WASHINGTON (AP) — The Trump administration has imposed sanctions on four operatives linked to the Iran-backed Lebanese militant group Hezbollah over its actions in Iraq.

In a statement Tuesday, the Treasury Department called Hezbollah "a terrorist proxy for the Iranian regime that seeks to undermine Iraqi sovereignty and destabilize the Middle East."

The sanctions targeted Ubayd Al-Zaydi, Yusuf Hashim, Adnan Hussein Kawtharani, and Muhammad 'Abd-Al-Hadi Farhat, who were said to have provided financial, material and technological support to Hezbollah in Iraq.

The action followed the Trump administration's decision this month to re-impose oil and banking sanctions on Iran over its financing of militant groups like Hezbollah, its military engagement in Syria and its nuclear program.

The sanctions freeze any assets the four operatives may have under U.S. jurisdiction and prohibit Americans from doing business with them.

Turkey sets a plan to fill Iran's commercial vacuum in Iraq's economy

Turkey is seeking to exploit the imposition of new sanctions by the United States on Iran, becoming its market source of Iraqi imports of goods, as an alternative to Iran's banned counterpart.

Analysts say these attempts come amidst the hidden trade conflict between Ankara and Tehran to expand their influence in Iraq, which is struggling to get out of its many hubs in order to revive the economy.

Tehran was exposed to two economic sanctions, the first on August 6, and the second on the fifth of this month, and extended the sectors of consumption, oil, finance, banking and maritime.

But Baghdad received extraordinary exemptions from Washington for a month and a half, the latest of which was yesterday. Two government officials told Reuters their country had agreed with Tehran to swap Iraqi food products with Iranian gas and energy supplies.

Baghdad is seeking US approval to allow it to import Iranian gas used in power plants, and they need more time to find an alternative source, the members of the Iraqi Energy Committee said.

The Turkish-Iraqi Business Council of the Foreign Trade Relations Commission (DIC) said that Iraqi markets generally prefer basic products from Iran to low prices, such as meat of all kinds, eggs, legumes and plastic tools, as well as building materials, but will not get them today.

Amin Saadoun Taha, chairman of the Joint Council, said that Iraq would import all its needs from Turkey, and that this was an important opportunity for Ankara, where the Iraqi traders would fill the void caused by the absence of Iranian products by sanctions.

He pointed out that they have identified Iraqi importers to many Turkish companies, pointing out that the trade relations between Turkey and Iraq, is below the required level, at the moment.

He also stressed the need to improve trade relations between the two countries and increase exports to Iraq, and that the efforts of the two governments to cooperate in this regard, bear great importance.

There are only two gates between Iraq and Turkey, which have a negative impact on trade relations, leading to increased product wages, so a new gate must be opened and the Opakwe crossing open.

According to the researcher in the commercial section of the Stop of Political, Economic and Social Research (SITA), Sharif Dilek, that the trade exchange between Iraq and Iran is not limited to energy only.

He pointed out that Iranian companies are one of the strongest competitors of Turkish counterparts active in the export of basic products to the Iraqi market.

"Iran's growing political influence in the region, following the US invasion of Iraq, has played a major role in boosting economic relations between the two countries," Anatolia's Anatolia news agency reported.

But as Iran is facing economic sanctions in the recent period, you will find it difficult to be in Iraqi markets as comfortably and easily as before.

The Turkish expert believes that Turkey must transfer its trade relations with the governments of Baghdad and Erbil, to higher levels during this stage.

He pointed out that the areas administered by the central Iraqi government, and the cities of Sulaymaniyah and Erbil, the Kurdistan Regional Government, is one of the most important commercial markets in the country.

He explained that Turkey can seek to export a lot of products to Iraq in various fields, such as food, agriculture, building materials, textiles, automotive, machinery and electrical industries.

The data from the Turkish Ministry of Trade shows that Iraq has risen to second place after Germany in terms of import of Turkish products in 2011, and the value of Turkish exports to Iraq rose to reach 12 billion dollars in 2013.

While the value of Turkish exports to Iraq in 2003 amounted to about 870 million dollars, the volume of foreign trade rose last year to $ 10.6 billion.

Last year, the Iraqi market accounted for about 5.8 percent of Turkey's total exports, ranking fourth in the import of Turkish products.

Turkish exports to Iraq totaled about $ 9 billion last year, while the value of products imported by Turkey from Iraq exceeded $ 1.6 billion.

Turkish construction companies have an important position in the Iraqi contracting market, entering it for the first time in 1981, and its activities in the country increased significantly after the US invasion of Iraq in 2003.

Turkish companies contributed 645 infrastructure projects between 2003 and 2012, worth $ 12.9 billion.

Washington is sticking to the "sixth condition" on Iran's relationship with Iraq

The United States has set 12 conditions on the Islamic Republic if it wants to lift the sanctions, which came into effect earlier this month.

