The return of "coupons" to Iran raises fears of increased corruption

The Iranian parliament has approved the decision to restore the system of ration cards known in the country as "coupons." 

The ISNA news agency reported that the council agreed to allocate a budget of 14 billion dollars to provide commodities and medicines to citizens at the official currency rate. 

According to the decision, the government will import or purchase these goods from local producers. 

This is reminiscent of the 1980-1988 Iran-Iraq war, when the regime used to distribute food, tea, sugar, edible oil, fuel and even cigarettes, which caused the black market to spread throughout the country. 

This comes in the shadow of an unprecedented economic crisis faced by IranSince the collapse of the official currency (riyal) against the dollar and hard currency, and because of the high prices and the shortage of goods in the markets and high unemployment rate in the country. 

Meanwhile, the Central Bank of Iran figures indicate that the surge in prices has reached between 19% and 100% per annum in recent months, while the rate of inflation has increased and the purchasing power of citizens has fallen to a level where Iranian families are unable to secure their monthly expenses. 

Mohsen Jalal Bor, former head of Iran's Chamber of Commerce, warned against a return to the 1980s, what he called the "era of coupons" and its dire consequences. 

But the government, instead of thinking about finding a solution to the deficit problem and setting up a mechanism to solve the cash-flow problem, has become the main concern of the market and price fixing, "he wrote on his Telegraph page, criticizing the decision.

Jalal Bour said the return of "coupons" would create informal markets and uneven levels of prices. 

In a report on the return of ration cards, the reformist newspaper Ebtikar warned that these cards could bring corruption to the country.

ERBIL, Kurdistan Region – The US Treasury on Tuesday blacklisted Harakat al-Nujaba, an Iran-backed militia that is part of the Hashd al-Shaabi. 

The group is made up of Iraqis, but is known to have close ties to Iran and Lebanese Hezbollah and has been active in both Iraq and Syria. 

Harakat al-Nujaba rejects American military presence in Iraq and its members have said US forces stationed in the country should be targeted. 

The militia was formed in 2013 by Akram al-Kaabi who had previously been a leader within another Iran-backed Shiite militia, the Asaib Ahl al-Haq. He was designated a terrorist by the US Treasury in 2008.

Harakat al-Nujaba claims to have 10,000 members, according to the Foundation for Defense of Democracies, and is believed to be playing a role in expanding Iranian influence across Iraq and Syria as part of the so-called “Shiite crescent.”

In 2017, a bill introduced into the US Congress sought to impose terror-related sanctions on both Harakat al-Nujaba and Asaib Ahl al-Haq based on allegations they were funded and armed by Iran’s Revolutionary Guards (IRGC), Iran’s Quds Force, and Lebanese Hezbollah. 

Washington’s move against the militia comes amid calls from Iraqi lawmakers for some 5,000 US forces to quit the country. The anti-American sentiment grew after gaffs made by US President Donald Trump who visited American troops at a base west of Baghdad without meeting with any Iraqi officials and then later said he wanted US forces in Iraq to “watch” Iran. 

Iraqi Prime Minister Adil Abdul-Mahdi has defended the US presence, saying they are here at the invitation of Baghdad. 

Shiite MPs have vowed to table legislation in the parliament demanding foreign troops withdraw from Iraq. Abdul-Mahdi has said he will respect whatever parliament decides. 

Iraqi President Barham Salih said on Monday that US forces are in Iraq with a limited mission – to “train and empower” Iraqi forces and nothing more. 

“The American elements, or the International Coalition that came to Iraq, came to Iraq based on the invitation of the Iraqi government and on understandings about the mission to train Iraqi forces and empower Iraqi forces in its war against terror,” he told reporters. 

“Any action different from this goal and work is absolutely unacceptable on the Iraqi side,” he declared. 

Stressing that the issue is a “dangerous national security topic,” he said he hopes it won’t be manipulated for short-term political gain. 

ISIS was declared defeated in Iraq in 2017, but the group maintains thousands of members and carries out frequent attacks against civilians and security forces, especially in security gaps between Iraqi and Peshmerga forces in the disputed areas. 

Salih said that Iraq’s security and sovereignty must remain the primary focus for decision-makers.

Iraq maintains good ties with its neighbour Iran and has refused to become embroiled in disputes between Tehran and Washington, a point reiterated by the president. 

“We want to insulate our country from rivalries and absurd disputes engulfing this region. We want Iraq to be the field where interests meet between countries and the peoples of this region,” he said.

Many analysts are fearful that a premature US withdrawal, like what occurred in 2011, could usher in a new security collapse and give ISIS the opportunity to reform.

The movement of Asaib Ahl al-Haq, Wednesday, its position on the inclusion of America and the movement of the Secretary General Akram al-Kaabi on the list of terrorism. 
The movement said in a statement received / Mawazin News, a copy of it: "We condemn the US administration, placing the Islamic Resistance Movement on the list of terrorism." 
"The American standards of terrorism are wrong, but often reversed. Those who deal with terrorism, fight, advocate and give sacrifices are considered terrorists in the eyes of the American administration. Those who kill civilians are Jews and Saud is a friend and ally." 
The movement continued: "On this occasion indicate that these decisions will not terrorize the sons of the resistance and will not increase them but determination and determination and strength to confront injustice and tyranny and defend justice and the vulnerable and to address all those who want to prejudice the land of Iraq and its people and sanctities."

