BAGHDAD (Reuters) - Iraqi President Barham Salih reiterated yesterday his country's firm stance on not accepting that Iraq would be a launching pad for any action that would harm its neighbors or strain the regional situation. Terrorism. 
During a meeting with Iran's ambassador to Iraq, Erj Musjidi, the Iraqi president called for "the need to ease tension in the region and to emphasize the participants in fighting extremism and terrorism and ensuring a prosperous future for the peoples of the region." He stressed «the importance attached by Iraq to strengthen its bilateral relations with Iran, starting from the social and cultural ties and common interests security and economic», according to the German news agency. 
Saleh said that "Iraq is keen to be a platform for the convergence of the interests of the countries and peoples of the region, and will not accept to be the starting point for any action that would harm his neighbors or straining the regional situation."
The IRNA news agency reported Musjedi that he had discussed with Iraqi officials and political figures the classification of the Iranian Revolutionary Guard as a terrorist organization. 
Musjedi was an adviser to Qasim Soleimani, commander of the Quds Force, the foreign arm of the Revolutionary Guard, before being appointed ambassador to Iraq last summer. 
The use of vocabulary items received jointly in the statements and responses of senior officials and commanders of military devices, after the tarmac of the military apparatus parallel to the Iranian army on the list of terrorism. "The American move against the (Revolutionary Guard) is not wise and straightforward," he said. 
After yesterday's consultations on the classification of the Guards with the Iraqi president, former president Fuad Masum and the head of the Coalition for Reform and Reconstruction, Ammar al-Hakim, Majdi responded to journalists' questions.
He told Iraqi officials about Iran's stance on the US administration's move against the Guards, as well as an Iranian report to Iraqi officials on the details of "meetings, understandings and decisions" reached by Iranian officials and Iraqi Prime Minister Adel Abdul Mahdi during a visit to Tehran last week. 
"It was necessary to convey the subject to our Iraqi friends about the American decision," Masjedi said, expressing his country's surprise that the decision in the United States would be "by someone who does not abide by rules or by style." 
Politically, the IRGC is sponsoring militias and pro-Iranian armed factions, which have helped to expand Iranian influence in the Iraqi political landscape. 
The leader, Ali Khamenei, asked the Iraqi prime minister to work to get the US troops out of Iraq as quickly as possible, warning of an Iranian-American escalation in Iraq.
In response to Iran's request, Iraqi Chief of Staff Osman al-Ghanmi announced the presence of US forces in Iraq and was quoted as saying during talks with his Iranian counterpart Mohammad Baqri that "American forces will be under the supervision of the Iraqi army." He stressed that the American presence " Iraq.
On the economic front, there are no accurate statistics on the size of the economic activity of the Iranian Revolutionary Guard in Iraq, but Abadullah Abdullahi, former commander of the group of Khatam al-Anbiya, the economic arm of the Guards, said at a meeting in Tehran in September, 2016 The investment of the military apparatus in Iraq, specifically the city of Najaf, exceeds one billion dollars, and then the intention of the «Guard» to implement 30 projects in Iraq, worth more than two billion dollars.

Iranian observers at the time described the announcement of the Revolutionary Guard as a surprise because the group of Khatam al-Anbiya was facing severe international sanctions because of its support of the Iranian Al Quds Brigade, which is on the US sanctions list. In August 2011, before the classification of the Revolutionary Guard, the European Union included the Quds Force on the sanctions list because of the support of the Syrian regime forces in suppressing the demonstrators, as well as the leaders of the Jerusalem Corps Soleimani and his assistant Mohsen Chithri. In August 2018, the commander of the US Central Command, Major General Joseph Fotel, said through his Twitter account that "it is clear to me that the forces of the Corps are the centerpiece of the campaign of destructive, expansive and costly activities in the region, including Syria, Iraq, Lebanon, , Adding that "the destructive activities and destabilizing stability and security in the region threaten the security of the region, and do not serve the Iranians."
This comes amidst the aspirations of the Revolutionary Guard to maintain its "share" in the reconstruction project of Iraq and Syria.


Tehran has included CENTCOM on the list of terrorist groups in response to the designation of the Iranian "Guard" as a terrorist organization.

The Trump administration designated an elite wing of Iran’s military as a foreign terrorist organization, the first time the U.S. has slapped that label on a government entity and the latest step in the president’s push to starve the regime of access to cash.

The move to designate the Islamic Revolutionary Guard Corps a “foreign terrorist organization,” which takes effect April 15, is aimed at further scaring away any foreign business or government that does business with Iran. The terrorism label means that anyone providing “material support” to the IRGC could face criminal prosecution.

