BAGHDAD / The Prime Minister's Office, Adel Abdul-Mahdi, issued a clarification Monday on the appointment of Nawfal Abu Shun as director of the office with broad powers.

A statement issued by the office said that "the social media outlets discussed the issue of the appointment of the Director of the Office of the Prime Minister to continue to carry out his previous tasks to facilitate and overcome the transitional phase of receipt and delivery and to prevent any administrative vacuum during the evaluation of the work of the Office again."

The statement stressed that "the published book is inaccurate and removed from the restricted controls to grant these powers and must not be taken or any other book is not issued or published by fundamentalist methods."

"The re-leaking of inaccurate, incorrect, falsified or confidential books is a major source of confusion among citizens and in the work of state departments," he said.

"The administrative, technical and disciplinary measures are capable of encircling this phenomenon and preventing it, which we will always resort to," the statement said.

He called on "the media to be careful and help to spread the truth and correct information and to prevent troublemakers from confusing public opinion and the work of the state and spreading falsehoods and false information."

I have to wonder when they speak of Proxy's are they going to include a change of the CBI gov? After all he is also a proxy appointed by Maliki. I do not believe he was ever approved by the Parliament. He has been recently called a proxy with the dust up over his name being placed on a new series of banknotes. All this proxy talk has made me curious as to his fate.

A source for Alsumaria News, the existence of" ministers working on the appointment of Directors General Acting ", which is considered a violation of the law of the Prime Minister to end.

Earlier, from the year 2015 issued by former Prime Minister, Haider al - Abadi , a decision to exempt 123 agents and general managers in the ministries within the reforms adopted after a wave of violent protests began in August / August of the same year series. "

Managers without truth certificates

it does not stand When the time limit for filling these posts is exceeded, there are special grades and positions held by unqualified persons without actual certificates or professional qualifications.

He went on to say: "They were brought directly to fill those positions through the nomination of their parties to be followers of them."

Al-Tamimi said that he called the "quota" a "genuine legitimization of the state's blood and money, and its responsibilities are borne by some parties and political blocs."

He added: "This should not remain indefinitely, especially in light of the difficult economic situation in the country," noting that "quotas in the special grades represent the weight of financial and administrative corruption of those who participated in the issuance of ministries under the guidance of the parties."

Azerjawi also calls for "the replacement of long-standing, incompetent public managers with positions of competence, expertise and ability to provide services and meet the aspirations of the masses."

The end of the quota is not limited to the ministers only
says the MP for the rest of the morning of the Ugaili, the survival of positions managed by proxy or the continuation of the work of general managers in the same place for long periods is a door to the legislation of corruption, pointing to Alsumaria News, that most of the positions that were run periods The previous was achieved according to the principle of partisan and political quotas.

He pointed out that the technocrats and the termination of quotas should not be limited to ministers only, but should be transferred and includes all the joints of all government institutions, including special grades, agents, general managers and heads of independent bodies.

He also called on the Prime Minister to change the general directors, heads of special bodies and special grades who have been in office for four years and above, especially those who did not provide anything or service to the country, and end the work of the agency in independent bodies and special grades.

He reiterated that this will be one of the priorities of the work of the House of Representatives in its current session to activate its oversight role in order to reform the political process and correct them in a manner that provides services to citizens and ends the stage of quotas.

"The government program for the years 2018-2022, according to which Adel Abdul Mahdi won the confidence of the House of Representatives and became prime minister," al-Hashimi said in a circular on his website on Facebook (October 30, 2018) .

"The government program is detailed and complex ... It is a good working guide for the ministries concerned and facilitates the work of the oversight committees in the House of Representatives."

He explained that "there are many positives but it is not free from shortcomings and shortcomings ... Overall, the program took into consideration the challenges that hinder the renaissance and progress of Iraq in the fields of politics, economy, development, society, services, security, etc. But it was hoped that the program will go first to address the phenomenon (Corruption) and pays the most attention after the Iraqis have come to consider it the most serious and biggest challenge. "

"The program is distinguished from the previous government programs and is superior in form and content," he said. "But of course, the important thing is not just written on paper but on the ground ."

