Iraq's National Security Council deployed security forces and cut internet services Saturday as protests that began in Basra spread to several other cities.

The council held an emergency meeting Saturday in Baghdad after protests over high unemployment, poor government services and corruption spread from Basra to Baghdad, Najaf, Amaraand Nasiriyah.

Prime Minister Haider al-Abadi issued a statement saying "infiltrators" had used "peaceful protests to attack public and private property." He promised that government forces "will take all the necessary measures to counter those people."

At least two people have died in the protests in the city of Amara as protesters blocked roads, lit tires on fire and, according to a spokesman for area health authorities, fired guns "indiscriminately."

One person died earlier this week in Maysan when Iraqi forces shot at protesters reportedly trying to set fire to government buildings.

In Najaf, security forces were deployed in the streets Saturday. Cuts to internet service reportedly took place in Baghdad, Najafand Basra.

The protests began in Basra early this week, after residents of Iraq's most oil-rich city grew fed up with its own poverty, water and power shortages, and the summer heat, which can approach 50 degrees Celsius at the height of the season.

Police confronted protesters in Basra when they gathered near an oil field operated by Russian oil firm Lukoil.

On Friday, the Grand Ayatollah Ali al-Sistani spoke out in a televised sermon to offer support for the demonstrators. He said it was not fair that residents of Iraq's most profitable city live in such poor conditions.

In response, Abaditraveled from a summit in Brussels to Basra, where he asked the Basra Oil Company to hire more locals.

Abadi is a caretaker prime minister. Iraq is undergoing a vote recount after May's national elections, stalling efforts to form a new government.

ERBIL (Kurdistan 24) – Protests calling for better public services have entered its second week in several provinces across southern Iraq as the government forces’ crackdown on demonstrators has left many people killed and wounded.

Kurdistan 24 correspondent Shwan Jabari, who is covering the demonstrations live from Basra, said two protesters were killed and a dozen others injured, including four from gunshot wounds, as Iraqi government forces extend a curfew imposed across the province.

He added that protesters in the al-Zubair district tried to storm a building belonging to one of the oil companies in the area. However, security forces responded to their attempts by protecting the facility. Jabari stated that several people were wounded as the guards fired live ammo to disperse the protests.

The Director of Health Department’s Communications in Missan said the governorate’s hospitals received 23 people who sustained different types of injuries, six of them from direct gunfire, as security forces tried to disperse them, al-Sumeriya reported.

In Muthana Province, confrontations between security forces and protesters who attempted to storm the governorate building killed three and wounded 50 others, a security source told Baghdad-based Shafaaq News outlet.

Footage circulating across social media show security forces using live bullets against demonstrators as violent protests in Iraq's Basra continue for the seventh consecutive day.

Protesters later stormed offices belonging to the Dawa, al-Fadhila, and al-Hikma political parties and set fire to the buildings, the source said.

Elsewhere, in Babil Province’s al-Qasim district, clashes with guards of Muqtada al-Sadr’s Sairoon Coalition’s office injured five protesters.

Meanwhile, in Dhi Qar Province, 19 protesters were wounded from different injuries with five of them in critical condition as security forces dispersed the demonstrations using live ammo, rubber bullets, and tear gas, a security source told Shafaaq.

The Iraqi government spokesperson has accused corrupt groups of taking advantage of protests staged in the southern provinces to ignite confrontations between protesters and security troops.

Speaking to the Russian Sputnik news agency, Saad al-Hadithi, spokesperson for the government, said, “we had information from the intelligence as well as reports from security services that showed individuals working in small groups to take advantage from the protests in order to ignite confrontations between protesters and security services.”

Those people, according to Hadithi, “have links to organized crimes and corruption groups, which were highly harmed due to the measures taken by the government against them.” The government is working on containing the situation while respecting the right of peaceful protesting.

Mass protests were staged on Friday, while hundreds of Iraqis stormed the airport, suspending the fights due to poor services offered by the government and corruption.

Several civilians as well as security personnel were wounded in clashes with armed people, who attacked the protesters in Maysan province.

On Saturday, two protesters were reportedly killed in Najaf on Saturday as members of the Shiite militia of Asaeb Ahl al-Haq were shot at the demonstrations.

Issues with internet services were reported across the protests-hit regions.

Observers ruled out an improvement in the situation in Basra soon with the extension of demonstrations to other provinces

Political parties began with attempts to absorb the anger of the protesters

NRT

Observers have ruled out a dramatic improvement soon in Basra, where unrest in the southern provinces has reinforced the belief that Iraqi leaders rarely keep their promise of a better future .

