Foreign meddling traces in Basra unrest conspicuous -

“There are clear traces of the complicty of foreign agents of the region’s warmongers in the incident of arson attack on the consulate general of the Islamic Republic of Iran in Basra,” said Hossein Amir-Abdollahian, the Iranian Parliament Speaker's Special Aide in International Affairs, in a tweet on Sunday.

“British Shia and Saudi Wahhabism won’t be allowed to drag Iraq into chaos. Tehran-Baghdad relations are strategic,” stressed the former deputy foreign minister.

The remark came two days after an angry mob stormed the Iranian consulate in Iraqi southern city of Basra on Friday evening before setting the building alight.

Only one day earlier, demonstrators attacked several government buildings in the city, including Basra’s provincial headquarters and the state television broadcast building.

The protests were over lack of public service, inappropriate provision of electricity, poor infrastructures and inadequate civil services.

Meanwhile, some news outlets which have always been relaying negative propaganda against Iran, are trying to frame the public protests as an opposition to a so-called Iran’s meddling in Iraq

We have agreements . It's expected that Abadi will be the PM while they are completed  . Regardless of Sadr's statements of resignation or Maliki, Some of the Parliment members and Iran's corruption and desires over Iraq. If there is a chosen time for these agreements ? I think it will be made to be the right time . "Calm returns to Iraq's Basra after week of violent protests" . The headlines look as if it's back to business as usual . Alak was at Basara's Bank a few days ago talking to bank officials about Petro Dollars . Added security was given to the Bank too. They are not stopping .

A correct measure taken by the government to address the Basra problem. Exemption from the terms of government contracts and instructions to apply the budget. This is precisely one of the reasons for the lack of achievement, not only in Basra, but throughout Iraq as a whole. Our problem in the laws and instructions obstructing.
The reason is because some of them are not appropriate to the identity of the free economy we want, and the other is due to the instructions and laws that fit a stable country settled all things, and not a country like Iraq outside the destruction of many decades.
Do not forget corruption, which finds its outlets through these laws and instructions, which sometimes contradict each other to open loopholes for the corrupt at different levels.
Most of our financial laws are still from the days of Hazkil Sassoon, the first finance chief in Iraq.
This is true, but it is the Iraq of the 1920s, and today we are in a new century in which the facts and circumstances differed, and what would have been appropriate then may become a factor of obstruction and sabotage today.
The envoy of the supreme religious authority to Basra stopped one of these cases. Pumps A water project that supplies a number of neighborhoods is suspended because of the need for parts that cost only very small amounts compared to the size of the province budget and capacity, but the instructions and laws obstructed it.
Within hours, the pieces of private money were bought away from routine routines and set up for the return of water to these neighborhoods.
And so many projects stalled. And others that did not see the light mainly because of this routine and these obstruction instructions that allow the weakness of the people seeking personal benefits at the expense of the country and the people, the opportunity to sabotage and obstruction.
Iraq is the same as Basra, and every issue needs a special work cell linked to the head of the executive branch and away from the laws and instructions obstructing while keeping control over spending and achievement, but not the current laws and regulations, otherwise nothing is done almost.
The economy is without identity, projects are stumbling, and needs are growing, and with it, people are suffering and oppressed. Reviewing the laws and regulations is very much needed, but it takes a long time, so it must be done - in parallel - in the same way as the government with the crisis in Basra, Iraq is in crisis, and what is required extraordinary measures to get rid of its crises.

Sajjad pointed out that the competent authorities filed claims against only 1,400 transgressors, while there are more than 15 thousand transgressors have not been sued because of their influence, indicating that this is not borne by the government alone, but the former House of Representatives, which worked its legislative and monitoring of partisan interests, Legislation that limits those abuses that are rampant today.
While the member of the House of Representatives for the province of Basra, Amer Fayez, the return of stability to the province during the past two days after the withdrawal of the demonstrators.

Fayez added that the demands of some deputies to submit the resignation of the government is impractical as the parliamentary session of Basra consultations for the affairs of Basra and its outputs are not binding.
Fayez said that the government has taken practical measures today through the formation of a ministerial committee, which will be held in Basra to conduct a follow-up on all the problems that stemmed from the water, its salinity and pollution, the subject of other services and unemployment.

On a related note, the legal expert, Tariq Harb, stressed that the law is above all and that those who fail in the events of the province must be held accountable regardless of their party affiliation or the positions they hold.
In an interview with Al-Sabah, Harb said that the law should be applied because of the serious consequences of the events in Basra and led to the astonishing results of the destruction of government property and the headquarters of parties that require the question of those who stand behind it, indicating that leaving the matter will be a serious damage. The law must be binding. For all parties without exception, whether security or legal.
The legal expert said that the law does not recognize anyone as long as the person committed a specific offense regardless of his job, noting that calls for the resignation of the government is illogical because the new parliament has to choose a new government and the removal of the government in the sense that there is no trace of them and in any case must be chosen A government that is already in place.
The political analyst, Najm al-Qasab, said that Basra needs quick and immediate measures to address its problems, especially water, and it needs the cooperation of the federal and local governments in the implementation of important projects.
Al-Qassab added that the political problems reflected negatively on the society, which we saw from the burning of the state departments, calling on the government to accelerate the implementation of its projects in order to provide services to citizens as well as the need of citizens to contribute to the preservation of state funds and not tampering with them, In imposing security.

