SK Energy, South Korea's largest oil refiner, and Hyundai Oil Bank, the country's smallest refiner, are considering crude analysis and test samples, the sources said. 
A spokeswoman for SK Innovation, owner of SK Energy and a spokesman for Hyundai Oil Bank, declined to comment.
Seoul is negotiating with the United States to extend its exemption, saying there are limited alternatives to Iranian capacitors it buys, according to a former US official. But three informed sources said that for South Korea to obtain an extension of the exemption, it is likely to have to cut its current imports between 5 percent and 20 percent. 
South Korea, a close political ally of the United States, does not want to jeopardize its relationship with Washington. 
"They are afraid of Trump," said Sandy Felden, director of oil and product research at Morning Star. They want to be able to say, 'Look, I buy all your oil.' " 
In talks with government officials last week, South Korea demanded maximum flexibility, stressing the importance of Iranian capacitors to the South Korean petrochemical sector, according to a statement issued by the Ministry of Foreign Affairs last week.
Washington wants to cut Iran's exports to less than 1 million bpd, from more than 2.5 million bpd in May. 
South Korea imported about 176,377 barrels a day of Iranian oil from January to February, according to data from the National Oil Company of Korea (KNOC), a decline of 38.5 percent from the same period a year earlier. 
US crude exports to South Korea reached an average of 256,000 bpd in 2018, according to the US Energy Information Administration. Imports in February rose to 443,000 bpd. 
South Korea buys other types of US light crude, but SK Energy and Hyundai Oil recently rejected two shipments of Texas-based Eagle Ford condensers after finding impurities in the oil.
Most of the West Texas Light crude oil is mixed with other crude oil for sale at the US crude futures delivery center in Cushing, Oklahoma.

The US administration plans to include Iran's Revolutionary Guards on its list of "terrorist organizations" in a move that would increase pressure on the military force, the Wall Street Journal reported.

The United States will announce the decision on Monday, the newspaper said in its Friday edition citing unnamed administration officials.

The Revolutionary Guard (Pasdaran) is an ideological army established in 1979 to protect the Islamic Revolution in Iran from internal and external threats and has considerable political and economic influence.

The Quds Force, the elite forces of the Revolutionary Guard, is the external arm of this paramilitary force, and it particularly supports the regime of Syrian President Bashar al-Assad and Hezbollah in Lebanon.

In 2018, the United States imposed strict economic sanctions on the Revolutionary Guards.

The inclusion of the Revolutionary Guards on the list of terrorist organizations would prevent American citizens and entities from engaging in any dealings with this military force, under the threat of prosecution.

According to the newspaper, the US military and the Central Intelligence Agency (CIA) question the usefulness of this action, which has significant symbolic implications for the administration of US President Donald Trump.

The Pentagon and CIA fear the potential consequences of this action on US troops deployed in the region.

Washington has stepped up economic pressure on Iran since Trump last year to withdraw from the nuclear agreement between Iran and the major powers in 2015.

This would be the first time a state would formally list the national army of another state as a terrorist group

GENEVA: Iran will take reciprocal action against the United States if Washington designates the elite Revolutionary Guards (IRGC) as terrorists, a majority of Iranian parliamentarians said on Sunday, according to state news agency IRNA.
The United States is expected to designate the Revolutionary Guards a foreign terrorist organization, three US officials told Reuters, marking the first time Washington has formally labelled another country’s military a terrorist group.
“We will answer any action taken against this force with a reciprocal action,” a statement issued by 255 out of the 290 Iranian lawmakers said, according to IRNA.
“So the leaders of America, who themselves are the creators and supporters of terrorists in the (Middle East) region, will regret this inappropriate and idiotic action.”
The US decision, which critics warn could open US military and intelligence officials to similar actions by unfriendly governments abroad, is expected to be announced by the State Department perhaps as early as Monday, the US officials said last week. The move has been rumored for years.
IRGC commander Mohammad Ali Jafari warned in 2017 that if Trump went ahead with the move, “then the Revolutionary Guards will consider the American army to be like Islamic State all around the world.”
US Secretary of State Mike Pompeo, a strident Iran hawk, has advocated the change in US policy as part of the Trump administration’s tough posture toward Tehran.
Set up after the 1979 Islamic Revolution to protect the Shiite clerical ruling system, the IRGC is Iran’s most powerful security organization. It controls large sectors of the Iranian economy and has huge influence in its political system.

