The Constitution affirmed that the candidate for the presidency must obtain two-thirds of the votes within the parliament in order to be president of the republic. Article 1 of Law No. 8 of 2000 and 12 stipulates that the candidate must be Iraqi by birth and Iraqi parents. What I find hysterical is they can't agree on a PM, President or form their government but somehow gonna fix the problems in Basra. They can barely come up with enough of these monkeys to hold a quorum. This new speaker of parliament needs to take baby steps an work on getting a functioning government seated before they try to fix problems like Basra. I guess all this depends on who's paying you the biggest kick backs....

Parliamentary blocs agreed on Wednesday to delete and amend the rules of procedure of the House of Representatives. 
A parliamentary source told Mawazine News that "the two parties agreed to form a parliamentary committee to amend the rules of procedure of the House of Representatives, in addition to the deletion and modification of some paragraphs, provided that the ceiling of the amendment is not more than 15 days." 
He added, "also agreed to gather the benefit of previous experiences of the House of Representatives of parliamentary behavior and others." 
This and held the heads and representatives of the parliamentary blocs headed by the First Deputy Speaker of the House of Representatives Hassan al-Kaabi held a meeting today to consider the necessary amendments to the current rules of procedure of the House of Representatives.