BAGHDAD - Iraqi Prime Minister Haidar al-Abadi has no choice but to push for an emergency government to ensure he remains in office after the end of his constitutional term with the election of a new parliament, as his chances for a new government are low.

The protests in Basra appeared to have dealt an effective blow to Iranian influence in Iraq, when protesters burned most of its symbols in the oil-rich southern province. But the emergency parliament session, which was held on Saturday to discuss ways to respond to protesters' demands, showed the extent of Abadi's political damage and his project for a second term.

"Abadi appeared to be indifferent to the events of Basra and its developments," said deputies who participated in the emergency session. The protesters burned the headquarters of a number of parties that were friendly to Iran and burned the Iranian consulate itself.

Al-Abbadi's guarantee of American support for the second state project and its reliance on it seems to have angered his main ally, Moqtada al-Sadr, who is struggling with enormous Iranian pressure to withdraw his open support for the Iraqi prime minister.

Sadr has consolidated his position with the position of the Iranian-backed Shiite group, which includes Nuri al-Maliki, Hadi al-Amiri and Qais al-Khazali. The Sadr-backed coalition has demanded a public resignation after its government failed to contain the Basra protests, which float on a lake of oil but lack potable water.

An Iraqi political observer said Sadr had pushed Abbadi to confront his rivals in the other camp, which is completely loyal to Iran alone. He said in a statement to the "Arabs," "It seems that all the parties have found in the Abbadi as a scapegoat suitable to sacrifice him."

The Iran-backed coalition picked up the Sadrist signal quickly and increased its momentum by prompting the pro-Hamas media to focus on it.

The team close to the prime minister is leaking news that the United States is ready to support an emergency government led by Abadi, who has full powers to meet protesters' demands.

Abadi, however, has become confident of America's hidden promises, betting on an emergency government that does not end the Basra crisis as long as it ends its crisis, at least temporarily.

The complex problem that Abadi will face is that no one will stand behind his turn to declare a state of emergency.

The Iraqi observer attributed this to the fact that his team and the opposing team know very well that no one can provide urgent solutions to the problems that led the youth of Basra to take to the streets in protest and they realize that an emergency government will be an obstacle to Abadi's failure or not to renew him in a second term.

Abadi's team is based on blocking the political horizon in the country and the inability of the parliament to convene to meet the constitutional entitlements that follow the general elections, the election of a permanent speaker of the parliament and the selection of a president, which in turn assigns the candidate of the parliamentary bloc the most numerous to form the new government.

In spite of the formal separation of the legal status of the incumbency of these positions, as the system of quotas used in Iraq is required to choose the Sunni component internally Speaker of the Parliament, while leaving the Kurds to choose the President, and the Shiites are competent to choose the candidate for prime minister, they are linked politically, One, for fear of overturning any party over others in the event of getting into office.

Parliament is unable to take the first step of choosing a speaker because the Shiite component is divided into two groups, each trying to form the largest parliamentary bloc to win the post of prime minister.

Even days ago, Abadi was betting on Sadr's support in the face of the Iranian-backed axis. But Sadr's public invitation to step down on the backdrop of the events in Basra, fluctuating the political balance in the country and to discredit the slaves.

According to observers, the scenario of the emergency government would be the only option for Abadi to remain in office, albeit temporarily.

But the prospect of Sadr's understanding of the Iranian axis over a new prime minister could disrupt the emergency government's scenario, especially as Tehran's allies are ready to support any alternative candidate for Abadi at this time, in which the current prime minister is the spearhead of the US against Iranian influence.

Sources say "Arabs" in Baghdad that "Sadr may resort to the proposal of candidates for the post of prime minister, can be the reference to Najaf Shiite upper acceptance."

The acceptance of Iraq's top Shiite cleric, Ali al-Sistani, is crucial to the candidate for prime minister.

Sistani overthrew Maliki, when he tried four years ago to serve as prime minister for a third term, after two terms in 2006 and 2010.

In this context, there are many names to succeed Abadi, most notably Mohammed Tawfiq Allawi, Minister of Communications in the Maliki government, and Emad Al-Khorasan, who served briefly Secretary-General of the Council of Ministers at the beginning of the era of Abbadi.

Both candidates have relations described as "good" with the United States.

For observers, these candidates, who have the confidence of the Shiite authority and the United States, have ample chances in office.

However, the Abadi team is trying to regain Sadr's confidence, betting on the deep crisis separating it from Iranian influence in Iraq.

Observers expect Sadr to show "limited reluctance" for the option of an emergency government led by Abbadi, given the risks involved in allowing Iran to influence the new Iraqi government.

The Ministry of Water Resources announced on Monday the increase of the amount of releases to the province of Basra behind the governor of Qalqat Salih in Maysan by about 20 percent.

Minister Hassan al-Janabi said in a statement to the NRT Arab site today 2018/9/10 that the amount of water releases towards Basra amounted to 91 cubic meters per second, an increase of 20 percent of the planned quota for the province.

He added that the increase in the rate of releases came as a result of the measures taken by his ministry in order to strengthen the quantities that reach Basra .

Al-Janabi pointed out that the water quota that reached Basra reached 75 cubic meters per second, but the increase in water releases came in order to solve the problems of the province which suffers because of the lack of raw water.

The Ministry of Water Resources had earlier launched an additional 20 cubic meters per second from behind the Hamrin Dam in the Tigris River pillar to boost water reaching Basra, expected to arrive in the next 7 days.
