Parliament nominates its committees and hosts the Minister of Education
(Baghdad: Al-Furat News) The House of Representatives hosted in its eighth session of the first legislative term of its first legislative year in its fourth election session under the chairmanship of Mohammed al-Halbusi, Speaker of the House of Representatives and in the presence of 232 deputies on Monday, Abdul Razzaq al-Issa, Minister of Higher Education and Scientific Research on Central Admission and voted on Nomination of 27 permanent committees.
At the outset of the meeting, President Halabousi urged the Prime Minister in charge of presenting the government program to the Council before the date of the voting session on the new ministerial cab. 
The President of the Council instructed the Legal Committee to prepare a draft resolution containing all the decisions issued by assigning people and appointing special grades outside the authority of the Council of Ministers from 1/7 until the formation of the new government and if the new government decided to assign people any position, it should be presented to the House of Representatives. 
The Council then completed the vote on the amendment of Articles 70 and 73 of the Rules of Procedure of the Council of Representatives concerning the formation of 27 committees of permanent parliamentary committees of the Council and the number of its members, which is not less than 7 members and not more than 19 members. 
The Council hosted the Minister of Higher Education and Scientific Research, Abdul Razzaq Al-Issa, to discuss the central admission plan, the third round examination of higher education and the expansion of the admission plan for postgraduate studies.
At the beginning of the hosting, the President of the Council welcomed the Minister of Higher Education and advanced cadres in the ministry, the Ministry's plan in the central acceptance

She called on MP Ghidan Kambash to increase the grant in the civil colleges and parallel education as well as open the file of study abroad. 
MP Razak Muhaibis called for the third round to be resumed, the loading system should be renewed, the number of seats should be expanded and a formula should be found with the Ministry of Education on improving the rate. 
MP Ahmad al-Mashhadani also saw the Marqneh students return to their studies to take into account their exceptional circumstances and give them another chance within the loading system. 
In turn, MP Naim Aboudi pointed to the issue of considering the fate of doctoral students Marqneh their restrictions and find a solution to them, and the inclusion of people with special needs to recommend the same as the families of martyrs.
She urged MP Shamil Sahab to reduce the fees of postgraduate studies because it burdens the students who wish to complete their studies. 
MP Faleh Al-Khazali pointed to the importance of expanding the acceptance of the medical group and increasing the free grant to private colleges from government colleges and making them 20% instead of 5%. 
MP Laila Mehdi said that the salaries of private colleges are expensive, which requires a reduction in proportion to average per capita income. 
MP Haider Al-Fawadi stressed the need to obtain a doctorate degree from the prestigious universities and to expand postgraduate courses. 
For his part, MP Faisal al-Issawi expressed his surprise at exempting the deans of the colleges who were assigned during the period of displacement from their posts after the stability of the situation. 
And MP Ammar Tohma, the absence of equal opportunities in admission to colleges and the support of civic education is wasted opportunity of talent and competencies.
MP Majida al-Tamimi pointed out that there are negative repercussions on the expansion of admission in private colleges at the expense of government colleges. 
MP Hassan Fadas demanded the opening of an investigation into the attack on a number of students protesting in front of the Ministry of Higher Education. 
MP Hassan Khalaf Allawi was surprised by the exemption of professors at the University of Mosul, who accompanied a period of control over the city. 
For his part, MP Abdul Bari called for the teacher to expand postgraduate studies with the importance of providing qualified professors with scientific degrees. 
MP Aswan Salem noted the importance of expanding the seats of graduate students of the martyrs of the popular crowd and the victims of terrorism and return the loading system.

MP Iman al-Obeidi inquired about the reasons behind the cut off of the salaries of some of the scholarship students abroad, especially in Romania. 
MP Saeb Khaddar called for the students to stay for one year in alternative locations due to the conditions they suffer in their areas of origin. 
MP Yusra Rajab pointed out the need to provide the basic requirements study for people with special needs. 
MP Ghayeb al-Amiri pointed out that the opening of new universities and faculties to meet the necessary conditions or teaching requirements, which affects the sense of morals. 
She urged MP Ibtisam Mohammed to grant graduates of the faculties of open education a share in postgraduate studies.
MP Kazem Sayadi called on the House of Representatives to cancel the decision to keep the registration and to make real decisions to serve the students. 
The MP, Haifa Al-Amin, expressed her regret for the significant decline in scientific level because of the large number of private universities, asking about the reasons for the transfer of the College of Agriculture to the Jadiriyah area and the failure of graduates of Jordanian universities during the equivalence of their certificates in Iraq. 
MP Ahmad Maddul al-Jarba appealed to the Minister of Higher Education to take seriously the demands of the students before leaving his duties in the ministry. 
MP Javad Hamdan inquired about the fate of graduate students admitted in 2016 to 2017, who completed their letters and studies to their colleges after going to their departments in the absence of a legal basis to request an extension license.
For his part, President Halabousi announced the participation of Hassan Karim al-Kaabi, First Deputy Speaker of the House of Representatives and Bashir Haddad, Vice-President of the Council at a meeting of the opinion body at the Ministry of Higher Education to be held next Wednesday and taking into account the requests of the deputies and taking into account the exceptional circumstances of students, The medical group and the loading system or the granting of the third round of students. revealed a parliamentary source, Monday, the initial approval of the Minister of Higher Education and Scientific Research to restore the loading system and grant a third role for university students.

The source said in an interview with "Al-Mawazin News" that "Al-Issa and during hosting him in the House of Representatives answered all questions of deputies on the restoration of the loading system in universities and the granting of a third role in the examinations." 
He added that "there is preliminary approval of the return of the loading system and the final decision will be issued at the meeting of the RAI in the Ministry on Wednesday."

Once the Prime Minister designate announces the formation of the government/ his cabinet  Parliament then votes to grant confidence for both, granting Mahdi the Priministership.  If Parliament no votes for confidence,  the President has to appoint a new Prime Minister Candidate and then another 30 days is allowed to form the new Cabinet.

4% reduction in the wages of parallel and morning international education by 50% for the top 10% of the students, 40% for the second highest 10% and 35% for the third highest 10% of the students and the validity of the boards of funds in universities and colleges. 
5. Higher Education Council Boards at Universities, Colleges and Institutes shall reduce the tuition fees for postgraduate students on special expenses at 30% of the total amount of the student annually. 
6 - Hosting and placement of students and professors in places that have passed the circumstances of force majeure taking into account the absorptive capacity of universities and need. 
7 - Inclusion of those with special needs exclusively to expand the seats of graduate studies in the case of being a first reserve
