The Speaker of the House of Representatives, Mr. Mohamed Halboussi, chaired a meeting of the Finance Committee on Monday, 19112018, to discuss the general budget for 2019  , in the  presence of Mr. Hassan Karim Al Kaabi, First Deputy Chairman of the Council . 

The meeting was hosted by the government committee charged with reviewing the budget of 2019, headed by Deputy Prime Minister for Economic Affairs Fuad Hussein and the Minister of Finance and his accompanying delegation.

The President pointed out at the beginning of the meeting that there are many observations on the budget law and the importance of taking these observations into consideration, and expressed the hope to find an appropriate mechanism to resolve the problems in them.

He touched on the issue of real estate within the Green Zone and the embarrassments that the government and the House of Representatives signed because of these properties, calling on the Ministry of Finance to resolve the issue. 

During the meeting, President Halabousi proposed forming a parliamentary committee to visit the Kuwaiti National Assembly and discuss the possibility of postponing and maintaining the current percentage paid by Iraq as compensation to Kuwait for the invasion of Kuwait in 1990.

For his part, the Minister of Finance explained the most important discussions held by the Committee on the budget during the past days, revealing a series of meetings have been held with the aim of amending some paragraphs and articles of the law, which included the high price of selling barrels of oil and the dollar exchange rate and increase Iraq's oil exports to more than 3, 8 million barrels per day and restore stability to the liberated provinces and increase allocations to ministries of health and education and the installation of contract employees in the Ministry of Electricity, and the development of degrees for doctors and allocations of the Secretariat of Baghdad and the indebtedness of the Ministry of Electricity and review the files of contract employees in other ministries.

 

For his part,  the First Deputy Speaker of the House of Representatives on the need to involve the private sector in solving the problems of the country for the importance of this sector is important in addressing the problem of unemployment and absorption of unemployed youth and include in the budget  .

 

In turn, MP Mohammed Tamim stressed the importance of allocating funds to the Ministry of Displacement and Migration to help the displaced and the displaced to return to their areas, calling for attention to the liberated areas and add funds for the establishment of strategic projects such as infrastructure and potable water, stressing the provision of benefits of farmers and farmers in the budget  .

MP Faleh al-Sari stressed the importance of the government committee to draft a new budget to solve the problems it faces in order to vote on them , stressing the importance of the law of companies and profits of state companies, especially in the Ministry of Oil in financing the budget  . 

 

Al-Sari pointed to the importance of balancing the development of regions in the elimination of unemployment and the rest of the problems experienced by the provinces and the need to allocate the necessary funds in the budget  .

 

MP Faisal al-Issawi called for allocating a budget for the security and intelligence services within the budget of the ministries of defense and interior in order to strengthen internal security and activate its role .

 

MP Adnan al-Zarfi considered the current philosophy in the adoption of budgets is useless and useful, calling for changing the systems of thinking of ministries and adopt a new philosophy and change the patterns of work.
