He explained that the Council will raise its request to the Council of Ministers, and there should be no procrastination because the project was in accordance with the constitutional provisions, and in line with the desire of the people of Basra, through demonstrations demanding a greater role for Basra and solving problems. "The transfer of Basra province is considered an important project, but we hope there will be no political will to exploit the project demonstrations to pass the project of the region, and it is better at the moment to provide basic services, such as the construction of water dam in the province, And the development of channel innovation and complete the large water project in Haritha in order to secure drinking water .

Al-Fadhila bloc in the province of Basra on Tuesday proposed a road map that it said would provide a solution to the current crisis in the province, which is characterized by widespread unemployment and deterioration of the service situation such as water, electricity and others.

A statement issued by the bloc on July 24, 2018 that "the crisis experienced by Basra has deep roots of deprivation for decades to solve the solutions of improvisation, but rather through a comprehensive development plan to improve its reality in various fields and provide a million jobs and to be a gateway to comprehensive development nationwide.

The statement added that the comprehensive development plan is based on the following five steps:

First: The opening of a bank account in the name of the Basra Development Fund is funded automatically and monthly by 50% of the imports of border crossings in the province of Basra and the funds in it outside the annual budget laws and separate them to ensure the continuation of financing the account away from political conflicts in parliament .

Second: Deposit in the account above one dollar for each barrel of oil produced in or issued in Basra and finances the account monthly outside the annual budget laws and separately to ensure that the funding of the account is kept away from political conflicts in parliament .

Thirdly, the amounts deposited in this account shall be allocated exclusively to the mega development projects which generate employment opportunities and new financial income for the governorate. The profits of development projects shall also be deposited in the same account above for the purpose of financing new projects .

  Fourth: All the details of the movement of funds in the above account shall be published weekly in a website dedicated to this purpose in order to be monitored by the people and the supervisory bodies in all transparency .

Fifth: To grant the local government all the necessary powers for the development of the city and the disengagement of all the departments in the province from the ministries to avoid the current chaos resulting from the dependence of the departments to ministries do not have a vision .

The statement stressed that the development projects that must be started immediately within ninety days include the following:

1 - The project of the thermal plant in FAO, which produces 3000 megawatts and one million cubic meters of fresh water daily enough for 3 million citizens for all household uses and provides 20 thousand jobs .

2- Establishing 6 desalination plants at the current pumping stations on the Shatt al-Arab to provide fresh water to Basrah, Shatt al-Arab and Abi Al-Khasib in 18 months. This will provide 10,000 jobs as well as fresh water .

3 - Completing the stages of the Greater Basrah Water Project, especially the carrier line and replacing its administration with a management that has the desire and seriousness to complete the project and does not live to extend the construction years of the project .

4 - Construction of Basra Dam, which provides a tourist environment while preserving fresh water and prevent the extension of the tongue saline to provide 10,000 jobs .

5 - Completion of the stages of the project of the Basrah irrigation channel and the extension of the irrigation water pipe network for the rehabilitation of agriculture, which will provide 30 thousand jobs .

6 - Construction of the port of Faw, which will provide 300 thousand jobs and income of more than 20 billion dollars annually .

7 - The establishment of an oil refinery in the district of the city with a capacity of 300 thousand barrels per day to meet the local need of oil products and provide 20 thousand jobs and provide an income estimated at 3 billion dollars a year . 

8 - Construction of the Nebras Petrochemicals Complex, which provides 20 thousand jobs and income of 5 billion dollars annually .

9 - Revitalizing giant factories such as fertilizer plant, iron and steel, paper, petrochemicals and others to provide income of 3 billion dollars annually .

10- Establishment of Khor Abdullah tourist resorts on the Arabian Gulf coast to provide 30 thousand jobs and receive 15 million tourists annually .

11 - Edit Basra Airport from dependence to Baghdad airport and turn it into an international transit airport managed by one of the giants in this field worldwide to provide 50 thousand jobs and income of 10 billion dollars annually .

12. Building Sustainable Palm City, which includes 100 thousand housing units and provide 100 thousand jobs .

13 - Building the new city of Basra in the Shatt al-Arab district, which includes 100 thousand housing units and provide 100 thousand jobs .

