Deputy: Trump's statements contradicted Washington's letters regarding the presence of its troops on our territory

US official warns of 'significant problems' if Hezbollah channels funds through Cabinet

BEIRUT: The U.S would have "significant problems" with Hezbollah using ministerial portfolios to funnel funds in support of its "terrorist agenda,"  a senior U.S government official said Thursday during a round table interview in Beirut. 

Marshall Billingslea, who is currently serving as the Assistant Secretary for Terrorist Financing in the U.S Department of the Treasury, said that his government will keep a close eye on "what role Hezbollah will play" in the upcoming Cabinet, amid mounting concerns that heavy sanctions will be handed down on various Lebanese institutions. 

"We are awaiting the formation to see how that will play out," he said. 

The Iranian-backed Hezbollah has all but secured three portfolios in the upcoming government, including the crucial Health Ministry which could see its international funding dwindle if headed by a Hezbollah member. 

The U.S plan to curtail Hezbollah's influence in Lebanon is part of its larger "economic pressure campaign" against the party's regional sponsor Iran, which has taken its toll on the party's finances given Tehran's financial difficulties, Billingslea said.

The U.S has long attempted to root out Hezbollah from Lebanon's banking sector while some observers fear sanctions would not only impact the party but Lebanon as a whole. 

"We are making good progress at driving Hezbollah out of the banking sector," Billingslea said while calling for legislative reforms to tackle issues posed by "secret bank accounts."

"The government must have the ability to block and freeze accounts that are associated with Hezbollah' illicit activities," Billingslea argued. 

Prompted on if the U.S is advocating for the abolishment of Lebanon's banking secrecy, Billingslea maintained that "confidentiality in banking is essential" yet expressed concern over bank accounts whose true beneficiary remains unknown. 

While Billingslea has reiterated his government's commitment to Lebanon’s financial stability and overall satisfaction with the banking sector’s compliance with U.S sanctions and regulations, he appealed Lebanese officials to ensure that Hezbollah "stays away from the banking sector."

"They do not need to contaminate the banking sector," he said, as fears over new sanctions have gained tractions in recent months. 

Asked about civil action lawsuits filed by a group of American citizens against 11 Lebanese banks being accused of providing material support to Hezbollah's "terrorist activities," Billingslea refrained from commenting on the matter, reiterating that "it's a civil action."

Lebanese banks could also find themselves in hot water for merely dealing with Hezbollah ministers and MPs who deposit their government paychecks, he said, calling on "private banks and others to be very cautious about banking any Hezbollah members, regardless of what title they've been awarded."

Coupled with the threat of broadened sanctions on the self-proclaimed "party of God," Lebanon has also seen its debt to GDP ratio balloon to over 150 percent, while its imports greatly exceed its exports, resulting in a significant trade and balance of payment deficit.

"There are pressing financial and economic issues that need to be addressed," Billingslea said, maintaining the need for the new government to implement "reforms to tackle corruption" and release part of the $11 billion international aid package aimed at kick starting Lebanon's economy. 

Lebanese officials have been unable to come to terms over the makeup of the new Cabinet, with the crisis soon entering its ninth month as opposing parties continue bickering over the allocation of shares.

The head of Iran’s Atomic Agency has bragged about violating the 2015 nuclear deal, also known as the Joint Comprehensive Plan of Action, by never fully dismantling their nuclear sites.

Ali Akbar Salehi told state news agency IRNA on Wednesday that the country had not filled its reactor with cement, but had instead only destroyed the tubes that the fuel goes through, having already bought replacement tubes that they hid from the West.

Previously, Salehi had gone on state TV to reveal that the mullahs hid their efforts to keep their nuclear programme alive long after the nuclear deal was signed.

He said: “We had bought similar tubes, the same quantity, we were told to fill the main tubes with cement, so we poured cement in those tubes ... but we did not say that we had other tubes because if we did, they would have said, sir, pour cement in those as well ... We are going to use the same tubes now. Now we have those tubes."

Salehi admitted that this had been kept a secret to most in Iran, but that Supreme Leader Khamenei, who warned the nuclear negotiators not to trust the other signatories to the deal, approved it.

He quoted Khamenei as saying: “We have to be alert and calculate the process of possible return. In other words, we should not eliminate all the bridges behind us.”

