Revealed a parliamentary source, on Thursday, the parliamentary committees, which will vote on its members within the House of Representatives during today's session. 
"The House of Representatives will vote on the membership of the Finance and Legal Committees during today's session, which is held to form permanent parliamentary committees," the source said in a statement to Al-Maaloumah. "The financial and legal committees have been fully completed." 
He added that "the purpose of voting on the membership of the Finance and Legal Committees is to accelerate the adoption of the federal budget for 2019." 
The Speaker of the House of Representatives Mohamed Halbusi had confirmed, on Thursday, that the parliament will vote on the membership of some members of the parliamentary committees.
The financial expert Daoud Abdul Zair has ruled out, on Thursday, the adoption of the federal budget for 2019 during the current year, attributing to this not to complete the formation of the new cabinet cabal and the concern of the House of Representatives in the formation of the government.

BAGHDAD, Oct 11 (KUNA) - Parliamentary sources said Thursday that more than 50 deputies signed a request to cancel operations in Baghdad and other provinces.    With the withdrawal of the signed request of 51 deputies, "called for the members of Parliament signatories to the presidency of the Council and through its oversight role by voting on the abolition of the leaders of operations that did not proceed according to a constitutional mandate and the selection of its leadership was without the approval of parliament."  The request included "assigning the forces of the Ministry of Interior to the functions of the forces of the Ministry of Defense within the operational commands in Baghdad and other provinces." Finished (1)    123

It is hard for me to imagine the miscreants from the past in their position of elected, appointed, or assumed authority will all of a sudden change themselves to be a champion of the people of Iraq so they all need to be removed for the necessary Safety, Security, AND Sovereignty of Iraq so the reconstruction, construction, economic development, AND foreign investment can flood Iraq. So, the ties to Iran severed seems to be imperative both internal to and external from Iraq.

 

I am cautiously optimistic about the current GOI to actually be a champion of the people of Iraq and remove the corruption to the extent necessary to promote the implement reforms. I believe time is of the essence to minimize the possibility of Parliamentarians being bought off or intimidated (hey, this IS Iraq full of Bicraqi Iraqi!!!) by the likes of the Nouri al-Maliki corruption, intimidation, AND death squads via the Insanians and others in Iraq.

 

So, there may be a push to get ALL the needed reforms implemented AND corrupt miscreants being indicted and taken into custody for prosecution and sentencing.

 

Just my conjecture, thoughts, opinion, and :twocents:  for whatever THAT is worth!!! Hey, I might be a nut job or somethin'!!! CAVEAT EMPTOR, Reader!!! :o

"The House of Representatives is still continuing to ask questions to the representatives of the Council of Ministers on jobs in Iraq," MP Bader al-Ziadi said in an interview with Mawazine News. 
He added that "the representatives of the Council confirmed the availability of 38 thousand degrees and functional within the movement of owners deletion and development."

The House of Representatives discussed in the sixth session of the first legislative term of its first legislative year in its fourth electoral session under the chairmanship of Mr. Mohamed Halboussi, Speaker of the House of Representatives and the presence of 218 deputies on Thursday 11/10/2018, the distribution of grades and transfer of powers.

At the beginning of the session, Mr. Speaker of the House of Representatives stressed the need to speed up the formation of parliamentary committees in order to take care of the legislation of laws and discuss important issues.

Then the Council discussed the grades and the transfer of powers in the presence of Mr. Mahdi Alalak Secretary-General of the Council of Ministers and a delegation of the Ministry of Finance under the chairmanship of Deputy Minister Maher Johan.

At the beginning of the hospitality, Mr. Halaboussi welcomed the ladies and gentlemen, calling for the need to pay attention to the issue of transfer of powers and the provision of grades.