14 - Building the University of Oil and Gas in Qurna to provide 10,000 jobs .

15 - Establishment of universities Zubayr and Abi Khasib and Qurnah to provide 30 thousand jobs .

16- Development of the Shatt al-Basrah Corniche from the Airport Bridge to Al-Zubayr Bridge for a length of 10 km with buildings on both sides of not less than 20 floors to be a global trade center providing 50 thousand jobs .

17. Develop the free zone in Khor Al-Zubair to be a giant industrial city providing 100,000 jobs.

18. Development of rural areas through the construction of modern villages and the provision of agricultural technology, including the development of the net reserve in the area of ecstasy and the forest in Al-Shorash in Qurna to provide 50 thousand jobs and fill the local need of vegetables .

19 - Develop the border ports in Basra, commensurate with the counterparts in the countries of the civilized world to provide 10,000 jobs .

20 - Establishment of recycling plants to provide thousands of jobs .

He added that the approved recommendations also included the continuation of the increase of water releases through Nazem Qal'at Salih with no less than (75 m3 / sec) with sufficient share of the irrigation channel in the Shatt al-Arab, And the completion of the other requirements for the operation of the Greater Basrah Water Project and the completion of linking the project to the network of existing pipelines and within 30 days from the date of issuance of the resolution, in addition to allocating an amount of 3 billion dinars to maintain and rehabilitate existing projects in the water sector and import Equipment required 

Al-Mansouri also pointed out the allocation of three billion dinars to complete the water project of Umm Qasr with a capacity of 1000 cubic meters / second, to settle the legal position of the project, to complete the operation requirements of the station and to allocate the required amounts to rehabilitate the station, (3000 m3 / s) in the Barda'iya area feeding the city center. 

He also pointed out that the recommendations included completing the study of the establishment of the dam on the Shatt al-Arab and determining the location and quality of the dam to prevent the entry of the salt tide when the lack of water revenues and the establishment of the seawater desalination plant (Al Faw Thermal Station) to produce electricity and water and allocate funds from the British loan. 

He added that the recommendations also included the implementation of the first stages of the comprehensive electricity plan and the allocation of $ 12 billion to implement and complete the construction of schools suspended and the implementation of the plan to build new schools, including 120 schools distributed across all areas of the province in addition to completing the projects of pipelines conveying sewage network and the establishment of new treatment plants Priority and importance of the development of the current filter stations and the establishment of desalination plants in eight sites to feed the rest of the province. 

He also pointed out that the recommendations noted the completion of infrastructure projects in Zubayr, Qurna, Medina, Deir Al-Harrah, Al-Haritha, and the uninhabited areas in Yassin Khreibat, Al-Tuba, Al-Nakheela and Al-Nafraat, and the establishment of new hospitals in the districts and districts where there is insufficient health services. Always good sense to burn, loot, pillage & destroy your own “ hood “ as well as other surrounding “ hoods “ when protesting/demonstrating while making your demands known. ( yes I know there were Iranian agitators in the mix ).

 

When folks reach the the boiling point these poor people have reached, quite honestly, I’m surprised half the country isn’t on fire and politicians aren’t hanging from street lamps. Of course it’s still early yet . . . Who knows.

I know just a little what the folks in Basara are going through. In the last 3 days my air conditioner went out and today the electricity went off around noon. Our temps in Houston have been running around 100 with feel like numbers hitting 118 yesterday.  I don’t care how tough you think you are NO one should have to live in Tripple Digits.  No one. I got my air conditioner fixed within 24 hours and the electricity was only out about 3 hours.  If I had to go 3 weeks like the folks in Basara I would be marching too.

Lets face it, if these people had electricity right now, they would be sitting in an air conditioned room watching tv or playing with their game gear... not out in the searing heat complaining! How did Baghdad not see that one coming???

Iraq Orders Internet Blackout To Quell Protests

As southern Iraq reels from snowballing protests that threaten oil facilities at a critical political weak point, the outgoing prime minister is taking dangerous measures to stop them, including aggressive use of security forces and cutting internet access that could cost the country $40 million a day. 

