The New York Times published a report on US President Donald Trump's decision to classify Iran's Revolutionary Guards as a terrorist organization that will take effect on April 15, highlighting the consequences of this "chaotic" and "hasty" move.

The newspaper revealed that a number of senior American officials in the Trump administration opposed this step for fear of Tehran's tendency to carry out retaliation against US forces and US intelligence officials.

The newspaper quoted a "senior leader" in the "Badr" expected to exercise Iran more pressure on Iraq to get closer to them.

With regard to the opponents of the Trump decision, the newspaper pointed out that the chairman of the Joint Chiefs of Staff, General Joseph Danford, among them, realizing that Foreign Minister Mike Pompeo - who visited Lebanon last month and talked about the possibility of additional sanctions on Hezbollah - and the security adviser Nationalist John Bolton has put pressure on him, a Trump official said. The newspaper said the final decision was returned to Pompeo, because the US State Department controls the list of terrorist organizations.

Many Iraqi officials opposed Trump's decision to restrict travel and impose sanctions on some parliamentarians and Iraqi citizens with ties to Iranian officials.

"New US pressure could push some Iraqi MPs to make a broadly popular proposal that would restrict the movements and activities of the estimated 5,000 US troops in Iraq," the paper said, referring to the legislation to remove foreign troops from the country. 

The newspaper quoted a US official as saying that Pompeiro had rejected a request from foreign officials to postpone the announcement of the decision, pointing out that they feared the "unintended" repercussions on countries not related to this issue.

The newspaper pointed out that US President George W. Bush retreated from taking a wide range of harsh steps against Iran during the US invasion of Iraq, quoting US Undersecretary of State, Wendy Sherman, saying that US President Barack Obama also retracted the classification of the Iranian Revolutionary Guards a terrorist organization for fear of Endangering American soldiers, and given that the group is already subject to US sanctions.

In conclusion, the newspaper warned of signs that sanctions against Iran under Trump undermine Tehran's budget for foreign military activities, saying: "This means less money to Hezbollah and other allies of Iran."

"The United States' recent decision on the Revolutionary Guard does not come within the context of the stability of the region," Ahmed al-Sahaf, a spokesman for ministers, said in a brief statement received by Al-Akhbar.

"We maintain our firm position, and we will not allow the territory of Iraq to be a headquarters or a pathway to harm any of the neighboring countries."

"We are not with political alliances, we will not take sides, and we will be active in any initiative that will positively affect the security of the region," he said.

US Slaps Britain-Based Bank With $1.1bn Fine Over Alleged Iran Sanctions Breach

The fine is also the largest penalty for Standard Charter since it paid $667m (£509m) to settle charges on allegations from the US that the bank breached sanctions from 2001 and 2007.

US authorities have slapped UK-based Standard Chartered with a £840m (£1.1bn) penalty for allegedly violating the International Emergency Economic Powers Act (IEEPA) against Iran and other nations — one of the largest-ever fines imposed on a bank. 

Standard Chartered reportedly was forced to pay $947m (£723m) in penalties on alleged charges that it violated sanctions against Iran and multiple countries, and was hit with a further $190m ($145m) for violating anti-money laundering rules on funds used for terrorist purposes, including Daesh.

"Standard Chartered Bank admits to illegally [processing transactions in violation of Iranian sanctions and agrees to pay more than $1 billion", the US Justice Department tweeted on Tuesday.

Calling it a "criminal conspiracy", US authorities cited transactions processed by Standard Chartered between 2009 and 2014 at the firm's Dubai branch, according to a Justice Department statement on Tuesday. 

Standard Chartered also had to pay £102m in fines to the Financial Conduct Authority on Tuesday over "Anti-Money Laundering (AML) breaches in two higher risk areas of its business," an FCA statement read. "This is the second largest financial penalty for AML controls failings ever imposed by the FCA."

 

 

But this is not the first time that the US has targeted nations for doing business with other countries, with France's BNP Paribas paying out $8.9bn in 2014 for allegedly violating sanctions. The US has also earned billions of dollars from European banks after Washington vowed to target South Korea, Taiwan, China and others for processing transaction for Iranian enterprises. 

“Today’s resolution sends a clear message to financial institutions and their employees: if you circumvent U.S. sanctions against rogue states like Iran—or assist those who do—you will pay a steep price,” Assistant Attorney General Benczkowski said.

“When a global bank processes transactions through the U.S. financial system, its compliance program must be up to the task of detecting and preventing sanctions violations—and when it is not, banks have an obligation to identify, report, and remediate any shortcomings," Mr. Benczkowski said. "The Justice Department is committed to protecting our U.S. financial system and will continue to hold financial institutions and individuals to account when they violate U.S. sanctions laws.” 

