After an initial delay, parliament convened as planned. However, MPs failed to elect the remaining cabinet members presented by Abdul-Mahdi because representatives mostly affiliated with Shia cleric Muqtada al-Sadr reportedly interrupted the session by shouting “illegitimate” and banging on tables. The session was postponed and the political stalemate persisted. They have been watching too much American tv.

The failure of the parliament to complete Abdul-Mahdi's cabin renews mutual accusations and no compromise solutions

12:50 - 10/12/2018

Baghdad Mawazin News
The Iraqi parliament renewed its failure to get out of the bottleneck and complete the ministerial cabinet and vote on the vacant ministries because of the lack of quorum, while infertility characterized the form of dialogue between political forces, and the difficulty of the emergence of compromise solutions to the crisis of completion of the cabinet cabins.
Still, the political crisis against the background of candidates vacant ministries cast a shadow on the scene within the parliament, which failed to hold a meeting for lack of quorum.
The Presidency postponed the session because the coalition of construction, specifically the bloc, "Sadikon", to collect signatures of more than 50 deputies, to add a paragraph on the agenda of the meeting to invite Prime Minister Adel Abdul Mahdi to come to the House and complete the government.
The arrival of Abdul Mahdi
According to a political source familiar with the condition of anonymity, the "Mass of Asron, backed by the leader of the Sadrist movement Moqtada al-Sadr, threatened to withdraw from the meeting, with other blocs allied, and obstruct the passage of the government," pointing out that "failure to achieve the quorum of the meeting, Parliamentary request, and therefore did not meet the session, so decided the Presidency to postpone until Tuesday of next week. "
The source confirmed that "the construction coalition has information that was useful to the desire of Abdul Mahdi to come to parliament, the same names he wanted to put in last Tuesday's session."
He pointed out that "blocking the meeting Sunday comes because of the reservation of the Alliance of Reform and Reconstruction on the candidates of four ministries are defense, interior, education and justice."
Meanwhile, the Patriotic Union of Kurdistan (PUK), the eight ministers, is expected to pass next week.
The MP for the bloc, Hassan Narmo, said in a statement to the official website of the party, and his follower / Mawazin News / "The agenda of Sunday's session devoid of the paragraph vote on the candidates for ministries vacant in the federal government, and Monday is an official holiday and the House of Representatives will resume its meetings during the week Next, so, if there is agreement between the parliamentary blocs, the vote on the candidates will be during the next week. "
"There is a great effort is being made to finalize the formation of the federal government by the political parties and the Iraqi street, so I think that next week will see the vote on the completion of the ministerial cabin headed by Adel Abdul-Mahdi."
Vito leader of the Sadrist movement Moqtada al-Sadr on the candidate of the "coalition" of the Interior Ministry, Faleh al-Fayadh, and the insistence of the alliance of Amiri on the candidate, is the main obstacle to the completion of the cabinet cabins.
The leader of the coalition of "construction", Hadi al-Amiri, confirmed that for his part, that the President Abdul-Mahdi is the candidate to fill the posts of eight ministries are vacant in his government.
And threatens the Minister Falih al-Fayadh to break the government of Abdul-Mahdi in a veiled waving of the leader of the Sadrist movement through Rasul indicated Sadr's desire to be in Baghdad next week to confirm that the decision is an Iraqi from the heart of the capital.
Solutions in the face of futile dialogue
To resolve the current crisis, deputies expected several solutions, including voting on the candidates of some ministries and keep some until the consensus on the candidates.
In light of the controversy over the candidates of the ministries vacant continue to discuss a formula to be agreed upon by the forces and the candidates of these ministries.
Another scenario that may be the closest to deciding candidates is to go to parliament and vote on the candidates presented by the prime minister.
He postponed the Iraqi Council of Representatives held its next meeting to the eighteenth of this month and allowed the political forces to reach solutions, but this delay reveals the infertility solutions and methods established between the alliances, especially with regard to the defense and interior.
Fayyad .. When the crisis is over and
after the rejection of the head of a coalition of state law Nuri al-Maliki to abandon the nomination of Faleh al-Fayadh to the Ministry of Interior because of the objection of the cleric supporting the alliance of the other Moqtada al-Sadr on his appointment, the head of the coalition "construction" Hadi Amiri that Prime Minister Adel Abdul Mahdi, To take over the interior and that his alliance and the owners part of it did not submit any candidates.
Al-Amiri, who is trying so far not to clash with Sadr, called on the political blocs to "vote for the completion of the government and not to cast accusations of dependency abroad."
The head of the Fatah alliance Hadi al-Amiri announced an agreement with the mass of Asrun to nominate 14 ministers for ministerial posts in the government of Adel Abdul-Mahdi, and accused Washington and Riyadh to intervene in the formation of the Iraqi government.
Al-Amiri denied the interference of Iran in the formation of the government, stressing the intervention of the United States and Saudi Arabia directly, revealing "a threat to the US Sunni and non-Sunni personalities to impose its decision but failed," and Ameri stunned Haider Abadi in this intervention Fadhif, saying: "Saudi Arabia and America insisted on naming Haider Abadi As prime minister for a second term that there is an Iraqi decision insisted on the nomination of Adel Abdul-Mahdi for the post. "
Al-Nasr demands Al-Amiri evidence and
demanded victory coalition, Sunday, Secretary-General of the Fath Alliance Hadi al-Amiri to provide evidence of his accusation of Haidar al-Abadi receiving support from the United States and Saudi Arabia, for a second term.
The MP for the victory coalition, Nada Shaker, in a press statement, "Abadi was the most prominent candidates for the prime minister for the second term, but the political blocs agreed among themselves to change and therefore came to the current Prime Minister Adel Abdul Mahdi,
"Abadi went to the elections with high transparency and did not interfere with it as some parties intervened and achieved those high results."
"Abadi is a figure of international and Arab support and acceptance, given the achievements of his era and his ability to create balanced international relations among all international parties," she said.
Jawdat, head of the Fateh coalition, called on Hadi al-Amiri to "provide evidence on Saudi Arabia and America's support for Abadi to take over the second term, and so forth."
Iraq is witnessing a deep division between the political forces on completing the formation of the government is in fact a conflict between two camps, each seeking to impose his will in Parliament and assertion that the blocs and the two left behind behind the slogan of Iraq's largest bloc and the recipe that came Adel Abdul Mahdi to the premiership at the moment of consensus Observers expected its rapid extinction.

Must be infuriating for those that really do want to get on with things: then you have these powerful intractable forces that throw everything into a downward spiral.

As we have seen through the years they are Masters of Mayhem. . . always, always pushing it right to the edge of the envelope . . . sometimes getting just to the sticky bit of the envelope and then pulling back. Political Science 101 Iraqi style.

Media reports revealed on Monday 10 December 2018 quoting the wisdom movement led by Ammar al-Hakim that Abdul-Mahdi will be allowed to pass four ministerial portfolios and that the remaining 4 bags will be postponed until 2019 with the administration of the agency, headed by the Ministries of Defense And internal and justice, if differences continue on the candidates between the political blocs.

The details confirm that the next Tuesday may not witness the completion of the cabin of Abdul-Mahdi in full as a result of continued negotiations with the leaders of the blocks, especially the building block, which insists on Faleh Fayad as a single candidate for the Interior portfolio, and the block of reform and reconstruction and "Suron" who reject his candidacy.