President Trump on Monday formally labeled Iran's Revolutionary Guard a "foreign terrorist organization," in Washington’s first such designation for an entire foreign government entity.

The announcement, which officials said would put the military organization on the same level as terror groups like Hezbollah and Hamas, is the latest administration step to increase pressure on Iran.

 

Secretary of State Mike Pompeo, citing the IRGC's ties to terror plots, said the designation recognizes a "basic reality."

 

“This designation is a direct response to an outlaw regime and should surprise no one,” he said. “The IRGC masquerades as a legitimate military organization, but none of us should be fooled.”

In a statement, Trump said the unprecedented move “underscores the fact that Iran’s actions are fundamentally different from those of other governments.”

He warned: “If you are doing business with the IRGC, you will be bankrolling terrorism.  This action sends a clear message to Tehran that its support for terrorism has serious consequences.”

 

Administration officials have said the step will further isolate Iran and make clear that the U.S. won't tolerate Iran's continued support for rebel groups and others that destabilize the Middle East.

But the designation may also have widespread implications for American personnel and policy in the region and elsewhere as Iran has threatened to retaliate.

"Companies and banks around the world have a clear responsibility to ensure that all institutions that carry out financial transactions with them are not in any material relationship with the Iranian Revolutionary Guard," Pompeo told a news conference. "The Iranian regime not only supports terrorism, terrorism'.

Bahrain stressed the importance of this step in addressing the dangerous role played by the Iranian Revolutionary Guards as an element of instability and tension, and a tool to spread violence and terrorism in the Middle East and the world at large.

US' plots against IRGC to boomerang on them: Leader

TEHRAN, Apr. 09 (MNA) – Leader of the Islamic Revolution Ayatollah Khamenei said the US vice and deceit against the IRGC will boomerang on them, leading the enemies of the Islamic Republic to go "down the drain."

He made the remarks Monday night while addressing a host of IRGC personnel and their families in Tehran, on the eve of the auspicious birth anniversary of Imam Hussain (a.s), which marks the National Day of Guards. 

The reason behind the US's animosity against IRGC is the force's pioneering role in defending the country and the Revolution, Ayatollah Khamenei stressed, adding, "the US and other ignorant enemies have done anything they could against the Islamic Republic of Iran, yet they failed to achieve a single thing. Today, the Revolution and the Islamic Establishment have become powerful in the region and the world."

Ayatollah Khamenei regarded IRGC as an eminent entity at the forefront of encountering enemies on various arenas, saying, "IRGC leads the fight in operational fields, confronting the enemies at our borders; and even thousands of kilometers away from the frontiers, around the shrine of Lady Zainab (s.a.); as well as in political confrontations with enemies."

The Leader of the Islamic Revolution described that asset as the main reason behind the US' animosity against the IRGC, and added, "US officials wishfully plot against the IRGC and actually against the Islamic Revolution and maneuver mischief. Undoubtedly, such ferocities won’t get them anywhere. Their vice and deceit will boomerang on them, leading the enemies of the Islamic Republic such as Trump and those around him at the US ruling apparatus to go down the drain."

“It has been 40 years since the enemies began imposing various types of political and economic pressures, as well as launching a comprehensive propaganda campaign against the Iranian nation, but they achieve no results,” the Leader said.   

Washington designated IRGC as a foreign terrorist organization on Monday through an official statement. In retaliation, Iran's Supreme National Security Council (SNSC) has designated American forces in West Asia, known as the United States Central Command (CENTCOM), as a "terrorist organization."

US sanctions make no dent in Iran’s resolve to advance nuclear industry

TEHRAN, Apr. 09 (MNA) – Iran’s nuclear chief Ali Akbar Salehi says the reimposition of US unilateral sanctions has been, and will continue to be, unable to make the slightest dent in the country’s resolve to advance its nuclear technology projects.

Head of the Atomic Energy Organization of Iran, Ali Akbar Salehi, made the remark in his address to a ceremony marking the National Day of Nuclear Technology on Tuesday. The ceremony was inaugurated by President Rouhani, during which as many as 114 achievements in the field of nuclear technology were unveiled.

Salehi stressed that the AEOI will continue to follow up on its designated objectives at various levels based on a medium-term and long-term plans.

