While most headlines continue to focus on US President Donald H. Trump's recent meeting with his Russian counterpart Vladimir Putin and the implications of the NATO summit, Iraq is witnessing some of the biggest and longest protests in years. Protests have begun in recent weeks, fueled by water and electricity shortages, unemployment and government corruption. Despite mounting unrest in a country where the United States has important interests and military forces, there has been little mention of recent events in Iraq on the lips of Iraqi and American officials or the mainstream media.
The US's narrow focus on Iraq's military and security challenges, particularly with regard to the organization of "Dahesh", points to current US policy trends. The military operations against terrorism, devoid of any broader strategy for Iraq, are proof that Iraq's economic and security challenges are intrinsically linked to the upsurge of unrest, as shown in a recent report by the Iraqi Council of the Atlantic, entitled Beyond Security: Stability, Governance And socio-economic challenges in Iraq. "
Protests on Baghdad's failure to provide essential services began on July 8 in the oil-rich province of Basra, triggered by ongoing power cuts, water shortages and sanitation issues against the backdrop of the summer heat in Iraq. These protests soon spread to other provinces in the south of the predominantly Shi'ite country. Protesters attacked government buildings and stormed Najaf International Airport, where at least three civilians were injured in clashes with police.
On 14 July, at least 9 security personnel and 21 protesters were reported to have been wounded in confrontations in government offices in Maysan province, and 36 policemen and 6 demonstrators were injured in Dhi Qar province. The next day, police used tear gas and water cannons against demonstrators in Basra, using batons and hoses to disperse protesters outside the Zubair oil field in southern Iraq. The next day, demonstrations spread to Baghdad. By July 18, Iraqi health officials reported that eight civilians had been killed since the protests began, and that 60 others had been wounded.
In addition to the crackdown by security forces on protesters, the government cut off Internet access from many areas of Iraq at the end of last week. Amnesty International sources said they believed the Internet had been cut off to prevent citizens from publishing photographs and clips that document the excessive force used by security forces, including the use of live ammunition. Others believe it is an attempt to reduce contact between thousands of demonstrators, similar to the tactics used by the regimes during the Arab Spring protests in 2011. The government partially restored Internet services, but kept restrictions on social media platforms.
Despite the speculation that the protests have been encouraged by Iran, they remain mostly anti-Tehran in nature, with protesters burning a billboard bearing the image of the late Supreme Leader Ayatollah Khomeini. While different political actors may seek to exploit the unrest to maximize their own gains, the driving force behind the protests is the socio-economic concerns of the Iraqis. On 17 July, a leading group of activists and tribal leaders in Basra province published a list of demands expressed by the demonstrators. The first three items were to solve water and electricity problems; to address unemployment among young people in Basra; and to improve public services, especially health and education.
Social and economic grievances that drive unrest in Iraq are largely the result of poor governance. The government's well-documented mismanagement of oil wealth in provinces such as Basra, among other concerns about the country's ability to provide basic services, has consistently classified Iraq among the most corrupt countries in the world. While the government has implemented some reforms to meet agreements with the International Monetary Fund and the World Bank, the private sector remains weak and the public sector is growing as the government struggles to diversify its economy and reduce dependence on oil.
Despite the positive view of the increase in gross domestic product resulting from improved security environment and reconstruction investments, most Iraqis are not directly aware of the benefits of growth in their country. The unequal distribution of wealth and public services leads to destabilizing results in neglected areas, such as frequent power cuts and water shortages in southern Iraq.
In addition to the lack of basic public services due to poor governance and mismanagement, Iraqis face the scarcity of jobs, the continued decline in living standards and the lack of social vitality that results. Given the growing nepotism and nepotism, government jobs are not available to most Iraqis, leading to higher income inequality and higher unemployment. Of particular concern are the unemployment rates among young people, estimated at 30 per cent and still rising. The country's rapid demographic growth only exacerbates this problem.
If neglected, the growing number of educated young people - unemployed, socially and economically disadvantaged and disaffected by government incompetence - could lead to greater instability in Iraq and could increase the trend towards extremism. It is clear that this will not be in the interest of the United States, which has soldiers deployed in the country, which have invested heavily in the fight against terrorism there. However, the anti-"push" campaign has often caught the eye of attention at the expense of all other concerns that threaten the security of the country. It is striking that the last press release issued by the US Department of Defense on Iraq - the day of July 17, the same day that the security forces hit the demonstrators with rubber hoses - was only talking about purging Daash fighters in northern Iraq.
Meanwhile, when asked about the Iraqi protests during a State Department briefing, State Department spokeswoman Heather Naewert described the protests as an "internal" issue and stressed the Iraqi government's right to preserve the security of public property. They also ignored questions about fighting corruption in Iraq as well. The United States can benefit from a broader strategy of stability and peace-building in Iraq that addresses the social and economic conditions underlying violent conflict and unrest outside the framework of the "Islamic state".
As proposed in a new report prepared by high-ranking non-resident colleague at the Atlantic Council, Dr. Harith Hassan, this strategy should include setting up US aid to Iraq on the condition that government reforms that create jobs, develop investments and reduce corruption are encouraged. In addition, the United States can support initiatives to develop human resources and train young people to engage in an economy that thrives on creativity and initiative, and equip them with the skills needed to deal with new technologies - such as the USAID-sponsored Iraqi Youth Initiative that trained more than 3,200 young people Between 2010 and 2012 to be independent entrepreneurs. To pursue these goals, the United States can publicly commit to funding stability and reconstruction activities in Iraq, something it failed to do at the recent pledging conference in Kuwait.