ERBIL, Kurdistan Region – Iraq is yet to be granted a new waiver exempting it from complying with US energy sanctions against Iran, Iraqi Prime Minister Adil Abdul-Mahdi revealed Tuesday evening. 

The existing 90-day waiver, which allows Iraq to continue importing Iranian energy, will soon expire. 

“We received nothing [from the US],” Abdul-Mahdi told his weekly press conference.

The US, however, is “practical enough to understand” that Iraq will develop relations with its neighbors, whether Turkey, Iran, [or] the Kingdom of Saudi Arabia, he added.

Last November, the US granted Iraq and several other countries a 45-day waiver to allow them time to gradually reduce their reliance on Iranian electricity and energy imports.

The US reimposed sanctions on Iran after withdrawing from the 2015 nuclear deal in May.

Iraq was given a second 90-day waiver in December, which is set to expire this month.

“We are trying to have really good relations with all our neighbors. And I think this is in the interest of peace and stability in the region, and in the world,” the prime minister said.

“Iran is a neighboring country, is a friendly country.”

Abdul-Mahdi spoke with US Secretary of State Mike Pompeo by phone. They discussed “bolstering Iraq’s capabilities and its independence,” according to a readout from the prime minister’s office on Wednesday.

Washington has repeatedly urged Baghdad to end its energy dependency on Iran. 

In their phone call, Abdul-Mahdi and Pompeo focused on the mission of US forces in Iraq, which is to “fight ISIS, train Iraqi forces, and not establish foreign bases, and all based on Iraqi permission,” the readout detailed. 

There are growing calls in Baghdad for US forces to fully withdraw after US President Donald Trump said he wanted American troops in Iraq to watch Iran. 

The Secretary of State also held a phone call on Tuesday with Kurdistan Democratic Party (KDP) chief Masoud Barzani. They discussed recent political developments in Iraq.

On Sunday, Iran’s Minister of Energy Reza Ardkanian told state news agency Tasnim that Iran wants to play a bigger role in rebuilding Iraq’s electricity infrastructure.

On February 8, Iran and Iraq inked a deal for Iraq to buy Iranian electricity for another year. Iran exports 1,200 megawatts of electricity to Iraq.

Iraq suffers chronic power shortages. Years of mismanagement, corruption, and old distribution networks have contributed to a defective electricity grid that fueled protests last summer in major cities.

Iraq is planning to capture gas flares from its oil fields in a bid to bolster domestic energy production.

On Wednesday, Iran’s President Hassan Rouhani made a televised speech condemning the US sanctions, insisting his government will overcome the pressure. 

“No country supported the US in imposing further sanctions on Iran,” Rouhani said. “At the Warsaw Summit, they tried to rally the world against Iran.”

“The US wants Iran to go back to 40 years ago … The US should understand Iranians will not succumb,” he added.

Sanctions targeting Iran’s oil and finance sectors have devastated the economy and send the currency tumbling. 

Abdul-Mahdi’s government has tried to balance relations with the US and Iran.

If the US refuses to renew the waiver on sanctions and the current waiver is up on/about March 23rd, then the people will be hit with tariffs and such that they can't afford.  Maybe this will prompt Iraq to RV their toilet paper currency.

The State Department announced Thursday that it is in talks with eight countries that have been exempted from sanctions imposed on Iranian oil exports in an effort to completely halt Iranian oil . 
Last November, Washington pardoned China, India, Greece, Italy, Taiwan, Japan, Turkey and South Korea from its sanctions, and these countries are major Iranian oil customers. 
Tehran has been working since the re-imposition of US sanctions on it to find ways to continue to export oil, which is the main source of income. Iran's oil
minister , Begin Zanganeh, said his country had managed to circumvent US sanctions, without giving further details. 
"The sanctions on the Iranian oil industry are the spearhead of the US campaign against Iran," he said.
Oil exports are the mainstay of the Iranian economy, which is already facing severe turmoil as a result of the collapse of the exchange rate, as well as the transformation of the Iranian national product to spend on missile armament programs and support of sectarian militias in neighboring countries. 
The United States has put in place a new strategy aimed at getting Iran's oil exports to zero, or so-called oil refining, in an effort to tighten economic pressure on the regime, which faces internal unrest.

Iran is working to take control of the Iraqi banking system so that it could “sell” its oil there, and get paid in euros – all in an effort to bypass the economic sanctions imposed by the United States that are intended to create obstacles to its nuclear weapons development, a report explains.

 

“In advance of Iranian President Hassan Rohani’s upcoming visit to Iraq next week, Iranian regime and banking officials in Baghdad have held preliminary meetings, during which the Iranian regime ensured that it would control the Iraqi banking system in a way that would allow Iran to circumvent the U.S. sanctions,” the report from the Middle East Media Research Institute confirms.