 

The news comes after US president Donald Trump and his administration have voiced criticism over the 2015 Joint Comprehensive Plan of Action (JCPoA), which would allow Iran to rejoin the international banking system and conduct further trade with global markets, resulting in roughly 12 cases totalling over $16bn in penalties for the US Treasury. In 2012, HSBC was hit with a 1.9bn fine over money-laundering allegations from the US, and Royal Bank of Scotland was targeted with $10bn in fines over allegedly misselling mortgage-backed securities

ERBIL (Kurdistan 24) – America’s top envoy in Iraq on Wednesday issued a warning to those Iraqi militias that receive support from Iran’s Islamic Revolutionary Guard Corps (IRGC.) The warning follows two days after the US designated the IRGC, including its Quds Force (IRGC-QF), as a Foreign Terrorist Organization (FTO.)

US DESIGNATION OF IRGC AS A TERROR GROUP

“This designation makes it clearer and clearer that people can have a relationship with the problematic parts of the Iranian government, like the IRGC, or they can have a relationship with the United States and our financial system, but they cannot do both at the same time,” Joey Hood, chargé d'affaires at the US embassy in Baghdad, told reporters after attending a local event in the capital of the autonomous Kurdistan Region, Erbil.

“It is natural for the Iraqi government and the Iraqi people,” he continued, “to have a normal relationship with the Iranian government and the Iranian people.”

“But it is not normal for a Revolutionary Guard to be coming into another country and doing things without coordination with that government and trying to destabilize it, and weaken the sovereignty of that government,” Hood affirmed.

The US envoy then advised “those groups,” alluding to the militias, “to work for the interests of their country and put Iraq first and not the interests of another country, whether it's Iran or anyone else.”

“If they put the interests of the Revolutionary Guard before the interests of Iraq, they could be caught by these designations,” Hood warned.

US PRESENCE IN IRAQ

Since Iraq’s December 2017 declaration of victory over the Islamic State, some Shia politicians and militia leaders have repeatedly called for the withdrawal of US forces, and they have announced their intent to raise the issue in the Iraqi parliament.

As Hood noted, however, “We are here at the invitation of the Iraqi government. And if the Iraqi government requests us to leave we will leave. We are partners; we're not occupiers.”

But he also warned of the likely consequences. “If we go, then the coalition partners would go, and investor confidence would plummet,” Hood stated. “We don't want to see those things happen. And I don't think most Iraqi politicians want to see that happen either.”

Although militarily defeated in Iraq, the Islamic State continues to wage an insurgency in several provinces across the country through suicide bombings, roadside explosions, ambushes, and kidnapping.

ERBIL AND BAGHDAD RELATIONS

The US envoy expressed Washington’s appreciation and support for the improvement in relations between the Kurdistan Regional Government (KRG) and the federal government of Iraq that has taken place under Baghdad’s newly-elected leadership.

“There has been more progress on that file under the government of Adil Abdul-Mahdi and President Barham Salih and Speaker Mohammed al-Halbousi in the past few months than there has been in the past 10 years,” Hook said, as he responded to a question from Kurdistan 24.

“It's really something that we commend, and we support in every way,” he affirmed.

The improved relations between Erbil and Baghdad are reflected in greater coordination between the Peshmerga and Iraqi Security Forces. Hook explained that the discussions between the two are “going very well.”

“This is something that we support,” he affirmed. “We offer all of their support, whether it be in training or providing equipment or weapons, so that both sides can focus on the real threat,” in Iraq, namely, the resurgence of the Islamic State.

Ties between Erbil and Baghdad reached their nadir in October 2017, when Iraqi forces attacked Kirkuk and other disputed areas in a military operation engineered by Qasim Soleimani, head of the IRGC-QF—which the US designated a Foreign Terrorist Organization on Monday.

Speaking to Fox News later that day, Secretary of State Mike Pompeo was asked, if, from a “US policy perspective,” Soleimani had the same standing as the head of the Islamic State, Abu Bakr al-Baghdadi.

“Yeah,” Pompeo replied. “He is a terrorist.”

ERBIL, Kurdistan Region — Amid sanctions targetting Iran, the United States will re-examine oil waivers for eight countries in May which could affect Iraq, said State Department Secretary Mike Pompeo on Wednesday, a day following Washington designating the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization.

“Next month,” the United States will make a determination, he testified to Congress.

"We've been clear on getting Iran to zero just as quickly as we possibly can and we will continue to do that,” he added.

In March, the United States extended a 90-day waiver to allow Iraq to electricity and natural gas from Iran. 

"It's unquestionable that we have been tough with waivers," said Pompeo, adding that they had no new announcements to make relevant to sanctions’ waivers.

Iran and Iraq’s oil ministers agreed this week to take joint steps towards developing Iraqi oil fields. Iraq has aging oil and energy infrastructure and is forced to purchase electricity from Iran, especially during peak consumption in the summer.

On Tuesday, PM Adil Abdul-Mahdi revealed that Iraq had tried to persuade the United States not to designate the IRGC as a Foreign Terrorist Organization (FTO). 

"This was an easy decision. We are reflecting reality. I'm happy that we were able to announce that decision yesterday,” said Pompeo.

Pompeo reiterated that the IRGC and its branches have killed at least 600 Americans.