This makes it clear that the Iranian Regime did not ever intend to keep to the nuclear deal, given that their negotiations were built on lies, which indicates that their nuclear programme is not peaceful in the slightest and the Regime’s true goal is a nuclear bomb.

In fact Maryam Rajavi, the President-elect of the Iranian Resistance, had warned about both when the deal was being negotiated and long beforehand.

In 2013, she said: "Any leniency, hesitancy, and concessions by the international community will prompt Khamenei to once again move toward manufacturing through deception and cheating.”

This was far from the first time that the Iranian Resistance warned about Iran’s nuclear programme, in fact, they were the group to reveal it to the world and the International Atomic Energy Association (IAEA) in 2002, due to the very real dangers posed by a rogue regime with a nuke.

Earlier this month, Salehi also revealed that thanks to additional research and development, Iran is now able to increase its uranium enrichment to 20% - far above the amount stipulated in the nuclear deal –just four days after getting the order form Khamenei.

The EU, Russia, and China must pull out of the nuclear deal, as the US has already done.

London, 22 Jan - There is little chance of Iran being able to save its damaged banking sector as US sanctions really take their toll on the economy, causing bad loans to mount up, according to a new report.

The report, released on Tuesday by Fitch Solutions, said: “Many Iranian banks are in need of recapitalisation and restructuring, having accumulated high levels of non-performing loans. We see little scope for meaningful progress.”

In the short term, it is unlikely that Iran’s financial sector will collapse outright, but the report advises that consolidation is needed, as years of government interference with lending practices and weak regulations have caused fragility in the sector.

Under previous sanctions, which were lifted under the 2015 nuclear agreement, also known as the Joint Comprehensive Plan of Action (JCPOA), Iranian banks offered up to 30% interest on deposits as they were that desperate for the cash.

The report said: “We, therefore, expect bank lending standards to remain weak, and this – coupled with deteriorating macroeconomic conditions – will likely cause non-performing loans to increase further.”

IRAN’S ECONOMIC PROBLEMS

The reimposition of US sanctions caused government revenues to drop dramatically, especially those targeting Iran’s lucrative oil industry. This caused a recession in Iran in 2018 – something likely to continue for the rest of this year.

However, Iran’s economy was already deeply affected by the decades of mismanagement and corruption by the mullahs.

The rial began dropping in value against the US dollar in April and hit record low after record low, which only became more pronounced after the oil sanctions came into place in November. In total, the rial lost 70% of its value and banks, having not learnt their lesson, are promising high interest rates to attract deposits.

Fitch warned, “Banks look set to continue to fund lending activities by borrowing from the central bank, which in turn will result in persistently high money supply growth and inflation.”

Fitch said that the President Hassan Rouhani administration appears to be abandoning pro-market and banking sector reforms, which could increase international investment despite US sanctions, in favour of a “resistance economy”.

The report read: “Many hardliners are fundamentally opposed to opening up the banking sector to international scrutiny, arguing that this would limit Iran’s ability to maintain strategic depth via ties to non-state actors and increase its dependence on external actors.”

Simply, it is clear that the Iranian Regime is unwilling to fix the economic problems and that Iran will only be economically sound again, once the mullahs have fallen and the people have taken control.

How Iran sees INSTEX trade mechanism insult to Iranian dignity

Europe has shown good faith toward Tehran since the US pulled out of the 2015 nuclear deal last May, and promised to launch a financial mechanism to enable Iran to counter President Donald Trump’s sanctions, American-Iranian thinker Camelia Entekhabifard wrote.
This plan was for a “special-purpose vehicle,” or SPV, to protect European companies that did business with Iran from becoming entangled in US sanctions. The aim was to persuade Iran to remain committed to the nuclear deal, and at the same time to show Trump that the EU’s interests were not necessarily exactly aligned with those of the US, Arab News reported. 
Finally, after months of debate, and even threats from Iran to withdraw from the deal if this “vehicle” did not run soon, last week the UK, Germany and France turned on the ignition.
Disappointingly, the vehicle’s engine appears to be insufficiently powerful to take the ayatollahs where they want to go. Indeed, it is no longer even called a vehicle. The new name is INSTEX, or “Instrument in support of Trade Exchanges.” And rather than help Iran with financial transactions, it will concentrate instead on trade in humanitarian aid such as food and medicine. 
Iran’s hard-liners are already calling INSTEX an insult to Iranian dignity and public morals, and have demanded that it be rejected. Nevertheless, Iran’s foreign ministry spokesmanBahram Qasemi welcomed the initiative and called for its full implementation.
In fact, the new mechanism is nothing more than a mouthful of promises. It is limited to medicine and food, with no mention of the EU’s willingness to import oil from Iran — which they promised, and which is an important issue for Tehran.

