Al-Obeidi referred to what she described as "a clear violation of the rules of procedure of the House of Representatives on the mechanism for granting confidence through the Prime Minister-designate Adel Abdul-Mahdi." 
She explained that the violation was "reading the ministerial curriculum as Article (49 / II)." 
Article 49 / II states that "the Ministerial Platform shall be referred to a special committee chaired by one of the Vice-Presidents of the Council to prepare a report to be submitted to the Council before voting thereon."
Under this item, the First Deputy Speaker of the House of Representatives, Mr. Hassan Karim, is obliged to read the report to the Council before it is voted on. The Prime Minister does not read the ministerial platform and the vote is taken by the Council. There is no article allowing the Prime Minister to read the ministerial curriculum and voting. on him .

Alsumaria News publishes the biography of the new oil minister Thamer Ghadhban, who previously held four senior positions in Iraq , and was nominated for the post of Secretary General of the Organization of Petroleum Exporting Countries (OPEC). 

Thamer Abbas al-Ghadhban, born in 1945, is an Iraqi politician and will now be the oil minister in the government of Adel Abdul Mahdi after voting on Wednesday by members of the House of Representatives. 

Al-Ghadhban received his BSc in Geology from the University College of London and a Masters Degree in Oil Tank Engineering from the Royal College of the University of London.

 


He worked in the Oil Ministry since 1973. He was the head of the Oil Marketing Corporation before 2003 and was appointed interim director of the Ministry of Oil after 2003 and served as oil minister in the government of Iyad Allawi . 

Al-Ghadhban was appointed chairman of the Council of Ministers' advisors since 2006-2015 and also served as the prime minister's adviser for energy affairs in 2018-2018 and was nominated by Iraq in 2012 for the post of secretary-general of the Organization of Petroleum Exporting Countries (OPEC).

Al-Hashemi said in an interview with Mawazin News that "Prime Minister Adel Abdul-Mahdi is proceeding in accordance with correct and sound contexts through the introduction of the new cabinet cabal, in addition to canceling him for the post of deputy, which is considered a decision that serves the interest of the country." 
"There are many details in the country that may be better canceled, because they are a burden on the public budget," she said, adding that she "supports this decision and considers it right." 
The Prime Minister, Adel Abdul-Mahdi, on Wednesday, during the confidence granting session to abolish the post of Deputy Prime Minister.
On Wednesday, October 24, 2018, Adel Abdulmahdi was sworn in as the new president of the government. He was also sworn in as 14 ministers who won the parliament's vote in the government of Abd al-Mahdi, which has seen the postponement of the vote on a number of ministers due to differences.

The Iraqi parliament on Wednesday granted confidence to the new prime minister, Adel Abdul Mahdi, and 14 ministers, including Thamir Abbas al-Ghadhban, oil minister. 

Thamir al-Ghadhban, born in 1945 in Karbala province, holds a bachelor's degree in geology from Univerity College London and a master's in oil reserve engineering from the Imperial University in London. 

The new oil minister was a member of the Iraqi Constitution Drafting Committee, a member of the Transitional National Assembly and a member of the Economic Committee of the Transitional National Assembly.

He has worked in the Oil Ministry since 1973, headed the Oil Marketing Organization under the former Iraqi President Saddam Hussein and served as Director General of the Department of Studies, Planning and Follow-up 2001-2004.

He held the position of Minister of Oil in the interim government of Iyad Allawi 2004 - 2005, Chief Executive of the Ministry of Oil 2004, Adviser to the Minister of Oil 2003-2006, and Chairman of the Council of Counselors Council of Ministers 2006-2015.

He served as Vice President of the Republic for Energy Affairs from 2006 to 2007 and as Advisor to the Prime Minister for Energy from 2015 to 2018.

Ghadhban is the oil minister, replacing Jabbar al-Luaibi, who was recently appointed president of the new national oil company.

 In April, the Iraqi cabinet approved a plan to increase the country's crude production capacity to 6.5 million bpd by 2022.

Iraq produces more than 4.4 million barrels per day (bpd) in line with the 14-member Organization of the Petroleum Exporting Countries (OPEC) cut-off agreement and some outside producers, including Russia.

OPEC started with five countries: Kuwait, Saudi Arabia, Iraq, Iran and Venezuela.

Digital Media: Pages and websites of the Prime Minister's Media Office have changed their main interface

 

 

BAGHDAD - The Center for Digital Media announced on Thursday that the official images of the pages and sites of the Iraqi Prime Minister's Office have been changed. 

"After the announcement of the new prime minister, Adel Abdul Mahdi, was handed over, the pages changed the main picture to replace the image of the new prime minister, Adel Abdul Mahdi, instead of the image of former prime minister Haider al-Abadi," the center said in a statement.

 The center noted that "the procedure has been achieved professionally and smoothly and at one time indicates coordination and organizational organization, and sends positive messages on the peaceful and professional exchange of power as well." 

"The sites and pages include: the prime minister's website, the prime minister's Facebook page (with 2,600,000 fans), the Twitter account for the media office (with 289,000 followers) and the official YouTube channel."

