Vice President of the House of Representatives Hassan Karim al-Kaabi on Tuesday, the need of Parliament to a special session on the mechanism of action of the Central Bank. 

Al-Kaabi said during a parliamentary session that he needed a special session on the mechanism of the Central Bank's work, preceded by data on the work of the Central Bank during the previous years.

It is noteworthy that Deputy Speaker Hassan al-Kaabi said earlier in the day, Thursday's session will be dedicated to the file of higher education.

LB, I agree brother this move doesn't make sense. As I look through the articles I only see pictures of the 1000, 500, 250 notes, they mention coexisting with the notes already in circulation but I'm thinking they will not distribute anymore 25k, 10k, or 5k notes.

The article today said a shipment of 1000k notes arrived last week an another shipment of 500 an 250 will be next week. Still no mention of a shipment of 25k, 10k or the 5k to be delivered.

What I can't figure out is why the stall, there has to be a reason why they keep pushing this thing out...

The first deputy speaker of the House of Representatives, Hassan al-Kaabi, on Tuesday, the decision of the Parliament to host the governor of the Central Bank, Ali Alalak.  "Today's interventions on the work of the central bank and the name of the governor on the new currency have proved necessary for us to attend the governor of the central bank," al-Kaabi said. 

He added that "the date hosted by the Governor of the Central Bank will be determined during the session next Thursday," stressing "the need for parliament to a special session on which the work of the Central Bank preceded by bringing data on the work of the Central Bank during the previous years.

The House of Representatives held today its regular session of the fourth parliamentary session for the first legislative year for the first legislative term under the chairmanship of the first deputy Hassan al-Kaabi and the presence of 225 deputies.

He explained that "the date of hosting the governor of the Central Bank was set in the House of Representatives on Thursday."

The House of Representatives in its fifth session of the first legislative term of its first legislative year in its fourth election session chaired by Hassan Karim al-Kaabi, the first deputy speaker of the House of Representatives and the presence of 225 deputies, on Tuesday, the procedures of the Central Bank for printing the new currency.

At the beginning of the session, Ghaleb Mohammed Ali Shukr was sworn in as a deputy in the House of Representatives.  After that, Hassan Karim al-Kaabi, the first deputy chairman of the Council, to host the Minister of Higher Education in the Council yesterday to discuss the transit system and admission rates in universities, noting that the Council is waiting for what is caused by the RAI Ministry of Education answers to be presented at Thursday's session on what was put Before the House of Representatives or circulated in public opinion for the purpose of taking necessary. 

The council voted on the interim parliamentary committee to amend the rules of procedure. The deputies included Jamal al-Muhammadawi, Abd al-Khaliq al-Azzawi, Hoshyar Abdullah, Taha al-Dodi, Jumaili, Khalid Jawad, Rashid Rashad, Abbas Shuail, Mansour Maraid, Aleya Nassif, Sarkut Latif, Muthanna Amin, Ribawar Taha, Thamer Deiban, Sabah Al Saadi, Talal Al Zobaie, Mohammed. Al-Kaabi announced the convening of a joint meeting of the Legal Committee and the Interim Committee to amend the rules of procedure in the coming days. The Legal Committee is to hold a meeting in the Constitutional Hall tomorrow to elect a chairman and a deputy. 

The First Deputy Speaker of the Council of parliamentary blocs to nominate the names of members of the parliamentary committees starting tomorrow to discuss the status of the committees in terms of retention or integration or the addition of other committees.  In another matter, the Presidency of the Council decided to nominate MP Khadija Ali and MP Burhanuddin Ishaq as rapporteurs of the House of Representatives. 

In another matter, the First Deputy Speaker of the House of Representatives explained that the Council will consider the legality of measures taken by the Central Bank or not, which provoked reactions in the political and popular circlesThe Council discussed the procedures of the Central Bank for the printing of the new currency after the majority of deputies voted to add the issue to the agenda. 

In the interventions of MPs, MP Ahmad al-Jubouri pointed out that the introduction of the name of the governor is a controversial issue that is not justified, suggesting a decision not to trade the currency that the name of the governor and the cost of printing costs to the Central Bank.  MP Sabah al-Saadi pointed out that putting the name of the governor of the Central Bank on the currency has caused a lot of trouble, especially that the regulations indicate reference to the status of the governor without writing his name explicitly.  And invited MP Magda Tamimi to approach the Central Bank to provide the House of Representatives with a statistical on the amounts of damage in the currency to the proportion of the amount of currency in circulation.  MP Falah Abdul-Karim called for hosting the governor of the Central Bank in order to clarify the purpose of printing the currency and explain this to the Council.

The deputy Hassan Salem that the writing of the name of the governor of the agency on the local currency is unacceptable, but an attempt to distract attention from the central bank measures on the auction of currency, which has become a focal point of corruption.  The MP Abbas Srout stressed the importance of monitoring the performance of the Central Bank in other areas and accountability of the default in the printing of the new currency.  The MP Faleh al-Khazali that the printing of the name of the Governor of the Central Bank Agency on the national currency a clear abuse of power granted to him, which necessitates dismissal. 