 

All trade with Iran will have to be legal and transparent, in other words not subject to sanctions. Even trade in humanitarian goods is subject to Iran’s implementation of its action plan to comply with the requirements of the international Financial Action Task Force on money laundering and terrorist financing. 
Of course, for millions of ordinary Iranians suffering from economic hardship and struggling every day to support their families, the difference between INSTEX and an SPV is irrelevant. Indeed, during a harsh, cold winter, when they have to stand in line for hours to buy imported frozen beef limited to 2kg per family, it is an insult. 
The nuclear deal promised Iranians normal relations with the rest of the world, not more trouble having to seek emergency humanitarian assistance. 
No one blames the EU for not being able to help Iranians in their time of need. Indeed, many are asking why the ayatollahs’ best friends, Russia and China, have done nothing to confront Trump’s sanctions.
At least Europe has shown good faith, although relations with Tehran recently worsened. The EU imposed sanctions over Iran’s missile tests and its assassination plots on European soil, and remains keen to address these issues round a negotiating table. 
In the end, Europe’s relationship with Iran is unlikely to be any better than America’s — but its security and financial interests require a small open door to Tehran.

Heads of coalitions

The Iraqi National Congress, called on political forces to legislate a law that restricts US moves in Iraq, to preserve national sovereignty.
The party said in a statement received by Al-Sabah: "The Iraqi National Congress follows all the American positions and statements concerning the military and security presence in Iraq, which Trump affirms, the survival of US forces in Iraq under the pretext of (monitoring Iranian activity in the region)," In Iraq, to the need to unite the class and the speech towards the recent US moves in Iraq, and restricting movement and law in accordance with the common interests away from the policies of superiority and hegemony and imposition of the status quo and preserve and maintain the sovereignty of Iraq and the dignity of Iraqis.
A member of the parliamentary security and defense committee MP Nayef al-Shammari, stressed that «Iraq is not a land or a colony of America or its president Trump to act as you like or decide to establish military bases to control the rest of the countries», stressing that «the government and parliament will have a real and clear position towards the statements Trump, because the sovereignty and security of Iraq is a red line and we will not allow any party to bypass them ».

Iran is not happy.

 

When Trump withdrew from the Iran nuclear deal on Wednesday, European companies were faced with a stark choice. Do they continue doing business in Iran and risk being prohibited from doing business with the United States and with any bank who does business with the United States? Or do they pull out of Iran? The answer to that question will become more clear in the next few weeks as Steve Mnuchin and the green eyeshades guys in Treasury begin to reimpose pre-2015 sanctions (I have to say, Mnuchin is the first Treasury Secretary I’ve seen who seems positively gleeful about slapping malefactors with sanctions, I hope it becomes a tradition).

Directly: head of Iran 's judiciary said Tehran will never accept the terms "degrading treatment " set by the European Union for non - dollar trade , which aims to avoid US sanctions.

France, Germany and Britain have opened a new channel for trade without using the dollar with Iran to circumvent the sanctions imposed on Tehran after President Trump's decision last May to withdraw from the nuclear deal.

"After 9 months of procrastination and negotiation, the Europeans have created a mechanism with limited capacity for food and medicine," Amadei Larijani told the Taste of Iran.

"Iran will never accept the bizarre and humiliating conditions of joining the working group on financial procedures and negotiations on its missile program," Larijani said.

Iran has previously threatened to withdraw from the nuclear deal unless European powers guarantee economic benefits, while Europeans have pledged to help companies deal with Tehran as long as they are committed to the deal.

US sanctions on Iran have been relatively successful in persuading European companies to abandon dealing with them.

The president of the Tehran Chamber of Commerce admitted on Monday that the economic situation in the country is very collapsed, noting that more than half of the big companies have closed down and hundreds of workers have become unemployed.

The President of the Chamber of Commerce Massoud Khansari said in a press statement that 'a government meeting of the tragic situation of work in Iran and said that did not pass a week only stopped by 10 to 50 large companies for work and hundreds of workers are unemployed'

"Last year, more than half of the oil companies in the oil industry closed and at present 700 of the 1,500 companies are still active," Khansari said.