The deputy of the Fatah Alliance Amer al-Fayez, on Thursday, that the remaining eight ministries will be managed by proxy until the vote on new ministers, indicating the existence of the authority of the prime minister to the ministers of the two.

"The process of receiving and handing over the new government will take place within days according to the legal and constitutional mechanisms. As for the eight ministries that have not been resolved, it will be transferred by proxy to Prime Minister Adel Abdul Mahdi," Fayez said in a statement.

He added that "the prime minister has the power to refer to the ministers of origin until the appointment of new ministers," adding that "the resolution of the nomination of the remaining ministers will be in the sixth session of next month."

The House of Representatives voted on 14 ministers in the cabin of Prime Minister Adel Abdul-Mahdi, while decided to postpone the vote on eight ministers because of differences on them. Ending / 25

Samurai calls on Abdul Mahdi to terminate the file of holding proxy positions

BAGHDAD / The head of the party of the civil track Muthanna Abdul Samad Samarrai, Thursday, the new Prime Minister Adel Abdul Mahdi to end the file of holding positions by proxy, also called on the political blocs in cooperation with the government to achieve "realistic achievements."

Al-Samarrai said in a statement received by "Iraq News", "after a long way of negotiations to form a government, the Iraqi Council of Representatives succeeded in overcoming all the obstacles that almost impede the vote to give confidence to the sixth government formed by Dr. Adel Abdel-Mahdi."

He also called on him to "end the file of proxy positions and submit his cabinet to the House of Representatives all his nominations for positions and special grades, which were appointed by proxy, contrary to the Constitution to become original, as these narrow partisan practices have a negative impact on the management of the joints of the state in general."

He also called on "to take care of all segments and components of the Iraqi people without discrimination, and to exert his efforts in the care of all the provinces of Iraq without exception, and take into account the situation of the affected provinces that have been liberated from the tyranny of terrorism and destruction."

ERBIL (Kurdistan 24) – The Iraqi parliament gave its vote of confidence to 14 ministers in the new government headed by Adil Abdul-Mahdi with lawmakers disagreeing on the remaining eight ministerial posts, including the ministries of Defense, Interior, and Justice.

The new Prime Minister of Iraq and his 14 ministers were sworn in during the session, attended by 220 lawmakers late on Wednesday.

Candidates to lead the ministries of Interior, Defense, Planning, Higher Education, Displacement and Migration, Culture, Justice, and Education were not included in the vote.

Abdul-Mahdi will have until the first week of November to complete his cabinet, which will require negotiations with various factions in the country.

Parliamentary Speaker Mohammed al-Halbousi has said that MPs will reconvene on Nov. 06 to vote on the remaining ministries.

As Foreign Minister, Mohammed al-Hakim was sworn in; Thamir al-Ghadhban took over as Oil Minister, while Fuad Hussein took the post of Finance Minister.

The rest of the ministries are occupied as follows:

Agriculture Minister - Salih al-Hosni
Communication Minister - Naim al-Rubaye
Electricity Minister - Luay al-Khatteeb
Housing and Reconstruction Minister - Bangin Rekani
Health Minister - Alaa Alwani

Labour and Social Affairs Minister - Bassem al-Rubaye
Trade Minister - Mohammad Hashim
Transport Minister - Abdullah Luaibi
Water Resources Minister - Jamal Al-Adli
Youth and Sports Minister - Ahmed Obeidi.

The new PM highlighted the security of the country during his speech delivered to the assembly, where he detailed his plans for the future of Iraq as it moves past four years of conflict with the Islamic State (IS), which has left much of the infrastructure of liberated areas in shambles.

“We will limit [the traffic of] arms so that they remain in the hands of the state alone, and we will support all the security forces, the Hashd al-Shaabi, and Peshmerga in fighting terrorism,” asserted Abdul-Mahdi.

“We will work to end the security chaos… in order to protect the system, security and the rights of citizens.”

Kurds are expected to occupy four ministerial posts in the new cabinet. So far, only two have taken their oaths, with the other two being among the yet unchosen eight ministers.

“The KDP [Kurdistan Democratic Party] will receive three ministerial posts which are the Ministry of Finance, Ministry of Displacement and Migration, and Ministry of Municipalities and Public Works,” Aram Ballatayi, a KDP lawmaker in Baghdad, told Kurdistan 24 in parliament. The other is set to go to the Patriotic Union of Kurdistan (PUK).

Prime Minister Adel Abdul Mahdi on Thursday promised to complete his ministerial cabinet soon, while denying the existence of problems in its completion. 
"It will soon end the completion of the ministerial reshuffle of all ministries," Abdul-Mahdi said during the press conference after the end of the first session of the new cabinet and denied "the existence of problems in the formation of the ministerial cabin as envisaged by some middle." 
He added that "a priority of the government's work is the eradication of poverty and unemployment and the provision of public services to citizens, as well as work in a spirit of one team for all ministries to produce good results serving the street."
