draft law, and promote the economy and service reality, pointing to pay attention to investment projects in the current budget and subsequent "He said.

On the other hand, the meeting stressed the need to discuss and approve the law of the general budget for next year, taking into account the provinces affected by terrorism and attention to poor segments, and taking the necessary amendments to address the problems contained in the draft law, and promote the economy and service reality, pointing to give attention to investment projects in the current budget and the subsequent.

The meeting also dealt with the developments in the security situation in the country and the Iraqi-Syrian border in the activity of organizing the "Daash" terrorist, stressing the need for vigilance and caution and support the security forces of various types and configurations, and preserve the gains of victory.