"The number is probably higher than that. They continue to engage in terror around the world including assassinations campaigns in Europe and the West,” he said.

  

Designating the IRGC as a terrorist organization denies “them the resources to conduct their terror campaign around the world.”

Pompeo also touched on how entrenched the IRGC is within the Iranian economy.

"The IRGC has another component, which is what I will call the kleptocracy component — it runs a significant piece of the Iranian economy,” he said. “The numbers vary, but I've seen numbers as high as 20- or 25-percent of the Iranian economy has resources that transfer to the IRGC itself.

"If I were the counsel of an Asian bank or a European bank, your world changed when that designation came out yesterday.”

Treasury Sanctions Lebanese Money Launderer Kassem Chams Who Moves Money on Behalf of Narcotics Trafficking Organizations and Hizballah

 

April 11, 2019

Washington – Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) identified Lebanese national Kassem Chams and designated the Chams Money Laundering Organization as Specially Designated Narcotics Traffickers (SDNT) pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act).  OFAC also designated Chams Exchange, a money service business located in Chtaura, Lebanon.

OFAC also identified Kassem Chams and the Chams Money Laundering Organization as an affiliated network of Hizballah pursuant to the Hizballah International Financing Prevention Amendments Act (HIFPAA). 

“Kassem Chams and his international money laundering network move tens of millions of dollars a month in illicit narcotics proceeds on behalf of drug kingpins and facilitate money movements for Hizballah.  We are targeting the financial infrastructure of these narcotics traffickers as part of this administration’s unprecedented campaign to prevent Hizballah and its global terror affiliates from profiting off violence, corruption, and the drug trade,” said Sigal Mandelker, Under Secretary for Terrorism and Financial Intelligence. “Treasury continues to aggressively use its tools to cut off global support networks used by Hizballah to finance its nefarious activities.”

Lebanese narcotics money launderer Kassem Chams is the owner of Chams Exchange, which launders drug proceeds throughout the world on behalf of narcotics trafficking organizations and facilitates money movements for Hizballah.  Chams moves money to and from Australia, Colombia, Italy, Lebanon, the Netherlands, Spain, Venezuela, France, Brazil, and the United States as part of his narcotics money laundering activities.  The Chams Money Laundering organization moves tens of millions of dollars a month for designatednarcotics traffickers, such as the Colombian criminal group La Oficina De Envigado and Lebanese drug money launderer Ayman Said Joumaa.  Joumaa was designated under the Kingpin Act in 2011 for laundering the proceeds of narcotics-related and other illicit activities—as much as $200 million per month—through various channels, including bulk cash smuggling operations and Lebanese money exchange houses.  Joumaa’s network is also linked to financing Hizballah.  La Oficina de Envigado was designated under the Kingpin Act in 2014.  Operatives for La Oficina play a major role in organized criminal activity, including narcotics trafficking, both within and outside of Colombia.  Transnational criminal groups from outside of Colombia, including Mexico’s Sinaloa Cartel, have come to rely upon operatives of La Oficina for support in trafficking narcotics throughout the world.

These OFAC sanctions are part of a joint effort with DEA’s Project Cassandra, which targets Hizballah’s global criminal support networks that operate as a logistics, procurement and financing arm for Hizballah and which are involved in the global movement of large quantities of narcotics and proceeds from narcotics sales.  The DEA has determined that the Chams Money Laundering Organization launders a large portion of drug proceeds through Lebanon, which also benefits Hizballah.

The Chams Exchange operates under license and the supervision of the Central Bank of Lebanon (BdL) despite U.S authorities long suspecting it of being a significant third party money laundering operation.  Treasury is committed to working with BdL to eliminate access to the Lebanese financial system by narcotics traffickers, money launderers, and terrorist groups such as Hizballah. 

Today’s OFAC designations were conducted in coordination with the DEA Special Operations Division’s Counter Narco-Terrorism Operations Center, the DEA New Jersey Division, and the DEA Office of Global Enforcement, with assistance from the Treasury Department’s Financial Crimes Enforcement Network.

Today’s actions are part of ongoing efforts under the Kingpin Act to apply financial measures against significant foreign narcotics traffickers and their financial associates worldwide.  Since June 2000, more than 2,100 entities and individuals have been named pursuant to the Kingpin Act for their role in international narcotics trafficking.  Penalties for violations of the Kingpin Act range from civil penalties of up to $1,466,485 per violation to more severe criminal penalties.  Criminal penalties for corporate officers may include up to 30 years in prison and fines up to $5 million.  Criminal fines for corporations may reach $10 million.  Other individuals could face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.

The Treasury Department continues to prioritize disruption of the full range of Hizballah’s illicit financial activity and has designated more than 40 Hizballah-affiliated individuals and entities since 2017.

As a result of today’s actions, any assets of the designated individual or entities in the United States or in the possession or control of a U.S. person must be blocked and reported to OFAC.  OFAC’s regulations generally prohibit all dealings by U.S. persons or within (or transiting) the United States that involve any property or interests in property of blocked persons.