“I declare with confidence that the reimposition of US unilateral sanctions and Washington’s recent insolence, have been, and will continue to be ineffective on undermining our strong resolve to advance our major plans for the nuclear industry,” Salehi said.

He went on to add, however, that the imposition of inhuman and illegal sanctions against the Atomic Energy Organization of Iran, which also includes the country’s center for nuclear safety and a radiopharmaceutical company, shows the poor political judgment of the White House authorities.

Elsewhere in his remarks, Salehi noted the AEOI’s cooperation with the International Atomic Energy Agency, saying “we always welcome the IAEA's independent and impartial approach towards Iran’s peaceful nuclear program, and we commit ourselves to interaction with the Agency within the framework of our obligations and agreements.”

Salehi noted that the 14 official reports by the IAEA confirms Iran’s full compliance with its nuclear-related commitments, whereas the United States, in an ill-conceived move resulting from the country’s political turmoil, has violated the agreement by having unilaterally withdrawn from it.

"Now that President Donald Trump has considered the Iranian Revolutionary Guards a terrorist organization, especially as the United States has a particular view that Iran is a strong supporter of terrorism in the Middle East region, especially Iraq, Syria, Yemen and Libya," Al Hanoun told the news agency.

"The Iraqi politician must realize the seriousness of this in dealing with Iran both at the governmental level and at the level of militias classified as belonging to the Iranian Revolutionary Guards and led by Soleimani in Iraq, considering that Soleimani is not only the commander of the Revolutionary Guard, .

This was the first time that Washington was targeting a "part-state" organization in this way, as US President Donald Trump declared in a statement on the resolution, which came into force on April 15. 

Iran has been listed since 1984 on the United States' list of very limited "state sponsors of terrorism," which includes North Korea, Sudan and Syria. 

The idea of including the Revolutionary Guard, an army founded in 1979 to protect the Islamic Revolution from external and internal threats, has been on the terrorism list since Trump's arrival at the White House. 

According to Trump, this decision "is a recognition of the fact that Iran is not only a state funded for terrorism, but that the Revolutionary Guard is active in the financing and promotion of terrorism."

I saw this yesterday and and have not seen a post of it here yet. If it has been posted, I'm sorry and mods can fix it. However, this got me to thinking about what Yota just posted a short time ago with the parliament meeting and talking about foreign troops in Iraq again. I know some want us out and there are a number of iranian units and influence still there after ISIS's defeat. I am sure some of this was discussed with the speaker when he was here in the US last week. This could have possibly been a good move. Iraq now has a decision to make, get rid of the iranian influence and be our friend, or we will take care of them for dealing with terrorists. I would be curious to hear some other thoughts and comments about this.

US labels elite Iran force a foreign terrorist organization

WASHINGTON — The United States on Monday designated Iran's Revolutionary Guard Corps a foreign terrorist organization, an unprecedented declaration against a foreign government that may prompt retaliation and make it harder for American diplomats and military officers to work with allies in the region.

It is the first time that the U.S. has designated an entity of another government as a terrorist organization, placing a group with vast economic resources that answers only to Iran's supreme leader in the same category as al-Qaida and the Islamic State.

"This unprecedented step, led by the Department of State, recognizes the reality that Iran is not only a state sponsor of terrorism, but that the IRGC actively participates in, finances and promotes terrorism as a tool of statecraft," President Donald Trump said in announcing the measure.

Secretary of State Mike Pompeo said the designation is intended to increase pressure on Iran, isolating it further and diverting some of the financial resources it uses to fund terrorism and militant activity in the Middle East and beyond. But, in addition to the potential for Iranian retaliation, it complicates a delicate balance for U.S. personnel in at least two key countries.

The administration went ahead with the designation despite expressions of "serious" concern by senior defense and intelligence officials about the possibility of retaliation, as well as the effectiveness against an organization already subject to sanctions, according to two U.S. officials who spoke on condition of anonymity because they were not authorized to discuss the decision.

Pompeo said the move is part of an effort to put "maximum pressure" on Iran to end its support for terrorist plots and militant activity that destabilizes the Middle East. Speaking to reporters, he rattled off a list of attacks dating to the 1980s for which the U.S. holds Iran and the IRGC responsible, beginning with the attacks on the Marine Corps barracks in Beirut, Lebanon in 1983.