 

A plan had been announced by the Iranian news agency Tasnim that an Iran-Iraq payment system had been set up that would allow Iran “to evade the U.S. sanctions that threaten its economy

MEMRI said according to Iranian documentation of the work on those strategies, the goal is for Iran to “export its oil and natural gas to Iraq and receive euros in exchange.”

“To this end, it was agreed that the Central Bank of Iran would open euro and dinar accounts in Iraq through which payments for the oil and gas would be made,” it reported.

While Iran obviously has an interest in manipulating the procedures so that it can cash in on its petroleum production, the report indicates that even Iraq was in support of the maneuver.

“Iraqi Prime Minister Adel Abd Al-Mahdi, a Shi’ite supported by the U.S., personally committed to the agreements obtained and is a fervid supporter of continued bilateral negotiations with Iran. Central Bank of Iraq governor Ali Al-‘Alaq seeks to remove the obstacles to economic cooperation, in particular to allow foreign currency to flow into Iran,” the report said.

 

It should be noted that the U.S. administration has warned that if Iraq becomes a channel for transferring foreign currency to Iran, the U.S. would respond with sanctions on Iraqi banks, and would block their access to dollars,” MEMRI reported
 

Tasnim reported that Central Bank of Iran governor Abdolnasser Hemmati had been holding “banking talks” in Baghdad, and was meeting with Iraqi counterparts.

He “expressed hope that the level of financial relations between the two countries would increase. He said: ‘Iraq is Iran’s largest trade partner, and the durability of this relationship between the two countries requires banking relations. America is conducting an extensive effort to thwart Iran’s economic and political situation by waging economic war on Iran, but fortunately the enemy’s plots are being neutralized by means of the arrangements that Iran came up with, and now the required stability prevails in Iran’s economy.'”

In the Iranian daily financial report, Taadol, Hemmati was reported saying, “According to the agreement that was attained, the Central Bank of Iran expects to have accounts in euros and dinar, and gas and oil exchanges will be conducted based on these accounts. According to the agreements, Iranian exporters can operate by means of the Iraqi banks and, accordingly, the Iranian banks can hold dinar accounts. Therefore, the Iran-Iraq banking relationship will be strengthened by these agreements, and the agreement of the Iraqi prime minister and the expansion of trade relations between the two countries will take shape based on this. Iraqi companies can also open accounts in Iranian banks and conduct their business in dinars.”

As for me, I hope you're right Synopsis, because knowing how slow the Iraqis are, how many holidays they have, how argumentative they are, how many "sudden" vacations they declare, IMO Laid Back's list could take another 10-15 years to be completed.

Sectarian Strife AND Civil Was WILL push ANY Strategic AND Economic interests (GOOD!!! For the Bicraqi Iraqi by the way!!!) WAY on DOWN the road due to the EVAPORATED Safety, Stability, Security, AND Sovereignty FROM Iraq.

My opinion is that if we wait for all/most of those 11 things to be done, they will NEVER get investors to invest their money in Iraq (except for some fools who invested in their currency soooooo many years ago).  😂

Iraq sounds like a great place to invest for growth, but without a decent exchange rate investors lose interest.  

Therefore, I think they need to act quickly and do something about the currency.

In the meantime, please keep putting 2 and 2 together as you have been doing.

It seems you have a talent for noticing things that most of us gloss over.

Al-Masoudi said in a statement to Al-Maaloumah that Washington has come to Iraq with a flawed democratic system to achieve its economic interests and to make it a source of funding for its military coffers, pointing out that the US has written a paragraph in the Iraqi constitution that provides for the protection of democracy for the purpose of imposing its political will on the country.
He added that "Iraq is still under US occupation and was not liberated because of the existence of a paragraph to protect democracy, which allows Washington to intervene in internal affairs and at all levels," noting that "the Iraqi government is unable to import sophisticated weapons from military wheels and aircraft developed from other countries because of US intervention Inhibitor ". 
Al-Massoudi said that "Iraq needs to be freed from the American lap and the establishment of multiple alliances with India, China and other countries to strengthen its military and security capabilities," adding that "Trump's talk about the host countries of the American forces financial costs, including Iraq is a clear statement to make Baghdad a source of treasury funding American military. "

Well, here's my thinking:

 

I've always felt that it's got to be in the first quarter of the year, or else too many adjustments/changes would have to be made.

Also, it looks like they're lining up people/businesses/countries left and right to invest, rebuild, etc.  I don't think those people/businesses/countries can be kept dangling on a string for too long.  

Another thing, what kind of ROI will the investors get?  Toilet paper?

Lastly, I do believe Mr. Trump has some of them thar Dinar, and he's doing his best to push Iraq along, as he doesn't have much patience for nonsense (especially their kind of nonsense that all of US have put up with year after year, after year.)

 

So if it doesn't happen before the end of March, I'll be quite surprised and really pissed!