Said site Middle East Eye that both the President of the Republic Barham Saleh and Parliament Speaker Mohammed Halbusi and Prime Minister Adel Abdul Mahdi , have good relations with the United States and Iran at the same time, but they rely on the last on the principle of "political opportunism" rather than ideological affiliation to any of the two countries.

"Those who have been selected for the executive positions recently awarded to Iraq must balance the country's intertwined domestic and international policies," the report said on Monday, October 29, 2018.

"The new ministers in Abdul Mahdi's government will now join Barham Salih, the new president of Iraq, and Mohamed Halboussi, speaker of parliament, at the head of an Iraqi state that needs to address insurmountable internal challenges ranging from protests in Basra to post-war reconstruction and dangers Organizing a preacher . "

"At the international level, these three leaders will manage the delicate balance of power between the United States and Iran over Iraq, as well as the nation's relations with the wider Arab world, and the American and international media will consistently seek to analyze how these leaders are in line with Iranian or American foreign policy , Represented by the headlines in the American, Israeli, French and Turkish media, such as "Iraq elects pro-Iranian Sunnis as speaker of parliament ."

"Like many of the current political elites in Iraq, Abdul Mahdi and Saleh were exiles from Saddam Hussein's Iraq, and most of those exiled sought shelter or help from Iran. Yet their past with Tehran does not necessarily make them loyal to Iran, Where their political ideas have evolved over time and are based on opportunism rather than ideological commitment in Washington or Tehran. "

"The choice of these three leaders was directed by the four actors in Iraq, including the camp of Muqtada al-Sadr and his opponents of parliamentarians belonging to the Shiite factions, some of which owe allegiance to Iran and the United States of America."

He pointed out that "the first functions of the new Iraqi parliament after the elections, was the election of the Speaker of the House of Representatives, which is usually Arab and Sunni, and after the appointment of Mohamed Halbosi President of the Council in mid-September, Parliament chose Barham Saleh to head the country in October, The largest bloc in parliament the choice of prime minister, who is often a Shiite, "noting that" the Iraqi constitution does not provide for the adoption of the principle of sectarianism and ethnicity in the appointments, but on the political criteria that reflect the demography of the country. "

The report pointed out that "unlike the favor of Abdul-Mahdi," the Speaker of the Parliament, "Mohammed Halabusi did not live in exile, and was previously governor of Anbar," explaining that "the media controversy that was based on the pro-Iran, it seems was because of the support of the coalition Hadi Amiri, With the leaders of the Shiite factions, to nominate him, but nevertheless, show the process of Halabusi that he maintained a friendly relationship with the United States, and his alliance with Amiri was within the framework of obtaining votes.

The British website pointed out that "Adel Abdul Mahdi comes from a religious Shiite center," but that did not stop him from being attracted to the Iraqi Communist Party. The Iranian Islamic Revolution was a source of inspiration for him as a project against the dominance of leftist parties, The imagination of leftists and communists in the Middle East and the world as a whole. "

He noted that "the three leaders have worked in recent weeks to form a government of technocrats and keen to resist the desire to assign portfolios based on ethnic and sectarian background, as well as the balance between the agendas of America and Iran."

The report concluded that "given the march of the three leaders, can not be classified any one of them directly under the banner of the Iranian camp or the US, and they have a kind of independence from the main political blocs."

Yepper, maliki put out the arrest warrant almost the same day that our troops left iraq in 2011. He fled to kurdistan and they wouldnt hand him over and finally took refuge in turkey where he resides to this day. It was gruesome what maliki's henchmen did to his bodyguards and i wont repeat it here, but you all get the picture. Interpol put out a red flag on him but after investigating the charges they dropped the red flag and international arrest warrant because the charges were false. There was news many times that he would come back to iraq once abadi took control but with maliki in the picture he couldnt. The same thing happened to  issawi the former finance minister of iraq that was working closely with the u.s. on all the corruption files in iraq, but we all know that the u.s. under obama did nothing to help issawi because they knew that he had the goods on the u.s. and their corruption. That's why old pedophile biden had the iraqi file handed to him by obama and said it was his baby. That is a big reason why nothing ever got done. ;)
