Iranian official calls for negotiations with Washington in Iraq

BAGHDAD (Reuters) - 
The United States has imposed sanctions on six individuals and three entities for their involvement in transporting oil shipments to Syria, the US Treasury Department said Tuesday. 
The Treasury Department said in a statement that the list of targets of the network includes Syrian citizen Mohammed Amer Shweiki and his company 'Global Vision Group' based in Russia, which also funded the Iranian Quds Force and the militia of Hezbollah and Hamas. 
The ministry pointed out that the other targets include Syrian citizen Haji Abdel Nasser, Lebanese citizen Mohammed Qasim al-Bazal, Russian citizen Andrey Dujayev, as well as Iranian citizens Rasul Sajjad and Hussein Yacoubi Miyab. 
Washington says it resorts to punitive measures to isolate Bashar al-Assad's regime as responsible for systematic arrests and killings of large numbers of Syrians as they protest against the political and legal situation.
US officials said Russia had facilitated the delivery of oil from Iran to Syria and that a variety of mechanisms had been used to try to hide shipments and payments related to oil. 
"Today we are moving against a complex scheme used by Iran and Russia to support Bashar al-Assad's regime and to provide funds for malicious Iranian activity," Treasury Secretary Stephen Menuchin said in a statement. 
He said 'officials of the Central Bank of Iran continue to exploit the global financial system'. 
The Treasury Department's inclusion of individuals and entities on the sanctions list effectively isolates them from the global financial system, freezing any assets under US jurisdiction and warning non-US institutions to deal with them.

US special envoy for Syria, James Jeffrey, said Friday that Washington is not seeking to change the leadership and order in Damascus, pointing out that it is the Syrian people who decide who governs, while stressing not to ease the sanctions on Iran in exchange for withdrawal from Syria.

"We believe that the Syrian president is a disgrace to humanity and a war criminal, perhaps the greatest war criminal in today's world and the most cruel, and America will never have good relations with Bashar Assad," Jeffrey said in an interview with Novosti and the Russian daily Kommersant. We are committed to a political process that is achieved in cooperation with the Syrian people and by the Syrian people themselves. " 

"The Syrian people must decide who will govern them and which government they will have." 

"Washington is not seeking any form of regime change, but is aimed at changing the behavior of this regime towards its people in the first place, and then towards its neighbors, the international community."

Deputy for Asron: Iraq will not be able to face any US sanctions

The United States is pressing Iraq to cut its energy ties with Iran, and US companies and their allies in the region are encouraging the development of practical alternatives to cut off trade between Baghdad and Tehran.

Iraq relies on Iran to import natural gas, which generates up to 45 percent of its electricity.

Washington gave Baghdad 45 days, exempt from Iranian sanctions, at a time when it hoped Iraq would seriously move to find alternatives, as expressed by US special envoy to Iran Brian Hawk.

Amidst continuing talks between Iran and Iraq over how to settle payments for Iraq's natural gas imports from Iran in the face of Washington sanctions, Iranian officials are mulling over Iraq's offer to pay in Iraqi Dinars instead of the dollar or Euro, according to Iranian state media. This follows the September announcement by Iran that it planned to completely ditch the dollar as a currency used by the two countries in the trade transactions. 

Iraq was among countries granted a temporary exemption as energy sanctions on its eastern neighbor and regional Shia ally took effect November 5, and since then Baghdad has pushed to process payments for gas and electricity in its own currency of dinars. Iraq is Iran's second largest export market with a substantial portion of that trade in energy, which cannot cannot easily be structured outside the new sanctions regime.

This is sounds to me like the dinar is going to be on the same level playing field of the dollar and Euro, meaning a dinar value of $1+

The Iraqi dinar is stronger than the Iranian currency. If Iraq pays Iran at the present value that would mean that they have no intention to revalue or that would be a tremendous transfer of wealth to their Shia neighbor.

Smart money has them adjusting their exchange rate BEFORE Iran gets paid.