MP Mona al-Amiri said that the amount of the new printed currency amounted to about 90 billion dinars,asking about the person who bears the responsibility of the amount in case it decides to damage the currency In turn, MP Raed Fahmi inquired about how to deal with the legal procedures of the subject and study it from several legal aspects.  MP Bashar Hamid al-Kiki called for the addition of the Kurdish language to the Iraqi currencyThe deputy High Nasif that the law in force gave a license to hold the governor of the Central Bank by writing his name on the Iraqi currency.  The MP Khalid Jawad Kazem that the orders of the Coalition Provisional Authority is still in force and need to be reviewed, calling for a decision to postpone the circulation of the new currency until the consideration of its legality.  The deputy governor of the emirate said that the governor of the Central Bank does not have full powers to take such a measure as he takes office as an agency and not authenticity. 

For his part, urged the First Vice-President of the Council to hold a special meeting to host the Governor of the Central Bank and officials of the management of the bank in the coming days for the purpose of discussing the central bank's transactions and monetary policy being subject to the supervision of the House of Representatives, adding that the topics for the purpose of discussion aimed at finding solutions to the problems.  The meeting was adjourned to Thursday.

Iraq is seeking in its legislation and legal systems to involve its neighbors and the world as a whole in investing its natural resources and contributing directly to all sectors, Speaker of the House of Representatives Mohamed Halboussi said Tuesday.

"Iraq has all the elements of a comprehensive economic renaissance, supported by enormous resources that can be invested to serve the interests and aspirations of Iraqis to develop and progress in all walks of life," Halboussi said in his speech at the third meeting of heads of parliaments in Turkey. 

"Iraq has long suffered from the effects of war and its negative effects on the environment, which played a key role in the pollution of its water resources, agricultural land and fisheries, which contributed to the settlement of serious diseases suffered by the Iraqi people," he said. Of the effects of environmental pollution that have reached serious levels that require substantial support at the level of Governments and relevant international organizations." "The importance of sustainable development in renewable energy sources," he said, adding that "this decision is at the heart of the executive and legislative concerns through taking a series of measures to reduce the pollution causing serious global warming." 

He pointed out that "Iraq fought a war against terrorism, which paid the blood of the finest of his youth on behalf of the world as a whole, and left the war is a huge destruction to cities and people alike," noting that "we hope to see a world and people understand the magnitude of these sacrifices, And actively contribute to stand with Iraq through continued cooperation on the basis of economic and investment partnership and environmental cooperation in a way that serves the interests of all peoples."

The Council of Ministers held its regular session on Tuesday under the chairmanship of the President of the Council, Haider Al-Abbadi, and voted on a number of resolutions, including the addition of 3 trillions of dinars to the allocations of emergency reserve for 2018, while discussed the subject of customs duties for goods and goods imported in the name of ministries.

A statement from the office of Abadi received "Al-Gharab Press", a copy of it, that "the Council of Ministers, held its regular session on Tuesday, October 9, 2018 headed by Prime Minister Dr. Haider Abadi, while voted to cancel the Council of Ministers Resolution No. 162 of 2017 and reinstate paragraph 4 Of the Council of Ministers Resolution No. 280 of 2016 on the protection of the product of imported cigarettes. " 

He added that "a draft resolution on the avoidance of double taxation and prevention of evasion of taxes on income and capital between the government of the Republic of Iraq and the Government of the Arab Republic of Egypt was voted on." 

He pointed out that "the Council discussed the issue of customs duties for imported goods and goods in the name of the ministries and issue a resolution on it." He noted that he "approved the general and detailed recommendations taken by the Diwani Order Committee (67) for the year 2018.

He added that "the vote was to add an amount of 3 trillion dinars to the allocation of emergency reserves for fiscal year 2018 in the light of the federal budget law."  "The council conducted an extensive discussion of the agricultural plan, and the Ministry of Water Resources was instructed to assess the water situation in the light of the next agricultural plan," the statement said. 

The Cabinet discussed, according to the statement, "the draft federal budget law of the Republic of Iraq for fiscal year 2019, and was directed by the ministries to submit their basic comments on the draft draft federal budget for the year 2019 to the Ministry of Finance for the purpose of holding an extraordinary session for approval within the legal period."

A new government in Baghdad can make real progress if the U.S. offers the right kind of support

The new government in Baghdad has evoked two broad reactions in Washington: hope and dread.

My Bloomberg Opinion colleague Meghan O'Sullivan is encouraged by Iraq's new president and designated prime minister, Barham Salih and Adil Abdul-Mahdi. Both men have longstanding relationships with the U.S. government and have played important roles in building a new Iraq from the ashes of Saddam Hussein’s tyranny.