For his part, Mr. Mahdi Al-Alaq Secretary-General of the Council of Ministers that the Council of Ministers to activate the filling of existing vacancies in the movement of owners until 31/12/2016, where the number of 60 thousand and 300 degrees vacant can be increased, noting that some ministries continue in discussions with the Ministry of Finance to count the numbers Vacant grades, explaining that the Cabinet approved the instructions provided by the Ministry of Finance on some of the controls must be provided by appointment, which imposes on the ministries and provinces to abide by all the provisions therein.

MP Noureddine Kamel stressed the importance of distributing grades away from patronage, and that priority should be given to the holders of daily contracts and wages, which have long been on the job.

MP Uday Awad stressed that the job grades should be provided in connection with the absorption of ministries for the purpose of absorbing unemployment as well as a solution to the issue of the conduct of the provinces without revenue from the Center.

Deputy Ammar Tohme pointed out that the faltering of the industry and the decline in the agricultural sector have left the country with job opportunities for young people, which made the appointments allocated by the government a hope for the unemployed, explaining the need to address the issue of lack of careful follow-up of degrees lost and the absence of justice in filling jobs.

MP Raad al-Dahlaki asked about the existence of a specific period of time to transfer powers or not, calling on the government to provide job opportunities for the unemployed through activating the work of various sectors.

MP Sabah al-Saadi wondered about the fate of the 14,000-degree financial allocations that were supposed to be occupied and proved otherwise.

The deputy Hassan Masoudi said that the Ministry of Housing and Construction is one of the most ministries that delayed the transfer of powers to the provinces, calling for activating the private sector in order to provide employment opportunities for young people.

She urged Deputy High Nassif to clarify the requirements of the World Bank on the grades, calling for the acceleration of the legislation of the Equal Pay of State employees.

For his part, MP Falah al-Khafaji called for the restructuring of state institutions to know their needs of cadres.

MP Hassan al-Akouli called for speeding up the activation of the Federal Service Council.

MP Kazem al-Shammari considered the importance of providing job opportunities for graduates of Iraqi universities and finding solutions for them.

MP Iman al-Obeidi questioned Baghdad's share of the appointments as the most densely populated Iraqi provinces.

Deputy Minister Kazem Sayadi said the government was not serious about launching the job grades.

For his part, MP Ahmed Jubouri called for the release of grades of the province of Nineveh according to standards of justice, especially that many of the decisions of the Ministry of Finance and the Council of Ministers on the functional grades and border crossings and the arena of trade exchange affected the citizens of the province.

MP Fratt al-Tamimi suggested suspending the appointments in the ministries until the formation of the new government and that amendments be made to the transfer of powers law.

MP Nayef Al-Shammari called for the support of free lecturers in the job grades because they have a role in sustaining the educational march in the province, stressing the importance of disclosing the fate of the job grades assigned to Nineveh and addressing the file of those dismissed from the security services.

"The province of Kirkuk needs to provide jobs in the security services and lift the injustice," he said, calling for the transfer of powers to the province in the absence of oversight bodies overseeing the progress of work.

And urged MP Siham al-Aqili to subject the issue of transfer of powers from the ministries to the provinces to an in-depth study.

He called MP Jamal Muhammad to transfer the owners of the Kurdish study in the province of Kirkuk to the Federal Ministry of Education instead of continuing to link them with the Kurdistan Regional Government.

The deputy suggested that we appoint Khoshaba to form a central apparatus for appointments, whether in the public sector or the private sector.

MP Jawad Hamdan said that the incompatibility between the decisions of the Ministry of Finance and the Council of Ministers contributed to the widening of the lack of availability of grades, noting that the financial allocations for the implementation of projects in the district of Husseiniya have not been received so far despite the promises.

MP Jassim Jabara called for the separation of the morning study from the evening study because it will contribute to the provision of 60 thousand degrees of employment according to a study prepared.

She called on Khadija Ali to speed up the formation of the Federal Service Council to establish criteria for appointment and balance appointments.