I'm beginning to think the GOI wants to do and try everything else first, before it even considers that a revaluation of their currency might quiet the masses, stimulate the economy, give the private sector a shot in the arm, and restore basic every day services. How much frickin' worse does this have to get?

“ How much frickin worse does this have to get ?” A most loaded question - they keep turning the corner and showing us don’t they. At some point you would think even they would “ cry uncle “. . . But they don’t.

For more than three years after graduation, Karar Alaa Abdul-Wahid tried to get a stable job in the Iraqi government and in the private sector — to no avail.

He once was offered a job with the Oil Ministry in his energy-rich hometown of Basra, but it came with a hefty price: he would have to pay a bribe of $5,000, which he couldn't afford.

"Every place has a copy of my resume attached with a request for job," Abdul-Wahid, a graduate of the Basra Technical Institution, told The Associated Press by phone from the southern city.

"If you are well-connected mainly among political parties and have money, you will get any job you dream of," Abdul-Wahid said. "If not, you will get nothing."

Mismanagement since the 2003 U.S.-led invasion of Iraq that toppled Saddam Hussein has increased joblessness nationwide. In more recent years, idle young men were lured into the ranks of militant extremists, and now unemployment is fueling violent protests in the capital of Baghdad and the Shiite heartland in the south.

Demonstrations involving thousands of people broke out this month in Basra province, protesting the lack of jobs and poor public services, including frequent power outages.

According to the World Bank, the overall unemployment rate in Iraq stands at 11.2 percent and is nearly twice that, 21.6 percent, in areas that once were under Islamic State control and endured heavy destruction from military operations that officially ended late last year.

As of 2014, the poverty rate increased from 19.8 percent in 2012 to an estimated 22.5 percent, it added.

In Basra, a city of more than 4 million, the unemployment rate shot up sharply to at least 30 percent, according to deputy Gov. Dhirgham al-Ajwadi.

Between 30,000 and 35,000 students graduate from the city's private and government universities and institutions, and most of them end up without jobs, he said, blaming federal officials for not focusing on what the labor market needs.

The Basra protests have spread to other cities and threatened to paralyze the oil industry, the lifeline of Iraq's economy. They have derailed traffic at main ports on the Persian Gulf and neighboring Iran and Kuwait.

To contain the unrest, the federal government promised an urgent allocation of 3.5 trillion Iraqi dinars ($3 billion) for electricity and water projects, as well as 10,000 jobs.

But the requests for jobs exceed that number, with more than 85,000 people applying so far, al-Ajwadi said. "Till now, there is no plan on how and when this will be implemented."

Unemployment has been one of the thorniest issues for the government, with 70 percent of Iraqis under age 40 looking for work.

The eldest of six children, the 26-year-old Abdul-Wahid has taken a series of unstable jobs since 2015 to help his family. But he recently got an idea he saw while surfing the internet: selling hot and iced drinks around the city from a vehicle.

"I liked it because it's something new and no one did it before in Basra," he said.

He borrowed money from relatives and friends to buy and modify a small car. Then approached a coffee-machine supplier, which helped him with a free machine and discounts on supplies.

He now roams Basra's streets, offering various types of coffee, tea and other hot and cold beverages. He makes around 900,000 Iraqi dinar (about $750) a month.

Abdul-Wahid considers himself lucky, because his peers are forced to take menial jobs despite their education.

"There are graduates who work as accountants in small business or construction workers or cleaners in hospitals or security guards in malls because they want feed their families," he said. "The situation of youth in Basra is miserable."