The conditions are based on the nuclear program, the suspension of all uranium enrichment activities, the end of the deployment of ballistic missiles, the release of US citizens in Iran and the end of support for armed groups in the Middle East, including the Lebanese Hezbollah and the Palestinian factions.

"The Iranian regime must respect the sovereignty of the Iraqi government and allow the disarmament, demobilization and reintegration of sectarian militias."

"Nothing has changed"

When asked if the White House's position had changed after Iraqi criticism, US State Department spokeswoman Heather Noyert confirmed Washington's adherence to the terms.

"Nothing has changed in terms of our position," Nawirt told Kurdistan 24, on the sidelines of a press briefing in Washington. "Especially the condition for the pro-Tehran Shiite factions.

The Iraqi Foreign Ministry said that the sixth US condition, which the US embassy has reintroduced on Facebook and Twitter, "exceeds diplomatic norms and mutual respect for the sovereignty of states." She pointed out that Baghdad refuses to interfere in domestic issues.

The Iraqi foreign ministry statement said the factions involved in the popular rally were "under the authority of the prime minister, the commander-in-chief of the armed forces," Adel Abdul Mahdi, who later rejected the calls to dissolve the crowd, which is composed entirely of Shi'ite factions, some of them Americans.

"We do not think we are interfering in the internal affairs of Iraq," she said. "We respect the sovereignty of the Iraqi government ... We have a strong relationship with the Iraqi people and we believe that Iraq is a sovereign state."

Cord Syria

On Syria, Nuert said the US position was fixed by the Kurds there as "great partners" fighting alongside the Americans in a staunch fight.

US Secretary of State Mike Pompeo said Washington would guarantee the Kurds a seat in Syrian peace negotiations after the end of the seven-year war.

"Mr. Cord"

US President Donald Trump called on Kurdistan correspondent 24 Rahim Rashidi to one of his press conferences and called him "Mr. Cord."

Mr. "Cord" was not present in the press briefing of the American spokeswoman, prompting her to ask the correspondent of Kurdistan 24 Laurie Melori to invite him to attend the subsequent briefing.

The oil ministry announced that neighboring countries can not compensate the imported Iranian gas and Baghdad can not do without it at the present time.

The spokesman of the Ministry of Oil, Asim Jihad in a press statement, followed by Digital Media RT today (November 17, 2018), that "Iraq can not dispense with the import of gas from Iran now, because there are no alternatives at the present time because it is the nearest point to supply Iraq Gas through the pipelines that are used in the south and center. "

"Baghdad currently imports about 600 million standard cubic feet per day from Iran, and neighboring countries can not compensate for this amount of gas," he said.

"Iraq's production of natural gas is not enough to meet the needs of all power plants," he said.

"The Iraqi government has plans to reach self-sufficiency in two to three years," he said.

The United States has exempted Iraq from sanctions on Iran for 45 days after the second package of US sanctions on Iran came into effect earlier this month.

US sanctions on Iran and its impact on Iraq

%D8%A7%D9%84%D8%B9%D9%82%D9%88%D8%A8%D8%

On November 5, the second package of US sanctions against Iran began, meaning that the Trump administration decided to pursue a policy of sanctions against Iran. These sanctions are the result of the withdrawal of the United States from the Iranian nuclear agreement. After tough negotiations with China, Russia, America, France, Germany and Britain, Iran agreed to that agreement in 2015. The nuclear deal with Iran was aimed at preventing it from developing military nuclear capabilities. But Trump's motivation to withdraw from the Iranian nuclear deal was clearly not Iran's behavior in Syria, Iraq and Yemen, but Iran's policy towards Israel, which included its manufacture of long-range missiles with a real presence of troops near the border in Syria.

The United States sanctions on Iran raise serious concerns that Iraq is one of the biggest affected by its dependence on energy derivatives, such as gasoline and gas, as well as construction materials, industrial and food, while inflation is expected to be boosted by a drop in Iraqi deposits in banks. The volume of trade exchange between Iraq and Iran during last year reached about 8 billion dollars, of which only 77 million dollars is the value of Baghdad's exports to Tehran, according to an official source at the Iraqi Ministry of Commerce.

Observers confirm that US economic sanctions on Iran will turn Iraq into a corridor to supply many of the goods that Iran is forbidden to import. "There are armed factions that will seek to help Iran and finance it in the coming days of sanctions, especially as it is a window in the Iraqi political reality and moves on Iranian orders, as well as the existence of politicians who do not hide their strong relations with Iran." They noted that Iran considers Iraq an emergency corridor to get rid of sanctions, While the armed factions are exerting pressure and intimidation on all Iraqi state institutions, revealing that Iraq sought to exempt them from the sanctions, but at the same time he is afraid of the collapse of the Iraqi dinar because of its link to the dollar, which is now starting to diminish in the Iraqi market for the existence of networks smuggled to Tehran.