In response to the question of the President of the Council on the non-abolition of the Ministry of Municipalities and the reasons for delay transfer of powers, Mr. Touhran Mufti confirmed his support for the request to cancel the ministry, especially that the process of cancellation began to merge the Ministry of Municipalities with housing and dismantle it at another stage, especially after the transfer of organs and departments to the provinces, The delay in cancellation is linked to the Ministry of Municipalities because it does not have a voting law as well as overlapping administrative orders, stressing the need to complete the dismantling of the ministry.

The Mufti noted that the House of Representatives has the full authority to monitor the work and performance of the provincial councils, noting that the Husseinieh district faced geographical problems where it was sometimes considered within Baghdad and again to the province of Diyala, which led to the slow implementation of projects in them.

For his part, the Secretary-General of the Council of Ministers on the need to provide a disclosure by the Ministry of Finance for grades to enable the Council of Representatives to see them more accurately, praising the remarks of Ladies and Gentlemen Representatives on addressing the problem of unemployment in Iraq, stressing the need to activate the private sector in Iraq, Federal.

At the end of the hospitality, the President of the Council commended the participation of the Secretary General of the Council of Ministers and the Undersecretary of the Ministry of Finance and the accompanying delegation at the meeting.

On discussing the subject of student rates and the central acceptance plan, President Halabousi confirmed that he would contact the Minister of Higher Education and agree to attend the session next Monday.

It was then decided to adjourn the meeting until Saturday, 13/10/2018

The deputy governor of Nineveh Sheroun Jamal Agha Aldubardani. That the Iraqi parliament will vote on the decision to abolish the customs tariff between the provinces of Iraq, after the campaign of recent signatures launched by the deputies of Nineveh.

"The Speaker of the House of Representatives and during the regular session of the House of Representatives held today, commissioned the parliamentary legal committee to draft a resolution obliging the Ministry of Finance to abolish customs tariffs between the provinces.

More than 40 parliamentarians called on Thursday for the presidency of the House of Representatives to cancel the customs outlets in Kirkuk and Nineveh, located between the Kurdistan region and central and southern Iraq.

According to the document published today (October 11, 2018), which is signed by 42 deputies, "The existence of these ports cause an increase in prices of various goods and consumables, which negatively affects the living conditions of citizens."

"It was supposed to be customs clearance and the collection of goods on the borders of the Iraqi state and not between the provinces and therefore, what is happening today is the collection of customs twice or more and not once."

One of the biggest things that i have been looking for is the transfer of powers to the provinces. This is law 21 amended which is decentralization. Basically making the provinces like our states here. They can then have their own budgets that they are responsible for to provide services to their citizens and it keeps the goi and the croanies out of the contracts and such within the provinces. Helps to cut down on corruption. There will be oversight of these budgets and they will be audited also. The federal service that they talked about in parliament today is a law already passed but they have not picked the people. The federal service will be the ones who help to appoint jobs to citizens and they are vetted for the jobs, so once again a separation of powers so the parliament idiots cant put their croanies in. They are building their government the way it should be and they are finishing their constitution. The next thing i want to see is the federal court law and the federation council which is the other legislative branch of the government. That would then complete the government according to the constitution. So although its not the hcl, they are moving on things. ;)

You know floridian im not sure because they are suppose to have the provincial elections in december and im not sure if they are going to get that done. I know they want the members of the electoral commission completed fast which in turn gives a hint they might go for the elections on time. The other thing im not sure about is if they can leave the members in the provincial councils where they are because right now its against the constitution for not even having those elections last year when they should have. Its something i will be keeping track of as far as the rest yes i believe they can get it done if mahdi gets in.. The next 30 days are crucial because if mahdi's cabinet is not voted on and given confidence then a new pm designate is picked and the process starts another 30 day clock. That is according to their constitution. Sorry i couldnt be more solid on my answer its just one of those things that is up in the air right now. The one good thing i do see is that they seemed to really be pushing for it in parliament for the rest of the decentralization to occur so maybe just maybe they will go with what they have. ;)