Senator Marco Rubio is more pessimistic. Looking at Iraq’s new government, he declared Iran the “clear winner,” tweeting that the chief of Iran’s potent Quds Force, Qassem Suleimani, had brokered the deal for the new government.

U.S. and Iraqi officials with whom I spoke told me the Iranians did not get everything they wanted, but neither did the Americans. Salih and Abdul-Mahdi represent a kind of compromise. The Iranians supported the coalition of Shiite religious parties represented by former Prime Minister Nouri al-Maliki and militia leaders like Hadi al-Amiri. Iran also favored another Kurdish candidate for the presidency favored by a rival Kurdish party.

U.S. special envoy Brett McGurk, on the other hand, favored the slate of candidates affiliated with Prime Minister Haider al-Abadi. McGurk was instrumental in getting the Iraqi parliament to support al-Abadi over Maliki in 2014, a key condition for deeper U.S. military involvement in the fight against the Islamic State.

In the end, it was an Iraqi who was most influential in the negotiations: Grand Ayatollah Ali al-Sistani, the 88-year-old head of the Shiite hawzas of Najaf, set the stage for Abdul-Mahdi’s selection as prime minister when he released a statement urging “new faces” in the next government. That ruled out Maliki and al-Abadi.

Sistani’s position was understandable. The party that won the largest bloc in parliament in May was affiliated with the rebellious cleric Moqtada al-Sadr, a leader of the Shiite insurrection against U.S. forces in Iraq in 2004 and 2005 who has emerged as a fierce critic of Iranian influence in Iraq in recent years. His bloc, which includes communists and other outsiders, was most blunt in criticizing the corruption that has become endemic to Baghdad politics.

The unrest and desire for change has only become more pronounced since the spring. Protesters torched government ministry buildings and the Iranian consulate last month in Basra, Iraq’s third largest city and an important hub for its chief export, oil. They demanded more jobs, a functioning power grid and an end to widespread corruption. One of the organizers of those protests, a human rights activist named Suad al-Ali, was shot dead in the street last month.

Al-Ali’s murder also coincides with renewed threats from Iranian-backed militias against the U.S. U.S. officials tell me there is an increasing risk that those militias intend to kidnap Americans in Iraq. That’s one factor that led the U.S. to suspend operations in its consulate in Basra. Another is U.S. allegations that those militias fired rockets and mortar rounds at the consulate last month.

Hostility between the U.S. and Shiite militias is nothing new. One such group, Asaib al-Haq, was responsible for the brutal murder of U.S. troops near Karbala in 2007. More recently, however, there has been an uneasy ceasefire between U.S. forces and the militias during the fight against the Islamic State.

What does all this have to do with the new government in Iraq? Between the election in May and the recent protests in Basra, Iraqis are making it clear that they don’t want to be a vassal state of Iran. This presents an opportunity

The new Iraqi government will have to show its independence. With a little skill and luck, the U.S. can quietly give Abdul-Mahdi the support he needs to push back against Iran and address the economic misery in places like Basra.

To do that however, the U.S. needs to signal its commitment to Iraqi cities under threat from the militias. Barbara Leaf, who served as a senior U.S. diplomat in Basra in 2010 and 2011, told me when she served there, the consulate was shelled two to three times a week. By suspending operations in Basra, she said, the U.S. is sending the wrong message “not just to the Iraqi government, but to the Iraqi people.”

She’s right. And there is another audience for this message: Suleimani and his many proxies in Iraq. Surely he needs to know that a few threats and errant rockets cannot drive the U.S. out of a city whose people are fed up with the thieves and terrorists he has empowered.

Watch this play out... The proposed changes to the currency design namely, the images/signature is telling. The proposed changes to the Dinar is in response to a present problem or alleviating a potential problem in the future. I will comment later as I try to find the articles from years ago that dealt with discussions on the Kurdish Language being added.

 

In different article someone opined about the De La Rue system that is being utilized. The discussion of the use of the De La Rue printing system is irrelevant when it comes to a real counterfeiter. Especially , when you think about the value of what is to come, Counterfeiting remains a major possibility every time there is a currency modification or a currency remains unmodified for a long period of time. The United States continues to have counterfeiting issues, go figure??? The real story about this issue may arise during the discussion of adding the Kurdish Language.  My belief is that the discussion found there will allow us to "mirror read" the real problem as to why the currency is being modified.

In different article someone opined about the De La Rue system that is being utilized. The discussion of the use of the De La Rue printing system is irrelevant when it comes to a real counterfeiter. Especially , when you think about the value of what is to come, Counterfeiting remains a major possibility every time there is a currency modification or a currency remains unmodified for a long period of time. The United States continues to have counterfeiting issues, go figure??? The real story about this issue may arise during the discussion of adding the Kurdish Language.  My belief is that the discussion found there will allow us to "mirror read" the real problem as to why the currency is being modified.

The 50,000 notes have the kurdishlanguage on them. I’m guessing they want the language to appear on all the denominations