They pointed out that "the sanctions will affect Iraq as there are many economic matters linking the two neighboring countries, and there is a lot of trade through the ports, and stressed that" the sanctions will affect the Iraqi market. Instead of being imported from distant countries, and burdens of transportation and taxes, goods coming from Iran can serve Iraq with half of the prices it receives from others. Therefore, the internal economic situation of Iraq will be affected by these sanctions. " Where Iraq will have to abandon the dollar in its trade with Iran to circumvent the sanctions. The official spokesman of the Iraqi Prime Minister, Saad al-Hadithi, said in a press statement that Baghdad will develop a "new mechanism" to strengthen trade relations between the two sides to mitigate the impact of sanctions. The Iranian Mehr news agency reported on Saturday (September 1st) that the dollar had been canceled in trade between Iraq and Iran.

There is a factor that has not been taken into account by the US administration. Iran is an expert in dealing with the sanctions and evading them, which are spread throughout Iraq, Syria, Lebanon, Yemen and other areas will succeed in managing the process of evasion of sanctions, and its permanent relations with the countries of the Middle East and the world and a number of Gulf countries opens the way for evasion of sanctions, including smuggling and markets Black. In the past sanctions have been reported to Iran because it succeeded under old sanctions in building its nuclear project, its economy and many of its industries. Sanctions in recent history have not changed policy, and sanctions are harmful to the United States, which will lose more international credibility.

According to an extensive report published by the British newspaper "Financial Times" revealed the existence of plans in the # regime _ in Iran to "circumvent US sanctions," noting that among these plans is to "revive the role of intermediaries who will buy Iranian oil locally and then re-sell in the markets Under the guise that they are from the private sector of Iran and are not affiliated with the government. "The newspaper pointed out that Iran established a" bourse "in 2012, which can be used in the future for frauds that the Iranian regime plans to do. The Financial Times is talking about an Iranian businessman named Babak Zangani who is currently facing the death penalty for refusing to return $ 2.8 billion to the government, which he earned as a result of selling crude oil to consumers in Asia during the previous sanctions period, "Performed by the system. The question arises in this context: Can Iraq benefit from the sanctions imposed on Iran and the damage to its application?

With the entry of US sanctions on Iran and the collapse of the Iranian currency, there is much talk today of the possible effects of this collapse on the economic situation in Iraq, given the existing relationship between the two countries, and active trade between them, and their association with the borders of some 1,300 km. Economic trends see the possibility that Iraq will benefit most from Iran's sanctions. If the country's political and economic leaders are able to act as they should, other trends fear the effect of this, and its reflection in the form of a rise in the Iraqi dinar against the US dollar. In Iraq to get the US dollar in ways that bypass markets and Iraqi banks.

Economists interested in the Iraqi issue believe that Iraq can benefit from Iran's sanctions at various levels. For example, sanctions on Iran will not enable other countries to buy most of the country's exports, but Iraq's geographic specificity will enable it to be an open market for the Iranian economy. If Iraq becomes the first market for Iranian products, it will have the opportunity to make the most of it by pressing for gains from Iran. The ban on the export of Iranian oil will help raise oil prices, in its entirety in the interests of the Iraqi economy. It is also possible to benefit from the sanctions by turning Iraq into a terminal for the disposal of Iranian exports to other countries, through re-export on the basis that they are Iraqi goods, and thus win Iraq value added to those goods. They fear that some of Iran's wealthy financiers would go to Iran and buy financial assets there because of lower prices instead of investing them in the country, which would affect the value of GDP.

"The sanctions from the economists' point of view are a double-edged sword that could do a great deal of damage to Iraq, or in the best interests of Iraq." The issue of taking advantage of sanctions against Iran is viewed by "asking the United States to be the executing Iraq and the way to meet Iran's need for transit and trade With the world, as Jordan did with Iraq previously, so that Iraq can benefit from the role of exclusive commercial agent of Iran, and do not exclude the negative effects that may affect Iraq as a result of sanctions, such as the interruption of official exchanges, in exchange for the activity of illegal smuggling outlets, Benefit To a tax state, as well as drug trafficking and currency counterfeiting, which is used by the Iranian and Iraqi money mafia to get the dollar.

They point out that the greatest danger that Iraq may face in this direction is "Iraq's failure to comply with sanctions. This means abandoning its strategic interests with the United States in favor of its relationship with Iran. This option would be a disaster for Iraq. And its followers in Iraq to get hard currencies by circumventing Iraq, they say: do not blame the Iranian side in that, it is looking for its interests; besieged trying to manage its affairs, even if it seeks to steal neighbors, if he can, the Iraqis are required not to allow it Because it presents their country's economy Grave danger.