The move “underscores the fact that Iran’s actions are fundamentally different from those of other governments,” President Donald Trump said in a statement announcing the move. “This action will significantly expand the scope and scale of our maximum pressure on the Iranian regime.”

 

The U.S. has been seeking new ways to ramp up pressure on Iran since Trump last year quit the multinational accord negotiated during President Barack Obama’s administration that sought to constrain the country’s nuclear program. While Obama’s approach was to persuade Iran to change its behavior by strengthening its links with the rest of the world, Trump has taken the opposite approach with a bet that economic isolation will force the regime to switch course.

The Islamic Revolutionary Guard Corps, created after Iran’s 1979 revolution to support the regime, is deeply embedded in the country’s economy and is already under heavy sanctions. Iran’s government has been on the U.S.’s list of state sponsors of terrorism since 1984, and the Guard’s elite Quds Force has also been branded a terrorist group.

 

But the administration had previously held off on the terrorist designation, in part because it will pose difficulties for U.S. officials dealing with Iraq and Lebanon, where political parties and militias have close ties to the Guard. The designation means U.S. officials and troops could be prohibited from dealing with officials in Iraq or Lebanon who can be linked to the organization.

The U.S. move came with a lengthy list of accusations against the IRGC, which it said has been involved with the death of more than 600 American troops in Iraq since 2003.

Iran’s Retort

Iranian officials say the Guard isn’t a separate entity but a vital institution that helps protect Iran from external threats and ensure its national security and sovereignty. The U.S. State Department’s special representative for Iran, Brian Hook, downplayed concerns that U.S. officials or troops could run afoul of the designation, saying it wouldn’t impede American diplomacy.

 

Shortly after the U.S. announcement, Iranian Foreign Minister Mohammad Javad Zarif, in a letter addressed to President Hassan Rouhani, indicated that Iran’s Supreme National Security Council will designate Central Command, which oversees U.S. armed forces in the region, as a “terrorist organization.”

Zarif accused U.S. armed forces of “open and covert backing of terrorist groups” in the Middle East, according to a report by the state-run IRIB news channel published on its website. After the announcement he portrayed the U.S. move as an “election-eve gift” to Israeli Prime Minister Benjamin Netanyahu.

So far the Trump administration has sanctioned almost 1,000 Iranian individuals and entities as a way of further isolating the regime.

“Our designation makes clear to the world that Iran’s regime not only supports terrorist groups but engages in terrorism itself,” Secretary of State Michael Pompeo told reporters. “If you’re the general counsel for a European financial institution today there’s more risk. It is absolutely the case that the IRGC amounts to a significant piece of the Iranian economy through pure kleptocracy.”

US warns Iran's IRGC-backed militias in Iraq

ERBIL (Kurdistan 24) – America’s top envoy in Iraq on Wednesday issued a warning to those Iraqi militias that receive support from Iran’s Islamic Revolutionary Guard Corps (IRGC.) The warning follows two days after the US designated the IRGC, including its Quds Force (IRGC-QF), as a Foreign Terrorist Organization (FTO.)

US DESIGNATION OF IRGC AS A TERROR GROUP

“This designation makes it clearer and clearer that people can have a relationship with the problematic parts of the Iranian government, like the IRGC, or they can have a relationship with the United States and our financial system, but they cannot do both at the same time,” Joey Hood, chargé d'affaires at the US embassy in Baghdad, told reporters after attending a local event in the capital of the autonomous Kurdistan Region, Erbil.

It is natural for the Iraqi government and the Iraqi people,” he continued, “to have a normal relationship with the Iranian government and the Iranian people.”

“But it is not normal for a Revolutionary Guard to be coming into another country and doing things without coordination with that government and trying to destabilize it, and weaken the sovereignty of that government,” Hood affirmed.

The US envoy then advised “those groups,” alluding to the militias, “to work for the interests of their country and put Iraq first and not the interests of another country, whether it's Iran or anyone else.”

“If they put the interests of the Revolutionary Guard before the interests of Iraq, they could be caught by these designations,” Hood warned.

US PRESENCE IN IRAQ

Since Iraq’s December 2017 declaration of victory over the Islamic State, some Shia politicians and militia leaders have repeatedly called for the withdrawal of US forces, and they have announced their intent to raise the issue in the Iraqi parliament.

As Hood noted, however, “We are here at the invitation of the Iraqi government. And if the Iraqi government requests us to leave we will leave. We are partners; we're not occupiers.”