Sources familiar with the statements said on Sunday, July 15, 2018, that the poles of the political parties and leaders of the ruling parties, began attempts to show sympathy with the protesters in an attempt to absorb their anger, where the head of the Sadrist movement Moqtada al-Sadr delegation to Basra to calm the situation, "He said.

The sources pointed out that with the declaration of the Supreme Religious Leader Ali Sistani solidarity with the protesters, on Friday, it became clear that the religious authority lost much of its influence on the segments of protesters who may move at any moment to denounce the role played by the protection of corrupt people over the past years.

Other sources expected that the wave of protests will expand as a result of the expected use of violence by the government and parties to protect their property, which could lead to more deaths and their fall will embarrass the religious authority that supports protesters in their demonstrations demanding services on the one hand, On the right of the Government to use violence on the pretext of maintaining security .

She pointed out that "the government, which did not fulfill its promises, especially in the field of electricity on the day had the surplus funds can not be prepared and is close to bankruptcy, and the segments of the people that went out to the street and stormed the airport Najaf and besieged the oil companies in Basra and stormed buildings that constitute a symbol of the state Maysan, Dhi Qar, Najaf and Muthanna, where two of the protesters were killed today, the prostration solutions no longer satisfy them . "

Political observers point out that Abadi's time-wasting government is too weak to contemplate practical solutions, so the hawks of the political process, originally targeted by popular protests, will push the option of direct confrontation under the pretext of preserving public property that militia parties may resort to greater And to accuse the protesters of doing so, which the pro-government media have repeatedly chanted, blaming the delegates.

While an Iraqi politician ruled out that Iran would respond to the Iraqi government's demands to back down on its decision to cut off electricity, pointing out that Tehran is rearranging its papers in Iraq, waiting for what might result from its attempts to evade US sanctions, which will be implemented next month .
"Saving the Iraqi government is no longer a priority on the Iranian agenda," he said .

Prime Minister Haidar al-Abadi earlier made some promises to the demonstrators, without forgetting the use of force, and decided to allocate $ 3 billion to the province of Basra to improve public services in an effort to calm the massive protests began in the province and spread to other provinces with a Shiite majority in the south of the country .

Baghdad – Iraqis demanding better public services and jobs took to the streets for the sixth day on Sunday in the southern oil-rich province of Basra, as authorities put security forces on high alert and blocked the internet in the country’s Shiite heartland.

The protests come at a sensitive time as Iraq awaits the final results of a partial recount of the ballots from May’s national elections before a new government can be formed. The elections, the fourth since the U.S.-led invasion that toppled ruler Saddam Hussein, saw the lowest turnout in 15 years and were marred with allegations of fraud and irregularities.

Thousands of protesters gathered outside the local government building and closed the roads leading to major oil fields north and west of Basra city of, activist Laith Hussein told The Associated Press by phone.

Security forces guarding the local government building opened fire, causing some protesters to disperse, he added.

Elsewhere in Basra, protesters forced authorities to close the vital Um Qasr port on the Persian Gulf, planning to march to the border crossings with Kuwait and Iran, he added.

The two main border crossings — Safwan with Kuwait and Shalamcheh with Iran — have been closed to both passengers and goods, a senior official with the Border Crossings Directorate told the AP. He spoke on condition of anonymity in line with government regulations.

He could not confirm if there were fatalities from either incident. Health and police officials were not immediately available to comment.

Around noon on Sunday, Basra anti-riot police fired water cannons and tear gas to disperse the protesters, said Sadiq Saleh, one of the demonstrators.

“I will not leave my place here until I get all my rights,” said the 35-year-old who has been out of work for the past three years. “The government lies to us, they always give us such promises and we get nothing.”

There were also similar protests on Saturday in Baghdad. Hundreds poured into Baghdad’s Tahrir Square and the eastern Shiite district of Sadr City. Some protesters set tires on fire and tried to break into the Badr Organization’s office in Sadr City, prompting guards to open fire. No casualties were reported.

Citing security concerns, Kuwait Airways, the Royal Jordanian and Iran’s Aviation Authority suspended their flights to Iraq’s second busiest airport in Najaf. Flights to other Iraqi airports have not been affected. The United Arab Emirates’ FlyDubai cancelled Saturday’s flights to Najaf, saying it will suspend them until July 22.

In a bid to contain the protests, Iraqi Prime Minister Haider al-Abadi convened a six-minister committee headed by the oil minister, Jabar Ali al-Luaibi. The committee promised jobs for those living in the areas around the oil fields and announced allocations for urgent projects, mainly for water provision.

On Friday, al-Abadi flew to Basra from the NATO summit in Brussels to try to defuse the unrest. He also asked the state-run Basra Oil Company to provide more jobs to locals and announced urgent allocations.

But that didn’t appear to assuage the protesters.

