BEIRUT (Tribune News Service) — It was only a few months ago that Haider al-Abadi, Iraq’s avuncular prime minister, seemed to do no wrong.

He had been credited with defeating Islamic State, among other accomplishments, and was expected to easily net a second term in parliamentary elections in May. He had the backing of the U.S. and others in the West. He looked to be Iraq’s first genuinely post-sectarian leader.

Yet today, he stands largely alone. His party has unraveled, his popularity has tanked and his political partners are abandoning him for alliances with groups loyal to Iran. That he is still prime minister is largely a measure of his opponents’ failure so far to agree on a governing coalition.

At his weekly news conference Thursday, he all but acknowledged that his days as prime minister are numbered, saying he “would not cling to power.”

Al-Abadi’s looming downfall speaks to the wrath of a growing force in Iraqi politics: an electorate more concerned with the performance of its leaders than their sectarian or ethnic affiliations.

For weeks, Iraq has been roiled by protests in Basra, a city in the country’s south, which provides most of its oil but whose residents have neither electricity nor clean water to counter summer temperatures reaching 120 degrees.

The demonstrations, sparked after thousands had been hospitalized because of water contamination, turned violent.

Security forces killed at least 12 people, while rioters burned down any governmental, militia and party building they could find. The Iranian Consulate met the same fate. (Protesters gathered around the U.S. Consulate as well before security forces cordoned it off.)

The protests delivered what many believe was the fatal blow to al-Abadi’s bid for the premiership. But his problems had begun earlier.

Little was expected from al-Abadi, a one-time engineer who lived in Britain before returning to Iraq after the 2003 U.S. invasion, when he was picked from the back ranks of the ruling Dawa Party to dislodge Nouri al-Maliki in 2014.

Arguably, his greatest advantage was that he wasn’t al-Maliki, a Shiite Muslim supremacist who had frustrated so many that even Grand Ayatollah Ali Sistani, a Shiite cleric who is considered to be Iraq’s highest religious authority, broke his proscription against meddling in political affairs and asked him to step aside.

The Council of Ministers held its regular session Tuesday, September 18, 2018 under the chairmanship of the Prime Minister Dr. Haider Abadi. 
Where approved the amendment to paragraph (XIII) of Instructions No. (4) of the2018 appointment of grades resulting from the angel movement issued instructions under the Council of Ministers Resolution No. (226) for the year 2018 to become as follows: -

The Council decided to exclude the Ministry of Higher Education and Scientific Research from Article 11 / 4b of the General Budget Law to be allocated to the first three students and holders of higher degrees and not to repeat the first three of the same section. 
The Council of Ministers voted to delay the accession of the Republic of Iraq to the Convention on Electronic Crime (Budapest) No. 185 of 2001 for the time being until the appropriate conditions are available.

It was agreed to amend paragraph (1) of the Cabinet Resolution No. (189) for the year 2014 on the draft of the Convention for the avoidance of double taxation and the prevention of evasion of taxes on income and capital between the Government of the Republic of Iraq and the Government of the Republic of Armenia.
The Council of Ministers approved the recommendation of the committee to write off the assets of the General Secretariat of the Council of Ministers on the cancellation of vehicles number (26) approved for sale to the former officials in accordance with the decision of the Council of Ministers No. 256 of 2016, amended by Decree No. (202) for the year 2018, 3229906372) dinars, only three billion two hundred and twenty-nine million nine hundred and six thousand three hundred and seventy-two dinars, based on the provisions of Article (6 / b) of the instructions to implement the federal budget for the fiscal year 2018.

The Council of Ministers approved the granting of the status of "Public Benefit" to the Knowledge Foundation for Culture.

The Cabinet discussed, Tuesday, the law of the budget in 2019, and also agreed to exclude vehicles confiscated, smuggled and abandoned, located at the General Authority of Customs from a previous decision. 

The Office of Prime Minister Haider Abadi said in a statement received by Alsumaria News a copy of it, the Council of Ministers "discussed the draft federal budget law for the fiscal year 2019." 

He added that "the amendment of paragraph (1) of Cabinet Resolution No. (189) for the year 2014 on the draft agreement on the avoidance of double taxation and the prevention of evasion of taxes on income and capital between the Government of the Republic of Iraq and the Government of the Republic of Armenia" was approved .

 

 


The Council of Ministers approved the recommendation of the committee to write off the assets of the General Secretariat of the Council of Ministers on the cancellation of vehicles number (26), which obtained approval of the sale of former officials in accordance with the Council of Ministers' Resolution No. (256) for the year 2016, amended by Decree No. (202) for the year 2018, (3229906372) dinars only three billion two hundred and twenty-nine million nine hundred and six thousand three hundred and seventy-two dinars, based on the provisions of Article (6 / b) of the implementation of the federal budget for the fiscal year 2018.

The Council of Ministers also approved the exemption of vehicles confiscated, smuggled and abandoned in the General Authority of Customs from the decision of the Council of Ministers No. (68) for the year 2016, amended by Decree No. (237) for the year 2016 on the registration of vehicles to be able to sell them to citizens in accordance with the Customs Law No. 23) of 1984 and Law No. (14) for the year 1985 issued under it.

Thursday is an official holiday in all governorates of Iraq

BAGHDAD, Iraq - The General Secretariat of the Council of Ministers announced on Wednesday that official working hours would be suspended on Thursday in all of Iraq.

A statement issued by the secretariat said that it would "suspend the official working day of Thursday, 10th of Ramadan, 2018/9/20, on the anniversary of the martyrdom of Imam Hussein."

 

As declared by the Kurdistan region, to disrupt the official hours on Thursday on the occasion of Ashura.

"Thursday will be an official holiday for all Kurdistan government departments and institutions on the occasion of Ashura," provincial spokesman Sven Dziyi said in a statement. Finished (1)