Iranian Foreign Ministry spokesman Bahram Qasimi said that Europe must implement its commitments to ensure the continuation of the nuclear agreement after the withdrawal of the United States of America. While the US president attacked his remarks about monitoring Iran through Iraq. 
"We must ask Europe to implement its commitments to the nuclear agreement quickly," he said in an interview with Fars news agency. 
"We believed that Europe was able to launch the financial mechanism away from external pressures and in a short period of time, and there should have been no connection between the financial mechanism and other files," he said. 
"This mechanism is part of Europe's commitment to the continuation of the nuclear agreement and if conditions are allowed, only Iran can do so and put forward its terms," Qasimi said.
"If Europe does not fulfill its obligations under the nuclear agreement, the situation will change and the higher authorities in the country will decide on that," the foreign ministry spokesman said. 
In response to Trump's recent comments on the reasons for the survival of the United States in Iraq, Qasimi said: "We can not take Trump's words seriously, and the Americans were supposed to go to Iraq," adding: "Staying in this independent state is a strategic mistake and legal." 
"Trump and his forces will not be able to watch Iran through Iraq." 
US President Donald Trump said a few days ago in an interview with the channel "CBS" of America, he wants to keep US forces at the base of Ain al-Assad to monitor Iran, which raised the dissatisfaction of the Iranian and Iraqi authorities.

Iran wants the European Union to fulfill its economic obligations, Alaeddin Boroujerdi, member of Iranian parliament and former Chairman for the the parliament’s Committee for Foreign Policy and National Security, told Tasnim News Agency, Trend reports.

Boroujerdi said that the first steps towards establishing INSTEX, the EU's special financial mechanism with Iran, should be taken. The EU, however, did not fulfill Iran's expectations.

"Iran does not want the EU to take a political action to protect the Joint Comprehensive Plan of Action [JCPOA]," he said.

Boroujerdi said that the EU should fulfill its commitments on the JCPOA, and hopes for the steps to be taken soon.

"If the EU interconnects the INSTEX issue with the FATF [Financial Action Task Force], then Iran will not accept it in any way," he said.

Boroujerdi said that the FATF issue is being monitored within the framework of the law.

INSTEX (Instrument in support of Trade Exchanges) is a special financial mechanism for trade with Iran formed by France, the UK, and Germany – the three European signees of the JCPOA.

The FATF enforces international standards for combating money and property laundering, financing terrorism and the proliferation of weapons of mass destruction.

Two of the four FATF projects have been approved in Iran. Two other projects – namely, Palermo and CFT – are awaiting approval.

WASHINGTON (Reuters) - President Donald Trump's recent comments on his country's military presence in Iraq could undermine ongoing secret negotiations between the two countries to deploy US commando troops in Iraq to fight remnants of a terrorist organization, the New York Times reported on Monday .

The newspaper said that secret negotiations have been underway for weeks between the Iraqi and US governments to deploy elements of the "commandos" and the transfer of US forces from Syria to Iraq .

"Trump's remarks came at a time when the United States has been quietly negotiating for weeks to allow several hundred US commando troops and support forces currently operating in Syria to move to bases inside Iraq to strike a lot of Iraqi land ."

The newspaper quoted a number of senior US officers and diplomats, saying that Trump's comments may undermine the sensitive negotiations underway with Iraq, because it means that Washington is deceiving the Iraqi government, and the main purpose of the deployment of additional US forces in Iraq is to monitor Iran in principle, In response to the relics on both sides of the border between Syria and Iraq .

Iran's oil minister, Begin Zanganeh, said Tuesday that US sanctions on Tehran are tougher than Iran's eight-year war with Saddam Hussein

"Tehran will not allow the United States to stop its oil exports," the minister said in remarks broadcast by the ISNA news agency, criticizing Greece and Italy for not buying oil from his country despite receiving exceptions from Washington.

 


"There is no European country buying oil from Iran except for Turkey," he said.

Iran says Trump’s remarks on Iraq reveal American ‘lies’

Iranian President Hassan Rouhani says US President Donald Trump’s expressed wish to keep US forces in Iraq in order to monitor neighboring Iran has exposed American “lies” about fighting terrorism.