“These announcements are just anesthetization to the residents of Basra,” Hussein, the activist, said. “Every year, they make the same promises, and nothing happens on the ground.”

The only solution is “to replace the current faces that represent the parties that failed to develop Basra by new faces from new political parties from Basra itself,” he added.

Like other locals, Hussein demanded that Baghdad empower the new, local Basra government.

The demonstrations were given a boost after a representative of the Shiite community’s spiritual leader, the Grand Ayatollah Ali al-Sistani, offered his solidarity with the protesters during Friday’s prayer sermon, but called for peaceful demonstrations.

Basra is Iraq’s second-largest province and home to about 70 percent of the country’s proven oil reserves of 153.1 billion barrels. It is located on the Persian Gulf bordering Kuwait and Iran, and is Iraq’s only hub these days for all oil exports to the international market.

Iraq is pumping oil at normal levels even as protests spread across the southern region from where OPEC’s second-biggest producer exports most of its crude, according to a government spokesman.

“Production and exports from southern Iraq are stable as per normal levels,” Oil Ministry spokesman Asim Jihad said by phone. Authorities have deployed security forces to protect energy fields and facilities in the region, he said.

Protests broke out last week in the southern province of Basra by residents asking for jobs at some of the country’s giant oil fields operated by international companies such as Exxon Mobil Corp. and Lukoil PJSC. Iraqis have protested about unemployment and inadequate public services including power and water shortages ever since the U.S.-led invasion of 2003.

Iraq has been rebuilding its energy industry and ranks second only to Saudi Arabia for production within the Organization of Petroleum Exporting Countries. The country is pumping 4.55 million barrels day, according to the International Energy Agency. Its exports, most of which leave by tanker from southern sea terminals, have increased over the past few years and reached 3.521 million barrels a day in June.

At least one civilian was killed during riots in Basra last week, according to police. The protests have proliferated, with residents demanding jobs and reliable electricity and water supplies. Authorities have disrupted social media and other internet services in Baghdad and many other regions across the country, mainly in the south, over the last few days.

The government formed a ministerial committee headed by Oil Minister Jabbar al-Luaibi to formulate plans to address the protesters’ concerns, according to a government statement on Saturday. It also allocated 3.5 trillion dinars ($3 billion) to support projects addressing these issues.

Iraqi police sources said that their forces fired into the air to disperse hundreds of protesters as they tried to storm the building of the province of Basra, yesterday, wounding seven demonstrators in the seventh day of unrest in the cities of southern Iraq because of the deterioration of the level of services, In Iraq, Ali Sistani, for his solidarity with the protesters. The growing anger puts Prime Minister Haidar al-Abadi in a difficult position at a time he hopes for a second term when Iraqi politicians form a new coalition government after the May 12 parliamentary elections, similar to fraud.

The unrest in Basra has reinforced the belief that Iraqi leaders rarely live up to their promises of a better future.

"Some protesters tried to storm the building," a police source said. We prevented them from using water cannons and tear gas. "

Nineteen members of the security forces were injured in clashes with protesters who threw stones at a local government headquarters.

Iraq's Grand Ayatollah Ali al-Sistani expressed his solidarity with the protesters and said they faced "a severe shortage of public services." Sistani is rarely involved in politics but has a significant influence in public opinion.

Security forces also confronted protests about four kilometers from the Zubair oilfield run by Eni near Basra. Police sources said 19 people were wounded, three of them by live ammunition.

Twenty-one members of the security forces were wounded after protesters threw stones and bricks at them.

Internet services in the country have also sharply declined.

Last Friday, protesters stormed the international airport in the holy city of Najaf, which has religious shrines and temporarily suspended air traffic.

Royal Jordanian Airlines said in a statement yesterday that it had suspended four flights a week to the Iraqi city of Najaf because of the security situation at its airport, and Fly Dubai followed suit.

Iranian television said yesterday that the planned route of Iranian flights to the Iraqi city of Najaf will be diverted to Baghdad.

Prime Minister Haider Abadi on Sunday called for the use of other means instead of bullets to disperse the demonstrators.

"Our main battle is to be ready to confront the terrorists, the need to confront the attacks on state institutions, and those who do not confront the defense of state institutions are considered backward," Abbadi said in a speech to security ministers and heads of the security services.

"We need accurate intelligence to isolate the real citizens who demand their rights from those who attack state institutions and burn them," he said, adding that "organized crime is trying to pour oil into the fire."

Abadi called for "the use of other means instead of live bullets to disperse the demonstrators," pointing out that "non-use of live bullets does not mean not to address."

Basra and most of the central and southern governorates are witnessing demonstrations to demand better service conditions and the elimination of unemployment.
