BAGHDAD (Reuters)
- The House of Representatives voted Wednesday to vote on only four ministers out of eight, a London-based newspaper reported.

The newspaper quoted the deputy as saying that "there are political leaks including the resolution of four of the eight remaining ministers during the meeting on Tuesday," likely "not pass the ministers of the interior and defense during the session as a result of continuing differences."

"The continuation of the differences in this way will necessarily postpone the introduction of candidates for defense and the interior in the hope that there will be consensus on them during the coming sessions."

The newspaper quoted an informed source as saying that "among the scenarios that were raised during the last period is to be resorted to the national space within the parliament through the presentation of a candidate from a certain block of the Interior, in exchange for another of the other block, and one of them is elected within the parliament according to the convictions of deputies, Adding that "this option has been excluded, as it increases differences, while continuing negotiations in the hope of reaching a settlement in the near future."

The House of Representatives published earlier on Monday, the agenda of the meeting on Tuesday, as the table is free from the vote on the ministers.

A parliamentary committee charged with making amendments to the rules of procedure of the House of Representatives has been able to review and amend more than 30 articles in the rules of procedure, some of which separated the functions of the speaker of parliament and his deputies .

The newspaper pointed out in a report that the parliamentary forces are waiting for the completion of the resolution of the names of ministers of the new government led by Adel Abdul Mahdi, before the amendments to the rules of procedure and the heads and members of the Standing Committees to vote within the House of Representatives .

The MP for the axis alliance Yahya Mohammadi, that the House of Representatives intends to finish naming members of its Standing Committees during the current week where the consultations reached between the mass to resolve many of the differences, after the Presidency of the Parliament to form a parliamentary committee headed by First Deputy Hassan al-Kaabi, to oversee the distribution Members of the new parliament on permanent parliamentary committees without specifying the frameworks and mechanisms to be adopted by the committee in the process of selection and distribution .

Al-Mohammadi pointed out that there is a semi-final agreement between the parliamentary blocs on the sharing of permanent parliamentary committees in preparation for the resolution of their presidency and parliamentary and parliamentary sessions during the current week, indicating that "the distribution process will depend on the principle of professionalism and experience ."

Article 69 of the Rules of Procedure of the House of Representatives obliges the formation of standing committees at the first session of the Council, taking into account the wishes, competence and experience of the member. Article 72 / II also states that the Presidency shall submit the names of candidates for each Standing Committee to the Council for a single vote Are agreed upon by the parliamentary blocs .

Al-Mohammadi pointed out that "the share of the Sunni component will be (8) committees of the most important integrity, migration and displaced, health and finance, while the share of the Kurdish component six committees and one of the minorities with the Shiite component to more than ten standing committees ."

On the amendment of the paragraphs of the rules of procedure, the MP explained that Anbar province that "there is an intention of the House of Representatives to amend about fifty articles in the rules of procedure in order to evaluate the legislative work and give the legislative and legislative role of the deputy within the legislative authority in the current parliamentary session ."

The Presidency of the former parliament has tried to make amendments to the rules of procedure, which included the submission of proposals to accelerate the process of legislation in the House of Representatives through the preparation of summaries of the first reading of the second draft laws without reading the provisions of the legislative provisions, but did not work .

MP Mohammedi said that "there are demands of the Kurdish and Shiite to be the Presidency of the House of Representatives and not the presidency of the House of Representatives in order to take decisions in consultation between the members of the Presidency of the House of Representatives," noting that "the decisions of the President taken in accordance with the two deputies ."

"The president of parliament is carrying out a package of reforms in the House of Representatives, including the restructuring of the committees of the departments of parliament and to remove the existing slack ."

For his part, member of the Committee for the amendment of the rules of procedure of the House of Representatives MP Mar'id al-Jubouri, "the Committee completed the review and amendment of more than thirty articles of the articles and the rules of procedure, totaling a total of 152 articles ."

He pointed out that "the process of auditing and reviewing the paragraphs and articles of the rules of procedure is through study and discussion within the parliamentary committee," and expected "to complete the review of all rules of procedure during the next two weeks ."

The functions of the Speaker of the Parliament has formed a point of contention in previous sessions led to the lack of access to the parliamentary forces to agree on them where the Sunni forces demanded in previous sessions to grant the President of the Parliament wide powers, as the ninth article of the rules of procedure of the House of Representatives powers of the Presidency of the Council of Representatives to organize the agenda In coordination with the Chairman of the Committee concerned and the ratification of the minutes of the previous session of the House of Representatives and the development of special rules and the organization of records and decide on the conflict of jurisdiction between the committees in relation to the issues referred to it .

It is worth mentioning that the House of Representatives voted in its meeting held on the fifteenth of last October, the approval of the formation of 27 permanent parliamentary committees after being selected by the parliamentary committee charged with making amendments to the rules of procedure.

US scenario paints Iraqi politics according to "three challenges"

abd7-500x248.jpg

WASHINGTON, Nov. 6 (Xinhua) - Fitch Solutions, the US economic and political consultancy, highlighted the formation of the new Iraqi government and highlighted the challenges it faces.

The agency said in a report that there are three main points related to the process of forming a new government in Iraq shows the political situation in the country in the political, security and economic, adding that "the first point indicates that delays in the ongoing negotiations to determine the candidates of the security ministries reveal the divisions Deep among the recently elected parliamentarians. "

The third point points out that the decision-making process will continue to face major challenges, limiting expectations of progress on the subject of economic reform and the unification and integration of the security force.

With regard to the first point on the divisions of the new members of the new parliament among them, the report of the American Foundation that the parliament approved 14 ministers out of 21 candidates for the cabin, including finance and oil ministers on 24 October last, noting that the negotiations were hindered and stopped when the oldest members Parliament of large blocs to leave the parliament hall to protest the candidates proposed by Prime Minister Adel Abdul-Mahdi to fill the ministries of defense, interior and justice, and the blocks that left its members are both the block and the block of victory.

Parliamentarians have argued that the candidates have strong links to the clans and the ousted Baath Party, suggesting that despite some progress since the elections, the divisions among the new members of parliament are deepening.

As for the second point, the US consultancy indicated that it expects eventually to form a government that can make some progress in the near-term measures, including the launch of aid and loans of up to $ 30 billion allocated to the reconstruction projects pledged by several Arab countries, The United Nations through an international conference held in Kuwait last February, as well as the settlement of differences with the Kurdistan region.

The government should also be able to make some limited progress in tackling the problem of providing essential services in southern Iraq's provinces with clean drinking water and power supplies, which have been the cause of widespread protests and riots in recent months.

As for the third point, which is that divisions within parliament will appear in the process of government decision, pointing out that the new Prime Minister Abdul Mahdi, an independent politician will need to support parliament to be able to pass its decisions and political procedures, but the parliament is highly fragmented and split with the acquisition of the bloc The largest in the parliament and they go to 16% of the total seats, and in this sense it seems unlikely that Abdul Mahdi to successfully follow the challenges of Iraq's structural.

"These factors of political and security uncertainty make the Iraqi market economy the fifth of 19 markets in the Middle East and North Africa region that are at risk," the report concluded.