But he also warned of the likely consequences. “If we go, then the coalition partners would go, and investor confidence would plummet,” Hood stated. “We don't want to see those things happen. And I don't think most Iraqi politicians want to see that happen either.”

Although militarily defeated in Iraq, the Islamic State continues to wage an insurgency in several provinces across the country through suicide bombings, roadside explosions, ambushes, and kidnapping.

ERBIL AND BAGHDAD RELATIONS

The US envoy expressed Washington’s appreciation and support for the improvement in relations between the Kurdistan Regional Government (KRG) and the federal government of Iraq that has taken place under Baghdad’s newly-elected leadership.

There has been more progress on that file under the government of Adil Abdul-Mahdi and President Barham Salih and Speaker Mohammed al-Halbousi in the past few months than there has been in the past 10 years,” Hood said, as he responded to a question from Kurdistan 24.

“It's really something that we commend, and we support in every way,” he affirmed.

The improved relations between Erbil and Baghdad are reflected in greater coordination between the Peshmerga and Iraqi Security Forces. Hood explained that the discussions between the two are “going very well.”

“This is something that we support,” he affirmed. “We offer all of their support, whether it be in training or providing equipment or weapons, so that both sides can focus on the real threat,” in Iraq, namely, the resurgence of the Islamic State.

Ties between Erbil and Baghdad reached their nadir in October 2017, when Iraqi forces attacked Kirkuk and other disputed areas in a military operation engineered by Qasim Soleimani, head of the IRGC-QF—which the US designated a Foreign Terrorist Organization on Monday.

Speaking to Fox News later that day, Secretary of State Mike Pompeo was asked, if, from a “US policy perspective,” Soleimani had the same standing as the head of the Islamic State, Abu Bakr al-Baghdadi.

“Yeah,” Pompeo replied. “He is a terrorist.”

This gives me insight into why Maliki has still been walking around in broad daylight. The Iraqi government wasn't able to take him on or out without taking on the Iranians, too. 

Also, on the financial side, US clout now tracks Iraqi finances and dealings with the IRGC and those dealing with them are now essentially outlawed.

So, what happens with the currency auctions, now, as sales will be limited to friends, not foes.

Seems like the is the power play for peace and prosperity in the ME with democratic goals.

Maybe, I am naive to think this way?

"The high risk of oil trading on the stock exchanges, the issues of export guarantees, and the transfer, all of the factors that caused the non-purchase of Iranian oil in the new year," said Ali Hosseini, general manager of the Iranian Energy Exchange. 

Iran's oil company is trying to counter US sanctions by selling Iranian oil on the energy exchange. Despite the facilities it has provided to oil customers, it has not found anyone to buy the first shipment in the new Iranian year, which it offered on Tehran's energy exchange.

Last week, for the eighth time, the Iranian Energy Exchange (IEA) saw a million barrels of light crude oil, worth $ 63 and 36 cents per barrel, but remained without buyers.

In this regard, Hosseini said that the Iranian Oil Company provided favorable conditions for customers.

According to the oil company's regulations, customers pay 10 per cent of the value of the shipment at the time of registration of the application, 10 per cent after the registration of the purchase and 80 per cent after 50 days of receipt.

Iran's oil minister said on Sunday that the balance of supply and demand in the world oil market is fragile due to US pressure on Iran and Venezuela, and tensions in Libya.

"Venezuela is in trouble, Russia is also under sanctions, Libya is in turmoil, part of US oil production has stopped, all this shows that the balance of supply and demand is very fragile, " Tsegnim quoted Foreign Minister Begin Zengane as saying .

The US classification of Iran's Revolutionary Guards as a terrorist organization came into effect on Monday amid a battle between the Trump administration and some members of Congress over the waiver of oil and nuclear sanctions, due to expire or to be extended early next month.

"The Revolutionary Guard plays negative roles in Iraq, Syria and Lebanon and controls the economy of Iraq by 20 percent," Pompeo said in a statement. He warned about 5-21,000 fighters from Da'ash still moving between Iraq, Syria and Turkey.

The Prime Minister, Adel Abdul Mahdi, has officially announced his attempt to mediate to dissuade the US administration from the decision to include the Revolutionary Guard on the list of terrorism, through contacts with King Salman bin Abdul Aziz and Egyptian President Abdel Fattah Sisi, but those efforts failed.