Floridian, as far as the federation council that is suppose to be a national wide elections just like the parliament was according to my research. It seems that the law has been sitting there with a second reading and i believe they wanted some amendments to it. I will do some more research on it and see. They also refer to it as the council of the union in articles so if you see that then they are talking about that second legislative branch. The time lines for all of this got so fudged up between isis and iraq getting in their own way that its kind of hard to see how they are going to actually do it. They may decide to just have the provincial councils nominate someone and then parliament just votes them in. This could be the one time that would be allowed if they put it in the law as an emergency kind of thing. The council and the provincial elections are suppose to happen one year before the new parliamentary elections so that way there is no government vacuum, but of course that didnt get done. So i will be watching how they get around this. Shabbs always said they needed a complete government as part of his description of security in order to change the value of the currency, but they may be pushed to have to do it sooner if they cant stop the bleeding of the usd out of iraq. The Speaker of the Parliament Mohamed Halboussi, on Thursday, his interest in the presence of deputies in parliamentary sessions and prevent them from going to the cafeteria or use the mobile and leave the session, saying, "It will not pass as it went in previous sessions." 

Al-Halbusi's statement came in response to the comment of one of the Iraqi sports commentators on a publication in Halboussi's account on Twitter about "the frequent exit of the cafeteria and the use of mobile phones and leaving the session and the presence of deputies from previous sessions without interventions or participation." 

"This is going to be an eye-opener and will not go through as it did in previous sessions," the speaker wrote. 

It should be noted that the number of deputies is 329 deputies in the House of Representatives, but the attendance rate ranges in the range of 200 in most cases and emerged complaints and criticisms in the recent period of the phenomenon of the cafeteria alternative to the dome of parliament and the use of sitting in a way to break the quorum or avoid participation in meetings

The parliamentary bloc of Badr, on Thursday, said that during the session of the House of Representatives, an important decision on the printing of the name of the Governor of the Central Bank acting on the new currency. 

The head of the bloc, Hassan al-Kaabi said that 'the House of Representatives discussed during the previous session the subject of the governor of the Central Bank acting on the links on the name of the Iraqi currency', adding 'During the discussion session put a lot of opinions and observations from the deputies and all the blocks, and promised the Presidency of Parliament to take With these views and observations, and perhaps turn them into a parliamentary resolution, is voted on '. 

The Central Bank issued a second edition of the categories of 25,000, 10000, 500 and 250 dinars, which included writing the name of the governor instead of signing it, as was the case in Iraq after 2003.

Al-Tamimi said in a statement to Al-Maaloumah that "the placement of an office of Prime Minister-designate Adel Abdul-Mahdi in the parliament building violates Article 47 of the Constitution, which talks about the principle of separation between the authorities, where each authority has the right to exercise its work away from the other authority" . 
He pointed out that "the House of Representatives can object to the status of the Office of the Prime Minister in parliament, and can resort to the Federal Court to stop and prevent it from happening."
"The prime minister can dissolve the parliament after proposing this to the president, according to article 64 of the constitution, because the placement of an office of the prime minister in parliament represents a control of the work of parliament, while the parliament is watching the work of the executive authority." End 25 n

Halabousi meets with the committee to amend the rules of procedure of the parliament

 

 

BAGHDAD / MESSALA: Speaker of the House of Representatives Mohamed Halaboussi, Saturday, October 13, 2018, met with the Committee to amend the rules of procedure of the Council to discuss the latest findings of the Committee. 

A parliamentary source said that "the President of the House of Representatives Mohammed Mahalbosi is currently meeting with members of the Committee to amend the rules of procedure of the parliament." 

The source, who preferred not to be named, said that "the meeting of Halbusi with members of the committee came to discuss the latest findings of the Committee on the rules of procedure of the Council."


On September 26, 2018, the Chamber of Deputies elected a committee to amend its rules of procedure. On October 10, the committee elected Sabah al-Saadi as its president and Repoar Taha as vice president.
