German-based giant Siemens had spent considerable time courting the Iraqi government in order to land the $15-billion-worth contract for building power infrastructure in the war-torn country. It had been considered an odds-on favorite until Washington reportedly intervened and compelled Baghdad to choose US- based General Electric.

In an attempt to secure Siemens’ positions in Iraq, its CEO Joe Kaeser signed a memorandum of understanding with the country’s electricity minister Kasim al-Fahdawi during his undisclosed trip to Baghdad. The German conglomerate, rivaled by US-based General Electric, has proposed a comprehensive reconstruction framework program for Iraq, the German outlet Welt reports, citing Siemens’ statement. A company spokesman told the newspaper that its economic scope hadn’t been evaluated, but declined to comment on the company’s rivalry with General Electric over Iraqi projects.

Meanwhile, head of the Federation of German Industries (BDI) Joachim Lang has lashed out at the US for its interference in business competition for projects in Iraq, using leverage to promote the interests of American big business.

“To implement the America First doctrine in this way in the global competition of multinational companies is not acceptable,” he told the German outlet Welt.

According to him, sovereign states and companies must have the freedom to negotiate the best economic solutions, in line with the principle of fair competition. The Federation demanded a “level playing field” for competitors worldwide.

However, Lang admitted that nobody had the ability to forbid any country from politically flanking its business projects. At the same time, he pointed out that no single company can be granted preferences in a situation where rules which are considered valid for other businesses are not applied to one particular actor.

On October 15, Iraq signed a memorandum of understanding with Boston-based General Electric for building power infrastructure in the war-torn country, although Siemens had been considered the front- runner. In late September, the CEO of the German conglomerate, Joe Kaeser, traveled to Baghdad accompanied by State Secretary at Germany’s Ministry for Economic Affairs and Energy Thomas Bareiss to meet Prime Minister Haider Al-Abadi. Kaeser and the head of the Iraqi government discussed a 4-year plan to install power plants with a generating capacity of 11 GW. The German outlet Handelsblatt reported the deal to be worth $15 billion.

However, as the Financial Times reports, Donald Trump’s administration bullied Baghdad to choose General Electric over Siemens, claiming that the deal with the German firm could put the US-Iraqi relations at risk. The outlet cited a source familiar with the situation, who revealed that an adviser to Al-Abadi said “The U.S. government is holding a gun to our head,” and told Siemens to give up on the contract two weeks ago.

Senior US officials are said to have warned Prime Minister Haider Al-Abadi against leaning towards the German giant, Blomberg reported. The website claimed that the White House suspected that Iran is pushing Iraq towards a deal with Siemens “as a way of undercutting ties with the US,” in light of the Trump Administration's plans to invoke a new package of sanctions in November.

The memorandum includes support for the vision of the Iraqi government in the development of the energy sector
 21 October 2018 11:06 PM

Mubasher: The Iraqi Ministry of Electricity signed separate memorandums of understanding with German company Siemens and General Electric to develop the country's energy sector.

The first memo with Siemens will include a road map for cooperation with the company to resolve the electricity crisis in Iraq through contracts and agreements that will be developed later and include re-qualification of power generating units and switching of other numbers to complex cycles, the ministry said in a statement on its website .

The memorandum also includes the installation of new generation plants for the production of electric power and other transformational substations at different locations, as well as the improvement of energy transmission and distribution networks. This requires the training of the Ministry's "staff" and the modernization of programs and the use of modern technologies in the distribution sector .

The memorandum was signed in the presence of Iraqi Minister of Electricity Qassim Al-Fahdawi and the representative of Siemens Company, International Executive Director Joe Kaiser. The Minister also signed a separate memorandum with General Electra, represented by South Asia, Middle East and Africa Executive Director Joseph Anis .

The ministry said that the memorandum includes supporting the vision of the Iraqi government to develop the energy sector and revive the national economy through the rehabilitation of a number of modules and the conversion of the number of others into a complex cycle and the addition of new production units .

It also noted that the memorandum also includes the installation of different capacity power stations and the training of "owners" and the provision of advice to reduce lost time in the power distribution sector .

According to the memorandum, future contracts would be drafted in preparation for the conclusion and implementation of future contracts to resolve the country's electricity crisis.

Iraq signs two memorandums of understanding with General Electric and Siemens to develop electricity infrastructure
[BAGHDAD - Where]
Iraq's electricity ministry said in a statement on Sunday that Iraq had signed agreements with General Electric and Siemens on possible deals to develop electricity infrastructure in the country.
Siemens was the favorites to win a contract to supply 11 megawatts of power in a deal worth about $ 15 billion, but the Financial Times reported on Wednesday that the German group may have to ally itself with its rival, General Electric, after pressure from the administration of President Donald Trump.
An official from the Iraqi Ministry of Electricity stressed that there was pressure from the United States.
"We received offers from Siemens and then General Electric to modernize the electricity sector in Iraq," he said without elaborating. "The pressure from the US side was severe."
He added that the two companies had signed a memorandum of understanding and that the new Iraqi government, which has not yet been formed, will decide whether to choose one or both companies.
The Ministry of Electricity has not yet given details of the value of either deal.
Siemens CEO Joe Kaiser wrote on Twitter that the memorandum of understanding signed with Iraq was a "historic" agreement for the company.

Tehran 's economy calls on Baghdad to speed up debt repayment

 Twilight News

(Reuters) - Tehran called on the Iraqi government to speed up the payment of electricity debts, which exceeded one billion dollars to Tehran.

"The Iraqi authorities should speed up the payment of electricity debts to Iran, which exceeded one billion US dollars," IRNA quoted deputy minister of energy and general coordinator of Tawanir Mahmoud Reza Hakki Fam as saying.

Iraq buys about 1,000 megawatts from Iran via two lines in Diyala north and another in Basra and a fourth in the southern city of Amara.

Electricity cuts have been frequent in Iraq despite being a major oil producer in OPEC, at a time when the national system was unable to provide the required energy in times of extreme heat, especially in the central and southern regions of the country.

Thinking out loud here folks: Going on the premise that Iraq can no longer pay Iran in USD $$$. . . then payment will be in IQD, around a Trillion or so. Does/would this affect [ speed up ? ] a RI/RV in any way or am I just peeing into the wind ?

BAGHDAD (Reuters)
- Iraq has received an exception to continue to buy electricity from Iran, officials in Washington and Baghdad said Thursday.

"We have granted Iraq an exemption to allow it to continue to pay for the import of electricity from Iran," State Department Envoy to Iran Bryan Hawk told AFP.

For his part, said an Iraqi source familiar with the French agency, "Iraq got this exemption in return for commitments and a timetable."

"Iraq has to present a plan on how to get rid of Iranian gas and oil in a process that takes several years," he said.

Iraq currently buys 1,300 megawatts of electricity from Iran, as well as gas to operate its plants.

These imports are essential in a country with chronic power shortages for years, with most people receiving only a few hours of electricity a day. After a first round of sanctions in August, Washington on Monday reintroduced new measures against Iran's oil and financial sectors.

The sanctions were lifted after the signing of the Iranian nuclear deal in 2015, which US President Donald Trump unilaterally withdrew in May. Since Washington announced it would reinstate these sanctions, Baghdad continued to hold talks with delegations representing the United States and Iran, which have influence in Iraq.

Iraq received the exemption after negotiations between Iraqi and US officials represented by the White House and the US Treasury Department, the source said.