While the Foreign Ministry said its spokesman Ahmad al-Sahaf said last week that the US decision does not serve the stability of the region. "We will not allow the Iraqi territory to be a headquarters or a corridor to harm any neighboring country," the Foreign Ministry said.

A number of the Popular Struggle factions, known as the Islamic Resistance Groups in Iraq, are linked to the Iranian Revolutionary Guard, some of which had earlier announced that it was receiving support, training and armaments from Tehran .

The official classification of the Revolutionary Guard as a "foreign terrorist organization" is the first of its kind ever for a whole band to follow another government with a notice published in the Federal Register. This step adds a layer of sanctions to the Iranian military elite and subject anyone who provides material support to US jurisdiction.

On the basis of how "material support" is interpreted in general, the classification may complicate US diplomatic and military cooperation with certain officials of certain third countries, particularly Iraq and Lebanon, who deal with the Iranian Revolutionary Guards, according to the State Department.

US President Donald Trump and Foreign Secretary Mike Pompeo announced the move amid much fuss last week, beginning a week-long consultation with Congress in which members could raise objections. Congressional deputies generally support the move, but anti-Iranian hawks in Congress have expressed concern that the administration could give concessions on oil and nuclear sanctions.

The sanctions, which have nothing to do with the classification of the Revolutionary Guards as a terrorist organization, were imposed last November after Trump withdrew the United States in May from Iran's historic nuclear deal reached in 2015.

These sanctions target key elements of the Iranian economy, especially the energy sector, by signing so-called "secondary sanctions" on foreign companies and governments if they continue to deal with targeted Iranian entities.

The main goal was to dry the revenues of Iran's oil exports, which the United States says are the main drivers of the country's funding of "destabilizing" activities throughout the Middle East and elsewhere.

But so as not to shake oil markets with the sudden loss of Iranian crude, the US administration has granted several exemptions that allowed some countries and Taiwan to continue imports as long as they moved to reduce them to zero. The exemptions are due to expire in early May, while anti-Iranian hawks in Congress and others urge the Trump administration not to renew any of them.

They say the extension of some of the eight exemptions would run counter to Trump and Pompio's goal of maintaining "maximum pressure" on Iran.

Kind'a looks like ol' PM Mahdi is on the wrong side of the fence even, in his own neighborhood and now his true intentions are clear to all concerned.

Personally, I have been skeptical of this guy all along, not convinced of his loyalty to the Iraqi citizens since day 1.

TEHRAN, Iran — Iran's lawmakers on Tuesday overwhelmingly approved a bill labeling U.S. forces in the Middle East as terrorist, a day after the U.S. terrorism designation for Iran's Revolutionary Guard formally took effect, state TV reported.

Defense Minister Gen. Amir Hatami introduced the bill authorizing the government to act firmly in response to "terrorist actions" by U.S. forces. It demands authorities use "legal, political and diplomatic" measures to neutralize the American move, without elaborating.

 

The U.S. move aims at "thwarting Iran's influence," and shows that America's longstanding sanctions against Iran have become ineffective, Hatami told lawmakers.

During the debate, some hard-liner lawmakers had demanded listing the entire U.S. army and security forces as terrorist.

The TV report said 204 lawmakers approved the bill, out of 207 present at the session in the 290-seat chamber. Two lawmakers voted against the bill and one abstained.

However, it remains unclear how the bill's passage in parliament would affect the Gourd's activities in the Persian Gulf, where the U.S. Navy has in the past accused Iranian patrol boats of harassing American warships.

The Revolutionary Guard has forces and wields influence in Iraq, Syria, Lebanon and Yemen, and is in charge of Iranian missiles that have U.S. bases in their range.

The Guard's designation — the first-ever for an entire division of another government — adds another layer of sanctions to the powerful paramilitary force and makes it a crime under U.S. jurisdiction to provide it with material support.

Iranian media reported Tuesday that Instagram suspended accounts believed to belong to four Guard commanders, including its commander, Gen. Mohammad Ali Jafari; the leader of the Guard's foreign wing, or Quds Force, Qassem Soleimani; Chief of General Staff of Iranian Armed Forces Maj. Gen. Mohammad Hossein Bagheri, and one of his deputies, Gen. Musa Kamali.

Depending on how broadly "material support" is interpreted, the designation may complicate U.S. diplomatic and military cooperation with certain third-country officials, notably in Iraq and Lebanon, who deal with the Guard.

President Donald Trump and Secretary of State Mike Pompeo announced the designation with great fanfare last week.