Most of the Iranian goods arriving in Iraq are made up of food, fruit, vegetables, plastic materials, building materials and ceramics, and can be compensated from the markets of Turkey, Jordan and the Gulf. "There are those who believe that the balance of trade tends to favor Iran, where the value of trade with Iraq amounted to about $ 12 billion in the past, compared to about 700 million dollars for Iraq only." They believe that Iraq is able to modify this balance, if able to benefit "He fears that" Iraq imports 85 per cent of its needs and has no industrial or agricultural products that can meet its local needs. This complicates matters for him, As well as the licenses enjoyed by Iranian goods.

This is all very good news. This is what we need. Once Iraq cannot use US dollars with Iran it should force them to have to raise the value of their currency. Put this on top of their bonds that hit the market tomorrow and it equals an RV. Their bonds are worthless if their currency has no value. Iran is a big player in their financial well being. Fingers crossed this things RV's soon!

Agreed.....I don't think Pres. Trump gives anything away. There was mention in previous articles that Iraq could exchange agricultural products and such.....more like a humanitarian waiver to the sanction.

The US State Department has identified the condition that Iraq be granted an exemption from the application of sanctions against Iran. A security researcher said that Trump's strategy is far from military intervention, but based on a suffocating economy policy.

The State Department spokeswoman said in a press statement that Washington's condition is that Iran respect the sovereignty of the Iraqi government and allow the disarming of armed militias in exchange for an exception to be able to communicate with the Iraqi government, and thus exclude Iraq entirely from the application of those sanctions, as they put it .

On the possibility of achieving this condition, security researcher Ali Fadlallah said in a press statement that " it is very difficult for the current Iraqi government, which does not have a real state project, to disarm the militias in force in Iraq, a subject that knows the United States well impossible the Iraqi government to implement it , and therefore is not merely a case of pressure on the Iraqi government . , according to the Russian Manglh site Sputnik.

He added that as part of the balance of power in the region, Iran is aware that it is difficult to disarm its armed groups, which are deployed on Iraqi, Syrian and Lebanese territory. It represents the wall of resistance for Iranian policy against the United States in the region. Iran is in front of America.

Fadlallah said that "Trump strategy is far from military intervention, but based on the policy of the suffocating economy, a new policy implemented by the United States to move away from the military confrontation, it does not want losses that lead to resentment of the American street, through the policy of the economy has made the United States significant gains, but On the long run, America will lose a lot, it is losing Europe today. "

As for the Iraqi diplomatic effort to distance itself from the American-Iranian crisis, Fadlallah says that "trade exchange between Iraq and Iran is largely dependent on the private sector, and therefore the state is not in control of this issue. The other thing that is difficult for the Iraqi government to abide by the US sanctions against Iran is the length The Iraqi-Iranian border, there are more than fifty irregular ports along the border and outside the control of the Iraqi government, so the US pressure on Iraq is more political than economic, by making the Iraqi government a crisis situation with the Iranian side, leading to pushing Iraq towards theThe United States because of this crisis. Iran, Iraq to sign currency swap deal to facilitate trade: official

Source: Xinhua| 2018-11-18 20:12:55|Editor: xuxin

TEHRAN, Nov. 18 (Xinhua) -- Iran and Iraq are in talks to finalize a currency swap agreement in a bid to boost trade ties between the two neighboring countries, a trade official was quoted as saying by Tasnim news agency on Sunday.

Iraq is a lucrative market for Iranian goods, and Iranian exports to the Arab country have increased by 30 percent over the past seven months, Yahya Ale-Eshaq, chairman of Iran-Iraq Chamber of Commerce said.

In the mentioned period, goods worth about 6 billion U.S. dollars have been exported from Iran to Iraq, Ale-Eshaq said.

He stressed the necessity to finalize a monetary pact between Tehran and Baghdad, saying the central banks of the two countries have held talks to sign a currency swap deal.

A currency swap, also known as a cross-currency swap, is an off-balance sheet transaction in which two parties exchange principal and interest in different currencies.

The purpose of a currency swap is to hedge exposure to exchange rate risk or reduce the cost of borrowing a foreign currency.

Iran's main exports to the neighboring country include agricultural products, foodstuff and fruits such as watermelon, tomato and cucumber.

Other Iranian exports to Iraq include canned food, tomato paste, chicken, egg, meat, construction materials, steel and evaporators.

Iranian President Hassan Rouhani said Saturday that his country would try to raise the level of annual trade between the two neighbors despite the amounting pressures of the United States against the Islamic republic.

"The economic trade between the two countries hits about 12 billion U.S. dollars (per year) and, through bilateral efforts, we can raise this figure to 20 billion dollars," Rouhani said in a meeting with the visiting Iraqi President Barham Salih.