The Iraqi central government has imposed a full internet shutdown across the southern provinces of Iraq, including Baghdad and oil-rich Basra in an attempt to prevent a further escalation of protests, and to make it more difficult for protest organizers to communicate. They’ve also blocked social media networks in the northern territory controlled by the Kurdistan Regional Government (KRG).

Mobile applications which have messaging features like Facebook, Twitter, Instagram, and Snapchat also have been blocked.

It’s an expensive move, in more than one way.

NetBlocks.org, an internet shutdown observatory, says that this attack on the internet by the authorities could add up to losses of $40 million per day because the blackouts are affecting businesses that rely on social media for marketing and sales.

Blocking the internet, or specific social media apps, is becoming a commonplace knee-jerk reaction for the Iraqi authorities. They’ve already tested it out on school children during test time to prevent cheating by requiring all ISPs, including mobile 3G providers, to black out service for three hours per day during exam weeks.

But it’s also been used before as a security measures. It imposed blackouts in Mosul when ISIS occupied the city, and it did the same when it was having a pricing dispute with telecommunications companies in 2013.  

 
 

All told, one study says that the Iraqi government ordered 22 internet outages just in 2016. The same study says those outages, combined, cost the country over $200 million in lost economic growth.

No blackout undertaken by the Iraqi government, however, has been as intrusive as this one. This is not about ISIS, or pricing—or potentially cheating students. This is out masses of protesters who have valid grievances. They are protesting the fact that the massive oil wealth of the Basra region isn’t trickling down to the people—to the point that there is even a lack of potable water. They are also protesting the proportion of jobs handed in the oil industry to locals as opposed to foreigners.

The official unemployment rate in Iraq is 10.8 percent, but the bigger problem is that the unemployment rate for Iraq’s large youth population is double that. Nearly 59 percent of Iraq's population is under the age of 25.

Despite living in the heart of the oil industry, which accounts for 95 percent of export, residents of Basra and Iraq’s south are some of the country’s poorest. Out of some 200,000 people are employed in energy sector, 25 percent are from outside Basra, including foreigners. Protesters are demanding them to be replaced.

Even if oil production has not been impacted yet, operations at several oil fields have been affected by security concerns and international oil companies have temporarily withdrawn staff from some areas that saw protests.

As protests enter their second week and show no sign of abating, blocking the internet may hinder communications, but it will also further enrage and already engage citizenry.

Politically, this is a critical time for Iraq, which is struggling to form a new coalition government following May general elections. Now, the unrest adds more pressure to this process and cutting off businesses that could end up taking $40 million a day out of Iraq’s economic growth will only worsen the situation.

There are a few things about the video that would make any savvy social media consumer immediately suspicious. First of all, there is something strange about the clothes that the protesters are wearing. They are dressed for cold weather, even though it is currently 50 degrees Celsius (122 degrees Fahrenheit) in Basra. Secondly, there are people clad in traditional garments that are not those of the Basra region. Clearly, it was not filmed there this summer.

A vicious repression by Shiite militias?

This photo was so widely shared on social media across the Arab world that it became something akin to a symbol of these protests.

However, a quick reverse image search on Google Images reveals that this photo was actually taken in Karbala, a city in central Iraq, in 2014. The militiamen in the photo were taking part in a military exercise meant to show off their strength.

Different people have used this photo to different ends, some claiming that it shows the strength of Shiite militias, while others claim that it demonstrates Iranian influence on Iraqi politics.


 
Is the Iraqi prime minister a puppet controlled by Tehran?

Another photo that has been widely circulated shows the late Ayatollah Khomeini, a powerful Iranian Shia religious leader and politician who was a prominent figure in the revolution and later became the Supreme Leader of the Islamic Republic. In this group picture, there is also a young man that some social media users claim is Haider al-Abadi, who is the current Prime Minister of Iraq, and who they claim once studied under Khomeini.

It’s true that many Shiite men who are currently serving as officials in Iraq actually fought with the Iranian army when former Iraqi dictator Saddam Hussein attacked Iran in 1980, sparking a war that would last eight years.

But that isn’t Al-Abadi’s story. The photo, which is from 1982 according to the national archives of the Iranian Revolution, shows Khomeini with an official from the Revolutionary Guards after the victory over the Iraqi army.