Former Prime Minister Nasser al-Abadi said on Wednesday that the government of Prime Minister Adel Abdul Mahdi is more committed to US sanctions against Iran than his government, noting that some parties that were opposed to the commitment to US sanctions are turning a blind eye.

A retired general in the Iranian Revolutionary Guards exposes the mullahs' relationship with al Qaeda

Iraq is trying hard to dissociate itself from the rising hostilities between Iran and the United States, as it hopes to preserve its national interests without aligning with either axis in the conflict.

Following his recent visit to Iran, Iraqi Prime Minster Adel Abdul Mahdi announced April 9 that he will soon visit Saudi Arabia to sign economic and security agreements, as Iraq has done with Jordan and Iran. A high-ranking Saudi delegation visited Iraq last week and signed several agreements, including ones involving electricity imports to Iraq and the construction of a large stadium.

Iraq depends on Iran for a large portion of its electricity supply. The United States has warned Iraq several times to cut its electricity imports from Iran. Previously, Washington granted a short-term waiver to Iraq exempting it from US sanctions and allowing it to import electricity and gas from Iran. The waiver was extended a few times, but as US rhetoric against Tehran intensifies, Washington's tolerance with Baghdad's imports won't last forever.

Iraq has realized that US tolerance regarding electricity imports is limited, and thus has attempted to find alternate electricity sources in the region. Iraqi parliamentary speaker Mohammed al-Halbusi traveled to Kuwait in February and discussed the possibility of importing electricity to Iraq. In another meeting with the Kuwaiti ambassador in Baghdad, Salem Ghassab al-Zamanan, Halbusi thanked the Kuwaiti government for its efforts to improve the situation in Basra, particularly in the fields of electricity and water. Iraq is also considering importing electricity from Saudi Arabia.

Washington is tightening the noose on Iranians in Iraq and the region. It recently added the Islamic Revolutionary Guard Corps (IRGC) to its list of foreign terrorist organizations. This will affect the Iraqi Shiite militias that are working under the Popular Mobilization Units, as they are in direct contact with the IRGC and Quds Force commander Qasem Soleimani.

The US charge d’affaires in Baghdad Joey Hood warned the Iraqi militias receiving support from the IRGC that the impact of US actions against Iran will affect them as well. “It is not normal for a Revolutionary Guard to be coming into another country and doing things without coordination with that government and trying to destabilize it, and weaken the sovereignty of that government,” Hood said.

He added that if they stand with Iran, they will lose their relationship with the United States. “This designation makes it clearer and clearer that people can have a relationship with the problematic parts of the Iranian government, like the IRGC, or they can have a relationship with the United States and our financial system, but they cannot do both at the same time," he said.

Meanwhile, a group of Iran-backed Shiite militias slammed the United States on April 13 for adding the IRGC to the terrorist list. “We reject this action from America and say we have honor to be in the Islamic resistance that fought and beat terrorism,” a spokesman for the Fateh coalition, which is made up of Popular Mobilization Units factions, said in a statement from the home of Iran's consul general in the city of Najaf.

Abdul Mahdi seeks to maintain balance between the conflicting parties and avoid Iraq becoming a battleground between Iran and the United States.

As Iraq keeps its relationship with Iran at the highest level, Iraq-Saudi ties are growing rapidly. The Iraqi Council of Ministers approved April 9 a Saudi request to open a consulate in Najaf.

In his recent trip to Tehran, Abdul Mahdi made clear that Iran wouldn't dictate their demands to Iraq. Iranian Supreme Leader Ali Khamenei urged Iraq to demand that US troops leave the country “as soon as possible." Abdul Mahdi, according to a statement issued by his office, replied, “Iraq rejects being a part of regional and international axes. Iraq wants to keep its good relationship with all without being a part of an axis against the other."

In his five-day trip to Washington last Month, parliamentary speaker Halbusi said US military support is vital in combating terror groups. "The continuation of US support to eliminate the remaining sleeper cells and extremist ideologies are vital to ensuring that an Islamic State resurgence is contained," he said.

Abdul Mahdi refused to pay its gas and electricity fees in US dollars or euros to Iran, as Iran had requested during Abdul Mahdi's trip to Tehran. He also informed officials in Tehran that the project to connect Iran's railway to Syria through Iraq should be under Iraqi supervision and should not include transferring arms or selling Iran’s oil in a way that violates US sanctions.

Iraq is trying to maintain impartiality in the intensifying conflict between Iran and the United States. However, questions remain: Will Iraq's efforts successfully curb Iran's influence in the country? Or will Iraq eventually be turned into a battleground between the two parties?