No waivers or exceptions to the sanctions were announced, meaning U.S. troops and diplomats could be barred from speaking with Iraqi or Lebanese authorities who have dealings with Guard officials or surrogates. Such contact occurs now between U.S. officials in Iraq who deal with Iranian-affiliated Shiite militias and in Lebanon, where the Iran-backed Hezbollah movement is in parliament and the government.

The Pentagon and U.S. intelligence agencies had raised concerns about the impact of the designation if the move did not allow contact with other foreign officials who may have met with or communicated with Guard personnel. Those concerns have in part dissuaded previous administrations from taking the step, which has been considered for more than a decade.

The Justice Department said Monday it would prosecute violations but officials declined to say how broadly they would interpret the provision barring "material support" to the IRGC. A strict interpretation would leave hundreds of European companies and executives at risk for U.S. travel bans or criminal penalties in addition to limiting American officials' ability to deal with foreign counterparts who have links to the guard.

The designation "raises the question of whether a non-U.S. company or individual could be prosecuted for engaging in commercial transactions with an Iranian company controlled by the IRGC," said Anthony Rapa, an international trade and national security attorney with Kirkland and Ellis.

Critics of the hardline policy also see it as a prelude to conflict.

"This move closes yet another potential door for peacefully resolving tensions with Iran," said Trita Parsi, the founder of the National Iranian American Council. "Once all doors are closed, and diplomacy is rendered impossible, war will essentially become inevitable."

National Security Action, a group made up of mainly former Obama administration officials, said it would put U.S. troops at risk while jeopardizing the 2015 nuclear accord with which Iran is still complying.

"We need to call out today's move for what it is: another dangerous and self-defeating tactic that endangers our troops and serves nothing but the Trump administration's goal of destroying the Iran deal," it said.

The designation could also open hundreds of foreign companies and business executives to U.S. travel bans and possible prosecution for sanctions violations.

The IRGC is a paramilitary organization formed in the wake of Iran's 1979 Islamic Revolution to defend the government. The force answers only to Iran's supreme leader, operates independently of the regular military and has vast economic interests across the country. The U.S. estimates it may control or have a significant influence over up to 50% of the Iranian economy, including non-military sectors like banking and shipping.

Iran has long been designated a "state sponsor of terrorism" by the U.S. and the State Department currently designates more than 60 organizations as "foreign terrorist organizations." But none of them is a state-run military.

Iran immediately responded to the designation with its Supreme National Security Council designating the U.S. Central Command, also known as CENTCOM, and all its forces as terrorist, and labeling the U.S. a "supporter of terrorism."

The Council denounced the U.S. decision as "illegal and dangerous" and said the U.S. government would be responsible for all "dangerous repercussions" of its decision. It defended the IRGC, which has fought Islamic State fighters, as being a force against terrorism.

American military commanders were planning to warn U.S. troops remaining in Iraq, Syria and elsewhere in the region of the possibility of retaliation. Aside from Iraq, where some 5,200 American troops are stationed, and Syria, where some U.S. 2,000 troops remain, the U.S. 5th Fleet, which operates in the Persian Gulf from its base in Bahrain, and the Al Udeid Air Base in Qatar, are potentially at risk.

The U.S. special envoy for Iran, Brian Hook, and the State Department's counterterrorism coordinator, Nathan Sales, said the decision was reached after consultation with agencies throughout the government but would not say in a news conference if the military or intelligence concerns had been addressed.

"Doing this will not impede our diplomacy," Hook said, without elaborating. He noted that the U.S. has at various times had contact or even formal negotiations with members of groups that are subject to sanctions.

Reaction from those who favor tougher engagement with Iran was quick and welcoming.

"Thank you, my dear friend, US President Donald Trump," Israeli Prime Minister Benjamin Netanyahu said in a tweet, a day before what could be a close election. "Thank you for answering another of my important requests that serves the interests of our countries and of countries in the region."

Sen. Ted Cruz, R-Texas, called the action an "overdue" but essential step that should be followed by additional sanctions.

Rep. Michael McCaul of Texas, top Republican on the House Foreign Affairs Committee, said the designation "ends the facade that the IRGC is part of a normal military."

And, the Iranian opposition group, the National Council of Resistance of Iran, called it "an imperative for Middle East security, peace, and stability, and an urgent and necessary step to end war and terrorism throughout the region and the world."