He lamented that Basra is seen as "the mother of wealth" because it has about 70 percent of Iraq's proven oil reserves of 153.1 billion barrels, along with its ports.

"When we think of all the wealth we have, we feel sad and upset. We deserve to live a better life, not only compared to other Iraqis but compared to the world," he said.

Iraq suffered a double shock in 2014, when militants from the Islamic State group swept through areas in the north and west and the price of oil plummeted on international markets. Oil revenues make up nearly 95 percent of the federal budget.

That forced the government to stop hiring and to divert much of its resources to the costly campaign to battle the militants, severely affecting job creation, the private sector and investor confidence. As a result, growth has been stunted, with poverty and unemployment on the rise.

Among Iraq's many unemployed is Ali Fadhil Kadhim, a 25-year-old graduate with a degree in science and physical education who has taken part in the Basra protests.

Like others, he has applied for jobs but is not optimistic.

"These promises are just anesthetization for the people and to keep them silent," said Kadhim, who has worked as a security guard, construction worker and taxi driver. "We started a revolution and we will not give up."

Prime Minister Haider al-Abadi on Thursday issued several resolutions on the demands of demonstrators in Maysan, including the launch of appointments and the disbursement of allocations for the province of petrodollar.

He pointed out that "guidance was given to activate the work and lending in the Agricultural Cooperative Bank in the province of Maysan and to emphasize the study of postponement of payment of agricultural loans for the years 2017-2018 and address the issue of interest owed and the Ministry to review the agricultural calendar to ensure the marketing and sale of local agricultural crops and livestock, "Ensure the rights of contractors with contractors in the stages of completion of the project,"

The southern provinces of Iraq, in addition to the capital Baghdad, witnessed almost daily demonstrations, which began on 8 July 2018 in Basra governorate, in protest against poor services and unemployment, followed by similar demonstrations in Muthanna, Dhi Qar, Maysan, Diwaniyah, Wasit, Najaf, And Babylon.

The demonstrations continued for the third week in a row, clashes between protesters and security forces repeated in several provinces, resulting in the occurrence of injuries and deaths between the two parties, where the High Commissioner for Human Rights, earlier on Sunday (22 July 2017), the death of (13) , Including (460) security forces and (269) demonstrators, as well as the arrest of (757) demonstrators, most of whom were released during the past two days, as well as (91) government buildings and housing and wheel material damage.

The Prime Minister, Haider Abadi, has recently issued several decisions regarding services and jobs in Basra, Muthanna, Diwaniyah and Najaf, while warned of the delegates and foreign agendas trying to characterize the tracks of demonstrations from the demands that he described as "true."

The protesters are raising banners saying ‘Out!’.  They demanded the resignation of the current government. 

Iraqi police and army have blocked all roads leading to the Square and barred media access. 


Dozens of Iraqis have been killed and injured after nearly three weeks of protests against corruption, high unemployment, and poor services.

Friday night and i notice almost nobody on line. I think we are all tired of the iraqi 

BS they think is normal behavior. We were told a long time ago that things were going

to get really crazy just before the true reform. The people re-counting the votes are 

definately being controlled by some ptb. I think Abadi is doing this so he can push reform

thru without having to get politicians to agree,which we know is next to imposibile .

Having care-taker power leaves him to do what he wants. Lets hope he wants what we want.

Assuming this is all true. If these are Maliki's Gestopo troops, and they can be tied to Maliki, this is clearly treason. So Abadi and Sadr merelly need to have him and crew arrested. Does this sound about right.

5- Forming a committee to evaluate the officials of Diwaniyah governorate departments and submit its report to the Prime Minister to assign competent and professional elements to the administration of these departments.

6 - Review the amounts of agricultural land rent under the laws and regulations adopted and accounting violators.

7 - Launch appointments of degrees of movement of owners of different sectors, with must be done according to the population ratio of the province and administrative units in the province.

The Ministry of Labor and Social Affairs, ministries and other bodies take immediate measures to launch agricultural industrial projects for the private sector to provide more jobs.

8. Ensure the planned water quota for drinking water and agricultural irrigation and ensure fair distribution to farmers in different areas.

9. Reactivating the agricultural initiative and the industrial initiative of Diwaniyah Governorate.

10 - Audit the work of the Agricultural Cooperative Bank and activate lending to farmers.

11. The Ministry of Construction and Municipalities shall submit an immediate report on the water and sewage projects in the districts and districts of Diwaniyah governorate for the purpose of financing a number of them as needed and the percentage of completion.
