Prime Minister-designate Adel Abdul-Mahdi, on Tuesday, with President Barham Saleh, the formation of the new government and the priorities of the next phase and the importance of all efforts to provide all that would serve the citizen. 
"The latter met with President Barham Salih today to discuss the formation of the government and the government program and the priorities of the next phase," said a statement from the media office of Abdul Mahdi. 
He added that "the meeting discussed the need to make all efforts to provide all that would serve the citizen in addition to cooperation and understanding between presidencies to proceed with the reconstruction and construction of the country and the provision of services and employment opportunities."

WATCH: Iraq looks to a rosier future 

The election of Iraq's new Prime Minister Designate, Adel Abdul Mahdi, has given Iraqis and international observers a cautiously optimistic view of the country's future. 

His election has been played out in front of increasing tensions between the United States and Iran, both key players in the country's politics. The selection suggests sectarian loyalties between Iraq's previously intransigent factions giving way to more pragmatic coalitions that cut across sectarian lines. 

It's taken 5 months to elect Adel Abdul Mahdi, 76, a Shi'ite with no recent party affiliation and represents a compromise by the top finishers in May’s election. 

He faces a daunting list of problems as he builds a cabinet for parliamentary approval.

Top of the list will be Basra. The oil rich city has faced a toxic water crisis that saw over 100,000 people hospitalised and has seen violent demonstrations against the inept handling of the crisis.

He then faces the unenviable task of weeding out corruption from public and private life in Iraq.

The heightening tensions between the United States and Iran will likely be a key factor in Iraq's future as political expediency weighs heavily on the resource rich, cash poor country.

The U.S. should welcome the emergence of Adel Abdul Mahdi — but not count on him to succeed.

Iraq’s prime minister-designate, Adel Abdul Mahdi, is the kind of leader the U.S. might have hoped for: experienced, well-respected, and, by the standards of Iraqi politics, above sectarian and ethnic factionalism. Unfortunately, the chances that he can create a government consistent with those values remain slim.

While Washington and its allies should wish Abdul Mahdi success and give his government all reasonable assistance, they would be wise to focus on strengthening economic, cultural and institutional relationships in Iraq without counting on the new leader’s political fortunes.

The outcome of Iraq’s May 12 vote could easily have been worse for U.S. interests. Indeed, for many months, they seemed certain to be. The biggest vote-getter, the firebrand Shiite leader Moqtada al-Sadr, is a sworn enemy of the U.S., reflexively opposed to all Western influences. In the first years after the 2003 fall of Saddam Hussein, Sadr led the Mahdi Army in bloody battles with coalition forces. Other Shiite factions that gained large blocs of seats in the 329-member parliament are proxies of Iran.

But persistent bickering among the Shiite groups since May led to the emergence of Abdul Mahdi, a former vice president and oil minister, as a consensus candidate. He now has less than 30 days to appoint a cabinet.

All indications that Abdul Mahdi will be favorably disposed toward the U.S. — or at least resistant to Iranian influence — are tempered by the circumstances of his ascension. His own party, once a major force among the Iran-backed Shiite parties, has just two seats in parliament. Abdul Mahdi has some goodwill among the political class, but no mass appeal. Lacking a significant constituency of his own, he will likely be beholden to the factions that elevated him. They may very well pack his cabinet and divvy up jobs among their followers, making it difficult for the new prime minister to deliver clean, efficient government.

The U.S. and other Western countries can play a constructive role nonetheless. Through much of this year, ordinary Iraqis have been protesting their government’s failure to boost employment. Iran, its own economy in deep trouble, can’t help with this. But Western countries can provide investment, technology and access to markets, all of which help create jobs.

At the same time, Washington should draw an important lesson from the electoral failure of its preferred candidate, Haider al-Abadi, the outgoing prime minister: It is a mistake to rely too much on the political fortunes of any individual leader — and better to focus on forging durable economic ties.

President Barham Saleh called on Wednesday for the creation of new jobs through the launch of effective economic initiatives, pointing out that industry has a pivotal role in supporting the national economy.

"The President of the Republic, Barham Salih, received at the Peace Palace in Baghdad today the Minister of Labor and Social Affairs, Minister of Industry and Minerals and the Agency Engineer Mohammed Shiaa Al-Sudani, accompanied by an advanced cadre of the two Ministries," the Presidency said.

"The industry has a pivotal role in supporting the national economy," the statement quoted Saleh as saying. "The previous failures must be tackled so that Iraqi industry can regain its luster and importance and work to create new jobs by launching effective economic initiatives."

Saleh stressed on the need to build a positive institutional relationship between the Presidency of the Republic and the rest of the ministries and not just the official relations to move the wheel of the Iraqi economy through diversification of the country's resources.

For his part, al-Sudani explained that "there are local production capacities that can cover all the needs of the market and the ministry is preparing an integrated plan that enables Iraqi products to compete with foreign products." Ending / 25

- Prime Minister-designate Adel Abdul-Mahdi on Wednesday stressed the need to open the Green Zone in Baghdad and the fortification of security as it includes government buildings, the House of Representatives, in addition to embassies and foreign diplomatic missions.

"We must open the Green Zone to the citizens and ask for support from the deputies of the House of Representatives to implement this demand to break the barrier between the citizen and the official," Abdul Mahdi said in an interview with him during his meeting with the Iraqi parliament. He called for a rapprochement between the legislative and executive powers.

He added that "there are laws initiated by the Council of Ministers and sent to the State Consultative Council and parliamentary committees study and may return, and this may hinder the laws and there are laws that have not been implemented until the moment despite the status in the first session."

"It is possible for the prime minister to have a seat within the House of Representatives and there will be a periodic meeting in parliament with the deputies to coordinate between the executive and legislative authorities."
